Navantia Opens New Office In Washington DC To Support Its FFG(X) Bid

CitaatComputer rendering of Navantia / BIW F100 frigate in U.S. Navy FFG(X) configuration with 57mm main gun and RAM launcher. The Navantia / BIW team's parent design is the Royal Australian Navy Hobart-class frigate (also known as AWD) which is itself based on the Spanish Navy F-100.

The new office was inaugurated by the President of Navantia, Susana de Sarriá, accompanied by the Ambassador of Spain, Santiago Cabanas , and by representatives of the Spanish Ministry of Defense and Spanish Navy.

Citaat
"The opening of this new office responds to the objective of strengthening good relations with the U.S. Navy and industry, with which we have been working for more than 60 years, and seeking new business and cooperation opportunities in the country, in addition to the active participation to the ongoing program for 20 new frigates ".

Susana de Sarriá, Navantia Presiden

The US is a strategic market for Navantia who has selected Francisco Barón to lead this office. Mr Barón has significant international experience, in the United State, in Norway and Australia.

FFGX frigate program
In February 2018, Navantia and its local partner General Dynamics Bath Iron Work (BIW) were selected by the United States Government for the Conceptual Design phase of the FFG(X) frigate program, which aim is the acquisition of 20 new frigates, localy built in the United State. The Navantia / BIW team's parent design is the Royal Australian Navy Hobart-class frigate (also known as AWD) which is itself based on the Spanish Navy F-100.

Navantia and BIW are adapting this design to the requirements of the US Navy. A team of Navantia engineers is now working at the BIW shipyard to support the FFG(X) bid. The conceptual design phase has a duration of 16 months.

The other FFG(X) contenders are:
– Austal (with the Austal Frigate based on the Independence-class littoral combat ship)
– Fincantieri Marine Group (with the FREMM multimission frigate)
– Huntington Ingalls Industries (with an unknown design)
– Lockheed Martin (with the Freedom-variant Frigate based on the Freedom-class littoral combat ship)

Ship designs from the five shipbuilders will be evaluated by the US Navy. The final specifications that will be used for the FFG(X) request for proposal will be announced in 2019 and the contract award is expected for 2020. The US Navy is set to buy one frigate in 2020 and one in 2021, followed by two each year, for a 20-ship class.

Navy Frigate (FFG[X]) Program: Background and Issues for Congress (.pdf).
https://fas.org/sgp/crs/weapons/R44972.pdf

Een paar interessante punten uit het eisen pakket;
- 32 cells mk41 (ESSM + SM-2)
- 2x 4 OTH ASuW missiles eis en 2x 8 OTH's wens
- ruimte in mk41 voor nieuwe stand-off ASW missile

The US Navy's new, more lethal frigate is coming into focus  (Misschien moeten ze toch naar een nieuw ontwerp ? Look al your Dutch friends..  ;) )

.../...

All told, the Navy is looking at about $800 million per hull after the first unit, Campbell said, which is down significantly from where the program thought it was last year.

"We started closer to the $950 [million mark]; we are trending closer to the $800 [million mark] now," Campbell said. "So we have taken some significant costs out of the program."

.../...

The cost of each hull breaks down to about two-thirds going toward the hull and one-third going toward government-furnished equipment, including the sensors and war-fighting systems such as the radars, missile launchers, an anti-submarine warfare suite and electronic warfare equipment.

USN sees drop in anticipated FFG(X) cost

While the US Navy (USN) is still in the process of creating its draft request for proposals (RFP) for the service's proposed guided-missile destroyer (FFG(X)), the service is already seeing a reduction in the anticipated cost for the ship, according to Dr Regan Campbell, USN FFG(X) programme manager.

USD950 million is the USN threshold cost for the ship, Campbell noted on 17 January during a briefing at the Surface Navy Association 2019 symposium; USD800 million is the objective price.

"We started closer to the 950," she said. "We are trending very close to the 800."

Government-furnished equipment (GFE) accounts for about a third of the cost and the cost reduction was achieved in part by "taking a very hard look at GFE", said Campbell.

Lockheed planning big shift away from LCS propulsion system for its future frigate offering

Lockheed Martin is planning to shift from its littoral combat ship's water-jet propulsion to a propulsion system that the U.S. Navy is more familiar with for its future frigate offering, Lockheed's vice president for small combatants and ship systems told reporters at the 2018 Euronaval show.

As it works through the Navy's requirements for its FFG(X) program, Lockheed is hoping that a more traditional twin-screw design with independent drive trains will entice the service towards its offering.

One of the major hang-ups with the design requirements for all the competitors has been requirement that the engineering spaces be separated by a certain number of meters so that if the ship takes damage in one area, the other space should be online to drive the ship. If the design can't meet the spacing requirement, an alternative propulsion unit has to be installed.

.../...

As for the system itself, Lockheed is keeping its options open, but is looking hard and combined diesel and gas systems, or even combined diesel and diesel, give the speed requirements for FFG(X), which are well reduced from what they were for the speedy LCS.

The fleet has been receptive but mixed on the idea of a straight diesel propulsion system. But the trade-off for gas turbines is less fuel efficiency, which impacts range, DePietro said.
