Converted Izumo carriers to not operate fighters in 'normal times': defense minister

South Korea approves Korea Destroyer Next Generation development plan

South Korea on Wednesday approved a basic plan to develop a homegrown Aegis-equipped destroyer that will enhance the Navy's capabilities to defend greater maritime interests, Seoul's arms procurement agency said.

The Defense Project Promotion Committee decided on the Korea Destroyer Next Generation (KDDX) project, under which the country will locally develop the destroyer by the late 2020s with a budget of around 1.8 trillion won (US$1.59 billion), the Defense Acquisition Program Administration (DAPA) said.

Seoul plans to deploy six KDDX destroyers by the mid or late 2030s. The total cost of developing and producing the six vessels is expected to top 7 trillion won, observers said.

"The KDDX is a project to procure destroyers for the purpose of safeguarding maritime interests and responding to potential disputes at sea," the DAPA said in a press release following the committee session presided over by Defense Minister Jeong Kyeong-doo.

The committee also approved a plan to upgrade the Link 16, a tactical data link system installed on warplanes or warships to ensure the smooth sharing of information with the U.S. military during training or other combined operations.

To upgrade it, Seoul will purchase an enhanced encryption device through a government-to-government foreign military sale (FMS) program with Washington. Three U.S. defense firms are expected to vie for the project, worth 400 billion won, to procure the device by the mid-2020s.

NAVSEA funds Raytheon for development of SM-2 Block IIIC active upgrade

The US Naval Sea Systems Command (NAVSEA) has awarded Raytheon Missile Systems a sole-source contract for engineering and manufacturing development (EMD) of the new Block IIIC variant of the Standard Missile-2 (SM-2) anti-air warfare missile.

Being developed under the SM-2 Improvement programme, the SM-2 Block IIIC is intended to upgrade existing SM-2 Block IIIA/Block IIIB missiles with an active radar homing capability. Current SM-2 rounds use a semi-active radar homing seeker. According to the US Navy (USN), the incorporation of an active radar channel is intended to engineer an affordable medium-range active missile that addresses some inherent limitations in semi-active guidance.

Indonesian Navy to remove main gun from Ahmad Yani frigate for gunnery simulator

The Indonesian Navy (Tentara Nasional Indonesia - Angkatan Laut: TNI-AL) is preparing to remove the primary weapon from one of its Ahmad Yani (Van Spejk)-class frigates, KRI Slamet Riyadi (352).

The weapon, a 76 mm Oto Melara naval cannon, will instead be installed at a future land-based gunnery simulator that will be built in Paiton, East Java. A source from within the TNI-AL and an Indonesian defence industry source have both confirmed the matter with Jane's separately.

The sea-facing gunnery simulator will be constructed on an existing small-calibre weapons range currently in use by the Indonesian Marine Corps (Korps Marinir: KORMAR). The facility will be managed by the Indonesian state-owned defence electronics company PT Len on a commercial contract once it is ready.

"The existing range in Paiton is usually used to train our KORMAR personnel on the 40 mm, 37 mm, 20 mm, and 12.7 mm weapons," the TNI-AL source told Jane's . "We don't have a facility yet for 76 mm and 57 mm calibre weapons," he said, adding that the future gunnery simulator will significantly improve the TNI-AL's training efficiencies, and lower operational costs as trainees do not have to be deployed at-sea for the purpose.

The simulator complex, which is slated to begin construction in 2019, will be equipped to emulate a range of combat operations at sea, and feature a fire-control radar, combat management systems, and communication systems trainers.

An image released by the industry source indicates that Slamet Riyadi 's gun will be mounted on an elevated pedestal ahead of a bridge simulator complex.

Bakamla Launches 3 80 Meter Patrol Boats

The Sea Security Agency (Bakamla) RI re-launched three nationwide patrol boats carried out by PT Citra Shipyard, Tanjung Uncang, Batam, Thursday (12/13/2018). Interestingly, the names of the three National Ships (KN) were taken from the name of the outer islands of Indonesia, namely KN Pulau Nipah 8001, KN Island Marore 8002, and KN Pulau Dana 8003.

The Patrol Ship is 80 meters long, 7.90 meters wide, 14.4 meters high with speeds up to 22 knots, and has a 2 unit MAN / 18VP185TM drive engine. Acting Deputy of Marine Operations Laksma Bakamla Guntur Wahyudi said, the construction of three 80 meter Bakamla patrol boats certainly has a very strategic meaning for the national defense and security industry. This aims to safeguard the sovereignty of Indonesia's territorial waters and Indonesia's jurisdiction.

Design of 80m stained ship (image: Terafulk) Not only that, this also proves that the sons and daughters of Indonesia are capable of carrying out their duties in accordance with the functions of the defense and security industry, namely developing shipping industry technology that is beneficial to defense, security and national interests others. "The success of building the ship is also a testament to the ability of Indonesian children to contribute to the mastery of the national shipping technology," Guntur said on Thursday (12/13/2018). "It is also one of the concrete solutions in reducing dependency from other countries related to the procurement of patrol boats in the future," he added.

These three vessels will also be expected to be able to increase the strength and capability of Bakamla RI, especially for the needs of operational elements in carrying out their duties to carry out security and safety patrols. In addition, the presence of this vessel is also an important part in supporting the realization of the Indonesian state as the world's maritime axis. "With the addition of these three ships, Bakamla currently has 10 patrol boats," he concluded.

Anglo-French joint inquiry reports on future anti-ship missile systems

The UK and French Governments have every interest in successfully completing the Future Cruise/Anti-Ship Weapon programme say the House of Commons Defence Committee and the Assemblée nationale's Standing Committee on National Defence and the Armed Forces, in a joint report published today.

The report, drafted and agreed by both Committees, marks the culmination of the first joint Inquiry between a House of Commons Committee and a Committee of a non-UK legislature. The Inquiry, which is a new step in UK-French inter-parliamentary cooperation on defence and national security matters, has focused on one of the most ambitious products of the Lancaster House Agreement signed between the UK and French Governments in 2010 – the Future Cruise/Anti-Ship Weapon (FC/ASW) programme.

New generation of deep strike and anti-ship missiles by 2030
The FC/ASW seeks to develop a new generation of deep strike and anti-ship missiles by 2030, replacing the capabilities hitherto provided by Harpoon and Exocet (anti-ship missiles) and SCALP/Storm Shadow (deep strike missiles). In 2017, both Governments agreed to conduct a 'concept phase', led by MBDA. This phase is due to conclude in 2020 after which Ministers will need to decide whether to proceed to a 'design, development and production phase' for the FC/ASW to come into service in 2030.

Issues that need resolving for FC/ASW programme to continue after 2020
The joint Inquiry, which included joint evidence sessions in London and Paris, found that – while good progress had been made in the 'concept phase' to date – several key issues need to be resolved in order for the FC/ASW programme to continue after 2020. These issues include:

The approach the MoD chooses to take in filling the 'capability gap' that will emerge when Harpoon retires from service in 2023. The MoD will need to decide whether to opt for a short-term 'bridging capability' to see the UK through to the coming into service of the FC/ASW, or a longer-term replacement capability that could call the FC/ASW into question. The joint report urges the MoD to balance carefully the savings that could be made from a longer-term off-the-shelf replacement for Harpoon against the potential costs to the UK's industrial base as well as to its defence relationship with France if FC/ASW were not to proceed;
The necessity of achieving convergence on key operational requirements – especially on whether the FC/ASW programme should give precedence to supersonic or stealth missile technology;
The procurement process for the FC/ASW programme post-2020, including safeguards to ensure value for money if MBDA is awarded the main contract without competition; and
Interoperability of the FC/ASW with platforms deployed by the UK's and France's allies in NATO.
While the joint report notes that there is a risk of FC/ASW not proceeding after 2020, it emphasizes that there is still ample time for differences to be ironed out. The two Committees express confidence that these issues "can be resolved amicably and successfully".

Chair's comments
Commenting on the report, the Chairman of the Defence Committee, the Rt Hon Dr Julian Lewis MP said:

"The FC/ASW programme is an exciting opportunity to deepen the UK's and France's defence partnership and the 'One Complex Weapons Initiative', involving MBDA, that has helped to sustain key skills in both countries' defence industrial bases.

"However, for the programme to succeed, it is clear that some significant issues need to be resolved before the 'concept phase' concludes in 2010 and both Governments must approach these issues in a spirit of pragmatism and compromise.

"If these issues can be resolved – and we are confident that they can – then this programme has the potential to strengthen considerably the cooperation between our two countries, including our role in the collective defence of Europe within NATO.

"Today's report is a testament to the strength of the UK's defence partnership with France, irrespective of our forthcoming departure from the European Union."
