Denmark considering military submarines after almost 20 year gap: Danish lawmaker

Buy more subs, urges Norwegian Defence Chief

The Norwegian Chief of Defence has recommended the Scandinavian country procure more submarines in a report to the government about the future shape of its armed forces.

Chief of Defence, Gen Eirik Kristoffersen, said Norway should procure six rather than four Type 212CD submarines, which he urged should take higher priority than procuring an increased number of new frigates.

In the report, Kristoffersen wrote: 'An increased number of submarines will double the operational availability.

'Submarines are difficult to detect in submerged state, and in the short and medium term, no technology has been identified that will challenge this.

'This strengthening will increase the armed forces' ability to deny an adversary freedom of operation and increase the ability to combat an adversary's maritime forces.'

Germany may build subs in India as Russian weapons supply slows

https://www.straitstimes.com/asia/south-asia/germany-may-build-subs-in-india-as-russian-weapons-supply-slows?utm_source=twitter&utm_medium=social-organic&utm_keyword=dlvr.it

NEW DELHI ? Germany and India are closing in on a deal to build diesel submarines in the South Asian country as Russia?s prolonged war in Ukraine pushes New Delhi to expand its sources of military hardware beyond its top supplier Moscow.
The marine arm of Germany?s Thyssenkrupp and India?s Mazagon Dock Shipbuilders are likely to jointly bid for an estimated US$5.2 billion (S$7 billion) project to build six submarines for the Indian navy, according to people with knowledge of the matter.
The preliminary agreement or memorandum of understanding will be signed in the presence of German Defence Minister Boris Pistorius, who arrived in New Delhi on Tuesday for a two-day visit, German and Indian officials said.

Mr Pistorius told public broadcaster ARD that the submarine deal will be on the agenda when he visits Mumbai on Wednesday.
His role is to ?support and assist? the negotiations between German executives travelling with him and their Indian counterparts, he said in the television interview.
?This would be a big and important contract not only for German industry but also for India and the Indian-German strategic partnership,? Mr Pistorius said.
India?s Ministry of Defence and Mazagon Dock Shipbuilders did not respond to requests for comment.

A German Defence Ministry spokesman and a Thyssenkrupp Marine Systems representative declined to comment.
The Kiel-based defence manufacturing giant had shown no interest in jointly manufacturing submarines in India when the tender was announced two years ago. Now with the war in Ukraine in its second year and China moving in lockstep with Russia on the war, the West and, in particular, Germany, are placing their bets on India becoming a bulwark against Beijing?s growing diplomatic and military assertiveness.
For the submarines, India has identified Mazagon Dock Shipbuilders and Larsen & Toubro to tie up with foreign defence majors to build the diesel attack submarines.
A key target for a partnership had been Thyssenkrupp Marine Systems, which is one of two submarine manufacturers globally to have air independent propulsion ? a technology that helps conventional submarines stay underwater for longer.
Also, Thyssenkrupp-made submarines were used in the past by the Indian navy, making them a far more compelling choice compared with others like South Korea?s Daewoo and Spain?s Navantia group.
German Chancellor Olaf Scholz wants German and European defence companies to step up their efforts to supply New Delhi with modern military gear as a way to help Prime Minister Narendra Modi?s government wean off its dependence on Russia in the defence sector.
India has emerged as one of the swing states buying large quantities of discounted crude from Moscow while continuing to engage the US and its allies.

New Delhi has used a lingering border dispute with China to carry on buying weapons from Moscow ? its biggest supplier of military hardware though deliveries have stalled as Russia and India struggle to find a payment mechanism that does not violate US sanctions.

Submarines are a key need for New Delhi due to its ageing fleet. To effectively patrol the Indian Ocean, the Indian navy needs a minimum of 24 conventional submarines but currently has only 16. Of this fleet, aside from six recently built vessels, the rest are over 30 years old and likely to be decommissioned in the years to come. India, which is part of the so-called Quad grouping that includes Japan, the US and Australia, has been pushing for these countries and European allies to share technology to build submarines.
However, there has been a general reluctance to pass on technology, given India?s proximity to Russia and Mr Modi?s ?Make in India? policy to boost local manufacturing and create jobs.

Li-Ion Batteries Are Underwater ?Game Changer?, Says U212 NFS Progamme Manager

The use of lithium-ion (Li-Ion) batteries onboard diesel-electric submarines (SSKs) could have a significant impact on underwater naval operations, a senior European procurement official told a major naval conference in the UK.

The emerging Li-Ion battery technology can be a ?game changer in the underwater domain?, Rear Admiral Maurizio Cannarozzo ? an Italian Navy (ITN) officer posted as programme manager for the ITN?s U212 Near Future Submarine (NFS) at the European Union armament co-operation organisation OCCAR ? told the Defence Leaders? ?Combined Naval Event 2023?, in Farnborough, UK on 23 May.

Polish Deputy Prime Minister announced that the #Orka program, which aims to purchase submarines for the Polish Navy, will be reactivated 🇵🇱

https://www.navalnews.com/naval-news/2023/06/orka-reactivation-which-submarines-for-poland/

Which submarines for Poland?

Poland's Orka submarine program is set to replace the only Polish submarine, ORP Orzeł. (Tomasz Grotnik photo)
Orka Reactivation ? Which Submarines For Poland?
On May 24, Deputy Prime Minister - Minister of National Defense Mariusz Blaszczak announced that the Orka program, which aims to procure submarines for the Polish Navy, will be launched later this year.
Tomasz Grotnik  01 Jun 2023

?We are proceeding with the Orka (Killer whale) program. Later this year, we plan to launch a procedure aimed at purchasing submarines with the transfer of the necessary technologies, which we want to obtain through an offset procurement. The ships should be capable of using (?) maneuvering missiles capable of hitting targets deep inside the aggressor?s territory? Blaszczak announced.

While the details of the technical requirements for the new submarines are not known at this point, the general expectations have been laid out by Blaszczak:

?We want our submarines to be characterized by (?) high capacity in terms of weapon systems and flexibility of configuration [and to be] capable to strike at the right time, whether against a surface target or a land target.?

This means that Orka is to be armed not only with heavyweight torpedoes, but also cruise missiles to attack land targets at long range.

The SSN-AUKUS connection?

In addition, Orka submarines are to have high stealth capabilities to move at high speed and wait for long periods of time in stealth underwater, which means a requirement for an AIP system. Interestingly, Blaszczak mentioned the nuclear-powered attack submarine (SSN) program for the Royal Australian Navy:

?In recent months, we have been closely watching the Australian project to acquire new submarines, in which we see undoubted advantages by analyzing the solutions adopted by the country. At the same time, we realize that such a project is a major challenge, not only in terms of the culture of the crews in the new environment, but above all in terms of servicing these subs and adapting the support infrastructure to their needs.?

It is hard to imagine that the Polish Navy, whose main focus is the Baltic Sea, would have a need for SSNs, but even such an unusual scenario is not ruled out by a spokesman for the Armament Agency:

?The latest solutions of AIP systems are involved. Nevertheless, nuclear-powered solutions can never be ruled out, as such technology provides full oceanic capabilities. The issue will be open and related to the financial capabilities and ultimately defined requirements of the Polish Navy.?

The Orka program was first launched in 2014 with the intention of procuring three submarines. At the time, a technical dialogue was held with manufacturers, including: Naval Group (then known as DCNS), thyssenkrupp Marine Systems, Saab, Navantia, Nauta with MBDA. However, by 2017 the program didn?t make much progress. The selection of a foreign partner from among three companies was announced for January 2018: DCNS (Scorp?ne with MBDA NCM/MdCN cruise missiles), tkMS (212CD) and Saab (A26 Blekinge). But such selection never happened. The Polish Navy soon changed its priority to frigates to be built under the Miecznik program.

Some new players?

Large purchases of military equipment from the Republic of Korea t for Polish Armed Forces mean that a new player is on the horizon. So not only Naval Group, tkMS, Saab and Navantia will be invited to bid. The Korean KSS-III class large conventional submarine, equipped with AIP and armed with vertical launchers for cruise missiles and ballistic missiles with conventional payloads, may prove to be an attractive offer for Poland. Turkey, which is becoming more independent in submarine production and already offers its own designs, cannot be ruled out either.

Orka submarines missions

Orka is to be designed for the following missions:

securing sea lanes of communication against the threat of enemy submarines,
fighting landing craft and surface ships,
attacking land targets,
intelligence, surveillance, reconnaissance (ISR),
deploying special forces operators.
Current Polish Navy submarine ?fleet?

Currently, the Polish Navy has one submarine, ORP Orzeł (project 877E/Kilo-class). It is a completely obsolete unit that has been under repair for several years. Previously, four Kobben-class submaribes received from Norway at the beginning of this century were decomissioned (in 2017, 2018 and two in 2021). Each one was more than 50 years old?.

Submarine Masts By Hensoldt: Enabling 360 Surveillance

OctoEye 360

At UDT 2023, Hensoldt displayed its full product line of Optronic Mast Systems (OMS), including a number of systems that will provide the future Type 212CD submarine with full situational awareness.

During UDT 2023, Naval News sat down with Matteo Nespoli, Sales Manager Maritime Systems for Hensoldt, to discuss the different systems the company had on display during the show.

The OMS150, the largest optronic mast on the booth, features a full suite of sensors for complete situational awareness. This includes a daylight camera, Infra Red camera (IR), an eye-safe laser rangefinder, a low light level camera, an MWIR and a SWIR.

The OMS200 is Hensoldt low profile optronics mast, developed initially as an analogue version of a periscope. ?Its Radar Cross Section [RSC] is very similar to that of a periscope and therefore increases stealth while still retaining a very powerful payload,? Nespoli pointed out. The payload includes a daylight camera, a SWIR, and a laser rangefinder. Customers can also choose to add the MWIR to the OMS200, which then becomes the OMS IR.

The OMS300 is the latest product of the OMS family developed by Hensoldt, and is an ultra low profile mast. ?The OMS300 is very mission specific, and it is usually selected by customers who deploy it in environments that require a compromise between payload and stealth,? Nespoli commented. In practice, the OMS300 features night vision (MWIR) and daylight capability, but customers can also choose to add the SWIR, low level light camera and the laser rangefinder.

All Hensoldt OMS can be supplemented with the integration of a 3rd party antenna for positioning and radar early warning, such as ELTA?s ICS.

Typically, a customer will have two optronic masts on its submarines, one for extended capabilities and one for stealth replacing the periscope. ?It is this twin-optronic solution, the combination of OMS150 and OMS300,? Nespoli added.

Finally, Nespoli also commented on the OctoEye 360, a non-rotating panoramic observation system that features eight night vision and eight daylight cameras.

Matteo Nespoli, Sales Manager Maritime Systems

The OctoEye 360 is ideal for detecting close range objects and targets, therefore providing both situational awareness and safety of navigation.

Hensoldt would not comment on the systems that will be fitted on the German Navy?s future Type 212CD submarines. However, based on several conversations during UDT with various industry sources, Naval News understands that the 212CD is very likely to  feature the twin-optronics solution (OMS 150 and 300) as well as ELTA?s ICS. Finally, Naval News understands that the German Navy will very likely select the OctoEye 360 to complement its optronic systems for the 212CD.

Pentagon seeks authority to transfer nuclear submarines to Australia

The U.S. Department of Defense asked Congress to authorize the transfer of nuclear-powered submarines to Australia as part of the trilateral AUKUS agreement with the U.K.

Three legislative proposals, submitted on May 2 and first posted online Tuesday, would greenlight the sale of two Virginia-class submarines to Australia, permit the training of Australian nationals for submarine work and allow Canberra to invest in the U.S. submarine industrial base.
