Opzich niet, maar er staat 'zodra de F35 voldoende overlappende capaciteit heeft' --> dus nooit ;)
Maar sowieso zal dat nog flink lang gaan duren, eind jaren '20.
Enigszins vreemd aangezien het, net als de MCM schepen, relatief nieuwe schepen zijn. Er staat ook niet een heel duidelijk time frame bij, dus vemoed dat het nog wel even gaat duren.

Noorwegen : Long Term Defence Plan Adopted

The Norwegian parliament has agreed upon a new Long Term Plan for the Norwegian Armed Forces. The plan is entitled Capable and Sustainable and represent a historic defence spending increase.

The plan will enhance readiness in all services by improved logistics, increased manning-levels, training and presence. In addition, comes investments in future capabilities. The plan is based on realistic estimates of future cost-levels enabling a real long-term sustainability.

The main priorities in its implementation will be to :
1. Strengthen our national defence,
2. Strengthen NATO's ability for collective defence,
3. Contribute to international crisis management and
4. Further develop the total defence concept.

The security situation in Europe has deteriorated over the past few years. We cannot take our sovereignty and freedoms for granted. The Long Term Plan will ensure that we, as part of the Alliance, have the means to present a credible deterrent against the use of force.

The Long Term Plan gives priority to a series of investments in capabilities of strategic importance in order to improve intelligence, situational awareness and striking power. This is essential in order to strengthen the Norwegian defence posture, as well as being a significant contribution to NATO. In addition to completing the F-35 acquisition, parliament has voted in favour of the government's proposal to replace the current submarine fleet and maritime patrol aircraft, as well as significant investments in modern air defence systems.

The new Long Term Plan represents a major financial boost for the Norwegian Armed Forces and secures important investments such as new fighter aircraft, patrol aircraft and submarines. The financial impetus is spread over several years and several phases.

In 2017, the additional funds will go towards reducing a backlog that has built up with regard to materiel maintenance and reserve stocks.

Starting in 2018, extra resources will be employed to increase activity in all branches of the military, and in 2019 and 2020 we will see a focus on new capabilities to strengthen defence and situational awareness in the High North.

The Inspectors General of the Armed Forces will have their titles changed to Chief of the Army, Chief of the Navy, Chief of the Air Force and Chief of the Home Guard. This consolidates responsibility and authority among the service branch chiefs, who in addition to being force producers are to be responsible for operational leadership of the forces at tactical level.

The Chief of the Norwegian Joint Headquarters will continue to exercise operational command of the Armed Forces. The Army and Home Guard are to be studied further in a special review of land forces in 2017.

The new Long Term Plan contains a number of base and location changes.

-- Andøya Air Station is to be closed when new patrol aircraft are phased in at Evenes.
-- The Air Force Education Centre's administrative staff and the Air Force Officer Candidate School are to be located at Værnes.
-- The Armed Forces operations at Kjevik are to be discontinued.
-- The Armed Forces camp at Kjeller, including airport, is to be closed.
-- 339 Squadron (Bell 412) is to be located at Rygge when sufficient alternative helicopter capacity is established in the north.
-- The Chief of the Air Force, Air Force Staff, Air Operations Inspectorate and Armed Forces' EW support centre are to continue at Rygge. The Air Force programming centre is to be located at Rygge.
-- 334 Squadron (NH-90 frigate-borne helicopters) is to be located at Haakonsvern naval base.
-- Hovemoen camp is to be closed.
-- Åsegarden camp is to be closed.

In addition, the following are to be phased out:
-- 717 Squadron (DA-20 Jet Falcon) is to be discontinued.
-- The Naval Home Guard is to be discontinued.
-- The mine countermeasure vessels are to be replaced with autonomous mine-countermeasure systems.
-- The corvettes are to be phased out when the F-35 has sufficient overlapping capacity.

The Long Term Plan also includes comprehensive education and training reform. All accredited Armed Forces colleges and officer candidate schools are to be merged organisationally. The result will be one joint college with responsibility for educating officers and specialists to serve at various levels.

Changes from the Government's original proposal

The main features of the Government's Long Term Plan proposal remain in place, with only minor changes made after consideration by the Storting.

The Coastal Ranger Command is to stay in Harstad, and there will be a further strengthening of the Army and Home Guard in the High North, beyond what the Government has already provided for in the Long Term Plan and the budget for 2017.

Closure of the Home Guard District 11 district staff and Setnesmoen camp will be postponed pending the review of land forces.

Norway's special forces are to be provided with dedicated helicopter support, but the current distribution of Bell 412 helicopters at Bardufoss and Rygge will remain until alternative helicopter capacity is established in the north.

The Land Power Study will evaluate the Army's future helicopter capacity needs.

The Armed Forces workshop in Horten is to be retained.

All five professional music bands are to carry on, but there is agreement on a new funding model starting in 2018.

Agencies outside the Armed Forces

The Norwegian Defence Estates Agency, the Norwegian Defence Materiel Agency, the Norwegian National Security Authority and the Norwegian Defence Research Establishment will soon receive the allocation letter for the Long Term Plan covering the 2017–2020 period from the Ministry of Defence.

The allocation letter emphasises the description of goals for the period, and provides guidance on what the agencies should do with respect to implementation of the Long Term Plan. Agency heads will in turn communicate the tasks with greater specificity to their own agencies. The Chief of Defence is expected to issue his activity plan in January.

Nordic Defence Cooperation (NORDEFCO), lijkt me een goede ontwikkeling.

Gezamenlijk de ogen en oren open in de Noordzee, Noord Atlantische Oceaan en de Noordelijke IJszee is in het belang van Nederland, Noorwegen, Denemarken, UK , Duitsland.

De Russen zullen nooit met hun Noordelijke Vloot door het Kattegat gaan, dus het is ook belangrijk om de Baltische zee in de gaten te houden. Met een onderzeeboot is het gemakkelijk om een dreigende blokkade te realiseren, van beide kanten.
Situatie is eigenlijk gelijk aan de straat van Hormus, alleen is deze vele malen belangrijker in verband met de olie-transport.

The Nordic Countries Agree on Deepened Military Cooperation

On Wednesday 9 November 2016, the Nordic Ministers of Defence made a Joint Statement, after having signed a Memorandum of Understanding on enhanced and easier access to each other's territories in peacetime.

The agreement will improve the operational effect and quality of air, land and maritime operations.

Also, the Northern Group consisting of Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, the Netherlands, Norway, Poland, the United Kingdom and Sweden, have met today and came together informally for discussions on defence and security issues.

Statement of Intent on Bilateral Defence Cooperation Between Finland and US

Today, on Friday 7 October, a Statement of Intent on bilateral defence cooperation between Finland and the United States was signed by the Finnish Minister of Defence Jussi Niinistö and US Deputy Secretary of Defence Robert Work at the Finlandia Hall.

The Statement of Intent aims to deepen the bilateral defence cooperation and engage in this on a more regular and diverse basis. It is a general working document that is not legally binding on the parties and it contains no defence commitments between the countries. The implementation of the Statement of Intent is to be reviewed on a regular basis.

Cooperation will be strengthened in defence policy, exchange of information, reinforcing capabilities, preparedness and liaison, education and training, defence materials, research and development, evaluations, and international operations.

Finland authorises work to begin on 'Squadron 2020' OPVs

The Finnish Ministry of Defence (MoD) has given its mandate to start work on the 'Squadron 2020' (or 'Laivue 2020') future offshore patrol vessel (OPV) project.

The project will cost about EUR1.2 billion (USD1.35 billion). The MoD has signed agreements with local shipbuilder Rauma Marine Constructions (RMC) with a view to the company being likely to build the four new warships for the navy. These agreements have specified conditions to be met. The whole process (from design to commissioning) will be overseen by the Finnish Defence Forces Logistics Command (FDFLC), as the navy's equipment purchaser.

The FDFLC has stipulated that the vessels must be designed and then built domestically. RMC is the only major Finnish-owned yard that has the capacity to build and maintain surface combatants of the size of the OPVs. As IHS Jane's has previously reported, the new platforms will displace about 2,500 tonnes.

The combat system selection remains undecided, but a tender competition will be opened before 2017. Weaponry for the platforms is likely to focus on mines and missiles, reflecting the equipment make-up of existing Finnish Navy platforms.

The request for information (RfI) issued by the MoD for 'Squadron 2020' attracted responses from more than 80 Finnish and foreign companies.

FDFLC has signed a letter of intent (LoI) with RMC, subject to an independent report by KPMG assessing RMC's ability to fulfill all specified procurement preconditions relating to security and supply in addition to those pertaining to capacity. KPMG will hand over its report to the FDFLC prior to the actual planning contract being awarded.

Captain Veli-Pekka Heinonen, Chief of the Maritime Systems Division at the Joint Systems Center in the FDFLC and responsible for delivery of the 'Squadron 2020' project, told IHS Jane's that, "'Squadron 2020' has high value in the national security of supply.

Sweden to double Archer artillery purchase

Sweden has resigned itself to buying the 24 Archer (6x6) self-propelled howitzers (SPHs) originally meant to be bought by Norway, budget documents released on 20 September reveal.

In total the budget proposal assigns SEK450 million (USD53 million) to the purchase, of which the bulk is new money and SEK99 million is funded by a decrease in funding for Swedish international operations.

Norway and Sweden had long collaborated in developing the FH-77 BW L52 Archer SPH, and in 2010 a joint production contract was awarded to BAE Systems to build 24 Archers for each country. This 48-strong order was placed by the Swedish Defence Materiel Administration (FMV) on behalf of both nations. However, Norway's decision to withdraw from the project in December 2013 threw this collaboration into disarray - and potentially left the FMV on the hook for all 48 Archers.

Under the plans announced on 20 September, the excess Archers will indeed be purchased by Sweden. However, none of them are planned to enter frontline service: half will be placed into reserve, while the other 12 are hoped to be sold abroad.

In a statement Swedish defence minister Peter Hultqvist said: "Through this acquisition, we are creating the possibility to further strengthen the Armed Forces' artillery capability. In light of the deteriorating international situation, it is necessary to strengthen the national defence capability, which is the single most important priority during the current defence orientation period."

Sweden's Archers systems are operated by the Swedish Army's 9 Artillery Regiment (Artilleriregementet: A 9), based at Boden in northern Sweden. It is expected that delivery of the first 12 systems, enabling Sweden to declare initial operating capability (IOC) with one artillery battalion, will be achieved by the end of the year. Deliveries for the second battalion are due to be completed in 2017.
