ThyssenKrupp Marine Systems and Canadian Procurement Agency PWGSC Sign Joint Support Ship Design Study Contract

ThyssenKrupp Marine Systems (TKMS) a leading European systems house providing submarines and naval
surface ships and Canada's procurement agency PWGSC have signed a contract in Hamburg for a multiphase
design study for the Canadian Navy's next generation Joint Support Ship (JSS).

As part of a major fleet renewal program, Canada plans to replace its two Auxiliary Oil Replenish-ment (AOR)
Vessels with two or three Joint Support Ships. One possible design for the new JSS is a version of the
German Navy's latest Berlin Class Task Group Supply Vessel (EGV) specifically modified to meet Canadian
requirements. The agreement between PWGSC and TKMSC includes the provisions for a licensing agreement
for the use of the EGV design for the construction in and deployment of the ships by Canada should the EGV
design be selected.

The modified design, to be developed by ThyssenKrupp Marine Systems Canada (TKMSC) in close
cooperation with Blohm + Voss Naval (BVN), a strongly positioned professional naval systems engineering
house, will be considered along side an in-house design, being developed by the Department of National
Defence (DND), the Royal Canadian Navy (RCN), and BMT Fleet Technology in Canada.


Should the TKMS modified Berlin Class EGV design be chosen, the award of a contract for the functional
design is planned, which would be used for the construction of the ships by a Canadian shipyard.

Ik weet niet wie je onder de kreet "onze" wil scharen.

Onze = In breder verband, er kan een politiek partij opgericht worden vanuit (oud) defensie medewerkers.

Het kost absoluut geen moeite om de benodigede handtekeningen te verzamelen... een partij die zich breed inzet voor de Nederlandse bevolking met daarnaast aandacht voor internatiole en veiligheidspolitek en dit onderdeel als belangrijk weet over te brengen.

De slachtofferrol hebben we nu wel een keer gehad: "keep on dreaming" is een uitspraak die past bij mensen die de hoop reeds hebben opgegeven!

Beslissingen waar jij en ik iets aan hebben (of niets) worden genomen op het navolgende adres: Binnenhof 4 2513 AA Den Haag. als je daar niets te melden hebt dan wordt je simpel weg het slachtoffer van de mensen die die weg wel weten te bewandelen.

Het is gewoon jammer dat we dergelijke orders mislopen. Juist dit soort orders kunnen de Nederlandse scheepsindustrie weer nieuw leven inblazen. Niet alleen door de order zelf, maar ook door de prestige die het oplevert.

Precies. In dit kader is een "handelsadmiraal"  nog niet zo'n gek idee, dit in combinatie met voldoende politieke wil om dit te ondersteunen en natuurlijk de verkooporganisatie van de werf.

Ik denk als de JSS twee of drie jaar eerder was gebouwd en alle kinderziektes eruit waren dat  Canada er wel naar had gekeken, men heeft gewoon een veilige keus gemaakt en van de plank gekocht.

Onwaar. Maar ik wil niet al het budget in een ding stoppen.
Naar mijn mening moet de Amsterdam in de toekomst vervangen worden door een Berlin achtig schip, geen tweede JSS. De JSS is allemaal leuk en aardig maar er zijn geen echte voordelen en de prijs is hoger dan dat van een meer conventioneel ontwerp.

Ik geef toe dat 2 simpele dubbelwandige AOR's met een fors helidek ook een heel eind in de richting zouden komen wat voor Nederland wenselijk is.

Ik zie wel de voordelen van het JSS en zeker van een wenselijke tweede.

Export mogelijkheden zijn in mijn optiek voldoende wegens een gebrek aan dergelijk capaciteiten binnen de NAVO en in de rest van de wereld waar wel serieus geld wordt uitgegeven aan het opwarderen van capaciteiten.

De KM is graag trendsetter en wat mij betreft is dat aan te moedigen (zolang de politiek het dan maar niet weer per direct afbreekt)

Canada has moved forward with a new JSS approach, awarding relatively small design contracts for a custom JSS design from BMT, and a modified off-the-shelf Berlin Class design. Canada intends to pick a winner, and then license the design for construction in Canada.

BMT Fleet, who designed Britain's new 37,000t MARS fleet tankers and supply ships, is awarded a 12-month, C$ 9.8 million design project to further develop their Contract Design as a JSS option. They have already done a JSS Preliminary Design under earlier contracts, and have been supporting the JSS project since December 2002 through a series of individual taskings issued under an Engineering, Logistics, and Management Support (ELMS) Services Contract. These have included a broad range of engineering and design studies.

At the same time, ThyssenKrupp Marine Systems has won an undisclosed contract to modify their Berlin Class Task Group Supply Vessel (EGV) to meet Canadian requirements. The modified design will be developed by ThyssenKrupp Marine Systems Canada (TKMSC) and TKMS subsidiary Blohm + Voss Naval. If the modified Berlin Class EGV design is chosen, it would be followed by a functional design contract, and those designs would be licensed for construction by a Canadian shipyard. Royal Canadian Navy adopts German design for two supply ships to be built in Vancouver

The federal government is a step closer to completing a $2.6-billion deal to build two naval supply ships in Vancouver.

It announced Sunday that it has chosen to buy an existing design, based on the German navy's new Berlin-class supply ships, from the Canadian division of German company TheyssenKrup Marine Systems.

That means the vessels can be built in a North Vancouver yard starting within a few years, said Rear Admiral Pat Finn, who oversees Navy procurement.

Seaspan Marine won a $8-billion contract in late 2011 to build the navy supply vessels and new coast guard vessels, but so far no contract for construction work has been finalized.

The new navy vessels, known as join support ships, will carry food, fuel and ammunition to supply a sustained naval operation anywhere in the world, he said. They will also have a small hospital and be equipped to carry two helicopters.

The German vessels are also equipped with autocannons for close-in defence and sea-to-air missiles. They are 174 metres long and displace 20,240 tonnes.

The Royal Canadian Navy was supposed to retire its two 45-year-old supply vessels, which have become environmentally unsound and expensive to maintain, in 2012.

"We spent a year looking at the two designs, looking at the extent to which they meet the Navy's operational capabilities, the affordability and construction and the cost and schedule, and we've concluded the existing design is the best way forward for the Government of Canada to get out and build ships here in Canada," Finn said.

Still, it could be several years before the North Vancouver shipyard operated by Seaspan Marine can increase its capacity and modernize its infrastructure. Meanwhile, the German design must be optimized for that specific yard before building can start, he said.

"We're still a few years away from signing the detailed build contract."

Seaspan did not return calls seeking comment.

Most of the material for the multi-billion-dollar ships will come from Canadian sources, he said.

A total cost has not been finalized but a Parliamentary Budget Office report in March found the costs could run as high as $4.13 billion, largely due to delays.

And a scheduling conflict at the shipyard — which would force government to decide whether to build Canadian Coast Guard icebreakers or the supply ships first — has not been sorted out either, Finn said.

They are both expected to be completed about the same time but the yard can only handle the construction of one at a time.

The icebreaker CCGS John G. Diefenbaker is set to retire in 2017.

Ik denk dat niet iedere scheepsbouwer zin had in een nieuw opgelapte werf voor groot formaat + personeel in Canada.

Canadeese JSS pas in 2020 in de vaart ?

Wann das erste JSS auf Kiel gelegt wird, bleibt allerdings vorerst noch offen. Vancouver Shipyards muss zunächst aus dem Design noch die eigentlichen Baupläne entwickeln – und die Werft soll bisher noch nie ein Schiff dieser Größenordnung gebaut, sondern sich weitgehend mit Instandsetzungen und dem Bau kleinerer Fischereifahrzeuge begnügt haben (TKMS dürfte hier sicher helfen). Vor allem aber hat die Werft gerade erst auch den Auftrag zum Bau des neuen großen Eisbrechers JOHN G. DIEFENBAKER für die kanadische Küstenwache erhalten (Lieferung 2017). Für den gleichzeitigen Bau des Eisbrechers und eines JSS fehlen der Werft die infrastrukturellen Voraussetzungen. Verzögerungen beim Bau des Eisbrechers dürften so direkt auf das JSS-Projekt ,,durchschlagen", und Experten bezweifeln denn auch, dass die neuen Joint Support Ships wie aktuell von der kanadischen Marine erhofft auch tatsächlich ,,2020 schwimmen". Ursprünglich hatte die kanadische Marine übrigens geplant, ein erstes JSS schon 2012 in Dienst zu stellen.

Oct 11/13: More delays. There isn't even a contract for the JSS ships yet, and the government is already admitting to reporters that Canada's existing supply ships will need to be retired before the new Berlin Class variants can enter service over the 2019-2020 time frame. Shipbuilding isn't even expected to start before "late 2016," despite the use of a licensed design as the base Meanwhile, making JSS the yard's first major military shipbuilding project sharply raises the odds of industrial mistakes and rework, cost overruns, and schedule failures.

Any delays will have costs and implications beyond even the JSS project, because Seaspan Vancouver doesn't have the capacity to run both projects in parallel. Meanwhile, CGCS Louis St. Laurent will need at least $55 million in refits in order to keep operating until 2021 – 2022. Canada will have to rely on its allies to resupply its warships at sea for a two-year period because of ongoing delays in the construction of a new fleet of support ships for its Navy.

Canada plans to spend CAN $2.6 billion (US $2.5 billion) on two new joint support ships (JSS), but government procurement officials have confirmed that the vessels will not be ready until 2019-2020. The Royal Canadian Navy will be calling on its allies to fill the resulting capability gap.

The Navy operates two vessels, Protecteur and Preserver, to resupply warships at sea. Navy officers acknowledged during an Oct. 11 technical briefing on the status of the JSS project that Protecteur and Preserver will be retired around 2017 and that the Navy will be without a resupply capability for 18 months to two years.

Construction on the new joint support ships is expected to begin in 2016.

Het meest treurige is nog dat dit de meest positieve schatting is. De Canadese scheepsbouwindustrie mist de infrastructuur en moet een enorme steile leercurve nemen. Dat is het valse er aan. Damen heeft net als ThyssenKrupp al genoeg capaciteit over de wereld voor grote schepen. Een Canadese vestiging zal alleen voor Canada gaan bouwen. De arbeidsplaatsen zijn temporair. De investering van ThyssenKrupp in de infrastructuur zal uiteindelijk op kosten van de Canadese belastingbetaler blijken te zijn. De Australiërs lijken in dezelfde honingval te tuinen met hun Sea-1000 project. Deze landen mogen best doorgaan met bouwen op hun werf als ze orders weten binnen te slepen, doch de beiden ontwerpbureau's die voor continuering zorgen staan in Europa.

De Canadese Defensie mag zo dus (veel) meer betalen voor iets dat ze hoogstwaarschijnlijk in het buitenland goedkoper zou kunnen kopen.

Het is om te kotsen! En als we falen door materiaal gebrek, kwantiteit of kwaliteit; het is altijd de schuld van de militair. Nooit van de politicus. Zélfs niet van de opper-/vlagofficier. Die veegt zijn straatje wel schoon.

Ik vraag me af of deze kennis en kunde zoveel waard is. Temeer omdat na het verkrijgen het instandhouden van de kennis en vaardigheden ook veel geld gaat kosten. We zouden in Nederland ook weer een bedrijf op kunnen zetten dat Onderzeeers bouwt, maar dat kost bergen geld, en vervolgens gaat het waarschijnlijk failliet door gebrek aan orders.

De baten die deze kosten opleveren zijn m.i. betwistbaar. Reparatie en ontwikkelingsfaciliteiten zijn waardevoller, omdat die het voortzettingsvermogen ondersteunen. Nu ervaring opdoen zodat over 40 jaar weer 2 schepen gekocht kunnen worden, denk het niet. Niet te vergeten dat gat van 2 jaar of meer dat dan valt, wat een groter strategisch risico is dan het niet zelf kunnen bouwen.

Dat miljard dat overblijft kan voor andere zaken worden uitgegeven, MPA's bijvoorbeeld, of Drones, of wat dan ook.

Names have been chosen for the Royal Canadian Navy's two new Joint Support Ships (JSS), which will be built by Vancouver Shipyards Co. Ltd. in North Vancouver, B.C.
The ships will be named Her Majesty's Canadian Ship (HMCS) Queenston and HMCS Chateauguay in recognition of the significant battles of Queenston Heights and Chateauguay during the War of 1812.
The announcement was made by the Honourable Rob Nicholson, P.C., Q.C., Member of Parliament for Niagara Falls and Minister of National Defence, during a ceremony in Niagara-on-the-Lake, Ont., October 25.
"The names recognize the achievements and sacrifices of those early Canadian soldiers who fought and died in these critical battles during the War of 1812," said Minister Nicholson. "The War of 1812 was a defining moment in our nation's history that contributed to shaping our identity as Canadians and ultimately our existence as a country."
"Canada's rich military history is a source of inspiration for the men and women who currently serve in the Royal Canadian Navy," said Vice-Admiral Mark Norman, Commander Royal Canadian Navy. "The events surrounding the War of 1812 remind us of the sacrifices of soldiers and sailors who fought for their country during a pivotal moment in Canadian history."
Traditionally, the name of a class of warship is derived from the name of the first vessel in this class to be constructed. HMCS Queenston will be built first, therefore, the two JSS will be known as the Queenston-class.
These ships will provide underway replenishment capability for fuel and other supplies, and offer hospital facilities and strategic sealift for operations ashore. They will ensure that the military can continue to monitor and defend Canadian waters and make significant contributions to international naval operations. The JSS will provide Canada with a modern, task-tailored, globally deployable support capability for naval task groups for extended periods.

The RCN's Joint Support Ship disaster

In late May, the Royal Canadian Navy paid off HMCS Protecteur, last of two remaining support ships. Built in the 1960s, the Protecteur-class was expected to be replaced by 2012. At present, the government is working with Seaspan Shipyards to begin construction on two Joint Support Ships, to be known as the Queenston class. In the interim, however, it may have to consider a commercial alternative to bridge the gap between now and when new ships enter service in 2020. Henning Jacobsen served as a consultant on the initial Joint Support Ship Program that was cancelled in 2008. He argues the program to deliver a new support ship should never have reached this point.
The Royal Canadian Navy entered the 21st century with three underway-replenishment vessels. Today, the service has none. How did we reach this unfortunate state? The history of the Joint Support Ship (JSS) replacement program is littered with missteps and might be instructive as a lesson for the future.

On 16 April 2004, then Prime Minister Paul Martin announced plans to procure three new support ships to replace the Protecteur-class of underway-replenishment vessels. This new class of ships, in addition to supporting naval operations, would perform sealift and be able to transport an army battle group – a capability Canada's navy has lacked since the departure of the light carrier HMCS Bonaventure in 1970. The new ships would also have reinforced hulls enabling support of the soon to be developed Arctic Ocean Patrol Ships (AOPS) to facilitate operations in the Arctic Ocean. The requirement for three JSS was re-affirmed in June 2006 by the newly elected Conservative government, which summarily issued a request for proposals for a funded project definition phase.
As one of the largest navy shipbuilding contracts in the past 20 years, the RFP attracted four syndicates vying for two contracts. The two down-selected consortia were ThyssenKrupp Marine Systems Canada (TKMSC), and SNC-Lavalin (SNC); the unsuccessful bidders were Irving Shipbuilding and BAE Systems. TKMSC and SNC prepared and then submitted their respective project definition proposals in March 2008. The government announced that one bidder would be awarded the project implementation contract later that year and the first 28,000-tonne vessels would be delivered in 2012.

Murphy's Law
The two teams were well qualified, though not without their deficiencies. SNC Lavalin, a large engineering firm, had vast expertise in project management. Though it had no experience with naval shipbuilding, it partnered with Washington Group's Vancouver Shipyard (today known as Seaspan) and ProFac, an in-service support provider with a sound track record on previous Canadian maritime programs. Vancouver Shipyards was in turned assisted by a U.S. marine architect during the design phase.
ThyssenKrupp Marine Systems of Germany, an international naval designer and shipbuilder perhaps best known for its MEKO-class of surface combatants, built in shipyards throughout the world, often in counties with little shipbuilding experience. In Canada, it partnered with PKS Kiewit of Newfoundland, a shipyard better known for building oil rigs. At the time, more suitable partners such as Davie Shipbuilding were in bankruptcy and Irving Shipbuilding was involved in repair and overhaul of the current fleet of Canadian frigates. Though Kiewit had no naval shipbuilding experience or a suitable facility, this did not appear a problem for TKMS, which had extensive experience in providing management to shipyards in less developed countries – after 20 years without a naval building program, Canada fit this category.

The straightforward project for three underway replenishment vessels had grown into a more ambitious project. Throughout 2007 major increases in requirements emerged and the basic replenishment ship morphed into a support and troop carrier, with roll-on, roll-off capability for some 100 vehicles and 500-600 soldiers, and a command center for directing operations ashore. National Defence's (DND) ambitions quickly outstripped the cost. The initial budget of $2.9 billion, which included a 10-year in-service support contract, was never realistic for the evolving design. Yet, to be compliant, both teams were compelled to accommodate the growing wish list.
TKMSC responded by adding Flensburger Shipbuilders, a leading designer and builder of roll-on, roll-off car ferries, as a design partner. In recognition of a potential budget shortfall, Flensburger prepared their own cost analysis and concluded that the price could be met if the department would accept three ships built to a commercial standard. DND refused to budge, suggesting that TKMSC was overstating costs. The department advised both TKMSC and SNC that Canada would not accept any cost increases for the design as it was proposed. As a result, an alternative proposal based on Flensburger's commercial design was never offered.
In early 2007, TKMSC made a presentation to the JSS Program Office, demonstrating the difficulty in meeting the project implementation price, informing DND that the baseline budget for the program was six years out of date – in the intervening years steel prices had increased by nearly 100 percent; copper by 400 percent; and engines costs had doubled. In addition, engine delivery schedules had increased by a full year over the schedule prepared by DND in 2002.
But TKMSC's appeal was to no avail – DND did not adjust the budget or the schedule.
By May, TKMS DE had performed a bid evaluation that resulted in a no-bid decision. But believing that Canada would either reduce the number of ships or down-scope the design requirements, senior management in the parent company gave its subsidiary approval to go ahead with a bid.

During the final DND program review in June, TKMSC again repeated its concerns about the unrealistic overall budget. It is my belief, however, that DND opted to proceed after being emphatically assured by the SNC program manager that their team could deliver the JSS at the budgeted price. It appeared to have been a spur of the moment decision by the project manager, possibly in order to gain favour with the department.
At this stage, however, Murphy's Law took over. In February 2008, just before the proposal deadline, Vancouver Shipyards withdrew from the SNC team and the competition. The reason was reported to be schedule risks and inability to meet the budget price. It was also reported that the yard did not have a suitable facility unless the government floating dock was made available, which would have meant repair and maintenance on other naval vessels would not have been possible for the duration of the JSS program.
At about the same time, ironically, TKMSC received confirmation that Kiewit was withdrawing after revealing the true cost to modify their yard to meet the requisite naval standards. I was never told exactly how much the yard conversion was going to cost, but one could surmise that it was in the range of $500 to $600 million. Kiewit was a division of an American firm and the parent company was adamant that the yard conversion be included in the price of the program, not as a partial investment by Kiewit. It also appeared that both shipyards were facing manpower shortages and cost issues.

As a result, by March 2008 both primes found themselves without shipyard partners. SNC rushed to confirm a partnership with Davie Shipbuilding, which was now under Norwegian ownership, but in subsequent meetings with Davie management it was learned that the commitment was nonexclusive. In fact, Davie was positioning itself to be available to whoever got the JSS contract.
For reasons that were never shared with me, TKMS Germany decided to stand by its initial partner, Kiewit, and proceed by including the high capital cost in its bid. (This was apparently supported by advice from TKMSC's Canadian partners and consultants stating that Canada would in the end find the extra money). I suspect TKMSC felt that changing horses at such a late juncture would eventually cause a credibility problem.
When SNC and TKMSC submitted their project definition proposals, their bids were reported to be $700 to $800 million over budget. Consequently, the JSS program was cancelled and the government launched a study that led to the National Shipbuilding Procurement Strategy, the outcome of which has been the selection of shipyards on the East and West coasts to build combatant vessels non-combatant vessels, respectively.

Conclusion
The political imperative in Canada is to have a stable shipbuilding pork barrel industry, one that can also serve the country's maritime defence needs in the future. It is a noteworthy objective. But how to get there is more complicated than having the political will to dole out sole source contracts.
In the first round of the joint support ship program, TKMSC had the full support of its globally experienced parent company; Vancouver Shipyards, an all Canadian yard, had assistance from some of the best U.S. naval architects to develop its proposal based on a realistic understanding of costs. Neither bidder had all the capabilities to be prime on such an ambitious multi-shipbuilding project, yet even with highly capable support both bids greatly exceeded the $2.9 billion budget.
Crucially, the backing experience to both teams, especially TKMS, meant there was a certain amount of "safety" to both bids – a large parent company that DND could "lean-on" to ensure a successful outcome. This may not be the case with the current reissued program.

VICTORIA, British Columbia and MADRID — Spain and Canada are negotiating a mutual logistic arrangement (MLSA) to deploy a Spanish replenishment ship with the Canadian fleet in the North Atlantic, both navies confirmed. 

The ship deployed "during some periods of 2016" could be the auxiliary oiler and replenishment ship (AOR) Cantabria or Patiño, Spanish Navy sources said. The  logistic arrangement is "to cover the Canadian navy's temporary need of logistic support vessels."

Heb het gevoel dat in de Canadese tender een zwaartepunt ligt op wie bereid is de werven te renoveren en open te houden. Ze kopen niet enkel schepen, ze kopen scheepswerfrenovatie in. Vrij grote werven met personeel waar ThyssenKrupp en Navantia later ook wat mee moeten. Zo'n soort risico moet een kleinere scheepsbouwer niet nemen wanneer ze die capaciteit voor grote schepen al in bezit heeft.

De JSS was inderdaad voldoende voor wat ze nodig hadden, tegen een naar nu blijkt redelijke prijs bij een serie van 3.

In Australië speelt een exact zo'n zelfde situatie. Het gaat heel slecht met hun Australische scheepsbouwindustrie en dus willen ze vooral een gezond consortium dat daar meer wilt bouwen, hun personeel aan het werk houdt en lucratieve scheepsorders binnensleept. Echter alles wat daar te water wordt gelaten is ver boven begroot budget gerealiseerd. Met bijbehorende negatieve politieke- en media-aandacht. En wij zitten echt niet op heroplevende concurrentie te wachten. Nieuwe generatie ANZAC fregatten tegen een goede prijs/kwaliteit bouwen voor het economisch kleinere Nieuw-Zeeland, daar heb je geen Australische werf voor/bij nodig. Sowieso is wat Australië wilt opleveren in project SEA 5000 niet te betalen voor Nieuw-Zeeland.

Two shipyards in eastern Canada are preparing to convert a commercially operated container ship into an auxiliary oiler replenishment (AOR) vessel for the Royal Canadian Navy (RCN), as the service seeks to fill a gap in its at-sea logistic capability.

The 183 m-long, 23,800 dwt MV Asterix will be transformed into an 'interim AOR' at the Chantier Davie yard in Lévis, Quebec, and the Aecon fabrication facility in Pictou, Nova Scotia. This will fulfil an urgent operational requirement for underway replenishment supply pending the entry into service of two purpose-built vessels under the Joint Support Ship (JSS) programme.

The navy's legacy AORs, HMCS Preserver and HMCS Protecteur , were retired early in 2014. With the two Queenston-class JSSs not expected to enter service until late 2020 and 2021, the government announced on 1 August 2015 that it had signed a letter of intent with Davie for the provision of a stop gap capability for up to five years.

Built in Germany in 2010, Asterix was acquired by Davie from Greek company Capital Ship Management for CAD20 million (USD15 million) and will be converted at a cost of CAD250-300 million (USD190-228 million), according to Canadian media reports.

The rebuilt vessel - with a civilian crew and a Davie-led technical management package - will be chartered to the RCN by a holding company called Project Resolve at an annual cost of up to CAD75 million, the reports said.

Asterix sailed from Singapore on 11 September and is expected to arrive at Aecon's Pictou shipyard on 6 October for initial conversion work, before moving to Lévis in the second quarter of 2016.

A stop-gap mindset is sinking Navy's procurement plans

Many Canadians know Asterix as a pint-size comic book warrior with a fondness for wild boar and thumping Roman soldiers. The MV Asterix, on the other hand, is a hulking German-built container ship.

Now Asterix, the ship, is about to get an important new mission: keeping the Royal Canadian Navy afloat. The Liberal government confirmed last week that it would proceed with a sole-source contract with Quebec City's Davie shipyard to convert the MV Asterix into a navy supply vessel by 2017 – a controversial deal signed by the Conservatives days before this summer's election call.

The ship conversion, dubbed Project Resolve, is an acknowledged stop-gap measure – a temporary half solution to the government's failure to provide timely replacements for its two 1960s-vintage supply ships that were removed from service last year. One of those, the HMCS Protecteur, caught fire during exercises in the Pacific Ocean in early 2014 and was rescued off Hawaii by the U.S. Navy.

Since then, the Canadian navy has endured the indignity of relying on foreign supply vessels to keep its fleet of frigates at sea, limiting what the ships can do both at home and on international missions.

Leasing the converted MV Asterix, at a cost of up to $587-million, is "the most viable course of action" to fuel and support Canada's fleet of 12 frigates and other vessels, the government said in a statement. The Liberals had initially put the deal on hold, concerned the contract was granted without competitive bids. But cancelling the deal would have cost nearly $90-million.

It is the latest chapter in the sad saga of delays, cost overruns, pork-barrel politics and bailouts that have marked too many big military purchases in Canada.

It's not as if no one saw this coming. Former prime minister Paul Martin ordered that the vital ships be replaced more than a decade ago. The Conservatives announced a plan to replace the ships in 2006, only to halt the project when bids came in significantly above budget.

The Conservative government had chosen Seaspan ULC in Vancouver to eventually build two permanent support ships, at a cost of roughly $2.6-billion. Construction still hasn't begun, and as the months go by, the cost of the ships could grow.

Delivery of the vessels is now not slated until 2020 and late 2021, respectively, or at least 15 years after the government first said it needed new ones.

That's like waiting years after the last shingle on your leaky house has shrivelled up and blown away before ordering a new roof.

It wouldn't be such a tragedy if the pattern was restricted to the supply ship replacement project. But it's become the M.O. for too many major military procurement programs in Canada, under successive Liberal and Conservative governments.

The new supply ships are part of a massive $34-billion rebuild of the navy and coast guard, announced by the Conservatives in 2011. It too is moving ahead at the speed of a dingy. Already, the navy is warning that the cost of the various purchases could swell to more than $40-billion.

Big-ticket purchases of search-and-rescue aircraft, next-generation fighter jets, Arctic patrol ships, a major icebreaker and maritime helicopters have also been hit by delays and soaring costs.

Military experts blame the current ship problems on Ottawa trying to do too much, all at once, after years of neglect. The result is that the government had little experience across various ministries in the complex business of planning, designing and acquiring modern military hardware.

At the same time, the capacity of domestic shipyards and other military suppliers to deliver also dwindled during the lean years. They have had to ramp up capacity and expertise.

Zeker niet, en al helemaal niet als deze met een internationale partner elders ingezet gaat worden (ik gok op Duitsland), een simpele extra tanker (zoals een DAMEN LSV 19000) of een 2e JSS is alles behalve een luxe.

Ze huurden tot nu toe capaciteit in van geloof ik de Spaanse Marine. Nu levert het Canadese werkgelegenheid op (en stemmen!) en huren ze dus straks de capaciteit in bij de eigen industrie. Want schip blijft in eigendom van de werven.

Misschien kan Nederland straks die Spaanse diensten "inhuren" ;-)..

Ze hebben net als wij veel in de planning staan voor de komende jaren, dus daar zal de verdringing om het budget ook wel van toepassing zijn.
Geld kan maar 1 keer uit gegeven worden, Damen had waarschijnlijk best in combi met een Canadese werf het JSS ontwerp willen aanbieden, Ze zullen dat (denk ik) ook wel gedaan hebben. Ze hebben een andere keuze gemaakt. met tot gevolg dat ze nu nog jaren moeten wachten op hun AOR's.

Canada awards joint support ship contract to Seaspan

Canada has chosen Seaspan Corporation to produce Queenston-class joint support ships at the company's Vancouver shipyard.

The project's budget is estimated to be $1.7 billion.

Seaspan will provide production and engineering services support through the contract. Canada is currently planning to build two of the ships as a part of its National Shipbuilding Strategy and is considering building a third.

The two vessels, HMCS Queenston and HMCS Châteauguay, are expected to be delivered in 2021 and 2022.

Seaspan was awarded the contract after reviewing designs by ThyssenKrupp Marine Systems Canada.

Once delivered, the new support ships will be used to provide limited sealift capabilities, offshore operations support and core replenishment duties.

The vessel has a full load displacement of 26,000 tonnes with a legnth of 182.5 meters and a beam of 25.2 meters. It is fitted with a Phalanx CIWS, L3 MAPSS integrated platform management system (IPMS) and large landing deck capable of handling the largest helicopters, including the CH-147F Chinook.

Asterix will be used for at sea fuel replenishing for both liquid and solids using NATO-standardised methods and two cranes for loading and unloading purposes. The ship will be able to deliver 400 tons of fresh water per day and carry 7,000 tons of fuel oil and 980 tons of JP8 Jet fuel.

The Resolve-Class Auxiliary Oiler Replenishment ship will play a key role in the Royal Canadian Navy's HADR efforts.The specific HADR capabilities include:
A humanitarian processing area for triage and care of evacuees/survivors
A large medical facility for up to 60 patients in two separate wards
Emergency accommodation for up to 350 people (in addition to the ship's current 150 persons capacity)
A ship-shore airlift capability via the two embarked Cyclone CH-148 helicopters
A significant small craft capability that includes up to 8 boats with quick launch and recovery capabilities
The ability to sustain the delivery over 400t/day of Fresh Water and up to 7000t of Fuel Oil, as well as significant power
The transportation and self-sufficient loading and unloading of light vehicles, sea containers and general cargo that are essential for HADR missions.

Today, the Honourable Anita Anand, Minister of Public Services and Procurement, and the Honourable Harjit S. Sajjan, Minister of National Defence, announced that Canada has taken an important step toward delivering the RCN's future fleet, by awarding a performance-based contract to Seaspan's Vancouver Shipyards for the full construction of two joint support ships (JSS).

Valued at $2.4 billion (including taxes), this contract will allow the transition to full-rate construction of the first ship, the construction of early blocks for which began in June 2018, and then the second ship.

The JSS will deliver fuel and other vital supplies to vessels at sea, offer medical and dental services, and provide facilities for helicopter maintenance repair. The presence of replenishment ships increases the range and endurance of operations at sea, allowing Canadian combat ships to remain at sea for significant periods of time without going to shore for resupply.

"We continue to work closely with the Canadian shipbuilding industry and its associated sectors during this unprecedented time for our country and the world. I commend the dedicated workers across the country for their continued perseverance in delivering on critical federal shipbuilding projects. PBO Pegs Total Cost of the Navy's Joint Support Ship Project at $4.1 Billion

The Parliamentary Budget Officer (PBO) today released an independent cost estimate of the Royal Canadian Navy's project to build two Joint Support Ship (JSS) vessels, and an estimate of the cost of contracting similar capacity from Chantier Davie Canada Inc. (Davie). This report was prepared in response to a request from the House of Commons Standing Committee on Government Operations and Estimates (OGGO).

The JSS project aims to build two new support ships to replace legacy Protecteur-class auxiliary oiler replenishment vessels decommissioned in the last decade. Since the two new vessels are expected to be delivered in 2023 and 2025, the federal government contracted Davie to convert a commercial vessel, the MV Asterix, to military support ship specifications to maintain the Navy's at-sea replenishment capability during JSS construction. Davie has also offered the government an option to contract a second vessel, the Obelix.

The report, The Joint Support Ship program and the MV Asterix: a Fiscal Analysis, estimates the total cost of the new JSS vessels to be $4.1 billion. This is comparable to the $4.1 billion estimate published by the Department of National Defence (which does not factor in the cost of the provincial sales tax).

The total net cost of the current MV Asterix contract is projected to be $733 million over 5 years ending in 2023. The PBO projects that total cost of a new 5-year contract for the Obelix, starting in 2023-2024, would be $801 million.

The Department of National Defence also has the option to purchase the contracted vessels from Davie.

"Net of any costs associated with this initial contract, we estimate a total cost of approximately $1.4 billion for the purchase of the two Davie vessels", explained Yves Giroux, PBO. "This is lower than the cost of new vessels under the JSS project."

An assessment of the capabilities of the Asterix and Obelix as commercial vessels converted for military purposes versus those of the built-for-purpose JSS vessels is outside the scope of this report.

These estimates do not assume any COVID implications on the costs or schedule of the JSS.

Canada Extends Asterix Naval Support Ship Contract Until 2025

The Government of Canada has confirmed a two-year extension to the At-Sea Support Services Contract for the combat support ship, m/v Asterix. The m/v Asterix has been providing exemplary worldwide service to the Royal Canadian Navy (RCN) since her deployment in 2018.

Over the past five years, Asterix has performed flawlessly in NATO and allied operations from the Arabian Gulf to East Africa and the Korean peninsula supporting a variety of missions from counterterrorism to sanction enforcement. The vessel has not experienced a single day of unscheduled downtime, testament to the high quality of the crew, the ship and its systems. Asterix has been widely lauded by global allied navies and described as setting the "gold standard" in naval procurement.

Given Canada's long-defined requirement for up to four permanent replenishment vessels, and the current plan for the delivery of two Protecteur-Class supply ships, extending the Asterix contract ensures the RCN can maintain essential replenishment-at-sea capabilities now and into the future.

"Locking in Asterix's capability for Canada and the NATO alliance is smart business. Its strategic capability is critical to Canada maintaining a capable, deployable, blue-water navy. The RCN can deploy anywhere in the world in response to crises, conflicts or to support humanitarian missions. The total optional lease period for Asterix is 10 years although Canada can declare its contractual purchase option at any time.

Asterix was converted at Davie in just 18 months from a containership to a military specified support vessel at a cost which represents real value to Canadian taxpayers. Uniquely in Canada, Asterix is operated with a combination of FFS and the RCN crew.

Government of Canada announces new timelines for joint support ships

The Government of Canada is committed to the National Shipbuilding Strategy and providing members of the Royal Canadian Navy (RCN) and the Canadian Coast Guard with the equipment they need to ensure their current and future operational effectiveness.

Today, the Government of Canada announced new timelines for the delivery of the RCN's future joint support ships (JSS).

The first JSS, which was previously scheduled for delivery in 2023, is now expected to be delivered in 2025. The second JSS, which was previously scheduled for delivery in 2025, is now expected to be delivered in 2027.

These extended timelines are related to sustained supply chain delays due to the COVID-19 pandemic and further challenges related to a first-of-class delivery.

The Government of Canada is actively monitoring progress and working with Seaspan's Vancouver Shipyard to ensure the delivery of these vessels to support the RCN.

In January 2018, under a contract with Federal Fleet Services, the Motor Vessel Asterix entered into service to provide the RCN with interim capacity while the JSS are being built. The intent is that Motor Vessel Asterix will continue to provide interim capability in advance of the first JSS delivery.
