"The Netherlands, Belgium, Spain, Poland and Norway are interested in the air tanker programme, the EDA official said"

Huidig:
NL: 2x KDC-10
Esp: 1x 707 (+5 KC130)
Be: 0
Poland: 0
Norway: 0

UPDATE 1-European states contact Airbus and Boeing over refuelling planes

Fri Apr 11, 2014 7:52pm IST

* New planes would help fill European gap
* Contract expected to be signed around mid-2015
* France offers to take lead on European drone programme (Adds quotes and background)

By Adrian Croft

BRUSSELS, April 11 (Reuters) - Five European countries interested in buying eight to 10 military refuelling and transport planes have asked for information on products and pricing from Airbus and Boeing, a European defence official said on Friday.

A contract for the planes is expected to be signed around the middle of next year, an official with the European Defence Agency (EDA), the European Union's defence arm, told reporters, speaking on condition of anonymity.

The official also said France had offered to take the lead on a project to develop a European surveillance drone.

The Netherlands is leading a European initiative to acquire a multinational tanker fleet to help reduce shortages in Europe's air-to-air refuelling and strategic transport capacities which were highlighted by the 2011 Libyan war.

EU leaders set the goal of acquiring more of these planes at a summit last December.

The Airbus A-330, chosen by the British and French air forces, and the Boeing KC-767, used by the Italian air force, can be used for both refuelling and transport.

The Ukraine crisis has focused European governments' minds on defence capabilities which have withered because of deep defence cuts in response to the financial crisis.

The Netherlands, Belgium, Spain, Poland and Norway are interested in the air tanker programme, the EDA official said.

"A request for information on behalf of the participating member states has been sent to industry - Boeing and Airbus - and we expect a decision towards the end of this year leading to contract signature around the middle of next year," he said.

The information request was submitted by the EDA and OCCAR, a European defence procurement agency.

ORDER COULD RISE

The group of nations is expected to order between eight and 10 planes, the official said.

"It's conceivable that it could be more but at this stage we haven't had any formal indications that other member states want to join this initiative," he said.

Acquiring the planes would be "significant improvement in European capability", he said.

He could not say how much the planes would cost. "That's part of the request for information," he said. The target is to have at least some of the planes in service by 2020.

All 28 EU member states except Denmark belong to the EDA. Non-EU member Norway has an agreement with the EDA allowing it to take part in its programmes.

The EDA works to make tight European defence budgets go further by encouraging member states to work together to acquire and operate military equipment.

At the December summit, EU leaders pledged to develop a European surveillance drone by 2020-2025.

The EDA hopes to launch a drone project by June but that would need at least two member states to sign up, the official said. "Informally, France has indicated a willingness to lead this ... project," he said. (Reporting by Adrian Croft; editing by Justyna Pawlak and Andrew Roche)

SINGAPORE 2010: IAI unveils plans to convert used 767s into tanker-transports

Israel Aerospace Industries' (IAI) aircraft conversion specialist Bedek has unveiled plans to launch a new tanker-transport for the global market based on used Boeing 767-200s.

Bedek had launched the 767 multi-mission tanker transport (MMTT) programme even before the Israeli government announced plans in November to acquire such an aircraft, an IAI executive says at the Singapore Airshow.

The Israeli order remains under discussion as the prime minister's office and the Israeli Air Force negotiate a combined funding effort. Israel plans to operate the aircraft primarily as a VIP transport for senior government officials, but it could also serve a military role as tanker and cargo aircraft.

Bedek's design, therefore, emphasizes a modular approach, allowing the aircraft to convert swiftly from tanker mode to cargo mode to passenger mode, the executive says.

In the tanker role, the aircraft will be designed to offload 45,300kg (100,000lb) at ranges up to 1,000nmi. In cargo mode, the aircraft would be configured to carry 34,000kg as far as 3,000nmi, according IAI's marketing documents. The MMTT also could support a load of 220 passengers, plus serve in other missions, including medical evacuation.

IAI's concept includes providing its internally designed fly-by-wire refuelling boom and drogue pods, the IAI executive says. Bedek has converted several aircraft previously into tankers, ranging from Boeing 707s, Lockheed Martin C-130s and Ilyushin Il-76s.

Bedek is focusing the world market for used 767s to make the conversions.

"Buying a new one we believe is a waste of money," the IAI executive says.

TAP subsidiary to convert Brazil's second 767 tanker

One of the Boeing 767s that will be used by the Brazilian air force as an in-flight refuelling tanker is to be converted in Brazil, under an agreement with prime contractor Israel Aerospace Industries.

Brazil's air force command in March 2013 selected IAI for the conversion of two 767-300ER commercial aircraft into tankers, with the deal including options for two more. The Israeli company's Bedek division will modify the first aircraft, with TAP subsidiary TAP Manutenção e Engenharia Brasil to prepare the second in Brazil.

The configuration of the converted 767s will be similar to that of the Brazilian air force's current three operational Boeing 707-based KC-137s, which are equipped with two hose and drogue refuelling pods to support the service's fighters. This will also make the new type compatible with the winner of Brazil's delayed F-X2 competition between the Boeing F/A-18E/F Super Hornet, Dassault Rafale and Saab Gripen.

IAI offers modified 767s in a flexible configuration comprising under-wing pods, a refuelling boom or both. The company has previously supplied one 767-based tanker to Colombia, which operates the type as the Jupiter.

To be performed under IAI supervision, the local conversion is part of the company's effort to increase its co-operation with industry in Brazil.

IAI chief executive Joseph Weiss says the company intends to integrate into the Brazilian defence and security markets by strengthening ties with local industry. "We already have a number of business proposals which are currently under review," he notes.

Brazil selects IAI 767 tanker to replace KC-137s

The Brazilian air force has selected Israel Aerospace Industries (IAI) to convert two Boeing 767-300ER airliners into aerial refueling tanker transports.

The converted aircraft, which will replace the country's existing Boeing 707-derived KC-137s, will also act as a strategic airlifter and medical evacuation aircraft.

Brazil's two KC-137s were built in the 1960s but only entered service with the country's air force in 1986.

The aircraft need to be replaced because of high operating costs and high fuel consumption. The aircraft's excessive engine noise also played a factor in Brazil's decision to replace the KC-137.

Brazil has been looking for a replacement tanker since 2008 under the KC-X2 programme. Boeing, Airbus Military and IAI had been invited to submit bids.

The award comes nearly three years after IAI delivered to Colombia a 767-200 modified into a tanker.

IAI's Bedek division performs the tanker modifications. The company offers refueling by probe-and-drogue and a recently qualified fly-by-wire boom, although it was not clear which configuration Brazil selected.
