Aanbieden zal me niets verbazen, zoals de Engelsen hun Type 26 aan de Duitse marine zullen aanbieden in een kansloze missie, los hiervan: de Fransoos zal vermoedelijk niet voldoen aan de Nederlandse ambitie, de boot is te klein.

DCNS is Showcasing the Scorpene Submarine with Cruise Missile and AIP technology at MSPO 2015

DCNS is featuring the Scorpene diesel-electric submarine (SSK) at MSPO 2015, the International Defence Industry Exhibition in Poland which takes place in Kielce, Poland, from the 1 to 4 September 2015. DCNS proposes to the Polish Navy the sea proven Scorpene class submarine for the Orka program. Featuring a highly performing acoustic discretion, an increased submerged autonomy thanks to the latest-generation air-independent propulsion (AIP) technology, the Scorpene has the capacity to deploy MBDA's Naval Cruise Missile (NCM).




The specific conditions of the Baltic Sea are favourable for the use of submarines and make them very difficult to detect, unlike land and air platforms for launching deterrent weapons. The ability to operate underwater for several weeks, provided by air-independent propulsion systems, in particular, makes undetectable and omnipresent modern submarines the most effective carriers of cruise missiles.

Cruise missile submarines, such as the Scorpene built by DCNS, have an effective offensive weapon system able to provide the deterrent capability wanted by Poland. This deterrence does not require a large number of missiles. The important factor is the ability to strike critical targets, with a high probability of success, within a radius of several hundred kilometres around the waters in which submarines can hide. No other weapon system can provide this capability.

The cruise missile submarines will provide a guarantee of national protection. Furthermore, they will reinforce the diplomatic weight of Poland on the international stage. The fact that the Polish armed forces have the capability to launch cruise missiles from submarines will have a significant influence for Poland within NATO and the European Union, where only a few countries possess this capability. Poland will thus be able to join a very select club of countries with influence on the international stage.



Talking to Navy Recognition, Xavier Mesnet (Surface Ship and Submarine Marketing Director at DCNS) explained that there will be important transfer or technology for the construction of the submarines in Poland. "We want to give Poland full autonomy and full sovereignty on its submarines. This is covered by two aspects: The first one is Naval Cruise Missile that will give deterrence capability and the second aspect is autonomous propulsion with the fuel cell AIP designed by DCNS."

With the planned decommissioning of the Polish Navy's four Kobben (Type 207) class submarines by the end of 2016 and of the ORP Orzel (Kilo class) in 2022, DCNS has a solution to maintain the skills of Polish Navy sailors until the next generation of submarines are operational.

The ability to strike strategic and military targets with exceptional precision from extended stand-off ranges has become a key operational requirement. MBDA's experience in this area has already been proven with the development and entry into service of the Storm Shadow / SCALP air-launched cruise missile. This combat-proven missile system, with its unmatched capabilities, was the result of a multi-national European programme (France, Italy and the UK). Bringing together these European skills, MBDA is now developing NCM to meet the requirement issued by the French Ministry of Defence for a long-range cruise missile capable of being launched from surface ships and submarines.

In December 2006, MBDA was awarded a contract from the DGA for the development and production of the NCM. The very first firing took place from a Sylver A70 VLS system (same as on the FREMM Frigates) in May 2010. The first sub-surface test firing occured in June 2011. MBDA started mass production of the missile in 2015. IOC (initial operating capability) was achieved for the FREMM Frigates this year as well with the first live launch from Aquitaine frigate on May 19. IOC for the Barracuda next generation SSNs of the French Navy is planned for 2018.

De A26 blijft uiteindelijk toch een bruinwater boot. Zo diep kan die niet. 200 - 250 meter (open bronnen). Ik denk dat Canada dan voor NL-versie of de DCNS SMX-Ocean gaat.

Persoonlijk hoop ik dat uit de samenwerking tussen DSNS en Saab, op basis van de wensen en eisen van o.a. DMO/KM, een boot wordt ontwikkeld op basis van het Walrus model met volwaardige blue water capaciteit waarbij ongetwijfeld goede elementen uit het A26 programma worden overgenomen.

"De komende maanden zullen worden besteed aan de vraag hoe we die behoefte gaan invullen." .. ",maar daar heb ik nog geen antwoorden op gegeven omdat het proces op weg is naar DMP-A. Aantallen, budgetten en samenwerkingspartners zijn zaken die op dit moment worden ingevuld en waarover ik de Kamer nader zal informeren in het reguliere DMP. Ik hoop eerlijk gezegd dat ik de A-brief de Kamer aan het eind van het jaar kan doen toekomen" .. "Dit houdt in dat we ongeveer in 2016 de B-brief kunnen verwachten als het allemaal goed loopt, in 2017 de C-brief en in 2018 de D-brief."

Dat was de doelstelling... ik begrijp dat deze voor dit jaar prioriteit heeft... de uitspraak is "in ieder geval dit jaar". Een gelijksoortige uitspraak staat voor het MFF vervangingsdossier. De A brief de mijnenjagers vervangers valt dit jaar niet meer te verwachten.

Voor beide onderwerpen, in he bijzonder voor de Walrus vervanger, begin de tijd te dringen, met namen omdat Noorwegen inmiddels verder is dan Nederland.

Tja, dat stond er niet  :-* Maar het zou m.i. beter zijn als NL gaat voor een NL design and build sub. Al dat samenwerken lijkt heel veel belovend, maar schiet bijna altijd tekort en kost meer dan dat het oplevert... Zeker gezien de Nederlandse mentaliteit en budget....

Wat betreft NL is de kans ook redelijk dat men om dezelfde reden met het walrusklasse ontwerp doorgaat.

Des te meer landen, des te meer verschillende eisen en dus compromissen. De eisen van NL en NO liggen het dichts bij elkaar. Als Polen daar bij komt heeft dat denk ik negatieve invloed op het ontwerp voor NL. Dus nee het gaat meer om de samenwerking tijdens het ontwerp/bouwproces. NL koopt samen met NO en doet ook gezamenlijk ontwerp/bouw. Polen mag van mij best "van de plank" kopen (nadat onze boten geleverd zijn uiteraard...). Andere versie of niet.

Norway Seeks Partners for Joint Off-the-Shelf Submarine Buy
Possible Submarine Cooperation with Other Nations

Norway has had talks with Poland with a view to a possible submarine cooperation. The talks took place during the defense industry exhibition MSPO 2015 in Kielce, Poland.

Norway has six submarines of the Ula class which today are about 25 years old. These are the only submarines of this type in the world, and the supply of spare parts will eventually become very expensive.

In order to replace these submarines before they get too old, since 2007 there has been an ongoing planning process within the Ministry of Defence to evaluate solutions for the continuation of the Norwegian submarine weapon. The government undertook a concept in 2014 and has decided to consider purchasing new submarines rather than conducting a service life extension of the Ula class.

The Ministry of Defence has now come a long way in this report.

In a new acquisition Norway will base its acquisition on an existing submarine design. It will enable us to avoid an extensive development which would have technical and cost uncertainties. New submarines will be built at a shipyard that has good experience in building conventional submarines. Norwegian companies are world leaders in technology used in submarines. The government will use a procurement of new submarines as an opportunity for Norwegian defense industry.

The Ula Class will be phased out in the mid-2020s. To ensure new submarines are delivered before this happens, it has been decided that the contract for the construction of new submarines must be signed by 2020.

There must be an overlap between the phasing out of the Ula class and the phasing in of new submarines, to retain and carry forward our great expertise in submarines, and to maintain a minimum of operational submarines.

It will take an estimated six to seven years from contract signature for the first submarine will be delivered.

The acquisition of new submarines will be costly. Norway is working to achieve a comprehensive submarine cooperation on new submarines with other countries so as to reduce costs.

The Ministry of Defence has recently had discussions with other nations. To achieve an effective cooperation, several factors must be present: it requires similar or identical specifications and that the nations have synchronized schedules. Countries should additionally also seek common solutions for logistics and life support.

Poland has a specification that is quite similar to Norway's, and it is therefore interesting to consider closer to a possible collaboration on procurement, operation and maintenance. Norway will intensify discussions with Poland in the future.

- Nederland en Noorwegen zijn definitief met verschillende tonnages bezig. Dat is goed want dat garandeert meer werk in Vlissingen. Bij lager tonnage en overeenkomende blauwdruk zou het plausibeler worden segmenten af te leveren in Gotenborg.
- Niet dat ik subs voor de Poolse marine als prioriteit zie maar het beloofd wel financiële dekking aan de ontwikkeling. Het is toch 2 miljard voor 3 boten.
- Zou mooi zijn als de Canadezen mee doen. Zo niet dan wordt het een hels gevecht tussen TKMS, DCNS, Damen&Saab en Mitsubishi Heavy Industries om de Canadese order. En reken maar dat sinds de breuk tussen TKMS en Kockums de Duitsers de boel uit elkaar willen spelen.
