The heart of the matter—choosing a combat management system for the future frigates

When the government sits down to deliberate, one of the most important things for it to inquire about is the relative efficacy of the 9LV/CEAFAR and Aegis in the areas of electronic warfare and short- to medium-range air defence. The Australian combination has been demonstrated in trials to be effective against sea skimming supersonic missiles, one of the most challenging air defence threats a vessel can face. All are indications are that the CEAFAR/9LV-equipped Anzacs currently have the world's best air defence on surface combatants over short to medium ranges. We don't have the classified data to confirm that, but the government should ask to see a direct comparison. Similarly, it should ask about the ability of the two competing CMS solutions to fully exploit the sophisticated capabilities of the CEAFAR radar.

Aegis also comes with some significant advantages. Unlike the Anzac air defence solution, which is currently limited to the approximately 50 km range of the evolved sea sparrow missile (ESSM), Aegis has an established layered defence capability out to the significantly longer range of the SM-2 weapon (upwards of 150 km), improving the vessel's survivability against complex threats. At shorter ranges it uses the same ESSM weapons as the Anzacs, but it can select long-range weapons when appropriate.

The latest Aegis baseline 9 is a more modular system than previous versions, with much-improved hardware and software architectures, making it easier for a user to pick and choose among various capabilities. (The RAN is nonetheless getting baseline 8 in its brand-new AWDs, but that's another story.) Among the modules are two that bring functionality not currently found on Australian vessels—cooperative engagement capability (CEC) and ballistic missile defence (BMD). There was no requirement for the Anzacs to have either of those, so they are not features of 9LV, though both could be included as part of a future growth path for the system. CEC and BMD are not requirements for the current SEA 5000 competition, but the government might reasonably want to know about future options to include them.

Opvallend. De aanname was dat de producenten van Aegis schepen  een groot voordeel hadden, aangezien dit ook op deze schepen gebruikt zou worden.
Zou echter een andere keuze gemaakt worden, nemen de kansen voor de andere kandidaten weer toe.

Wat ik begreep is dat AEGIS voorkeur heeft begrijpelijk veel beter om samen te onderhouden naast de nieuwe Hobart klasse destroyers.
De Spanjaarden zouden wel eens goede kans kunnen maken met een vervolg ontwerp op basis van de Noorse Nansen klasse. Dit waren origineel ASW fregatten met een extra AAW capaciteit.
Of de in ontwikkeling zijnde F110  uitgevoerd met AEGIS.

goed ik weet effe niet waar ik dit anders zou moeten plaatsen,dus hier dan maar.

Niet zo goed nieuws voor Damen in de Australiese"race"/project voor nieuwe OPV's,ze zijn het schijnbaar niet geworden.  :'(

Claims of a $900 million cost blowout on the government's SEA 1180 Offshore Patrol Vessel (OPV) project have been rejected by Defence Industry Minister Christopher Pyne.
Centre Alliance Senator and former submariner Rex Patrick has warned that costs have already gone up before construction of the first two vessels has even started.

A document released to Senator Patrick under Freedom of Information laws shows the price offered by German shipbuilder Lürssen to build 12 Offshore Patrol Vessels (OPVs) for the Royal Australian Navy was $1.96 billion. However, in the three months between when the federal government announced Lürssen as the winning tenderer and when they went to contract, the price went from $1.96 billion to $2.83 billion, an $870 million increase. "The government needs to provide a detailed explanation of the variation in price," said Senator Patrick. "$870 million is a lot of taxpayer money."

However, Minister Pyne has rejected the claims, arguing the $3.6 billion in program cost is in out-turn dollars, which includes inflation and exchange rate variations, and includes not only the acquisition cost of the contract with Lürssen but also government furnished equipment, training equipment required for the Offshore Patrol Vessel Capability Centre, extensions to the life of a number of Armidale Class Patrol Boats and Project Office costs. "The government said the 12 OPVs would cost up to $4 billion and the current budgeted amount is well within this figure," Minister Pyne told Defence Connect. "Senator Patrick's attempt to suggest the OPVs are anything but within budget is wrong and desperate." The tender requirements of the project were rewritten when the government announced Lürssen, which had teamed with ASC Shipbuilding and Civmec (Forgacs), as the successful bidder last November, telling the German company to include shipbuilder Austal in the project.

While government sources have suggested that the $2.8 billion contract with Lürssen is an out-turn dollar price, which includes inflation and exchange rate variations, Rear Admiral Dalton, the Navy's General Manager, Ships Division, testified to the Senate that the out-turn price is actually $3.6 billion. "The out-turn contract value is $3.6 billion," RADM Dalton told Labor Senator Kim Carr at Senate Estimates in February this year, adding the cost includes the "acquisition of 12 offshore patrol vessels constructed in two sites in Australia, the first two in Osborne — the first one commencing construction on the contracted date of 15 November 2018 — and the construction of 10 ships in Henderson from 2020." RADM Dalton said at the time the through-life support costs were not at "tender quality data" yet. The Department of Defence also told Defence Connect there was no change in price to Lürssen's tendered offer when the German company was only partnered with ASC and Civmec. "The final agreed contract value with Lürssen Australia matches Lürssen's tendered offer," a spokesperson for the department told Defence Connect in February.

While Lürssen has now signed a contract with Civmec, Austal's role in the project still remains unclear after months of negotiations. Senator Patrick said the eleventh hour intervention by the government to include Austal in the project has created unnecessary cost increases to the project. "Last minute political intervention can cause serious trouble in major contracts. In this case, we've seen a forced marriage between Lürssen and Austal that remains unresolved and is now subject to mediation," the former submariner and defence contractor said. "The federal government has managed to turn a relatively straightforward and inexpensive program into a complex and costly one." Senator Patrick will be pursuing the cost variation at Senate Estimates next month.

The first two OPVs will be built at the Osborne Naval Shipyard in South Australia by ASC, with construction starting this year. The remaining 10 will be constructed at the Henderson Maritime Precinct in Western Australia from 2020. The OPVs will have an important role protecting Australia's borders and will provide greater range and endurance for the Navy than the existing patrol boat fleet.

Kans is aanwezig maar de grote vraag is wie was eindigde op plek 2 bij de aanbesteding? Was dit Damen of Fassmer ? waarschijnlijk zal de deal dan naar de nummer 2 gaan of beide mogen nog eenmalig een bod uitbrengen en daaruit word dan de beste gekozen (betekend wel flink vertraging voor het project).

Moet zeggen dat ik die SPA ook wel wat vind voor onze KW en die in de West als vervanging van de Zeearend, Visarend, Jauar, Panther en Puma's die we nu hebben rondvaren.

Als ze slim zijn kiezen ze voor Navantia. Ook hier is familie vorming zeer belangrijk om het onderhoud, instandhouding en operationele kosten laag te houden.

Het zou inderdaad raar zijn als ze niet van de bestaande infrastructuur en procédé gebruik maken. Navantia dus. De werknemers op de werf en vakbonden zullen zich anders ook laten horen.

En nog steeds een arendsoog op de vervanging van de twee Nieuw-Zeelandse ANZAC-fregatten. Na de white paper 2016 is het stil. Die twee zijn nou echt een prooi voor Nederland/Damen.

De timing klopt prima voor Nieuw Zeeland al weet ik niet of ze na de LPD nog vertrouwen hebben in Nederlandse producten. >:(
Men is van plan om in 2023 met een concept te komen dus het zou prima passen en ook mooi zijn voor Nederland, voordeel kan wel zijn dat onze vMFF's moeten opereren in de Noordelijke Ijszee dus al wel wat aanpassingen voor koud weer operaties hebben. Ook de vLCF zou zelfs nog passen in hun planning, de vervanging staat gepland voor +/- 2030.

Geen idee wat hun plannen zijn, maar qua planning past het er wel in. Maar een serie vMFF's mag ook wel daar is wel ruimte voor in Galati of Vlissingen.

Klopt. Echter heeft de RNZN een all-round fregat nodig. Minimaal een vMFF en anders een kruising tussen vMFF en vLCF.

vLCF zou dus ideaal zijn, d.w.z. als deze daadwerkelijk gebouwd wordt op basis van vMFF, dan heb je een primair luchtverdedigingsfregat met goede ASW capaciteiten.  8)

Aanwezigheid afgezet tegen meerwaarde voor het bondgenootschap.

Gezien het beperkt aantal AAW destroyers van de Australische marine, het volledig ontbreken van een luchtmacht met gevechtsvliegtuigen en een zeer sterk groeiende Chinese marine en luchtmacht met bijbehorende expansiedrift zou mijn conclusie zijn: extra tandjes zijn geen overbodige luxe.

Nieuw Zeeland spendeert +/- 1.1% van haar BBP aan defensie, er zou dus ruimte moeten zijn, willen is dan weer een ander verhaal.

En toch richt de RNZN vooral op ASW en ASuW i.p.v. AAW. Mochten zij ooit een derde fregat krijgen, dan mogen zij echt in hun handen knijpen.

Is ook niet zo onlogisch gezien de afstand tot landen met een luchtmacht van enige betekenis die heel veel water moeten overvliegen om ook maar in de buurt te kunnen komen.

De Chinese doestelling: 6 carriers (waarvan een aantal nucleair) zou dit maar zo in een ander daglicht kunnen plaatsen.

Realiseer ik me, met een BBP US$186.4 miljard (2017) een defensiebudget van 1.1%BBP is de begroting grofweg 1.8-1.9 miljard US$ per jaar (maar geen kostbare luchtmacht meer)

Dat worden het minimaal 3 Britse + 9 Australische Type 26's  ;D Nu hopen dat de Britten de overige 5 ook bij bestellen.
De naam van de klasse bij de Ausies is toch wel passender voor een ASW fregat dan die van de Britten ; Hunter-class Vs. City-class  :silent:

De namen voor de eerste 3 schepen zijn bekend gemaakt : HMAS Flinders, HMAS Hunter & HMAS Tasman.
De schepen worden vernoemd naar Matthew Flinders (1774 - 1814), Vice-Admiraal John Hunter (1737 - 1821) en Abel Janszoon Tasman (1603 - 1659).

Ook voor dit project betalen de Ausies weer een flink bedrag, 30 miljard Australische dollar voor 9 schepen + 30 jaar levensduur kosten. Maar het contract voor BAE systems gaat uit van 15 tot 20 miljard Australische dollar voor de bouw van de schepen. Komt toch uit op 9,5 tot 12,66 miljard euro voor dit project (1 a 1,4 miljard euro per schip).

Met 8,800 ton behoorlijke schepen en ook naast de ESSM dragen ze SM-2 een opvallende keuze. Ik ben ook erg benieuwd naar de mogelijke aansluiting van Nieuw-Zeeland in dit project en de keuze van de Canadezen voor hun toekomstige fregatten.

Voor Nieuw Zeeland zijn deze schepen denk ik een maatje te groot en te kostbaar.

Het ontwerp dat in mijn ogen prima past maar waarschijnlijk niet de winnaar gaat worden van Type 31 is de Arrowhead 140 (Iver Huitfeldt) dat zou voor NZ een prima fregat zijn.
Prima formaat, multirole, flexibel en ook betaalbaar als de sensoren /wapens wat beperkt blijven zoals nu ingepland voor Type 31. Wel kunnen ze kiezen voor een 5'' en ESSM om de samenwerking met de RAN door te zetten.

De namen voor de eerste 3 schepen zijn bekend gemaakt : HMAS Flinders, HMAS Hunter & HMAS Tasman.
De schepen worden vernoemd naar Matthew Flinders (1774 - 1814), Vice-Admiraal John Hunter (1737 - 1821) en Abel Janszoon Tasman (1603 - 1659).

Mooi dat er nu eens een fregat naar Matthew Flinders wordt vernoemd. Overigens heb ik de gebieden die naar Flinders en Hunter zijn vernoemd (Flinders Ranges, Hunter River en Hunter Valley) bezocht.

Je kan natuurlijk zeggen we gaan het aanpassen naar wensen van Nieuw Zeeland maar als je het echt goedkoop wilt houden dan koop je de zelfde versie als het VK en werk je met hun samen i.p.v. met Australië.  De Type 31's zullen voor een groot deel slechts ''prepared for'' veel systemen zijn dus als Nieuw-Zeeland die er wel standaard op wil hebben zal de prijs wel flink stijgen.

First Contract For Hunter Class Frigate
In a major development for Australia's new Hunter class frigate program, an interim contract has been struck between the Commonwealth and BAE Systems Australia.

Minister for Defence, the Hon Christopher Pyne MP, today announced Defence and BAE Systems Australia have entered into an Advanced Work Arrangement (AWA).

The AWA will cover ongoing work on the $35 billion program, ahead of agreeing the Head Contract.

Minister Pyne said the AWA is an important first step in the process of transitioning ASC Shipbuilding into BAE Systems in preparation for the nation's biggest shipbuilding program.

'The AWA is an interim contract which enables BAE Systems to continue to mobilise its workforce and progress the critical work required to ensure the project remains on track to start production in 2020,' Minister Pyne said.

'The process of transitioning ASC Shipbuilding into BAE Systems is well underway, and ASC Shipbuilding, BAE Systems and the Department of Finance are making good progress in negotiations.'

Work continues on negotiating the Head Contract for the program, with signature expected later in the year, after the ASC Shipbuilding transition is completed.

Defence will execute the Head Contract with ASC Shipbuilding - as a wholly owned subsidiary of BAE Systems - for the delivery of the Navy's nine Hunter class frigates and associated support system components.

Het ontwerp van de Canterbury was oorspronkelijk bedoeld voor gebruik in de Ierse Zee.

Je kunt Wales, Engeland en Schotland zien als een enorme golf-, en windbreker, die ons klimaat flegmatiseerd / matigt.
De Ierse Zee ligt tussen bovengenoemde landen en Ierland en Noord-Ierland.  Heb je een bijvoorbeeld een Ooster of Wester wind of weinig wind, dan is het rustig in de Ierse Zee.
Maar de wind wil daar nogal snel gaan draaien.  Dan krijg je al snel een 'onversneden' lage druk gebied via een Zuid-Wester wind in de Ierse Zee geblazen.  En dan kan het (gruwelijk) gaan spoken.

In de Nieuw-Zeelandse Area of Responsibility spookt het ook vaak zat.  Maar je hebt zeeën en zeeën en oceanen en oceanen.   In andere woorden: schepen worden ontworpen voor de zeeën die ze gaan bevaren.
De "Canterbury" was een goedkope oplossing voor de 'Kiwi' marine.  Hier geldt dan ook: goedkoop is duurkoop.

De Australische en Griekse marines waren zeer te spreken over de specificaties van het M-fregat.  Maar dit is / was dan ook een high end- ontwerp en zij vonden dit ontwerp dus te duur.
Australia en New-Zealand gingen uiteindelijk voor de low-end ANZAC gebaseerd op het MEKO platform.

Terwijl onze NAVO MFF's nog steeds met de originele en inmiddels ook verouderde bewapening rond varen.  En zijn dus zo low-end fregatten geworden.
Hebben de Aussies en 'Kiw's' hun ANZAC's niet alleen voorzien van opgewaardeerde sensoren, maar ook van uitgebreidere en gemoderniseerde bewapening.
De Aussie ANZAC's waren de eerste fregatten met ESSM's aan boord en kan er daar van 32 stuks meevoeren.

Ironisch genoeg wordt de MFF vervanger een low-end schip / 'low-budget Arie-bak'.

Een probleem ?   Zolang het vrede blijft, kan het goedkope vMFF "platform" heus wel meekomen als de "payload", is sensor pakket en bewapening, maar dik in orde is.
Zoals US Navy admiraal Greenert zei:  "Payload over Platform".

MAAR ... waarom wist de USS Starke van de Oliver Hazard Perry klasse twee ingeslagen Exocet raketten te overleven ?
Waarom wist de USS Samuel B. Roberts, van dezelfde klasse een mijn met 250 pond aan TNT te overleven ?  Beide schepen werden weer gerepareerd en gingen terug in actieve dienst.
De US Navy analyseerde de Slag om Jutland in 1916 en concludeerde dat de schepen van de Duitse Kaiserliche Marine veel betere bepantsering hadden.
Ze waren voorzien van veel meer waterdichte compartimenten, gebruikten een stabielere kruit-soort.  En de Moffen hadden hun Damage Control beter georganiseerd dan de Tommy's.  Er gingen bij Jutland dan ook diverse Britse schepen de lucht in, door ontploffende munitie magazijnen.  Deze lessen worden sindsdien door de US Navy in elk gevechtsschip toegepast, met uitzondering van de LCS klassen.

Op naar de Slag in de Javazee.   De Jappen hadden gedurende de gehele slag de beschikking over luchtverkenning en waren doorgaans goed op de hoogte van de posities van de Geallieerde schepen.  Karel Doorman had dit voordeel niet , plus ook nog eens communicatie problemen tussen de Nederlanders, Britten, US Navy en de Aussie Navy.
En moest dus voortdurend raden naar de posities van de Jap.
So-de-mieters !   Handig he, als je de beschikking hebt over een combi van P-8A Poseidon MARPAT's, MQ-4C Triton RPA / UAV's en satellieten.
De Jap had ook nog eens de beschikking over betere bepantsering en verder dragende bewapening.

In de zeeslag in de Javazee sneuvelden ruim 1000 man aan geallieerde zijde, waaronder ongeveer 900 Nederlanders, terwijl de Japanners ongeveer tien man verloren. De hoge verliezen aan Nederlandse zijde waren vooral te wijten aan de ontploffing van de munitie wanneer hun schepen vergingen. Bovendien waren de bemanningen doodop door de voortdurende wekenlange strijd op zee.

Jutland, Javazee, helaas wij Nederlanders hebben daarvan niets, maar dan ook niets geleerd.

Australia's historic shift to continuous naval shipbuilding begins today with construction starting on a new modern fleet of Offshore Patrol Vessels (OPVs). In a major boost for local jobs and advanced manufacturing, Luerssen Australia and ASC today welded the first steel for the first of 12 OPVs for the Royal Australian Navy.

With its cutting-edge design and a pedigree of Luerssen's 145 years of continuous shipbuilding, Luerssen Australia– the prime contractor and designer for the SEA1180 program – has pledged to deliver the new fleet on time and on budget.

The first two OPVs will be constructed at the Osborne Naval Shipyards in South Australia by ASC with the Australian steel cut in Western Australia by Civmec.

Luerssen Australia Chairman Tim Wagner said it was a great honour to be responsible for the delivery of the SEA1180 program and to be partnering with great companies like ASC, Civmec, Saab Australia, L3, Taylor Bros and Penske.

"This is a momentous day both for Luerssen Australia and Australia's naval shipbuilding sector; a partnership with the Australian Government and the local industry that points to a bright future," Mr Wagner said.

"We are proud to be part of this nation's shipbuilding capability, and to ensure that German design and technology can be married with the best of Australian manufacturing and ingenuity."

Mr Wagner also said Luerssen Australia is committed to further developing Australia's sovereign capability and developing its supply chain through significant technology and skills transfer. "We have also signed up a number of leading defence suppliers who will become our key sub-contractors, ensuring the benefits from SEA1180 will also flow through to many local small and medium-sized enterprises," Mr Wagner said.

ASC Chief Executive Officer and Managing Director Stuart Whiley said Australia's shipbuilding capability has been built up over the past 10 years on the Air Warfare Destroyer program, which is delivering the Navy's most potent naval surface vessels.

"Today, the highly skilled ASC shipbuilders commence their second surface shipbuilding project and Australia embarks on continuous naval shipbuilding for decades to come," Mr Whiley said.

"Luerssen's long history in shipbuilding and cutting-edge design expertise, together with ASC's experience in building sophisticated and highly capable naval surface vessels for the Royal Australian Navy, means the OPV program is in safe hands."

In June, Luerssen announced a JV with Civmec to establish Australian Maritime Shipbuilding and Export Group (AMSEG) as part of its commitment towards developing a sovereign shipbuilding sector.

"In our view, this nation has the necessary ingredients to establish Australia as a credible naval surface ship builder, the equal of any nation in the world," Mr Wagner said.

Australia names Sea 1180 patrol vessel as Arafura class

The Royal Australian Navy (RAN) has named the offshore patrol vessels (OPVs) that have been acquired under the country's Sea 1180 Phase 1 programme as the Arafura class.

The name was revealed on 15 November by the service's chief, Vice Admiral Michael Noonan. Named after a sea in the northern approach to Australia, the Arafura class has been acquired to replace the RAN's fleet of Armidale- and Cape-class patrol boats, Huon-class minehunters, and Leeuwin- and Paluma-class survey vessels.

The vessel has a standard displacement of 1,640 tonnes, with an overall length of 80 m, an overall beam of 13 m, and a hull draught of 4 m. It can take a crew complement of 40, with accommodation for up to 60 personnel.

Powered by two 8,500 kW diesel engines, the OPV can attain a maximum speed of 20 kt and a standard range of 4,000 n miles at 12 kt. It has been equipped with a flight deck for unmanned aerial system (UAS) operations, and can carry two 8.5 m and one 10.5 m rigid-hull inflatable boats (RHIBs) for maritime interdiction operations.

Each OPV will be armed with a 40 mm naval gun in the primary position and two 12.7 mm machine guns, while the suite of sensors includes the Scanter 6002 air and surface surveillance radar system from Terma, which will be incorporated with the EOS 500 electro-optical fire-control director.

The vessel will also be equipped with a 9LV-based Situational Awareness System (SAS) from Saab Australia.

ASC Shipbuilding dismisses concerns about design of RAN's future Hunter-class frigates

ASC Shipbuilding has dismissed media assertions that size issues in the design of the Royal Australian Navy's (RAN's) future nine Hunter-class frigates are causing concern.

Managing Director Craig Lockhart told Janes on 3 July that assertions regarding the weight and length in the ship's design were incorrect and did not properly consider the "very complex, and very normal, naval design activity under way".

"ASC Shipbuilding has embarked on a design process, using the United Kingdom's Type 26 Global Combat Ship as a reference design, to deliver a very specific capability for the RAN," said Lockhart.

"While there are similarities, Australia has not purchased the Type 26 frigates. Rather, Australia's Hunter class will be a very different ship with capabilities such as the Australian-made CEA radar, a deck to accommodate the [MH-60R] Romeo helicopter, and the Aegis Combat System currently being incorporated into the design."

Although Australian specifications have affected the size and weight of the frigate's radar mast as well as its power and cooling requirements, contrary to being redesigned the ship is right in the middle of a normal naval ship design process, said Lockhart.

"Importantly, the design activities being undertaken remain within the agreed weight and space envelopes and we remain confident in our ability to meet the capability requirements and specifications on time and on budget," he added.

UK and Australia commit to shipbuilding partnership

From working together in defence operations around the world and to the broader shared interest in safeguarding the rules‑based global order, UK and Australia continue to invest in their long-standing alliance.

In his role as Shipbuilding Tsar, the Defence Secretary is actively reinvigorating UK shipbuilding. This role brings together other government departments to shape policies and strategies and to ensure British shipbuilding thrives.

Australian Minister for Defence, the Hon Linda Reynolds CSC said:
" There are currently seven Australian companies contracted for work on the UK's Type 26 programmes and this agreement supports the close co-operation between UK and Australian industry.

" We are already seeing the benefits of cooperation on the two programmes, with Australian workers involved in the Type 26 build ready to come home and help build the Hunter class frigates in
  South Australia. The Australian Government is committed to delivering a continuous naval shipbuilding programme and the Hunter and Type 26 programmes provide a great opportunity to
  capitalise on our shared industrial capability with the UK.

" The MoU will support the successful delivery of Australia's Hunter Class Frigate Programme, while also growing key defence capabilities in Australia"."

Prototyping for the Hunter Class Frigate Programme will begin by the end of 2020.
