Chinese schepen in zee rond Senkaku-eilanden

TOKIO - Chinese schepen zijn de wateren rond de betwiste eilandengroep Senkaku binnengevaren. Dat meldt de Japanse kustwacht vrijdag. Dat is voor het eerst sinds de verkiezingen in Japan van afgelopen weekend.

De eilandengroep is voor Japan van groot strategisch belang en werd daarom door de regering in september ingelijfd. Er wordt onderzocht of er een haven kan worden gebouwd. Een ander plan van de Japanners is om er ambtenaren te stationeren, om zodoende de greep op de eilandjes te verstevigen.

China zegt echter dat het ook recht heeft om van de eilanden gebruik te maken, omdat het ook gebruikt maakt van de Oost-Chinese Zee, waarin de groep ligt.

China vies for control of disputed islands; Japan boosts aerial surveillance

A day after its patrol plane was confronted by Japanese fighter jets over the disputed islands, China on Friday said it will "resolutely fight" for the control of disputed islands with Japan and accused Tokyo of violating post second world war order by buying the islets.

"We oppose Japanese sides illegal purchase of Diaoyu islands islands which blatantly infringe upon China's territorial sovereignty", Chinese Foreign Ministry, spokesman, Hong Lei told media briefing.

He was responding to a question on comments by Foreign Minister, Yang Jiechi that China would "resolutely fight" with Japan over the islands.

"The Japanese side action has violated post war international order", Hong said.

About Japan scrambling its jet fighters to confront the first Chinese air patrol on Thursday, Hong said the uninhabited island and its affiliated islands as well as airspace and territorial waters are China's "inherent territory and China has sovereign right over them".

"Since September this year Japanese side has repeatedly sent ships and planes to the territorial waters of China's Diaoyu islands. We are firmly opposed to that", he said.

Japan lodged a diplomatic protest with China over the issue.

Hong said China repeatedly requested Japanese side to stop illegal activities of airspace in the Diaoyu islands including stop its jets from flying over the islands.

"It is quite normal for China's maritime plane to carry out activities to define China's sovereignty and territorial integrity", he said adding that such patrols are necessary.

"Hope Japanese side will show its sincerity and take concrete actions to solve the issue through dialogue and bring China-Japan relations back to the track of normal  development", he said.

Earlier, Japan said it will strengthen the surveillance power of its air force, a day after the first-ever intrusion into the country's airspace by a Chinese Government aircraft.

"We will take all possible steps for the defence of our airspace," Osamu Fujimura, chief Cabinet secretary, told a news conference, noting that the Defence Ministry is considering "more effective operations" of the Air Self-Defence Force's Airborne Warning and Control Systems, as well as the E-2C airborne early-warning aircraft, Kyodo news reported.

Yesterday, a Chinese Government airplane entered Japan's airspace over the Senkaku Islands, the sovereignty of which is claimed by Beijing, for the first time since the ministry started keeping such records in 1958.

Japanese fighter jets were scrambled after the plane was spotted by the country's coast guard at 11:06 am about 15 km south of one of the uninhabited islands in the East China Sea.

But Self-Defence Force radar did not pick up the aircraft.

Fujimura said he believes the airspace intrusion by China was aimed at claiming control over the Japanese-administrated islands, adding that the Government will "firmly deal with any action that infringes on our country's sovereignty."

Japanse straaljagers lucht in voor Chinees marinevliegtuig

Japanse straaljagers zijn vannacht de lucht in gestuurd nadat een Chinees vliegtuig het luchtruim van Japan was binnengevlogen boven de door beide landen geclaimde eilanden in de Oost-Chinese Zee. Dat heeft de Japanse regering laten weten.

De acht F15 straaljagers kwamen in actie, toen een Chinees marinevliegtuig het luchtruim doorkruiste. Of de straaljagers dat toestel hebben gedwongen te vertrekken, is niet duidelijk. De afgelopen twee maanden zijn herhaaldelijk Chinese regeringsschepen in de wateren rond de eilanden gesignaleerd. Het was voor het eerst dat ook een Chinees vliegtuig in het gebied was.

Japan diende een officieel protest in bij de Chinese autoriteiten vanwege schending van het luchtruim. Woensdag waren ook al vier Chinese schepen in het gebied gezien. De betrekkingen tussen Japan en China zijn gespannen sinds Japan enkele van de eilanden kocht van een particuliere eigenaar.

Het is donderdag 75 jaar geleden dat het bloedbad van Nanking, de vroegere hoofdstad van China, begon. De massale moordpartij kwam op gang, nadat het Japanse keizerlijke leger de stad had ingenomen en zou aan 100.000 tot 300.000 mensen het leven hebben gekost.

De EU is bezig met navelstaren en wordt pas weer wakker als men zich realiseerd dat ze slechts nog de tweede viool spelen.

Ophef over Chinees plan voor scheepscontroles

PEKING - Het hoofd van de Associatie van Zuidoost-Aziatische Naties (Asean) maakt zich zorgen over een Chinees plan om schepen te doorzoeken in de betwiste Zuid-Chinese Zee. ,,Dit is zeker een escalatie van de groeiende spanning", zei secretaris-generaal Surin Pitsuwan vrijdag in een interview met persbureau Reuters.

De Asean-baas roept China op terughoudendheid te tonen en te blijven luisteren naar betrokken partijen. China claimt een groot deel van het gebied, waarvan ook de Filipijnen, Taiwan, Vietnam, Brunei en Maleisië delen opeisen. De Chinese kustprovincie Hainan wil daarom vanaf 1 januari buitenlandse schepen laten controleren door de politie.

De Filipijnen hebben vrijdag laten weten de regering in Peking om opheldering te vragen. Het land heeft eerder al geprotesteerd tegen een kaart die in de Chinese paspoorten staat afgedrukt. Daarin is het omstreden zeegebied bij China gevoegd.

De Zuid-Chinese zee biedt de kortste route tussen de Indische en Stille Oceaan. Daardoor behoort hij tot de drukst bevaren wateren in de wereld. Meer dan de helft van al het vervoer per olietanker gaat over die zee.

China claims 'historical' right to sea

BEIJING'S claims to nearly all the South China Sea are embossed in its latest passports, based on what it calls long-established "historical facts" and what Chinese analysts say is Western imperial precedent.
Beijing has grown increasingly assertive in recent years in claiming islands and waters even without effective control of them - in some cases hundreds of kilometres from the Chinese mainland and close to rival claimants' coasts.
The latest front on the simmering dispute is China's new passport, which shows a map of the country including almost all of the strategically significant sea, the site of key shipping routes and possibly significant petroleum reserves.
It is also claimed wholly or in part by Vietnam and the Philippines - both of which have refused to stamp the Chinese travel documents - Brunei, Malaysia and Taiwan.
Washington described the passports as unhelpful, while Jakarta called them "counterproductive".
Officials in Beijing and state media justify the South China Sea claim by pointing to "ample historical facts and evidence" about the area, while remaining ambiguous on what these are.
The claims were formulated in 1947 by the then Nationalist government in a map with a nine-section, U-shaped demarcation encompassing the Paracel Islands east of Vietnam, the Spratlys west of the Philippines, and other uninhabited features such as the Scarborough Shoal.
It is believed to be the first time the "nine-dash line" was printed on an official Chinese map.
To help support the claim, a group of 10 academics in China and Taiwan were last month tasked with providing "a legal explanation of the U-shape line" within a year, state media reported.
China hopes ancient maps and historical records will set the record straight, but Beijing's attempts to convince its rivals through academic research may prove fruitless, according to foreign analysts.
"China's claims are very dubious because you can make old maps say what you want them to say," said Jean-Pierre Cabestan, head of the department of Government and International Studies at Hong Kong Baptist University.
Cabestan told AFP that China's only control of any of the islands came via maritime skirmishes over the past 40 years.
China took over the Paracels in 1974 following a brief naval battle with South Vietnamese forces, and some of the Spratlys in 1988 following the Johnson South Reef Skirmish, which resulted in 70 Vietnamese deaths.
Beijing also gained control over Mischief Reef in the Spratlys in the mid-1990s, when it built structures on the island that it claimed were for its fishermen, prompting protests by the Philippines.
Manila backed down over the Mischief Reef dispute, but was more assertive earlier this year when its navy and coastguard were embroiled in an extended stand-off with Chinese patrol vessels at Scarborough Shoal.
The island is well within a 200-nautical-mile exclusive economic zone which Manila claims under the United Nations Convention on the Law of the Sea, and the flare-up demonstrated China's confidence in claiming territory far from its shores.
Zhang Haiwen, deputy director of the China Institute for Marine Affairs, recently told state media that distance has "absolutely no basis in international law and judicial practice" - using Britain's Channel Islands, less than 12 nautical miles from the French coast, as an example.
Jia Qingguo, professor at Peking University's School of International Studies, said China was merely following the example set by the West.
"The United States has Guam in Asia which is very far away from the US and the French have islands in the South Pacific, so it is nothing new," he told AFP.
"The geographical location of the island does not necessarily indicate to which country it belongs."

Vergeet niet dat ook China het UNCLOS verdrag, het verdrag omtrent vrije doorvaart, heeft ondertekend. Ik ben benieuwd hoe ze dit gaan aankleden, in dat betwiste gebied.

De nieuwe regels kunnen de spanning tussen China en zijn buurlanden vergroten. Het gebied vormt al lange tijd het decor voor verschillende grensconflicten. Zo ruziën diverse landen, waaronder China, Vietnam en Taiwan, over het bezit van de Spratley-eilanden.
