More countries join European tanker effort

NATO has taken another step towards filling its infmaous European tanker gap,  with three more European countries looking to join the European program to acquire new refuelling aircraft. The program was started by the Netherlands and Luxembourg and should result in a shared fleet of up to eight additional tanker aircraft.

On Thursday 16 February, defense ministers from Belgium, Germany, and Norway signed a Declaration of Intent to join the creation of a European multinational fleet of Airbus A330 Multi Role Tanker Transport (MRTT) aircraft.

The Netherlands and Luxembourg launched this initiative in July 2016 and a first order was made for two MRTT aicraft, which are due to be delivered in 2020. The new agreement allows other partner countries to join the program with the provision to enlarge the fleet to up to eight aircraft. The aircraft should be stationed at Eindhoven airbase in the Netherlands.

Nou, dat zou goed nieuws zijn voor ons investeringsbudget; lagere kosten per kist! (Voor ons dan.)

Germany to deepen military ties with France, others: sources  ( Duitsland participeert ook mee in het tanker/MRTT programma ! )
(Misschien moet NL meeliften met de C-130J aankopen en ook C-130J of SEAHerc's aanschaffen, zodat deze onze huidige Herc's kunnen gaan vervangen en/of aanvullen. )

Germany will move forward this week with plans to set up a joint fleet of Lockheed Martin Corp C-130J transport planes with France and join a Netherlands-led fleet of Airbus A330 tanker planes, defense ministry sources said on Monday.

Those and several other initiatives with Norway, Romania and the Czech Republic are part of a broader drive to expand European defense cooperation to be announced at a meeting of NATO defense ministers in Brussels, the sources said.

The agreements come as Germany and other NATO members face increasing pressure from the United States to spend more for their own military and reach NATO's target of devoting 2 percent of gross domestic product to defense spending.

Defense Minister Ursula von der Leyen, who last week said U.S. demands for greater burden-sharing were "fair," will sign an expanded declaration of intent for a joint C-130J fleet with France, a plan first floated in October, the sources said.

The declaration calls for Germany to buy four to six Lockheed planes from the U.S. government and pool them with France's fleet. France is buying four C-130Js from Lockheed and could purchase several additional aircraft in coming years, according to an additional source familiar with the program.

A Lockheed spokeswoman referred questions to Germany and France but said the company looked forward to supporting those countries' airlift needs.

Germany will also sign a declaration of intent to join a European multinational fleet of Airbus tankers that is led by the Netherlands and already includes Luxembourg.

If Belgium and Norway also join the group, the Multinational MRTT Fleet (MMF) could expand to cover 8,800 flight hours a year, according to documents provided to German lawmakers last year. That would equate to about eight tankers.

The ministry said last year it could spend up to 1 billion euros in coming years for use of new Airbus planes that would be bought for the joint fleet.

The planes would be based at Eindhoven Air Base in the Netherlands and at a German military base at the Cologne-Bonn airport, the sources said.

Dat is te hopen! Als er geen ander land aansluit dan lijkt de tanker investering voor Nederland me namelijk een onevenredig grote hap uit ons karige investeringsbudget te nemen.

MMF Programme Division fully established

OCCAR - 08 November 2016

Since 1 November 2016, the new OCCAR MMF Programme Division is fully operational with all posts filled. The Programme Division is located at the OCCAR offices in Bonn/Germany, together with the OCCAR Central Office and some other Programme Divisions.

After the contract signature between OCCAR and Airbus Defence & Space for the acquisition of two aircraft plus 2 years initial In-Service Support, the OCCAR MMF Programme Division was established in September 2016. The Programme Division manages all MMF activities assigned to OCCAR.

The MMF Programme Division at the Airbus factory at Getafe, Spain.

Within the Air-to-Air Refuelling Initiative of the European Defence Agency (EDA) several Nations agreed to co-operate in a multinational Programme. The Multinational Multirole Tanker Transport Aircraft Fleet (MMF) will provide additional tanker and transport aircraft capability in Europe. It will operate the Airbus A330 MRTT, designed for refuelling other aircraft in flight and for transport of passengers and cargo, including medical evacuations. The MMF aircraft will be owned by NATO and operated in a pooling arrangement; an effort initially funded by Netherlands and Luxembourg. But MMF is open to other European nations and the MMF Acquisition Contract offers to join the MMF with options for additional aircraft.

OCCAR is managing the MMF acquisition phase on behalf of the NATO Support & Procurement Agency (NSPA), including the first two years of support, and NSPA will be responsible for life-cycle management of the fleet from then on. First aircraft delivery is planned for the beginning of 2020.

The Airbus Defence and Space A330 MRTT is the only new generation strategic tanker/transport aircraft flying and available today. The large 111 tonnes/ 245,000 lb basic fuel capacity of the successful A330-200 airliner, from which it is derived, enables the A330 MRTT to excel in air-to-air refuelling missions without the need for any additional fuel tank. The A330 MRTT for MMF will be equipped with proven air-to-air refuelling systems including an advanced Aerial Refuelling Boom System and a pair of under-wing hose and drogue pods. The A330 MRTT for MMF can also be used as a pure transport aircraft able to carry up to 267 troops, or a payload of up to 45 tonnes/99,000 lb. It can also easily be converted to accommodate up to 130 stretchers for Medical Evacuation (MEDEVAC).

RAAF to equip one A330 MRTT as VIP transport

Australia has decided that one of its two incoming Airbus Defence and Space A330 multi-role tanker transport (MRTT) aircraft will have an interior customised for transporting government officials.

The primary role of the aircraft will be as an air-to-air refuelling platform, but it will have features consistent with transporting high-level personnel on international flights, says Australia's Department of Defence.

"The aircraft will provide the secure communications capability, range, passenger capacity to support long range travel required to enable international engagement with our partners in, for example, North America, Europe and north Asia," says the Department.

"The modified aircraft will support long range government transport with accommodation, meeting facilities and communications to allow conduct of normal business in transit. The capability is scheduled to be delivered in 2019."

An August 2016 contract with Airbus Defence and Space covers the necessary modifications.

The A330 MRTT is designated the KC-30A in Australian service, and the RAAF has five in-service examples powered by General Electric CF6 engines.

The aircraft's passenger cabins are similar to those found in Qantas's commercial A330s, with both business and economy classes, but excluding inflight entertainment equipment.

Its two incoming tankers, which are being converted in Getafe, Spain, were formerly operated by the Oneworld carrier. Flight Fleets Analyzer shows that they are of 2007 and 2008 vintage, and were previously owned by CIT Aerospace.

As airliners, the two jets bore the registrations VH-EBH (MSN 892) and VH-EBI (898).
