http://www.nrcnext.nl/blog/2011/03/03/dit-zijn-de-westerse-belangen-in-het-midden-oosten/

http://leiden-islamblog.nl/articles/westen-moet-probleem-laten-waar-het-hoort-de-arabische-wereld

Why Is Egypt Buying Two Orphaned Mistral Class Aircraft Carriers From France?

The Russian-French Mistral Class helicopter carrier saga has been a long and rocky one. Originally the two amphibious assault ships were built for Russia, with many Russian combat systems installed, but France denied delivery after Russia seized Crimea a year and a half ago. Since then, many potential customers have been identified for the ships, but Egypt appears to be where these powerful ships will call home in the not so distant future.

The Mistral Class are pretty amazing ships. Not because they offer any sort of new capabilities that other amphibious flattops don't, but because they offer a lot of capability for their price, costing around $700 million each. They also have much lower their operating costs when compared with say an American Wasp Class LHD, which only enhances their reputation for value.

With this in mind, many navies around the globe looked at buying the orphaned ships, many of which are not known for carrier operations or for large navies for that matter. Canada, NATO, Brazil, India, Vietnam, South Korea, Saudi Arabia, Netherlands, New Zealand, Singapore and even China and the U.S. have been floated or rumored as potential buyers. In the end it appears that France has brokered a deal with Egypt for both the ships.

France has become a more heavily favored nation for Egyptian trade and arms deals in recent years as it has been in the past. The el-Sisi government has pivoted away from the U.S. as its main strategic partner in the region as the Obama Administration has greatly chilled the Egypt-U.S. relationship because of the military backed el-Sisi coup that seized power from the democratically elected Muslim Brotherhood. As a result, F-16 and other arms deliveries were temporarily embargoed to Egypt, which among other things, disrupted the once strong relationship between the two countries. In Washington's absence, Egypt has turned to France and Russia for arms sales, with major orders being penned worth billions of dollars for Dassault Rafale and MiG-29 fighters recently.

Meanwhile, Egypt has been engaged in a deepening counter-terror fight against extremist elements, namely those aligned with ISIS. Geographically speaking, threats are emanating primarily from around the Sinai Peninsula, which Egypt worries could one day endanger the Suez Canal, and from the western border with Libya, which is embroiled in a full-on civil war and teaming with Islamic militants.

Even with the rising spectre of Islamic extremism looming over Saharan and portions of sub-Saharan Africa, it is not exactly clear what Egypt plans on doing with two amphibious helicopter carriers. These powerful ships could be used as seabases of sorts, parking them off the coast of trouble spots on the Mediterranean, Red Sea, and Arabian Sea, but that would signal a massive expeditionary shift in Egypt's foreign policy. Although maybe this shift has been underway already, with Sunni Arab states openly fighting Iranian backed Houthi Rebels in Yemen. In fact, Egypt and Saudi Arabia have joined forces to a certain degree militarily to attempt to shape the region as they see fit. This is known as the Cairo Declaration, and it was signed with little western media attention this summer. The addition of a pair of aircraft carriers and amphibous assault ships could provide a counter-balance against increasing Iranian influene in the region.

If anything else, the purchase is a major sign that Egypt plans on becoming much more active when it comes to regional military operations than it has in the past.

Also of interest is that these ships were originally meant to be delivered to what is becoming Egpyt's prime global ally, Russia. Russia, who was denied purchase of the vessels, has stated that it will build its own ships of similar capability. But Russia doesn't necessarily have the shipbuilding ability to do so. Even though Russia has in-depth knowledge of the Mistral Class and its systems, building an entire one alone, without even a working example to go off of may be troublesome. Additionally, Russian sub-systems were never gutted from these ships after the original deal was cancelled and they remain an integral part of these ships. These systems will need servicing and upgrades, and sailors will need to be trained on them throughout the ship's life. In other words, Egypt will need some cooporation with Russia when it comes to operating these ships.

While it is speculative in nature at this point in time, all this may lead to a unique situation where Egypt allows Russian accesses to their Mistral Class ships, and joint use of them for common foreign policy interests. Operations such as the one Russia is undertaking now in Syria comes to mind. This would also allow Russia to gain further knowelege of the ships design and operations.

With two examples in the hands of a close ally, Russia and China could work together to build a similar class. China could use such a capability and is in need of aircraft carrier design know-how. Additionally, they have gone down similar "unconventional" routes before in order to obtain new naval capabilities. Namely buying the rusting hulk of an aircraft from Russia for use as a Casino under a shell company before rebuilding it into their first fixed-wing aircraft carrier, the Liaoning. The Zubr Class hovercraft deal is even a better example.

In the end such a deal would benefit Egypt, Russia and possibly China, while at the same time allowing Russia to work around the embargo that left the two Mistral Class ships on the liquidation block in the first place to a certain degree.

It is reported that both Mistral Class ships will be delivered in March to Egypt after a force of 400 Egyptian Navy sailors are trained to operate the ships. The total price of the deal is said to have been worth $1.062 billion dollars. That may be less than what Russia was going to pay for the two ships, but just keeping them in port was costing the French between about $1 million and $5 million a month depending on who you ask, and that number was only rising as the ships weapons systems and sensors would need upgrades and its mechanical systems deeper maintenance from disuse.

It will be fascinating to see how these powerful Swiss Army Knife-like ships will change the balance of power, and even the perception of naval capabilities in the region. And it will be especially interesting to see how much involvement Russia will have with their capabilities and operation.

Egypt, France In Discussions Over NH90 Helicopter Buy

Negotiations were at an advanced stage as of October 1 between France, helicopter consortium NHIndustries and Egypt for the sale of a significant number of NH90 medium helicopters. The order would be a follow-on to recent sales of French armament to the Arab country, especially corvettes, frigates and landing ships—all compatible with the NH90.

Egypt has not issued any formal request for proposals for the multi-role helicopter. Nevertheless, an industry source confirmed to AIN that the ongoing discussions "are not for just a couple of helicopters." A spokesman for the French ministry of defense said he had no information on the potential helicopter deal.

Saudi Arabia is believed to be funding Egypt's latest weapons purchases, something France's Le Monde newspaper has reported in detail. One industry source said the use of Saudi resources is "obvious."

The customer may choose between the tactical transport (TTH) and naval (NFH) versions of the NH90, or a mix of the two, a source suggested. The NFH can operate from Gowind-class corvettes or FREMM frigates, and both variants can be based on a Mistral-class landing ship, which manufacturer DCNS describes as an amphibious assault ship with an integrated command post. The NFH would provide anti-surface and anti-submarine protection of landing ships.

The Sikorsky Seahawk represents a potential competitor for the Egyptian requirement, but Teal Group analyst Richard Aboulafia thought it was unlikely that Egypt would opt for U.S. equipment. "Given the post-Arab Spring politics of the region, I'd expect Egypt to go with a European supplier," he said. "Since France has been commercially quite aggressive here, Egypt will likely go with NFH90s, or, if they want something less expensive and less capable, (Airbus Helicopters) H225Ms."

Russian candidates like the Kamov Ka-27/29 and the Mi-17 are seen as relatively old technology or not fit for operations aboard ships. Egypt recently ordered Ka-52 attack helicopters, also believed to be intended for use on landing ships. In addition to protecting the Suez Canal, a strategic asset for Egypt, the newly purchased helicopters may help the country support Saudi Arabia's military campaign in Yemen.

Late last month, the French Navy took delivery of its 15th NH90 naval variant, the first to be delivered in final radar configuration. The helicopter is euipped with "an advanced sonar for improved submarine detection and classification." A digital map generator is intended to ease mission preparation and execution.

Egypt has yet to select helicopters for Mistrals

Peter Dunai, Budapest and Jeremy Binnie, London - IHS Jane's Defence Weekly | 5 October 2015

Egypt has not ordered the naval version of the Ka-52 attack helicopter for its Mistral-class helicopter carriers, Sergei Chemezov, general director of Russia's Rostec defence holding company, has confirmed.

"If Egypt still decides to acquire the Mistrals, then we will of course offer our helicopters because they were adapted and created precisely for this ship," Chemezov told reporters on 30 September.

His comments came after France confirmed on 23 September that Egypt would buy the two Mistrals, which were built for the Russian Navy under a deal that had to be cancelled due to the imposition of EU sanctions on Moscow over the conflict in Ukraine.

The sale of up to 50 Ka-52 helicopters to Egypt was revealed in August when the Research and Production Corporation Precision Systems and Instruments (SPC CPR) released a report saying it would supply 50 OES-52 electro-optic sights to equip Egyptian Ka-52 helicopters.

After France announced the Mistral sale, a Russian military-diplomatic source told the TASS news agency that Egypt had ordered 50 Ka-52 attack helicopters. "If Egypt deems it necessary, the Ka-52K ship-based version will be supplied," the source said, suggesting Egypt did not order the helicopters specifically for the Mistrals.

The most obvious difference between the Ka-52K and the original version is that the former has folding rotor blades and stub wings so it takes up less deck/hangar space.

Meanwhile, Russia's Radio-Electronic Technologies Concern (KRET) is offering Egypt the 5P28 Pobeditelj electronic protection system that it was going to fit to the Russian Mistrals, while the United Instrument Manufacturing Corp (OPK) is proposing to adapt the command-and-control system it was going to install on the vessels.

Egypt is keen on getting the A400M   (volgende defensie aankoop !! ? )

A news report from Spain said Egypt has indicated its desire to buy the Airbus A400M airlifter.

The report quoted Airbus Defence and Space executive Pilar Albiac-Murillo as the source of the news.

Egypt wants Airbus to deliver the aircraft as soon as possible. However, Airbus is unable to do so as other customers are eagerly awaiting for their turn as well.

DCNS Will Deliver Two Mistral-Class Projection and Command Ships (BPCs) to the Egyptian Navy

DCNS | October 12, 2015

PARIS --- On 10 October, DCNS signed a contract with the Ministry of Defence of the Arab Republic of Egypt for the supply of two MISTRAL-class projection and command ships (BPCs). After the delivery of a FREMM frigate and the construction of four GOWIND 2500 corvettes, currently on-going, this agreement strengthens the strategic relations with the Egyptian Navy, initiated by the Group in 2014. By 2020, the Egyptian Navy will deploy a fleet of at least seven combat ships designed and built by DCNS.

Hervé Guillou, Chairman and CEO of DCNS announced that: "After the contracts for the supply of four GOWIND corvettes and a FREMM frigate, we are proud that the Egyptian Navy continues to place its trust in us today by signing a contract for the delivery of two MISTRAL-class BPCs. With 7 combat ships already ordered to date and a latest-generation frigate already in operation in the Egyptian Navy, DCNS is thus participating in the modernization of the defence infrastructure of this strategic French ally."

The two projection and command ships (BPCs) ordered by the Egyptian Navy from DCNS will join their home port in the summer of 2016, after the training of the future crews. This training will be given mainly over the 1st half of 2016 in Saint-Nazaire.

With regard to associated BPC support ships, DCNS will supply in particular four new-generation landing crafts (CTM NG), designed by the Group as an integrated system to an amphibious force organized around MISTRAL ships, and two fast landing crafts (EDAR), designed and built by CNIM.

A long-term partnership with the Egyptian Navy

Considering that the first of the four future GOWIND corvettes for the Egyptian Navy is already being built, that the other three will be assembled in Egypt in Alexandria and that the FREMM Tahya Misr frigate was already delivered to the Egyptian Navy on 23 June 2015, the signature of this new contract further strengthens the strategic partnership developed between DCNS and the Egyptian Navy.

By 2020, the Group will have supplied at least seven ships to Egypt contributing to the modernization of its defence mechanisms.

This strong partnership between the Arab Republic of Egypt and the French Republic is reinforced by DCNS' commitment to accompany the Egyptian Navy in the long term, especially with the unfailing support of dedicated service teams for the maintenance of main warships. The Group also states its presence in a wider project of industrial cooperation with the Egyptian party in the field of construction and maintenance of major program units.

Once again, due to this historical agreement, DCNS expects to build a partnership with the Egyptian Navy but also with Egyptian shipyards with which the Group intends to build a long-term cooperation. That is how DCNS has decided to invest in the Egyptian Industry to mutually develop the essential knowledge and means to support a leading Navy.

Technical characteristics of the MISTRAL-class BPCs

With a length of 199 meters, a displacement of 23,000 tonnes and a speed in excess of 18 knots, the MISTRAL-class BPC is defined by its large carrying capacity.

The MISTRAL-class BPC is designed for force-projection, peacekeeping and humanitarian-support operations, and is equipped with a particularly modular command and control centre, featuring efficient communication systems that can be adapted to all shipboard headquarter configurations.

It also has an onboard hospital, and can carry out large-scale humanitarian missions. Its highly capable communication system makes it the ideal command ship within a naval force.

The Group designs, builds and maintains submarines and surface ships. The Group also proposes services for naval shipyards and bases. The Group reports revenues of €3.1 billion and has a workforce of 13,130 employees (2014 data).

Egypt is acquiring an E-2C Hawkeye early warning and control aircraft, with the Navy's Naval Air Systems Command planning to award a contract  to Northrop Grumman to refurbish and supply an ex-US Navy Hawkeye to the country through a Foreign Military Sales contract. Egypt purchased an initial batch of five E-2Cs in the 1980s, followed by another aircraft, with a request for two more in October 2007 failing to see another sale. The presolicitation announcement detailing the plan to award a contract for the additional Hawkeye also lays out plans for upgrade work to an E-2C delivered to Egypt in December 2010.

Russia to Supply Equipment, Helicopters for Egyptian Mistral Ships

NOVO-OGARYOVO --- Russia will supply equipment and helicopters worth over $1 billion for the Egyptian Mistral helicopter carriers, the Kremlin chief of staff said Monday.

Cairo and Paris signed a contract earlier this month for the purchase of two French-made Mistral-class helicopter carriers originally built for Russia.

"Russia will be, if you want, a sub-contractor, who will supply the missing equipment without which the Mistral warships are just a tin can. And of course, all the helicopters," Sergei Ivanov said.

He added that the price of potential contracts would amount to over $1 billion.

Egypt emerged as France's replacement customer for the Mistrals in September 2015, after Paris and Moscow formally terminated a 2011 deal on the construction and delivery of the two ships. In November 2014, France suspended the contract, claiming Moscow's alleged participation in the Ukrainian conflict.

Russia and France are expected to sign the final documents on the removal of radio-electronic systems from the Mistral-class helicopter carriers in early November.

Egypt to Procure Additional E-2C Hawkeye

Forecast International | October 20, 2015

NEWTOWN, Conn. --- Egypt is to get an additional Northrop Grumman E-2C Hawkeye early warning and control aircraft.

On October 15, The United States Naval Air Systems Command (NAVAIR) said it intends to award Northrop Grumman Systems Corporation a contract to provide the supplies and services necessary to deliver an ex-US Navy E-2C (aircraft A-97) to the Egyptian Air Force (EAF) and get it operational within approximately three months.

In December 1999, Egypt finalized a contract to modernize its existing five E-2C Hawkeye airborne early warning (AEW) aircraft with extensive radar (APS-145), mission computer, and workstation upgrades to bring them up to the Hawkeye 2000 standard. An additional E-2C that had already been upgraded to the Hawkeye 2000 standard was transferred in February 2003. The first upgraded versions were redelivered to Egypt in February 2003, followed by delivery of another one in early 2004 and yet another in May 2005. Upgrades to the remainder were completed in April 2007.

In October 2007, the U.S. Defense Security Cooperation Agency (DSCA) notified Congress of a potential sale of two more E-2C AEW aircraft, which would include parts and service. The first was delivered to the Egyptian Air Force in December 2010. Earlier, in June 2008, Northrop Grumman was awarded a $38 million contract to bring this aircraft up to the latest Hawkeye 2000 standard before delivery.

Egypt's Acquisition of the Mistral Amphibious Assault Ship: An Operational Analysis

[...]

Conclusion

Rounding up, Egypt's acquisition of the Mistral seems to mark a quantum leap in its capacity to project force; the platform offers multiple capabilities previously unavailable to Cairo. Nonetheless, Egypt is unlikely to utilize the Mistral optimally because of its lack of experience in such crucial areas like handling such a sizable and complex vessel, ship-borne helicopter operations, and integrated naval task force maneuvers. With these in mind, it would be an extremely steep learning curve for Egypt vis-à-vis her most ambitious naval acquisition so far. While most nations, including advanced ones, also struggle with regard to adopting new military technology, Egypt's case is especially pronounced considering its people's general lack of technical proficiency.

Going forward, there has been talk of the Egyptian Mistrals operating with Saudi units as part of a joint Arab force; after all, Saudi money is believed to be behind the procurement of these platforms. However, "jointness" is difficult to achieve even between the service arms of a particular country, let alone with another country. Such an arrangement, if it ever materializes, is likely to further complicate Egyptian Mistral operations.

In the final analysis, it is worth noting that countries that are able to operate effectively aviation-capable platforms like the Mistral belong at least to the category of nations regarded as "medium powers". Think Japan with its Izumo-class "helicopter destroyers" and South Korea with its Dokdos. This invariably raises the following question: was the Egyptian Mistral acquisition grounded in operational realities, or was it an vainglorious decision conditioned by the fact that large amphibious warfare ships are so du jour nowadays? During the Second World War, there was a famous saying in Japanese naval circles that went: "The three great follies of the world are the Great Wall of China, the Pyramids and the battleship Yamato." In the near future, could this statement be modified to include the Mistral? Based on the current state of affairs, it is highly probable.

Egypt, Russia Negotiating Missile Sale

Russian State Technologies Corporation (ROSTEC) says it is holding pre-contract delivery negotiations for the supply of the Antey 2500 and Buk missile systems ordered by Egypt in 2014 to upgrade the capabilities of its Air Defense Force (ADF).

According to a military source quoted by Interfax in March this year, the missile order is part of the multi-billion Russian-Egyptian arms deal of 2014 and involves the supply of Buk air-to-air missiles, the Antey 2500 (S-300VM) anti-ballistic missile system, command posts, spares and accessories at a cost of US$1 billion. Egypt will also receive auxiliary technological equipment, launchers and other essential equipment to support the system.

According to the initial agreement, deliveries are expected to start later this year and be complete by late 2016.

Egypt Nears Order for A400M Airlifter

PARIS --- An Egyptian order for Airbus A400M military transport aircraft is looking increasingly plausible and Spanish media confirming initial reports of such a sale say that up to 12 aircraft could be involved.

The sale to Egypt was first reported by AndaluciaInformaciones.es, a Spanish news website, which said that Pilar Albiac, the Airbus DS executive vice-president for operations, told the Airbus DS board that Egypt had made its first order during a meeting at the Seville plant, where the A400M is assembled,

Albiac did not say how many aircraft Egypt had ordered, but on Nov. 24 the Spanish outlet, quoting unidentified aviation industry sources, said the order will cover twelve aircraft at a cost of €150 million each. That puts the total value at €1.8 billion, excluding any specific capabilities or equipment that Egypt may require, whose cost would increase total price.

Airbus has not confirmed that a sale has been concluded, but a mid-November visit by Egyptian Defense Minister Sedki Sobhi to Airbus' Seville-San Pablo plant is seen as another corroborating factor.

Another Spanish media outlet, Infodefensa.com, quoted an unidentified industry official as confirming the deal, but saying that "the number of aircraft is much exaggerated." An Egyptian contract for that many aircraft "is not going to happen," the official said.

Egypt currently operates 26 Lockheed C-130 Hercules, however, as well as 9 DHC-5 Buffalos and 24 Airbus C295, so an order for 12 A400Ms, no doubt paid for by Saudi Arabia, does not appear outsized.

Egypt also is said to be requesting early delivery, but this looks unlikely given that Airbus Defence and Space continues to lag behind scheduled deliveries to the A400M partner nations.

Such an order would go a long way to absorbing Spain's excess order, as it has ordered 27 A400Ms to respect its original commitment but, in fact, requires only 13. The amended contract between partner nations, renegotiated when the program was reset in 2010, allows the re-sale of excess aircraft to third-party customers.

The sale is being handled very gingerly by Airbus because of fears the German government might veto supplying military equipment to a country whose military régime has been criticized for riding roughshod over democratic niceties.

The German government's Federal Security Council is tasked with authorizing the export of military equipment on a case-b-case basis. Saudi Arabia, for example, was unable to buy up to 800 Leopard tanks because their hull is made in Germany. This veto also affected General Dynamics, whose Spanish unit SBS at Alcala de Guadaira (Sevilla), among others. The council has, however, recently authorized the sale of other equipment to Saudi Arabia, Egypt and Kuwait.

Along with Egypt, other Arab country, Jordan, has joined the list of potential buyers of the A400M. Jordanian King Abdullah II, accompanied by Spain's King Philip VI, saw a presentation of the aircraft in Getafe (Madrid) last week, and it is unlikely the two monarchs would have bothered were a sale not being discussed.

Another head of state who has been personally involved in a possible purchase is Mexican President Enrique Peña Nieto, who also inspected the plane in person during a visit to Spain. Mexico already operates 22 Airbus C295 light transport aircraft.

The UAE is the fourth country with which Airbus is negotiating, with more immediate prospects. This confirms that the accident last May 9 of an A400M in Seville is not affecting export prospects.

Russia to Supply Egypt with 46 Ka-52K Naval Attack Helicopters

Sputnik news | December 30, 2015

MOSCOW --- Russia has struck a deal with Egypt to deliver 46 Kamov Ka-52K navalized attack helicopters, the director-general of the state-run Russian Helicopters aircraft maker said Wednesday.

Ka-52Ks were designed for French-made Mistral helicopter carriers that were to join the Russian Navy last year, before France cancelled the deal over Ukraine. The warships are now being bought by Cairo.

"In the outgoing year, new contracts were signed with Russian and foreign helicopter users," Russian Helicopters Director-General Alexander Mikheev said in a statement published in the corporate magazine.

He added that a major sale of Kamov naval helicopters were part of the deals that Russia's state arms exporter Rosoboronexport had inked in 2015. The Ka-52K is a naval modification of the Kamov Ka-52 Alligator. It has reinforced landing gears intended for ship-borne attacks.

Russia and France officially terminated the 1.2 billion euro (some $1.28 billion at current exchange rates) contract on the delivery of the warships in August following French President Francois Hollande's suspension of the supply late last year over the Ukrainian conflict.

In October, Cairo and Paris signed a contract for Egypt's purchase of the warships originally built for Russia.

Egypt to get first Ka-52 helicopters in 2017

Egypt has apparently ordered 46 Ka-52 attack helicopters for its air force, but has yet to order the Ka-52K variant for its navy. Source: Russian Helicopters

The first Kamov Ka-52 Alligator attack helicopters being built for export will be delivered in 2017, according to a report posted on the official website of Russia's Primorsky Krai region, the home of the Progress Arsenyev Aviation Company that makes the helicopter.

The report said the export order was awarded to Progress by the state arms export agency Rosoboronexport in October 2015. It did not identify the customer, but Egypt is the only country known to have ordered the Ka-52 other than Russia.

"A big contract for the supply of 46 Kamov Ka-52 Alligator helicopters has been signed with Egypt by JSC Rosoboronexport," Alexander Mikheyev, the general director of Russian Helicopters, announced in a New Year statement, according to multiple Russian media reports.

The Egyptian Armed Forces announced on 28 January that it had received another three Dassault Rafale multirole fighters.

It released photographs and a video showing the three aircraft landing at Cairo West Air Base and lining up with the three that were delivered in October 2015. Like the first batch, all the new ones are two-seat aircraft.

It was announced in February 2015 that Egypt had ordered 16 Rafale B two-seat and eight Rafale C single-seat aircraft. Deliveries have been expedited by transferring ones that were already being produced for the French Air Force.

The Mistral is Coming to Egypt: Adding a Sea Base to Its Combat Capability

2016-02-12 According to an article published by our partner defenceWeb (http://www.defenceweb.co.za/index.php?option=com_content&view=article&id=42319:egypt-to-receive-mistral-class-vessels-in-june-and-september-this-year&catid=51:Sea&Itemid=106), Egypt is to receive both Mistral class ships later this year.

The Egyptian Navy will take delivery of its two Mistral class landing helicopter dock (LHD) vessels in June and September this year from French shipyard DCNS.

According to AFP, citing an unnamed source, the two Mistral class LHDs will be delivered to the Egyptian Navy in June and September respectively. Contacted by Navy Recognition a DCNS representative would not comment on the delivery dates but explained Egyptian sailors will be in France by the end of March to achieve their formation.

The French presidency just announced that Egypt will acquire the two Mistral LHDs originally intended for Russia. "President of the French Republic met with the President Abdel Fattah Al Sisi. They agreed on the principles and terms of the purchase by Egypt of two Mistral class amphibious vessels" according to an official statement by the French presidency.

(https://www.defensieforum.nl/Forum/proxy.php?request=http%3A%2F%2Fwww.sldinfo.com%2Fwp-content%2Fuploads%2F2016%2F02%2FMistral_class_400-300x225.jpg&hash=d1095e321f23251fb63cdd26776f08943c6930fc)

In early August 2015, France and Russia reached an agreement for the non-delivery of the two Mistral class LHDs originally ordered in June 2011. It was officially announced in September 2015 that Egypt would acquire the two Mistral LHDs originally intended for Russia.

The Egyptian Navy took delivery a FREMM Frigate from French shipyard DCNS last year. Moreover, a year ago, DCNS won a contract to supply the Egyptian Navy with four Gowind corvettes. Slated in 2017, the delivery of the first corvette, which is developed and realized at the DCNS Shipyard in Lorient, will occur less than four years after the signature of the contract. DCNS started cutting metal for the very first unit on April 16th 2015.

Mistral class vessels are capable of carrying 16 helicopters, four landing craft, 70 armoured vehicles and 450 soldiers.

Although there apparently are still some technical details to work out, the resale contract and adapting old projection and command of Russian to Egypt is on track. For this it was necessary for Cairo to ensure payment of the order, which is "ruby set on the nail," the French defence minister, Jean-Yves Le Drian said in January.

While the adaptation work of former PCB Vladivostok and Sevastopol are in progress, the second is in dry dock in Saint-Nazaire for a refit prior to her return to sea.

A hundred and eight Egyptian sailors will come to Saint-Nazaire to take over the vessels with the assistance of DCNS and STX France and DCI Navfco for tactical training. The first Egyptians should already be in the Loire estuary. They will form the implementation crews for four CTM type landing craft and two fast catamarans NG type L-CAT.

Delivery of the first Egyptian PCB is planned for early summer, before joining her sister ship to Alexandria three months later.

Russia Confirms Egypt as North African Buyer of 50 MiG-29s (excerpt)

By Oscar Nkala, Defenceweb | April 8, 2016

The Russian Commission for Military Technical Cooperation has confirmed Egypt as the North African buyer of 50 MiG-29M fighter jets and released fresh details of the Egyptian purchase of several other weapons systems worth at least $5 billion in 2015.

In February Russian officials confirmed the sale of 50 MiG-29M fighter jets to a North African country but declined to identify the buyer.

Rosoboronexport signed the deal in April 2015, and expects to deliver the first two aircraft this year. RAC MiG deputy director general Alexey Beskibalov in February said deliveries should be completed by 2020.

The MiG-29M (and two seat MiG-29M2) is an improved version of the MiG-29 featuring longer range due to increased internal fuel, a lighter airframe, slightly more powerful and improved RD-33MK engines, an in-flight refuelling probe, multi-function displays in the cockpit and improved avionics.

In a report submitted to Russian President Vladmir Putin during its last session that was held in the city of Nizhny Novgrod last week, the Commission said Egypt was one of the biggest customers of Russian weaponry in 2015, ordering MiG-29Ms, Buk-M2E (SA-SA-17 Grizzly) and Antey-2500 (SA-23 Gladiator/Giant) missile systems and 46 Ka-52 helicopters worth a combined $5 billion. Deliveries are expected to start this year.

The report also detailed Algerian defence acquisitions in 2015, which included the delivery of six Mi-26T heavy lift helicopters, Pantsir S-1 air defence systems, T-90 tanks and modernised BMP-2 vehicles. According to the report, Algeria is negotiating for the acquisition of additional aircraft, aerial defence systems and aircraft self-protection systems. The country is due to take delivery of additional Mi-26T2s and Mi-28NE helicopters this year.

According to the Commission report, excerpts of which were published by the TASS news agency, Russian earned a total of $14.5 billion from weapons sales in 2015 while its global arms sale order book swelled to $56 billion. (end of excerpt)

On Saturday, April 16th 2016, Alexandria Shipyard started cutting metal for the first Gowind 2500 corvette built in Egypt, in the presence of high representatives of the Egyptian Navy and of DCNS technical assistance and management teams.

The Egyptian Navy chose DCNS to design and build four Gowind 2500 corvettes with a construction technology transfer. The contract, which entered into force in July 2015, provides for the construction of the first ship within 29 months. It is now being built by DCNS in Lorient.

The three following units will be built by Egyptian partner Alexandria Shipyard.

DCNS has sent supervision and technical assistance teams to Alexandria for the construction of three corvettes through technology transfer. DCNS also provides training of the Egyptian shipyard staff at DCNS site in Lorient. Finally, DCNS will deliver all technical data required for the construction of the corvettes as well as necessary components.

The Gowind 2500 corvette chosen by the Egyptian Navy is a first rank ship with a displacement of 2,500 tonnes; it incorporates the SETIS multi-mission combat management system developed by DCNS.

Egypt, Russia sign Ka-52K training agreement

Russia and Egypt have reached an agreement under which Egyptian pilots will be trained to fly the Kamov Ka-52K Katran (the naval version of the Ka-52 Alligator) attack helicopter, the Russian newspaper Izvestia reported on 6 September, citing a source in military and diplomatic circles.

The source said the agreement was reached when Egyptian defence minister Sedki Sobhi met his Russian counterpart Sergei Shoigu in Moscow and noted that this indicated that Cairo, which has already ordered the standard Ka-52, would also order the naval version for its two Mistral-class amphibious assault ships.

"The ministers agreed on specific measures for the preparation of the Egyptian pilots for flying the ship-based Ka-52K," it quoted the source as saying. The Egyptian side has until the end of the year to send the necessary documents to Moscow, and then Russia will develop a training programme, the source added.

The two French-built Mistrals were originally ordered for the Russian Navy, with the design being modified to accommodate the Ka-52K that was being developed for the ships, but France had to cancel the contract due to the imposition of EU sanctions on Moscow.

Russian presidential aide Vladimir Kozhin told journalists on 6 September that negotiations to supply Egypt with communications and control equipment, as well as helicopters, for its Mistrals are ongoing, but no contracts had been signed as yet.

The TASS news agency reported that the United Instrument Manufacturing Corporation has completed the communications and control systems, which could be delivered to Egypt at short notice.

Meanwhile, the Russian Navy has announced that the Ka-52K will be part of the new air wing for the aircraft carrier Admiral Kuznetsov during its forthcoming deployment to the Mediterranean to support operations in Syria.

The second of Egypt's two Mistral-class landing helicopter dock (LHD) amphibious warfare vessels, ENS Anwar el-Sadat (L 1020), was handed over to the Egyptian Navy in the French port of Saint-Nazaire on 16 September.

The first Egyptian LHD, Gamal Abdel Nasser (L 1010), was handed over on 2 June, and is now based in Alexandria.

DCNS, one of the French companies that built the ships, said Anwar el-Sadat would leave for Egypt in the coming days and will participate in a joint exercise with the French Navy during the voyage.

It added that 180 Egyptian sailors have been training on the LHD since June. "They completed a remarkable task in just a few months of work, with the support of the DCNS instructors and our partners STX France and [the French Ministry of Defence's] Défense Conseil International," it said.

IOMAX moves to secure Egyptian Archangel sale from competitor

IOMAX has held high-level talks with the Egyptian Ministry of Defence (MoD) to safeguard an expected sale of armed turboprop aircraft from being poached by its Air Tractor and L3 Technologies competitors, a company official told Jane's.

The North Carolina-based IOMAX has for some months been negotiating with the Egyptian MoD to support and upgrade 12 AT-802s that have been gifted by the United Arab Emirates (UAE), at the same time as looking to sell the country 10 of its latest Archangel Block 2 Border Patrol Aircraft (BPA). However, emergency talks have been held after IOMAX discovered that L3 was trying to use the US government to have Egypt buy the AT-802L that it has developed with Air Tractor instead.

"We have found that Air Tractor and L3 have been misrepresenting their product in Egypt, but luckily we found this out before it had gone through the [Defense Security Cooperation Agency] DSCA, the State Department and the [US Air Force] USAF [approval process]. We have now corrected that narrative, and are in the final stages of discussions with the Egyptians for the sale of the Archangel," the IOMAX official told Jane's.

According to the official, Air Tractor and L3 had been looking to sell their AT-802L into Egypt on the basis that it was already fielded and in service with the UAE, whereas in fact this is the IOMAX AT-802 and its successor Archangel. "To say the Egyptians were dismayed when they realised Air Tractor and L3 had never built or much less fielded an armed AT-802, and in addition were not the ones who build the current Archangel, would not be an overstatement," he said.

Although IOMAX told Jane's that it had corrected the narrative with the Egyptians, it noted that this was not before the country's MoD had submitted a sole source letter of recommendation (LOR) request to the US government for the AT-802L based on its misunderstanding of the situation.

France to remove American component from SCALP   (als het niet links om kan, dan maar rechts om... )

France has decided to remove an American component from the SCALP cruise missile so that it can proceed with a new sale of Rafale fighters to Egypt

The follow-on sale has been delayed as Washington is refusing to grant export of the weapon.

French Armed Forces Minister Florence Parly told the Committee for National Defense and Armed Forces says manufacturer MBDA is now researching on replacing the part with its own.

Italy reveals Leonardo helo sales to Egypt

21 MAY 2020 00:00 GMT+0

The Italian government has revealed a hitherto-unconfirmed Leonardo military helicopter sale to Egypt, according to documents disclosed in late May.

According to the Italian Ministry of Foreign Affairs and International Cooperation, Leonardo has sold 24 AW149 and eight AW189 helicopters to the Egyptian military for approximately EUR871 million (USD957 million). The sales were recorded in the ministry's 2019 arms exports report to the Italian Senate of the Republic.

The documents do not disclose any further information pertaining to production or delivery timelines, aircraft roles, or which branch of the Egyptian military will field them.

While the Italian government report provided no details as to the intended role of the helicopters within the Egyptian military, it did note that the AW149s would be configured with eight seats (it can normally carry up to 18 passengers), while the similarly-sized AW189s will be configured with the maximum 19 seats. These configurations suggest that the AW149s will perform a specialist military task that requires the fitting of bespoke mission equipment, while the AW189s will be used for general passenger transport.

Leonardo has not commented on the report nor the sales contained within it.

France's Macron Defends Arms Sales to Egypt Despite Rights Concerns  ( Nationale belangen zijn belangrijker dan internationale... )

French President Emmanuel Macron says arms sales to Egypt would go ahead despite its poor human rights record. After a meeting with Egyptian President Al-Sisi, he said Egypt's fight against terrorism is paramount, possibly clearing the way for new arms sales.

French President Emmanuel Macron said on Monday that concerns over human rights violations in Egypt would not affect the future sale of French arms to that country, as Cairo should retain its ability to fight terrorism in the region.

"I will not condition matters of defense and economic cooperation on these disagreements [over human rights]," Macron said at a joint press conference with Egyptian President Abdel-Fattah el-Sissi.

"It is more effective to have a policy of demanding dialogue than a boycott which would only reduce the effectiveness of one of our partners in the fight against terrorism," he added.

Since 2015, France has sold considerable amounts of weaponry to Egypt, including two French-made Mistral-class helicopter carriers and two dozen French Rafale advanced fighter jets.

Macron has previously voiced concern that Egypt might turn to the West's rivals, China and Russia, if it did not receive adequate support from Europe.
