German prosecutors say probing submarine sales to Israel  ( mogelijke corruptie, omkoping bij onderzeebootdeal Israel en Thyssenkrupp ) 

German prosecutors confirmed Tuesday they are investigating the 2017 sale of three submarines to Israel, a potential corruption scandal implicating allies of Israeli Prime Minister Benjamin Netanyahu.

"An evaluation of the (international) press coverage has given cause for a preliminary investigation," a spokesman for Bochum's prosecutors office, which specialises in financial corruption cases, told AFP without giving more details.

On Monday, business newspaper Handelsblatt reported that German authorities are investigating the large military contract concerning the sale of German-built submarines, at the request of authorities in Israel who have been investigating the matter since 2016.

The case, known as "3000", focuses on suspicion of corruption surrounding the sale of three 'Dolphin' class submarines and four 'Saar 6' naval vessels, built by German industrial giant Thyssenkrupp for a reported sum of around two billion dollars.

Last week, Michael Ganor, a former Thyssenkrupp employee, was arrested in Israel after informing police of his intention to "change the version he gave during the investigation" into corruption suspicions around the purchase of the German submarines.

The scandal threatens to drag in Netanyahu as several of his relatives and close affiliates have been implicated.

Police said in November there was evidence to press charges against a number of suspects, including Netanyahu's cousin and lawyer David Shimron.

Netanyahu was questioned as a witness in the case and was not considered a suspect.

His main political rival, Benny Gantz, a former chief of staff of the Israel Defense Forces, last week called for a full investigation into the affair.

JMSDF Commissioned its 10th Sōryū-class SSK SS-510 JS Shōryū しょうりゅう

The Japan Maritime Self-Defense Force (JMSDF) commissioned its 10th Soryu-class diesel-electric attack submarine (SSK) in Kobe in Hyogo Prefecture on March 18, 2019. JS Shoryu (SS-510) joins the JMSDF's Submarine Flotilla 1, based in Kure.

JS Shoryu is the 10th Soryu-class submarine delivered to the JMSDF (the 5th built by Kawasaki Heavy Industries, the other 5 ones having been built by Mitsubishi Heavy Industries). Shoryu (しょうりゅう) means Soaring Dragon. SS-510's keel was laid in January 2015, the SSK was launched in November 2017.

The keel for the first submarine in the class, Soryu (SS-501), was laid down in March 2005. It was launched in December 2007 and commissioned in March 2009.

The latest Soryu class SSK SS-509 JS Seiryu was commissioned on March 12, 2018.

Over twelve Soryu-class submarines are planned for the JMSDF. The design features improved underwater endurance thanks to lithium-ion batteries from the eleventh submarine in the class. Previous submarines use Lead-acid batteries. Designed by GS Yuasa, the high-performance Li-Ion batteries are said to store about double the power. The Soyu-class is an improved version of the Oyashio-class submarine. Soryu-class submarines are the world's largest conventionally powered submarines. All submarines of the class are named after dragons. Soryū means Blue Dragon, Hakuryū (2nd in the class) White Dragon, Sekiryū (8th in the class) Red Dragon...

Bij toeval stuitte ik op deze video, met toch interessante systemen van Rafael voor onderzeeboten. Ik weet niet of wij als Nederland veel gebruik maken van Israelische systemen binnen de marine en dan specifiek de onderzeedienst maar volgens mij niet.

Sweden's FMV Details Upgrade of Gotland-class Submarines

It's Easier to Rebuild

FMV is currently modernizing two submarines in the Gotland class. They are being extended by two meters and many systems are replaced -- among other things, the control and monitoring system is based on the latest digital technology.

First, the boat is cut in the middle, then she is extended by two meters to make the new technology fit. The cut facilitates assembly work, but it is still a complex job to modernize a 25-year-old submarine.

After 25 years of operation, it was time to take a holistic approach and pass a new eye over the two submarines in the Gotland class. Systems and equipment that are obsolete and are considered difficult to keep in operation during the remaining life are upgraded or replaced.

"It is a very extensive work. It is the most comprehensive modernization that has been done on Swedish submarines. We extend by two meters and we convert many systems on board to newer generations. Not only the management and sensor systems, but also the ship systems," says Andreas Olsson, sub-project leader ship system for the modernization project at FMV.

Several systems installed on the Gotland submarines are the same as those that will be installed on the two new A26 submarines that FMV will deliver to the Armed Forces. The Stirling engines are an example, but there are also passive and active sonars, connection systems and line support systems. And also the new equipment which replaces the old periscope.

From periscope to camcorder

"Simply put, it can be said that the optronic mast is a video camera with many features. You can look at the screens directly and afterwards you can analyze the moving material on a separate console after you have taken down the mast again, under the surface."

When the crew wants to track the surface, both for safety and for the tactical use of the boat, you send up the mast for a short time, collect the image material and then analyze them afterwards.

The air-independent Stirling engine has been in the Swedish submarines for 30 years. The basic principle is still the same, but around it has happened a lot.

"We have upgraded it with digital control system, a new generator and better recycling of the residual heat in the exhaust to produce hot water for the crew's comfort on board," says Andreas Olsson.

Integration is crucial

"I usually say that it is always more difficult to modernize boats than to build new ones. But modernization is what we do, we are rebuilding old and introducing new technology. And it is a great challenge to take care of the old boat with the new systems."

On board the submarine there are a variety of systems, such as ship systems that produce compressed air, cooling and hydraulics and which supply many other systems on board. There are both open systems and secret systems and the systems talk to each other.

"The biggest challenge is the integration of all systems. That we switch to digital monitoring systems and that the systems are dependent on each other makes the integration crucial," says Andreas Olsson.

Three steps ensure quality

FMV's design requirements are verified early in the process by checking drawings, specifications and more. After the systems have been installed on board, the verification takes place in two steps. Partly that they are installed as it is intended purely physically, some performance requirements that can be tested at quay. And finally, verification at sea with the conditions prevailing there and then tested how the submarine works as a whole.

The first of the two modified Gotland submarines is now conducting test tours where FMV ensures that the subsystems and submarine meet the specification agreed with the supplier, but also that the submarine is tested in its tactical utilization, including torpedo firing and submarine hunting together with other units. Then, you really test the submarine and see that it works as it is supposed to.

Dat kan heel interessant worden want Saab en Damen hebben afspraken gemaakt over de verdere export markt voor onderzeeboten.  Damen is in Zuid-Amerika ook actief en heeft zelf ook contacten met de Colombiaanse defensie i.v.m. korvetten en/of fregatten. Regionaal is Damen natuurlijk ook actief in Cuba, Brazilië en op Curaçao met eigen werven.

Bij de keuze van Nederland voor Damen-Saab als vOZB en de plannen van de onderzeedienst om ook in de West een steunpunt te bouwen voor de onderzeeboten ligt hier voor Colombia nog een interessante samenwerking in het vooruitzicht. Mogelijk zelfs aansluiting bij onze opleidingen?

Colombia is al jaren een trouwe partner van Nederland in de West waar we veel mee samenwerken ook al is dat niet altijd zichtbaar.

Op het moment dat de laatste boot in dienst komt vaart de eerste boot al 26 jaar rond! :silent: Het contract is dit jaar getekend, wat neer komt op 13 jaar tussen contract tekening en het opleveren van de eerste boot voor testvaarten. Nederland wil in 2021 het contract tekenen, dan is het mogelijk dat boot 1 voor ons pas in 2034 afgeleverd word.
Het is ook echt het contract van de eeuw. Vermoedelijk zal Australië gelijke aan de Amerikaanse Los Angeles en Virginia klasse steeds eenzelfde rompontwerp blijven maar intern constante modernisering. Op den lange duur is dat goedkoper voor wie een big spender is.

From the "will be German" diesel statement Anonymous [with some further translation by Pete into more correct English] on February 27, 2019 calculated Australia's future Attack class submarines may use the following German diesel designs:

A.   MTU diesels (MTU based in Friedrichshafen, Germany)
       specifically the MTU 12V 4000 (mechanical output=1300kW,
       Mean Effective Pressure (Pme) = 27.9MPa [1])

OR

B.  MAN Energy Solutions (MAN based in Augsburg, Germany)  formed 2010 from merger of
      MAN Diesel and MAN Turbo.
      specifically the MAN 12 PA4 V200SMDS (1330kW, 25.8MPa).

Note that the MAN 12 PA4 V200SMDS has a slightly lower Pme and a longer but lower rotation or piston speed (1300rpm, 9.1m/s) than the MTU 12V 4000 (1800rpm, 11.2m/s). But if the 12 PA4 V200SMDS is modified (such as common rail injection system), it may achieve about 1500kW of mechanical output by 10% increase in Pme. Higher boost modification depends on the selling price.

It is unlikely the older MTU 16V396 will be used as its Pme is low at 20.5MPa.


MTU Detroit Diesel Australia supplies
MTU 16V 4000 M70s for the Royal Australian Navy (RAN's) Armidale class patrol boats. So there is an established MTU 4000 supply chain in Australia.
