What is one to make of the rise of Donald Trump? It is natural to think of comparisons with populist demagogues past and present. It is natural, too, to ask why the Republican party might choose a narcissistic bully as its candidate for president. But this is not just about a party, but about a great country. The US is the greatest republic since Rome, the bastion of democracy, the guarantor of the liberal global order. It would be a global disaster if Mr Trump were to become president. Even if he fails, he has rendered the unthinkable sayable.

Mr Trump is a promoter of paranoid fantasies, a xenophobe and an ignoramus. His business consists of the erection of ugly monuments to his own vanity. He has no experience of political office. Some compare him to Latin American populists. He might also be considered an American Silvio Berlusconi, albeit without the charm or business acumen. But Mr Berlusconi, unlike Mr Trump, never threatened to round up and expel millions of people. Mr Trump is grossly unqualified for the world's most important political office.

Yet, as Robert Kagan, a neoconservative intellectual, argues in a powerful column in The Washington Post, Mr Trump is also "the GOP's Frankenstein monster". He is, says Mr Kagan, the monstrous result of the party's "wild obstructionism", its demonisation of political institutions, its flirtation with bigotry and its "racially tinged derangement syndrome" over President Barack Obama. He continues: "We are supposed to believe that Trump's legion of 'angry' people are angry about wage stagnation. No, they are angry about all the things Republicans have told them to be angry about these past seven-and-a-half years".

Mr Kagan is right, but does not go far enough. This is not about the last seven-and-a-half years. These attitudes were to be seen in the 1990s, with the impeachment of President Bill Clinton. Indeed, they go back all the way to the party's opportunistic response to the civil rights movement in the 1960s. Alas, they have become worse, not better, with time.

Why has this happened? The answer is that this is how a wealthy donor class, dedicated to the aims of slashing taxes and shrinking the state, obtained the footsoldiers and voters it required. This, then, is "pluto-populism": the marriage of plutocracy with rightwing populism. Mr Trump embodies this union. But he has done so by partially dumping the free-market, low tax, shrunken government aims of the party establishment, to which his financially dependent rivals remain wedded. That gives him an apparently insuperable advantage. Mr Trump is no conservative, elite conservatives complain. Precisely. That is also true of the party's base.

Mr Trump is egregious. Yet in some respects the policies of his two leading rivals, Senators Ted Cruz and Marco Rubio, are as bad. Both propose highly regressive tax cuts, just like Mr Trump. Mr Cruz even wishes to return to a gold standard. Mr Trump says that the sick should not die on the streets. Mr Cruz and Mr Rubio seem to be not quite so sure.

Yet the Trump phenomenon is not the story of just one party. It is about the country and so, inevitably, the world. In creating the American republic, the founding fathers were aware of the example of Rome. Alexander Hamilton argued in the Federalist Papers that the new republic would need an "energetic executive". He noted that Rome itself, with its careful duplication of magistracies, depended in its hours of need on the grant of absolute, albeit temporary, power to one man, called a "dictator".

The US would have no such office. Instead, it would have a unitary executive: the president as elected monarch. The president has limited, but great, authority. For Hamilton, the danger of overweening power would be contained by "first, a due dependence on the people, secondly, a due responsibility".
During the first century BC, the wealth of empire destabilised the Roman republic. In the end, Augustus, heir of the popular party, terminated the republic and installed himself as emperor. He did so by preserving all the forms of the republic, while he dispensed with their meaning.

It is rash to assume constitutional constraints would survive the presidency of someone elected because he neither understands nor believes in them. Rounding up and deporting 11m people is an immense coercive enterprise. Would a president elected to achieve this be prevented and, if so, by whom? What are we to make of Mr Trump's enthusiasm for the barbarities of torture? Would he find people willing to carry out his desires or not?
It is not difficult for a determined leader to do the previously unthinkable by appealing to conditions of emergency. Both Abraham Lincoln and Franklin Delano Roosevelt did some extraordinary things in wartime. But these men knew limits. Would Mr Trump also know limits? Hamilton's "energetic" executive is dangerous.

It was the ultra-conservative president Paul von Hindenburg who made Hitler chancellor of Germany in 1933. What made the new ruler so destructive was not only that he was a paranoid lunatic, but that he ruled a great power. Trump may be no Hitler. But the US is also no Weimar Germany. It is a vastly more important country even than that.

Mr Trump may still fail to win the Republican nomination. But, should he do so the Republican elite will have to ask themselves hard questions — not only how this happened, but how they should properly respond. Beyond that, the American people will have to decide what sort of human being they want to put in the White House. The implications for them and for the world of this choice will be profound. Above all, Mr Trump may not prove unique. An American "Caesarism" has now become flesh. It seems a worryingly real danger today. It could return again in future.

Ze heeft ook veel bewegingsruimte, Europa lijkt met haar weg te lopen, en ze kan dus ook wel een potje breken. Maar erger, de kans is groot dat de Europese leiders zich achter haar gaan verstoppen. Terwijl een kandidaat die de SGP op Groenlinks doet lijken, misschien Europa wel wakker schud en dwingt, onbedoeld, om de eigen zaken op orde te gaan stellen. Een beetje tough love zou ons misschien ook wel goed doen.

Trump zeker niet... en laat het nu net hem zijn die de Nevada caucus met ruime voorsprong gewonnen heeft voor de Republikeinse nominatie.
Volgens mij zitten ze daar met een (mogelijks) gigantisch probleem: de outsider lijkt het te halen, hun "eigen" partijleden hebben het nazien.
Toch maar even de verkiezingsstrategie overlopen en bijstellen, lijkt me...

Corbyn is ook binnen Labour een blok aan het been.
Velen vinden dat hij Labour onverkiesbaar maakt.
Ik heb vrienden die als het ware Labour-voters-for-life zijn maar ook wat verder dan hun neus kijken wanneer het op stemmen zal aankomen.
Zeker nu, met alle heisa omtrent EU-welles-nietes, immigratie, (nationale) veiligheid en zo meer...
Er vallen dus niet alleen stemmen te rapen met pensioenen, (betere) ziekenzorg, (investeren in) onderwijs...
Maar ook met het economische enz...
Corbyn mag zijn kop eens laten zien bij BAE Systems in Barrow, of bij Govan in Glasgow, of Rosyth... Velen leven daar bij de gratie van MoD-RN-aanbestedingen...

Veel zal afhangen van Dinsdag, en voor Trump is de vraag of Cruz of Rubio de handdoek in de ring zal gooien. Zo niet heeft hij vrijwel zeker de nominatie binnen.

Trump in Nevada: we winnen, winnen, winnen

Donald Trump heeft de Republikeinse voorverkiezingen in de staat Nevada ruim gewonnen. Hij kreeg ruim 45 procent van de stemmen, zijn voornaamste rivalen Cruz en Rubio volgden op aanzienlijke afstand: Rubio op 24 procent en Cruz op 21 procent.

De zege in Nevada betekent de derde overwinning bij de voorverkiezingen voor de steenrijke vastgoedmagnaat uit New York. Nevada is een dunbevolkte staat die niet veel gedelegeerden voor de conventie oplevert, maar door zijn eerdere overwinningen in New Hampshire en South Carolina heeft Trump nu al een flinke voorsprong op zijn concurrenten.

De overwinning van Trump is een nieuwe bevestiging van zijn electorale aantrekkingskracht. Hij won onder alle lagen van de bevolking, ook onder de talrijke latino's die in Nevada wonen. Dat is opmerkelijk, want Trump is niet vriendelijk geweest voor hen. Hij noemde ze criminelen, verkrachters en drugsdealers, die het best achter een te bouwen muur kunnen blijven op de grens met Mexico.

Maar hij werd niet alleen onder latino's de grootste, riep hij triomfantelijk in zijn overwinningsspeech. "We winnen onder evangelicals, de jongeren, de ouderen, de hoogopgeleiden, de laagopgeleiden, ik houd van de laagopgeleiden. En weten jullie waar ik echt blij mee ben, omdat ik het al heel lang zeg? 46 procent van de latino's, nummer één onder de latino's."

"Als je naar de deskundigen luisterde, dan zouden we hier niet veel winnen, maar we winnen, winnen, winnen", zei Trump. "U wordt trots op uw nieuwe president en steeds trotser op uw land. In het verleden heb ik veel geld voor mezelf binnengehaald. Nu ga ik geld binnenhalen voor ons land", zei de multimiljardair.

Komende dinsdag, als er in twaalf staten tegelijkertijd voorverkiezingen zijn op de zogenaamde Super Tuesday, kan bepalend worden: als Trump dan opnieuw goed scoort, kan de Republikeinse kandidatuur hem eigenlijk niet meer ontgaan.

In zijn overwinningsspeech in Las Vegas leek Trump er zelf al een voorschot op te nemen. "Het worden twee fantastische maanden. Misschien hebben we zelfs geen eens twee maanden nodig."

Het Drudge Report, een weblog dat veel wordt gelezen door Republikeinen, wilde na de uitslag in Nevada, al niet eens meer twee maanden wachten. Het riep Trump al uit tot de Republikeinse genomineerde.

"Bloomberg overweegt gooi naar Witte Huis"

Miljardair Michael Bloomberg, voormalig burgemeester van New York en eigenaar van het naar hem genoemde persagentschap, overweegt als onafhankelijke op te komen bij de presidentsverkiezingen dit jaar in de VS. Dat schrijft The New York Times.
Ook in het verleden heeft de nu 73-jarige zulke stap al eens overwogen, om telkens tot de conclusie te komen dat hij aldus nooit kon winnen. Nu heeft hij echter kopzorgen langs links - de Democraat Bernie Sanders met diens "socialistisch" programma - én langs rechts - het populisme van medemiljardair Donald Trump.

Aan vrienden zou Bloomberg al laten weten hebben dat hij bereid is, een miljard dollar uit eigen zak in een verkiezingscampagne te steken.

Een definitieve beslissing zou de man begin maart nemen. Hij wil eerst afwachten hoe de kaarten liggen en wat peilingen voorspellen voor een gebeurlijke strijd tegen én Hillary Clinton, de kandidate van het Democratische establishment, én Trump.

Active Army Special Forces member's Jaw-Dropping letter to America's politicians

The writer of this letter is still an active US Army Special Forces member therefore, his name is being withheld.  However, his opinion is the farthest thing from being held back- Via The Havok Journal - see update at the bottom.


"To the political leaders of America,

I write to you today regarding my concerns about the current state in which we find our beloved planet and your efforts in resolving the many issues we face.

Over the last decade, we have managed to allow our mighty position at the head of the table to dwindle down to a seat at the kids table, with our counsel being received as if it were that of a child making a suggestion on how to cure the world of evil: everyone thinks it is adorable, but no one takes it seriously.

To put it politely, you all are about as successful in global politics as an overweight middle-aged American with a severe case of tetanus trying to perform fellatio on himself.

Understanding that you have the attention span of indigenous forces undergoing rifle training, I give you the options of either reading this letter in its entirety or simply skipping to the last two paragraphs.

Sadly, you neither get the reference about indigenous forces (ask your college educated SMEs and think tanks) nor are you capable of making a decision on what to do next. Go ahead and post a tweet asking for thoughts/advice and hashtag this out with the others. #hashtaggingworldproblemsisabsurd #noseriouslystopit  #itisridiculousandembarrassing  You have time, this letter will still be here.

Due your ineptitude in your decisions with regard to who we back with foreign aid, and your complete lack of a spine in dealing with global threats, we find ourselves, for the first time in ages, being looked at with eyes filled with disdain and disrespect.

The mere mention of 'America' leaves a bad taste in the mouths of our friends and allies.  The prospects of being saved by our once-great nation are now nothing more than a fleeting thought in the hearts and minds of Third World Country natives who dream of a life with fewer hardships than ones they currently face—hardships that could be vanquished by the hands of a great nation and its allies.

We have entered into a time in which it is not only possible to spread one's hate filled rhetoric, it is also actually profitable and protected.  Your understanding and misinterpretations of our founding freedoms are being used and twisted to further your own political agendas without any consideration for the people you are meant to represent.

Your understanding (or lack thereof) of our Constitution contributes to the complete madness of a country that is run where someone's rights to desecrate the flag that represents these very freedoms is more important than the patriotic peoples who stand to protect it.  Allowing people to lose houses or be fined for flying the American flag on their property due to it offending someone or being against a housing covenants is beyond ludicrous. It's both absurd and frightening.  These are just a few examples of countless rights that are being used to tear the very fabric of which this country is founded.

You see, all of you have forgotten the very key that makes this country work. You fight for one's freedoms to express their beliefs regardless of where their loyalties lie. Using our very own founding documents, you argue that it is ones right to speak and act freely on their beliefs, regardless of their view of this great nation.

For fear of offending someone to pure political motivations, you stand up for the very people that wish to tear you down. What you, as well as most Americans have forgotten is this: Those individual rights end where others begin! It may be ones right to protest a certain religions display or another's stance on certain political views, however, it is also the others right to display and have those stand points.

If one is offended by a shirt displayed with an image of a gun, a flag of our nation, a statue representing their faith in their chosen religion or any other example; that is their right to be offended and speak out. However, it is the others right to wear that shirt, fly that flag, display that statue or whatever else they wish to do. Freedom cannot be one-sided.  The complete madness of political correctness is overwhelming.

You have stripped away our 1st Amendment rights by disguising it as political correctness and making the very people that make this country great afraid of offending any and everyone.  I use these examples in our own country as the catalyst  that has spawned our current position on the global stage.

Through political motivation or just complete incompetence, your methods of governing our country have clouded your views and thought processes for helping forge a united world.  We stand at the table, with weak knees and shivering hands. Our word as a nation holding as much weight as that of our President doing curls in the gym. We have all seen the video...

We live in a world where you can contest our very lands with flyovers without consequence.  A world where one can sweep through two entire countries, massacring everyone along the way with no fear repercussions. One where sanctions and empty threats are wielded as a mighty sword against the very enemies that threaten our existence. You fail to see that in today's world, the pen is not mightier than the sword.

You have demonstrated this time and time again over the last 13 years.  Take Afghanistan for example. Politics alone have been the source of Taliban resurgence. How could this be? Let me school you. In 2001, a mixture of CIA, Special Forces and other Special Operations Forces (SOF), in very limited numbers, swept through the entire country of Afghanistan, demolishing the Taliban forces that stood in its way. Thinking that the back had been broken, we backed off and brought more and more ground forces in the country.

As time went on, more and more troops arrived and operational control was taken away from the Special Operations types, to make way for conventional commands. Along with this came more and more restricted Rules of Engagement.



Fast forward to 2006. Following more political moves and further NATO control, we found ourselves in an Afghanistan where the freedom of movement for the insurgents is unprecedented in Operation Enduring Freedom—a freedom of movement that not only limits NATO troops ground movements, but also has even the hardest of SOF elements avoiding a drive into Kandahar City.   So, NATO asked the US to help. Enter into the timeline, Operation Medusa.

US Special Forces demolished the insurgent forces to the point that insurgent operations in the entire country dropped.  The morale of the insurgents also dropped to an all time low, the grounds upon which the new Afghan Government stands, are once again sturdy.  Now, fast forward to present day...

What has happened? Are the insurgents in Afghanistan fleeing and backs broken? Far from it. All of this due to your politics. The war effort drawn down to a near standstill due to more and more pointless commands and approval process. All, in which serve to help some pointless commander to further his career and push some pointless political agenda.

You see, the current world in which we find ourselves isn't one that can be tamed by the pen.  The evils of the world find protection behind the shield of your politics.  This is due to one simple fact.  You have no clue how to play this game.  You listen and make decisions based of your Subject Matter Experts who read about war in a book. You base your strategies on the opinions of 'Think Tanks' and conventional wisdom.  The answers to these problems being spoken by the men on the ground only to be silenced by 'yes men'. Due to this, you will continue to fail.

Not only will you fail in Afghanistan, you will fail in bringing peace and security back into this world.  All of these failures will be caused by you because of one simple factor:  none of you have the intestinal fortitude to do what is necessary. You will use your own misguided experiences and delusions gained in your failures in governing our own country as the grounds on which you base your strategies.  But understand this, you can't defeat evil with butterflies and rainbows.  And you sure as hell can't do it with pens and empty words.

Face it, for the most part, our Foreign Policy is a joke and your efforts on the global stage are nothing short of pathetic. Not going into the fact that you all are voted in for the people by the people to do a job, a job in which you are failing. At least you all aren't receiving a ridiculous paycheck and benefits package for providing a public service. oh wait...

Our saving grace is that there are still a handful of you that will find this, as frustrating as it is, accurate and motivating.  But, then again, if that was the case, then we wouldn't find ourselves in this situation. Oh the conundrum. We have faith in our abilities as a nation. We have faith in our abilities in unconventional war as well as faith in our ability to destroy the current threats to the world given the freedoms and support required to do so.

So, I write to you today calling you out. You have failed. It is time to hand that Capri Sun and straw over before you put your eye out. You've been poking at that hole for some time now.  You gave it your best lil buddies, but it's time. Pull those trainers up around your waist, latch down the Velcro, and watch how real men fight wars.

It is time to unleash the hounds.  You have had over a decade of war filled with warriors that would gladly step up and fight. These former service members are battle hardened and ready. More importantly, they understand the game. We stand at the gates, waiting to smite all that is evil in this world.  You will not defeat the current evils in this world by playing your political chess games because it is spreading at an alarming rate. Unleash us. Back us. Stand behind us.

History has shown us that evil is only successful when the righteous stand aside and do nothing.  Let us show the world that it will not tolerate the likes of ISIS or Boko Haram. That there most certainly are repercussions for committing atrocities. Justice will come to them swift and brutal. Step aside and let us do what is necessary! We stand ready!"

Wanneer gaat de Amerikaanse centrale bank de rente verhogen?

Vorige maand reageerden de effectenbeurzen ronduit negatief op het besluit van de Amerikaanse centrale bank, de Federal Reserve System (Fed), die meldde dat de beleidsrente midden volgend jaar weer gaat stijgen. De financiële markten gingen tot dusverre uit van een rentestijging eind 2015.

De rentestijging volgt op beëindiging van de steun die de Fed maandelijks aan de financiële markten geeft door het opkopen van Amerikaanse staatsobligaties. Die steun wordt de komende maanden kleiner en stopt nu de oorspronkelijke doelstelling - daling van het werkloosheidspercentage in de Verenigde Staten tot 6,5 procent - bijna is bereikt. De Fed let bij haar beleid vanaf nu op 'een breed scala aan ontwikkelingen'. Dat betekent dat de centrale bankiers het zelf dus ook niet weten. Hoe meer doelstellingen een centrale bank zegt na te streven, des te meer zij in het duister tast.

De Fed laveert in moeilijk water omdat toenemende onzekerheid over de afbouw van het maandelijkse opkoopprogramma kan leiden tot rentestijging, net als meer onduidelijkheid over de mate waarin en de snelheid waarmee de afbouw plaatsvindt. In beide gevallen gaat de Amerikaanse lange rente eerder dan verwacht stijgen. Dat betekent dat bedrijven meer rente gaan betalen op hun leningen. Het gevolg daarvan is dat ze minder zullen investeren. Het effect daarvan zal niet alleen in de Verenigde Staten, maar ook in de eurozone merkbaar zijn.

De stijging van de rente zet ook een rem op de aankoop van huizen en de verkoop van dure consumptiegoederen en leidt ertoe dat het terugdringen van de werkloosheid zal vertragen. De verwachte Amerikaanse rentestijging had vorige maand direct gevolgen voor de wisselkoers tussen dollar en euro. Voor één euro moest 1,40 dollar betaald worden. De Europese Centrale Bank (ECB) heeft weliswaar geen wisselkoersdoelstelling, maar kan een dure euro niet helemaal negeren.

De vraag is bij welke dollarkoers van de euro de ECB zich echt zorgen gaat maken. Dit geeft weer eens aan in hoeverre de ECB afhankelijk is van het rentebeleid van de Amerikaanse centrale bank. Het monetaire beleid van de Fed ging vroeger recht op het doel af en leek sterk op het voetbalspel van Maradona, maar tegenwoordig is het beleid onvoorspelbaar geworden en lijkt het meer op dat van Ronaldo.

Congress to Air Force: Wrong Time to Kill Fleets

Congress cited Russia's invasion of Ukraine as an example of why it's foolish for Air Force leaders to propose killing entire fleets of aircraft such as the A-10 in anticipation future aircraft like the F-35 will take over the missions in time.

Member of the House Appropriations Subcommittee on Defense asked the Air Force's top two leaders Wednesday why they chose to eliminate the A-10 Thunderbolt and the U-2 Dragon Lady fleets as near term conventional threats remain in places like Russia and North Korea.

Air Force Secretary Deborah Lee James and Air Force Chief of Staff Gen. Mark Welsh told the committee members the flattening of the defense budget had left them little choice. The services has to take risks to ensure modernization programs like the F-35 are delivered and airmen keep getting paid, Welsh and James said.

The Air Force proposed in its 2015 budget request to retire the A-10 and U-2 fleets in order to account for the cuts associated with sequestration. Air Force leaders have already received significant push back from lawmakers in districts where those aircraft are stationed, and from Guard and Reserve advocacy groups.

Trying to keep fleets alive with minor reductions to a broad selection of aircraft versus whole sale cuts to specific fleets would end up costing the service more and hurt the Air Force's overall readiness, Welsh said. In retiring the A-10, the Air Force anticipates saving about $3.7 billion over time and about a half billion dollars by avoiding upgrades, Welsh said.

The Air Force has chosen to prioritize aircraft that can complete multiple missions. The A-10 is limited ot the close air support mission -- a mission the Air Force says the F-16 can fulfill in the near term and the F-35 will complete in the far term. By eliminating the A-10 fleet, the Air Force will save money by eliminating its maintenance and support footprint.

"Everything does hurt. Everything has a major impact on us," Welsh told members of the House Appropriations Subcommittee on Defense. "Divesting the A-10 has an impact, divesting the U-2 has an impact."

Lawmakers also asked about the Air Force's plan to recapitalize the service's command and control aircraft to include the Airborne Warning and Reconnaissance System and Joint Surveillance Target Attack Radar System. Specifically, Welsh was asked why it was necessary to deactivate the seven AWACS aircraft stationed at Tinker Air Force Base, Okla.

The Air Force chief of staff explained to the committee that the service must retire some of the aircraft in order to pay for the upgrades to the rest of the fleet.

"We have got to recapitalize it somehow," he said of the plane, first flown in the 1970s. "Within the Air Force budget the only option came up with to modernize that fleet is eat some of the aircraft to pay for the modernization."

Welsh said other Air Force leaders don't like taking on the risk of fewer aircraft in the future, but understand these steps must be taken in order to keep the aircraft flying into the 2020s.

"If we want this capability in 2023 and beyond we have to do something now," he said.

The JSTARS, which the Air Force operates with the Army, was first fielded in 1991 to provide theater commanders with information.

The Air Force's proposed $109 billion budget for 2015 includes $7 billion for aircraft modifications, in addition to facility repairs and training range improvements.  The money also would go toward two additional F-35As, 12 MQ-9 Reapers and 10 C-130s.

Welsh and James said the U-2 will be replaced by Global Hawk, a high-altitude, long-endurance surveillance drone, while the MQ-9 Reaper would eventually replace the Predator.

James said the Air Force is also taking a chance in terms of the small pay raise being offered in the 2015 budget, as well as other benefit reductions that it and the other services will be living with.

But she called the measures reasonable in view of the tight budgets and the last decade of significant pay raises and improved benefits.

"We have had substantial growth (in pay) in the last 12 to 14 years," James said, in some cases meeting and exceeding pays in the private sector. "But I think we're now at a point, given that our recruiting is strong, our retention is strong ... we can afford to take that risk and slow that growth in compensation."

De president van de toekomst

Barack Obama staat in het zesde jaar van zijn presidentschap voor de grootste uitdagingen tot nu toe. In eigen land moet hij het hoofd bieden aan een dalende populariteit, internationaal moet hij zorgen dat zijn bescheidenheid niet te zeer misbruikt wordt. Toch blijft hij tegen de populistische stroom in roeien. .

Grant Park, Chicago, 4 november 2008. Barack Obama maakt zich op om zijn overwinningsrede te houden als eerste Afro-Amerikaanse VS-president. Vanuit zijn thuisstad Chicago en ver daarbuiten stromen honderdduizenden mensen toe. Op een van de wandelpaden tekent een zwart meisje met rasta's met krijt de rood-blauwe zonsopgang na die het symbool werd van Obama's 'Yes, we can'-campagne. Dan schrijft ze: 'No Red States, No Blue States, only United States!'

Korte tijd later herhaalt Obama onder daverend applaus deze gevleugelde uitspraak, de belofte om in het Congres bruggen te slaan tussen de 'blauwe' Democraten en de 'rode' Republikeinen. Uit Irak zal hij zich terugtrekken. Hij wil een einde maken aan de nationale en internationale verdeeldheid.

In tegenstelling tot zijn ambitie verenigde Obama zijn land en de wereld niet. Nu de president ruim een jaar ver is in zijn tweede termijn, strijdt hij met zijn Democraten tegen dalende populariteitscijfers. Slechts 42,9 procent van de Amerikanen steunt hem nog, 52,3 procent is het oneens met zijn beleid (gemiddelde van alle polls, aldus RealClearPolitics). In zijn Congres drinken Democraten en Republikeinen elkaars bloed. In dit verkiezingsjaar - in november, voor het Huis van Afgevaardigden en de Senaat - is zelfs onder Democratische kandidaten de steun voor het Witte Huis onderkoeld. Op zijn toespraken komen minder mensen af. The Thrill is Gone, zingt B.B. King op radio WKCC in Chicago.

Stoïcijns verder werken
En toch werkt Obama stoïcijns verder aan zijn binnen- en buitenlandse werven. Hij manifesteert zich steeds nadrukkelijker als intellectuele president die tegen de populistische stroom inroeit, overtuigd dat de VS zijn welvaart niet enkel moet baseren op de groei van de beurs (de Dow Jones-index is verdubbeld sinds Obama in volle kredietcrisis president werd- maar op het welzijn van zijn bevolking.

Zijn vlaggenschip is de Affordable Care Act - of Obamacare - die de 45,2 miljoen onverzekerde Amerikanen verplicht een zorgverzekering te nemen. De meesten waren niet verzekerd omdat premies te duur waren. Obama verplichtte de verzekeringsmaatschappijen de tarieven te verlagen en de dekking uit te breiden. Hoewel nog niet alle onverzekerden mee aan boord zijn genomen - de eerste inschrijving loopt eind maart af - schreef Obama al geschiedenis: Obamacare is de grootste sociale hervorming sinds president Lyndon Johnson met zijn Great Society sociale zorgprogramma's als Medicare en Medicaid invoerde. Ook mag Obama zich de trotse troonopvolger noemen van de New Deal van Franklin D. Roosevelt, die na de Grote Depressie de Social Security voor werklozen en gepensioneerden op poten zette.

President Obama's grote doel in deze tweede ambtstermijn is het dichten van de inkomenskloof. De inkomensongelijkheid is historisch groot sinds de recente crisis. Een deel van de middenklasse is verarmd tot 'working poor'. Slechts 63 procent van de volwassenen participeert vandaag in de jobmarkt, het laagste percentage sinds 1978. De reële waarde van het minimumloon staat nu op het peil van 1950. Na zijn decreet om federale werknemers meer te betalen, probeert Obama nu het Congres te overtuigen dat er een algemene verhoging moet volgen om de koopkracht te stimuleren. De kans dat hij in zijn opzet slaagt is klein. Republikeinen zeggen njet. Dit wordt een verkiezingsthema.

Torenhoge schuldenberg
De gebrekkige begrotingsruimte blijft Obama tegelijkertijd parten spelen. Ook de schuldenberg van de VS blijft astronomisch hoog met 17.226 biljoen dollar.

Tegen de achtergrond van die rode cijfers kromp de president de begroting van het Pentagon dit jaar zo sterk in dat de omvang van zijn landmacht krimpt tot het niveau van voor WO II. Voor het eerst in dertien jaar krijgt Defensie geen oorlogsbudget. Tegen eind 2014 worden de meeste VS-strijdkrachten teruggetrokken uit Afghanistan. Obama constateerde in Irak al dat het militaristische buitenlandbeleid van zijn voorganger George W. Bush zijn land de dieperik insleurde. Jonge Amerikanen horen niet thuis aan het front maar in universiteiten. En wat is het nut van belastingsgeld voor tanks als je in eigen land de war on drugs en wapengeweld verliest?

Investeren deed Obama wel in hightech-oorlogvoering, drones bijvoorbeeld - ingezet in een omstreden 'covert warfare' om terreurverdachten uit te schakelen, en in Special Forces, die van zich lieten spreken door 9/11-brein Osama bin Laden te doden. Opmerkelijk is wel dat Obama vooralsnog geen dollars bespaart door Guantanamo Bay te sluiten, het VS-gevangenenkamp in Cuba waar terreurverdachten vastzitten in een juridisch grijze zone. Obama had die sluiting wel beloofd.

De beperktere economische en militaire armslag verklaart waarom de VS op het internationale toneel niet meer wil optreden als 'politieman van de wereld'. Het conflict in Libië in 2011 was een kantelmoment. Het Witte Huis prefereerde vanuit de achtergrond te opereren, en liet Europese NAVO-lidstaten voor het eerst de kastanjes uit het vuur halen.

Obama werd de eerste VS-president sinds het einde van de Koude Oorlog die zich bewust bescheiden opstelt in een multipolaire wereld, om ook met nieuwe groeilanden naar een evenwicht te zoeken waar alle partijen beter van worden. Helaas wordt die 21ste- eeuwse New World van Mr. President 2.0. niet door iedereen even goed begrepen. Zijn tegenstrevers buiten zijn vermeende twijfels over Syrië uit. Obama trok in 2012 een 'rode lijn': er komt militaire actie als een land chemische wapens gebruikt. Vele Syrische gifgasdoden verder greep hij in augustus 2013 dan toch niet in. In theorie een wijs besluit: VS-bommen zullen het bloedvergieten niet stoppen. Hij bereikte wel dat de Syrische president Assad zijn chemische wapens opgaf.

Arend klauwt niet
In de praktijk onthield Assads belangrijkste steunbeer, de Russische president Vladimir Poetin, dat de Amerikaanse arend onder Obama niet klauwt. Moskou saboteerde de vredesgesprekken in Genève. Nu volgt Oekraïne. De Russische invasie van de Krim na de pro-westerse revolutie in Kiev stelt de president vandaag dan ook voor zijn belangrijkste geopolitieke uitdaging. Want ook het steeds nationalistischer wordende China kijkt nieuwsgierig toe hoe de VS reageert.

De 'resetknop' die buitenlandminister Hillary Clinton in 2009 aan Poetin aanreikte na diens gespannen relatie met Bush Jr., lijkt nu naïef. Toch was dat het juiste historische gebaar. Obama verdient lof voor zijn rationele benadering om de Krimcrisis op te lossen zonder militaire escalatie. Slimme sancties tegen Russische topfiguren en economisch isolement van enkele oligarchen zal het Poeti-regime meer pijn doen dan het sturen van vliegdekschepen naar de Zwarte en Baltische Zee. Ook investeringen in relaties met vrije media en burgerrechtengroepen zoals Pussy Riot zullen eens vruchten afwerpen.

Geconfronteerd met zijn vele uitdagingen werd de EU als machtsblok door Obama de voorbije jaren stiefmoederlijk behandeld. Daar komt deze week hopelijk verandering in. Het is niets te vroeg. Het kruitvat op de Krim schreeuwt om een verstrakking van de transatlantische relaties. Te hopen valt dat Obama de plooien gladstrijkt die ontstonden over het de afluisterepraktijken van de NSA, en met de EU een gezamenlijke 'oostelijke strategie' zal gaan bepalen, gericht op de versterking van de democratieën in de ex-Sovjetinvloedssfeer. Ook het werken aan een transatlantisch energiebeleid zou niet misstaan, om de afhankelijkheid van Russisch gas te verminderen. Energiesamenwerking kan een breekijzer zijn voor de moeizame vrijhandelsgesprekken.

Spreekt EU met één stem?
De EU zelf mag dan wel de kans niet laten liggen om woensdag met één stem te spreken. Niet nog eens, zoals met Bush Jr., mag ons continent opgedeeld worden in een 'oud' en 'nieuw' Europa. We zijn het verplicht aan de honderdduizenden Europese en Amerikaanse soldaten die samen stierven op de slagvelden van WOI en II om samen te werken. Al zal Obama dat woensdag met zijn bekende retorische talent ongetwijfeld veel pakkender verwoorden.

Kijk daarom woensdag vooral naar zijn toespraak in Bozar. Obama's visionaire redes vormen nu al zijn grootste nalatenschap, al bevatten ze dikwijls ideeën waar zijn eigen VS en de wereld anno 2014 niet klaar voor zijn. Zoals zijn grote voorbeeld Abraham Lincoln is Barack Obama op weg een president te worden die om zijn inspirerende citaten meer geroemd zal worden door volgende generaties, dan door dit nerveuze tijdsgewricht. .
