NATO must decide this year on whether and how to replace its ageing fleet of Boeing E-3 Sentry Airborne Warning and Control System (AWACS) aircraft, allied officials tell IHS Jane's .

Forthcoming upgrade work will extend the fleet's operating life to 2024 and possibly beyond to 2035, but the alliance will soon reach a crunch point to finalise a long-term decision on their replacement.

"A decision will need to be made by the end of this year about NATO's post-AWACS situation," an allied defence capability official told IHS Jane's on 26 May.

"If there's going to be a decision to replace them with something else by 2035 - whatever that something is - then that process has got to be launched soon."

Any post-AWACS discussion will be dominated by two aspects: budget and desired capability, with the former weighing especially heavily on the allies. Already there is talk of reducing the 17-strong AWACs fleet to 14, and allied commanders are re-working their mission capability planning to reflect that, according to NATO military sources.

"Everyone is aware that the AWACS are getting old. They're one of the major ISR [intelligence, surveillance, reconnaissance] decisions the nations have to address," Tony White, a NATO press officer, said on 26 May.

NATO defence ministers will be looking at this during their 3-4 June meeting in Brussels and there will be a report for allied leaders as well when they gather for their next summit in Wales on 4-5 September.

With the reduction in the number of NATO's AWACS, the 28 allies collectively would still have about 50 early-warning platforms. Moreover, the remaining NATO fleet is set to benefit from an upgrade programme to extend their current operating life to 2024. A contract to integrator Boeing for the work is expected to be signed before August "to bring these birds into the 21st century", Rod Lammert, AWACS' tactical director, said on 26 May.

But an even longer extension to the AWACS' operating life is needed, according to the NATO defence capability official.

"This upgrade will only carry us to 2024. What we'd like the nations to do is agree to other upgrades to take the AWACS to 2035, thus giving us the time to plan and acquire a replacement capability by then," observed the official.

"I think we are rapidly reaching the point of no return on such a decision. We're talking about a very long preparatory phase. A 2035 operating life [for the AWACS] would help remove the pressure off the allies to make a hasty decision. The big question, of course, is: what do we replace the AWACS with?"

Indeed, NATO officials said the allies must resolve some important conceptual and economic issues as they mull how to replace the AWACS. Evolving technology and the economics of today's defence budgets strongly imply that expensively developed single-mission platforms are a thing of the past, they said. While the AWACS platforms have some maritime surveillance capability, their primary role has been early warning and airspace management.

"The trend in thinking is toward either powerful multi-mission platforms or smaller, and thus cheaper, fleets of mission-dedicated ones that would be designed from the start to work together," said the defence capability official.

"If it was a large multi-mission platform, for example, then why not add infrared for missile detection or SAR [synthetic aperture radar] for ground-movement tracking? After all, by 2035 the AGS [Allied Ground Surveillance] platforms will be 20 years old by then."

The ISR crown jewel of NATO's imminent AGS fleet of six Northrop Grumman Global Hawk Block 40 unmanned aerial vehicles (UAVs) - to be based in Sigorella, Sicily by 2017 - is their advanced SAR capability.

However, adding too many detection suites to a platform has an obvious downside, as the official readily acknowledged. "These are all energy-hungry systems so there will be a limit to what we could do, depending on the size of the platform," said the official, noting that the NATO Industrial Advisory Group has been tasked to study the technology options and the energy requirements of various ISR suites to determine the optimal mix. The group will report back to NATO later this year.

Another conceptual issue is the man-in-the-loop. "Do we aim for a manned or unmanned ISR fleet? This is not clear," said the capability official.

Nor is the sensitive issue of funding. "How much of this could be covered by [the allies'] common funding? This is not clear either, though some precedents have been set in recent years. So all options are on the table," said the official.

Geen geld van Rijk voor leden Stop AWACS 
 
DEN HAAG/SCHINVELD -
Inwoners van Schinveld en Brunssum die lid zijn van de vereniging Stop AWACS krijgen geen compensatie van het Rijk wegens geleden overlast door de radarvliegtuigen van de NAVO. Dat heeft de Raad van State woensdag bepaald.

Stop AWACS wilde dat het Rijk de 400 leden compenseerde voor de overlast van de lawaaierige radarvliegtuigen van de NAVO. Die vliegen dagelijks boven hun hoofd vanuit het militaire vliegveld Geilenkirchen, net over de Duitse grens bij Schinveld.

De staatssecretaris van Infrastructuur en Milieu had eerder geweigerd een regeling voor de leden vast te stellen. De rechtbank in Maastricht verwierp een beroep tegen deze weigering, en die uitspraak wordt nu door de Raad van State bevestigd.

De Raad verwierp ook het argument van Stop AWACS dat omwonenden van de vliegvelden bij Maastricht en Schiphol wel een regeling hebben gekregen voor overlast.

Gemiddeld 51 klachten PP en 7,7 per vlucht, dat is nog aardig wat.

MAASTRICHT - Het aantal klachten over Awacs-vliegtuigen is vorig jaar met 23 procent gedaald in vergelijking met 2011. In totaal dienden 287 klagers vorig jaar 14.861 klachten in. Dat zijn er 4500 minder dan het jaar daarvoor, maakte het Klachtenbureau Luchtverkeer in Limburg vrijdag bekend.

Het aantal vluchten van Awacs-toestellen boven Nederland daalde met 9 procent: van 2133 naar 1940. De klachten gingen vooral over herrie, laagvliegen, uitstoot van kerosine en stankoverlast.

Demonstratie tegen Awacs-basis

SCHINVELD -  Actievoerders van GroenFront! bereiden zich zaterdag in de bossen bij het Limburgse Schinveld voor op nieuwe acties tegen de nabijgelegen Awacs-basis Geilenkirchen. Ze houden zaterdag bij wijze van demonstratie klimoefeningen in de Schinveldse bossen. Daarvan dreigt opnieuw een deel gekapt te worden, nadat eerder ook al 6 hectare bos was gekapt ten faveure van de luidruchtige militaire vliegtuigen van de NAVO.

Ook protesteren de actievoerders met hun actie tegen de feestelijkheden dit weekend rond het 30-jarig bestaan van de Awacs-basis, die net over de Duitse grens bij Schinveld ligt. Volgens hen en de actiegroep Stop Awacs valt er niets te vieren. Voor komend najaar kondigden Stop Awacs en GroenFront! zaterdag alvast een grote mobilisatieoefening aan in de bossen.

De actiegroep bezette 6 jaar geleden de bossen in een vergeefse poging de kap van 6 hectare bos te voorkomen. Dat ging tegen de vlakte op verzoek van de NAVO. De Raad van State verklaarde de kap later illegaal.

AWACS mogen blijven vliegen

De AWACS mogen van de PVV blijven vliegen boven Zuid-Limburg. Eerder wilde de PVV het luchtruim sluiten vanwege de geluidsoverlast, maar de partij neemt nu genoegen met de uitleg van minister Hillen van Defensie.

De minister beloofde vorige week dat de overlast van het vliegverkeer dit jaar 35 procent minder zal zijn. Dat is precies wat de Tweede Kamer eist. De oppositie vertrouwt de belofte van de minister niet, en vindt dat het luchtruim nu al dicht moet voor de lawaaiige AWACS-toestellen.

Hillen heeft nu steun van VVD, PVV en CDA. Die partijen willen afwachten hoe de herrie dit jaar uitpakt. Wel moet er een onafhankelijk onderzoek komen naar de overlast. Mocht daaruit blijken dat er toch te veel lawaai is, dan moet het luchtruim alsnog dicht, vindt de PVV.

'Cijfers Hillen over Awacs ondoorzichtig'

ONDERBANKEN - Drie Limburgse gemeenten die lijden onder de herrie van Awacs-vliegtuigen, vinden de maatregelen die minister Hans Hillen van Defensie opsomt om het lawaai te verminderen, ''totaal ondoorzichtig''.

Dat schrijven ze in een brief aan de Tweede Kamer.

Volgens Hillen is de geluidsoverlast met 35 procent verminderd. Brunssum, Onderbanken en Schinnen vinden de opsomming van Hillen echter ''niet te controleren''. Ze willen gewoon minder vluchten.

Ook de bewering van Hillen dat de cijfers van de geluidsmetingen te hoog zouden zijn, is onjuist, aldus de gemeenten. De cijfers zijn deels zelfs te laag, stellen ze.

Donderdag bekijkt een Kamercommissie of de herrie door Awacs-vliegtuigen met 35 procent is verminderd. Anders dreigt een invliegverbod.

Hillen: 35 procent minder herrie door Awacs

Awacs-vliegtuigen veroorzaken 35 procent minder geluidsoverlast boven Zuid-Limburg. Dat lukt onder meer door het vaker inzetten van vliegsimulators in plaats van oefenvluchten, vermindering van het aantal vluchten, andere vliegroutes en het vaker gebruik maken van vliegvelden in Nederland.

Dat schrijft minister Hans Hillen van Defensie aan de Tweede kamer. Bij motie had de Kamer uiterlijk 1 januari 2012 een geluidsreductie van 35 procent geëist op straffe van een invliegverbod in Nederland. De AWACS vliegen vanuit het Duitse vliegveld in Geilenkirchen laag over Schinveld en Brunssum en veroorzaken daar veel herrie.

DEN HAAG - Geluidsoverlast door AWACS-vliegtuigen in Limburg zal volgend jaar met 35 procent zijn teruggedrongen. Maar omdat metingen pas begin volgend jaar beginnen, wordt pas eind 2012 duidelijk dat die doelstellingen zijn behaald.

Dat zei minister Hans Hillen (Defensie) donderdag in een overleg met de Tweede Kamer.

AWACS zijn grote vliegtuigen voor luchtruimbewaking. In Zuid-Limburg zijn er veel klachten over geluidsoverlast door vluchten van de toestellen. Eerder droeg de Tweede Kamer het kabinet op om de vermindering van het geluid per 1 januari 2012 te realiseren.
