WASHINGTON, Aug 23, 2016 - The State Department has made a determination approving a possible Foreign Military Sale to Qatar for Mk-V Fast Patrol Boats, equipment, training, and support. The estimated cost is $124.02 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on August 19, 2016.

The Government of Qatar has requested:

Eight (8 ) M2HB .50 Caliber Machine Gun

Non-MDE:
Also included are Mk-V Fast Patrol Boats, Forward Looking Infrared (FLIR) Systems, MLG 27mm Gun Systems, 27mm ammunition, 27mm target practice ammunition, .50 Caliber ammunition, support equipment, publications, technical documentation, personnel training, U.S. Government and contractor engineering, in-country support, technical and logistics support services.

The total estimated value of MDE is $0.02 million. The total estimated value is $124.02 million.

Ik wist niet dat mk19s standaard issue gear is voor de gewone Afghaanse infanterie eenheden. De aantallen komen mij verder vrij klein van schaal over vandaar mijn opmerking, maar I stand corrected als dat niet klopt. ITT tot sommige forumleden (nee, ik bedoel niet jouw  ) heb ik er niet zo'n probleem mee om mijn ongelijk toe te geven als dat het geval is  .

Zozo, dat is best high-end voor Afghanistan, lijkt mij. Niet de standaard budget AK's of iets dergelijks. Nieuwe KKW's voor een of andere Afghaanse elite eenheid ofzo?

Reguliere Afghaanse troepen hadden al Amerikaanse klein kaliber wapens zoals de M16A2. De M16A4 is de flat-top versie hiervan. Als er al iets specifieks voor een elite eenheid bedoeld is, dan misschien de M110.

Voor de F-35 is de keuze waarschijnlijk beperkt tot AMRAAM of meteor in de BVR en ASRAAM of AIM-9X voor de korte afstand. Zou het dan wel mogelijk zijn als we als Europese partners dezelfde keuzes maken?

De EU heeft ongeveer 20 luchtmachten, daarnaast zijn er natuurlijk nog wat partners (bijv. Noorwegen), technisch is het heel makkelijk om munitie te poolen. Maar lees vooral het laatste stuk van Poleme's #144. Het is belangrijk om het politiek te verkopen.

En de VS zit er maar wat graag tussen. Zij hebben natuurlijk enorm voordeel bij deze verhouding.

Eens was er een mooi plan om alle infrarood geleide air-to-air raketten aan beide kanten van de Atlantische Oceaan te vervangen door de ASRAAM.

Uiteindelijk kwam die ASRAAM alleen in dienst bij het VK en Australia.
De andere Europese landen gingen verder met de IRIS-T.  De tegendraadse Fransen doen het met de MICA IR.
En de Amerikanen en sommige Europese landen kozen voor de AIM-9X Sidewinder.
Bij de Beyond Visual Range raketten kan je kiezen uit AIM-120, Franse MICA (Radar) of Meteor.
Dus wordt het moeilijker om de "economies of scale" te bereiken en de diverse wapens zijn ook niet zomaar op elk vliegtuig type in te zetten.
Dan ben je tientallen miljoenen Euro's kwijt om bijvoorbeeld de MICA te integreren op de F-35.

Wat ook de reden zal zijn dat we tijdens een mini campagne in Libië door de stocks heen raken.
Dergelijke aankoop en voorraadbeheer samenwerkingen zijn in mijn ogen zeker toe te juichen. Uiteraard zie ik liever de Europese industriele basis versterkt.

Om een idee te geven van het munitie verbruik.
De Deense luchtmacht beëindigde op 1 oktober 2015 een 12 maanden uitzending met 7 F-16's ten behoeve van ops Inherent Resolve ter bestrijding van IS.
Zij vlogen in totaal 547 missies waarin 503 geleide bommen werden verbruikt.

Dan het bommen verbruik boven Libya in ops Odyssey Dawn en daarop volgend ops Unified Protector (31 maart - 31 oktober 2011):

De Deense luchtmacht vloog boven Libya  in totaal 600 missies met 4 F-16's en klokte in totaal 4.950 vlieguren.  Zij zeggen dat hun totale geschatte missie kosten slechts USD 64,2 miljoen bedroegen.
De Denen gebruikten: GBU-12 500 lbs laser geleide bommen;  GBU-24 2000 lbs laser geleid;  GBU-31 2000 lbs GPS geleid en de GBU-49 laser-, en GPS geleide 500 lbs bom.
Hun voorraden zouden al snel uitgeput zijn zonder hulp van bondgenoten.
De VS speelde in die hulp uiteraard een sleutelrol, de Denen kregen ook GBU's van andere landen zoals Nederland en men kocht GBU kit's in Israel.

Nederland is een van de meest gesloten landen qua wapen inzet info boven Irak, om tactische en politieke redenen.
Sinds oktober 2014 t/m begin dit jaar vloog de KLu 1.500 missies, waarbij officieel 1.050 keer wapens werden ingezet.
Men schat dat in 700 inzetten het boordkanon werd gebruikt en geschat 350 keer een bom of bommen werden afgeworpen.

Kosten per geleide bom, bron Franse Luchtmacht:
Laser geleide GBU-12, GBU-24 en GBU-49:      EUR 52.000 - 67.000
Nederland kocht vorig jaar 500 ponds GBU-49M's voor circa USD 59.000 per stuk.
In Frankrijk wordt ook de AASM Hammer geproduceerd in 125 kg, 250 kg, 500 kg en 1.000 kg varianten.
Qua geleiding zijn er de 'smaken': SBU-38 = GPS / INS geleid;  SBU-54 = GPS /INS en infra-rood; en de SBU-64 = GPS/INS plus laser.
De AASM is voorzien van een raketmotor heeft op lage hoogte een officieel bereik van 15 kilometer en kan t.o.v. een Amerikaanse GBU 90% meer oppervlakte bestrijken.
Op grote hoogte is er een bereik van 50 km, hoewel vanaf 40.000 voet al 60 km gehaald is.  Bij een bereik van 50 km wordt 75 % meer oppervlakte bestreken t.o.v. een Amerikaanse GBU.   De Hammer is boven Libya ingezet tegen o.a. SA-3 luchtdoel raketsystemen.
Ook de Amerikanen vinden dit een indrukwekkend raket aangedreven wapen.
Maar er hangt wel een prijskaartje aan van geschat 164.000 Euro, exclusief ontwikkelingskosten.
Eind 2012 waren er in totaal 2.348 AASM kits aangeschaft voor 846 miljoen,inclusief ontwikkelingskosten a 253,8 miljoen, is gemiddeld EUR 252.000.
Dit is maar liefst ca. 5 - 12 keer duurder dan een Amerikaanse laser / GPS geleide bom !
Maar de USA heeft er dan ook geschat een kwart miljoen stuks van afgeleverd.

In Israel maakt IAI de Griffin laser-, en/of GPS/INS- of gecombineerde geleide kit voor 500 / 1000 en 2000 ponders.
En Elbit biedt de Lizzard geleide kit aan, in dezelfde 3 smaken, welke o.a. aan Italie geleverd is.

De AASM is modulair, dus zou ook zonder raketmotor gebouwd kunnen worden en zodoende goedkoper kunnen worden.
Maar om echt op Amerikaans prijs niveau's te geraken, zouden de Europeanen gezamenlijk en in totaal veel meer geleide bom kit's moeten aanschaffen.
En daar hebben ze echter de politieke en economische wil niet voor.  En de VS leent maar graag (relatief goedkope) GBU's uit.  Want voor wat, hoort wat.

Eind oktober 2015 tekende Canada een Foreign Military Sales contract ten waarde van USD 11 miljoen voor 225 GBU-49 Enhanced Paveway geleiding kits = USD 48.889 per stuk.  Deze gecombineerde laser en GPS/INS geleide bommen moeten voor september 2016 moeten worden geleverd.

Op 1 april 2008 kocht Nederland 200 GBU-49's voor een onbekend bedrag.

Voor (kleine en middelgrote) NAVO landen zijn dit normale aantallen.
Maar in het Midden-Oosten pakt men aanschaf van vliegtuig bommen veel grootschaliger aan.

Potential Game-Changing NATO Order Bundling for Precision-Guided Munitions.

There is some potentially big news in the defense and warfare industry, but more in process than in size.
It is also important to realize that this is not written in stone yet. The U.S. State Department has now approved the potential sale of precision-guided munitions and equipment to its NATO partners. This is a pilot program where NATO could spend about $231 million, whereby NATO's own support and procurement unit would be the actual buyer for militaries inside of NATO.

What makes this effort different versus so many years worth of prior orders is that arms sales by U.S. companies are traditionally made with individual nations. This is effectively a procurement alliance, and it is aimed at saving money by being able to get a larger grouped order or orders. How it will work through time, and whether or not it ultimately cannibalizes higher margin individual nation sales, remains to be seen.

One issue which could delay or block this new effort and process might be a concern about whether or not the technology could be transferred to outside parties/nations. Still, we shall have to wait and see whether or not the order is given the final approval.

This order specifically names subsidiaries of The Boeing Company (NYSE: BA) and Raytheon Company (NYSE: RTN) as the beneficiaries. We have taken a look at the details and compared to the a larger picture for each company below.

The news release's quote from the Defense Security Cooperation Agency, edited down, said:

The proposed sale improves NATO members' capability to meet current and future ground threats with precision. They will use the enhanced capacity as a deterrent to regional threats, and to increase interoperability within contingency operations. Many of the purchasing nations already have precision-guided munitions in their inventories and will have no difficulty absorbing these additional munitions... Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to NATO... There is no adverse impact on U.S. defense readiness as a result of this proposed sale... This notice of a potential sale is required by law and does not mean the sale has been concluded.

NATO Support and Procurement Agency showed a list of which systems will make up this approximately $231 million order. They were as follows:

500 Joint Direct Attack Munition (JDAM) Guidance Kits, KMU-556 F/B;
40 JDAM Guidance Kits, KMU-557 F/B;
1,500 JDAM Guidance Kits, KMU-572 F/B;
1,000 MAU 210 E/B Computer Control Groups for 1,000-lb. Enhanced Paveway IIs;
300 MAU 210 E/B Computer Control Groups for GBU-49s;
1,025 MAU 169 L/B Computer Control Groups for GBU-12s;
1,350 Joint Programmable Fuzes, FMU-152 A/B;
60 Bomb Fin Assembly and Airfoil Group 650-MXU K/B for GBU-12s;
and 1,025 Bomb Fin Assembly and Airfoil Group, MXU-650 K/B AFG for GBU-12s.
The order also included the following: Detector Sensing Unit (DSU)-38A/B Laser sensors; DSU-33D/B proximity sensors; Wireless Paveway Avionics Kit (WIPAK) interfaces for Enhanced Paveway II bombs; FMU-139C/B electronic bomb fuzes; repair and return services; transportation; engineering services; and other support services.

Normally 24/7 Wall St. would not get too excited about a $231 million order that is being split among two multi-billion defense contractors. Still, this is the first and it could ultimately lead to larger single orders rather than so many small orders.


If approved by Congress, NATO member countries like the Czech Republic, Greece, Denmark, Norway, Belgium, the Netherlands, Portugal and Spain would be able to get the precision-guided munitions by sharing costs and pooling resources to actually buy and pay for the weapons. This deal is said to be in tranches and was a two-year pilot program that started in early 2015 via the Pentagon's Defense Security Cooperation Agency.
