Wie betaald die onderhoudskosten? De Franse regering of DCNS? Neem aan de eerste, gezien die tenslotte verantwoordelijk is voor het cancelen. Reken maar dat DCNS hiermee in hun maag zit zeg.... hoop dat ze die dingen snel kwijt zijn.

Ik ben dan ook zeer benieuwd wel land (of landen) de knoop door hakt om één of beide schepen aan hun vloot toe te voegen..... afborrelen als oefendoel (een optie die diverse malen genoemd is als de goedkoopste, als de schepen niet verkocht worden) vind ik ook weer zo iets...

Frankrijk betaalt Rusland 1,2 miljard euro voor niet leveren oorlogsschepen

Frankrijk stelt Rusland voor 1,2 miljard euro schadeloos voor het niet leveren van door Moskou bestelde oorlogsschepen. Rusland bestelde in 2011 twee oorlogsschepen uit de Mistral-klasse bij Frankrijk. Vanwege de Russische annexatie van de Krim besloot Frankrijk de Russische bestelling echter te annuleren.

Het contract had een totale waarde van 1,2 miljard euro. Daarmee was het de grootste wapenlevering door een NAVO-lidstaat aan Rusland. De Russen hadden reeds een aanbetaling van 840 miljoen gedaan.

De bestelling werd in november 2014 geannuleerd door de Fransen. 'Als je niet levert, zul je moeten betalen', aldus Francois Hollande in april van dit jaar. Na acht maanden onderhandelen zijn de Franse en Russische autoriteiten nu tot de schadeloosstelling van 1,16 miljard euro overeen gekomen. In dit bedrag zit ook het geld dat de Russen al hebben uitgegeven aan het opleiden van vierhonderd man personeel en het aanpassen van de haven van Vladivostok.

Nieuwe koper

De bestelling werd in 2011 gedaan, toen Nicolas Sarkozy president was van Frankrijk. Het eerste schip, de Vladivostok, had in november 2014 moeten worden opgeleverd. Het tweede, de Sepastopol, in het najaar van 2015. De constructie van beide helikopterdekschepen is al voltooid. Een schip kan zevenhonderd man herbergen en biedt plaats aan zestien gevechtshelikopters en vijftig pantservoertuigen.

De Fransen zijn op zoek naar een nieuwe koper voor de schepen. Als potentiële kopers zijn Canada, Singapore en Egypte genoemd. CEO van de schepenbouwer DCNS Hervé Guillou liet weten dat het aanpassen van de schepen aan de eisen van een eventuele nieuwe klant tientallen tot honderden miljoenen kost. Hier komen de onderhoudskosten van de schepen à één miljoen euro per maand nog bij.

Russia Reveals Two Different Warships to Replace Mistrals

Russian-made Priboy and Lavina, two amphibious helicopter carriers, will replace the Mistral-class warships that France failed to deliver to Russia.

The Russian Defense Ministry revealed the layout of a new amphibious assault ship during the "Army-2015" military show at a shooting range in Alabino near Moscow earlier this week, Lenta.ru reported.

With its new amphibious warship, known as Priboy ("Surf"), the Defense Ministry plans to replace the Mistral-class helicopter carriers that France failed to deliver to Russia.

For now, the ship is available in the layout form on the stand. Priboy will be a relatively smaller-size (a 14,000-ton, 165 meters in length and 25 meters in width) helicopter carrier capable of transporting 8 helicopters, up to 600 marines and between 40-60 armored vehicles.

St. Petersburg-based Nevsky Design Bureau announced that it plans to start the construction of Priboy next year, RT said.

Furthermore, later on the Krylov State Research Centre revealed another amphibious helicopter-carrier, codenamed Lavina ("Avalanche").

Lavina will apparently be bigger and faster than French Mistrals. The Russian helicopter carrier will have a full load displacement of 24,000 tons, compared to Mistral's 21,300 tons. Lavina's maximum speed will be 22 knots, as opposed to Mistral's 19 knots. Similar to Mistrals, Lavina will be capable of carrying 16 helicopters, around 50 armored vehicles and possibly six smaller boats, versus Mistral's four, RT reported.

Russia's Mistral Deal Was Sunk From the Start (Op-Ed)

As expected, initial negotiations broke down over the question of how much France should compensate Russia for canceling delivery of two Mistral helicopter carrier ships after this country annexed Crimea. Moscow stated that the offer from Paris was totally unacceptable.

A short time later, the head of shipbuilding for the Russian Navy, Captain Vladimir Tryapichnikov reported that "our military-industrial complex is fully capable of building such a ship. We are now designing a new type of large amphibious assault ship. It is taking shape in the final stage." Of course, that begs the question of why Moscow bothered ordering the Mistral if Russia's defense industry is so highly capable.

Every sailor knows that some ships bring nothing but trouble from the moment they hit water. For Russia, the Mistral has been one such vessel.

Just ask Oleg Bochkarev, Military-Industrial Commission deputy chairman. Only the devil knows what prompted him to speculate to reporters about the ill-fated Mistral during a conference titled "Information technology in the service of the military-industrial complex" held in Tatarstan last month. When asked about the fate of the helicopter carrier ships, Bochkarev responded that it was "a matter of fact that Russia is not taking the Mistral ships."

And next he revealed an important secret. According to Bochkarev, after rejecting the Mistral, Russia plans to build its own amphibious assault ship, but of a new type that does not attempt to simply copy the Mistral. "We have plans for such ships," he said. "They are in development, but we designed them according to a different class of ship, we have a different ideology for landing ships. Our objective is not to copy the Mistral," he told reporters.

The news that Russia had rejected the Mistral warships made immediate headlines, and senior Moscow officials reacted just as quickly. According to a highly placed source, Deputy Prime Minister Dmitry Rogozin sternly reprimanded his insubordinate subordinate, Bochkarev, and immediately instructed his staff to draw up rules explaining that Military-Industrial Commission members can only make comments to the press with the personal permission of the commission's chairman.

The inference is that, despite serving as a senior official in the military-industrial complex, Bochkarev has nothing to do with the Mistral negotiations or the navy in general, and is occupied solely with army and airborne troops issues.

My guess is that Bochkarev's revelation undermined Russia's negotiating position for its upcoming talks with France. After all, Moscow is demanding 1.16 billion euros ($1.26 billion) for breach of contract, whereas Paris is offering only 785 million euros ($854 million) in compensation. What's more, Moscow claims that it is still prepared to take delivery of the Mistrals to settle the matter.

However, it is clear that Bochkarev told the unvarnished truth. Russia has no need for the Mistral helicopter carriers. The time for those warships ended before it ever really began.

Moscow had originally placed the order for the Mistrals when it was formulating a new naval strategy for Russia. The fact is that the Russian fleet mostly consists of the remains of the Soviet fleet that was primarily designed to ensure the smooth operation of the navy's nuclear submarines.

Those, in turn, were designed to deliver a nuclear strike against the United States and to destroy enemy aircraft carriers groups. It would have been somewhat awkward for Moscow to have maintained that objective while it declared its partnership with the West.

It also came to light that the Russian Navy's assault landing capacity fell far short of that needed to mount a rapid response. The Russian Marines of the Black Sea Fleet were supposed to have taken part in the Russia-Georgia war in 2008, but they were still loading onto their landing craft when the conflict ended five days later.

The Mistral embodies a different philosophy of war at sea: the ability for a country to project its power globally, to stage hostage rescue operations, to evacuate its citizens from territories seized by large-scale unrest and to battle modern and heavily armed pirates.

It is no coincidence that Bochkarev spoke of different concepts of landing forces. With the Mistral, a limited force can land quickly, get the job done and get out. The Soviet concept involved a large-scale landing force deploying from the sea in armored vehicles and securing a foothold on land until the "main forces" could arrive. In short, it was geared for a major war.

But now Russia has renewed its military confrontation with the U.S. and NATO, thereby reviving the old objectives of the Soviet Navy. In other words, Moscow need no longer pay lip service to that newfangled idea of "projecting power." The Russian fleet is once again focused on confronting the United States. And for that, the Mistral is definitely not necessary.

Brazilië verlaagt net haar defensiebudget met 25%....dus dan moet Frankrijk wel heel coulant zijn qua financiering. Ik heb nog steeds het gevoel dat het India gaat worden. Misschien daarom ook ogenschijnlijk weinig ophef in Frankrijk over het begrenzen van de Rafale-deal tot 36 stuks...als daar zo nog de twee LHDs bij komen.

Russia indicates French warship deal is dead

A senior Russian official has indicated that the deal to buy two high-tech French warships has been definitively abandoned.
Oleg Bochkarev, the deputy chairman of the Russian Military-Industrial Commission, told media on Tuesday (26 May), in remarks reported by the state-onwed Tass agency: "Russia won't be taking them, that's a fact".

"There's just a single discussion underway at the moment - on the amount of money that should be returned to Russia".
He added that Russia will instead develop its own amphibious assault vessels as part of a broader shift away from Western defence contracts.

The warships, called Mistrals, were sold after Russia's invasion of Georgia in 2008, but before its invasion of Ukraine last year.

Dubbed "instruments of destabilisation" for the EU's eastern neighbourhood by hawkish EU diplomats, they became a symbol of France's unwillingness to show solidarity on EU sanctions.

When member states imposed the economic measures last summer, France insisted that the arms embargo only covers new, but not existing contracts.

But in September president Francois Hollande bowed to US and German pressure to put the deal on hold.

Since then, the two sides have been negotiating on how to dissolve the deal in an amicable way.

For its part, Russia has already paid France €800 million of the €1.2 billion price tag and sent hundreds of sailors to train in the French port of St. Nazaire.

"If the ships are not delivered, I do not see how they could be paid," said Hollande last month.

Russian newspaper Kommersant reported earlier this month that France is ready to refund the €800 million, but wants permission from Russia to sell the ships to someone else.

But it said Russia is seeking €1.163 billion for "expenditures and losses" related to the ruptured contract.

Ik blijf bij mijn voorspelling dat we in de komende 3 jaar, elk jaar structureel, een plus van 500 mjn euro tegemoet kunnen zien waarbij we in de begroting van 2019 zijn uitgekomen op een defensiebegroting van +/- 9 miljard met daarbij de doelstelling: 20% jaarlijks investeren in nieuw materieel = 1.8 mjd jaarlijks) (1.4 á 1.5% van het BNP)

Zo'n aanschaf zou ik uit budgetair oogpunt niet toe juichen.
Elders zal men moeten bloeden voor het aanschaffen van twee dure schepen als de Mistral.
Daarnaast gaan er nog tientallen miljoenen zitten in de verbouwing.
