Sweden expected to make C-130 replacement decision by year end: Embraer Defense CEO

Last year, Sweden decided to reassess how to move forward with a replacement of six Lockheed Martin C-130H Hercules after an attempt to procure used C-130J Super Hercules unexpectedly failed to meet requirements.

Sweden has informed industry that an acquisition decision for new aircraft to replace aging Lockheed Martin C-130 tactical airlifters will be made by the end of the year, according to Bosco da Costa, President and CEO of Embraer Defense.

The Brazilian manufacturer is offering the C-390 Millennium, which is riding a hot streak in Europe of late, based on orders from Austria, Hungary, the Netherlands and Portugal. The Czech Republic has also selected the plane, but not agreed a firm contract.

Last year, Sweden decided to reassess how to move forward with a replacement of six Lockheed Martin C-130H Hercules after an attempt to procure used C-130J Super Hercules unexpectedly failed to meet requirements.

Da Costa said that Embraer has shared "a lot of information" about the C-390 with Sweden, ahead of the procurement reaching the selection stage, while citing a firm "strategic" defense relationship between Sweden and Brazil, chiefly driven by the Latin America country's order of 36 Saab Gripen E/F multirole fighter jets and industrial partnership with the Swedish defense giant.

"We are there competing....we got some information [from the Swedish government] that they should be in a position to make a decision by the end of the year," he revealed to reporters today.

His comments follow Maj. Gen. Jonas Wikman, commander of the Swedish Air Force telling media on Sunday that "we have done the [C-130 replacement] evaluation and given our view on it" to the Swedish government.

"We have been trying for a while to update our C-130 fleet, we have made many tries over the last ten years...and to buy available aircraft...one option is the C-390 and the other is the C-130 again," he added.

Wikman also stressed that the replacement decision is a political one, but warned that he wouldn't want to "get ahead of it."

Meanwhile, Embraer formally signed a C-390 procurement contract with the Netherlands Ministry of Defence here today, covering a combined total of nine aircraft that will be divided between the Royal Netherlands Air Force and the Austrian Air Force.

As Breaking Defense previously reported, a first Dutch delivery is expected in 2027, a delay of a year because of difficulties around cooperation with Vienna and prolonged negotiations with Embraer.

In light of the new contract signing, the manufacturer said in a statement that the C-390 order will support the ambition of both European nations to increase "their ability to rapidly deploy or evacuate equipment and personnel worldwide, even under difficult operational conditions."

Additionally, said Embraer, Vienna and The Hague will be able to take advantage of "synergies" including "training, logistics and future growth of the platform."

Da Costa also said that Embraer and the Czech Republic are in the "final stages" of contract negotiations over the procurement of two aircraft.

L3Harris is in dit geval een toeleverancier. Misschien is het voor Embraer tijd om een Amerikaanse tak op te zetten. Airbus bijvoorbeeld zit ook in de VS om voor de Amerikaanse markt te produceren.

Embraer banks on Farnborough Airshow to boost C-390 cargo plane sales

Ahead of the 2024 Farnborough International Airshow near London next week, Brazilian aircraft manufacturer Embraer has provided the strongest hints yet that it sees additional orders for its C-390 Millenium tactical airlifter to come from the event.

Speaking to reporters at Embraer's civil aircraft production facility in São José dos Campos last month, the company's president and CEO, Francisco Gomes, said that C-390 has "a good sales momentum" and he is "very excited" about further opportunities in coming years.

"Farnborough will be the best show ever for Embraer," Gomes predicted.

Embraer will display two C-390s at the show, representing the first two customers – Brazil and Portugal.

Embraer holds 40 commitments for the turbofan-powered C-390 and on June 26 it delivered the second of five aircraft to the Portuguese Air Force. Portugal's aircraft are "NATO Standard" aircraft with Link 16 and NATO-compatible communications and encryption systems.

"The Portuguese opened the door for us in the NATO community and we're expanding our relationship with the Portuguese government and Portuguese Air Force," Bosca da Costa Jr., head of Embraer's defense and security arm, told Defense News.

"We're expecting to deliver two additional units: one for Hungary and another for Brazil (and) we're expecting to end 2024 with ten aircraft in service around the globe."

NATO countries form one of four strategic markets for the C-390 identified by Embraer, with the others including India, Saudi Arabia and the United States.

India is looking to replace its Soviet-era Antonov An-32 transports under Delhi's Medium Transport Aircraft (MTA) program, and da Costa says it has a requirement for between 40 and 80 aircraft, with a decision anticipated in the next two to four years. To meet the government's "Make in India" requirements, Embraer has teamed with Mahindra Aerospace.

"We have a strong localization plan as a requirement in this campaign, and that's the reason Embraer has chosen Mahindra as a partner," da Costa said. "We're shaping the campaign together and, if successful, we are expecting to establish a final assembly line for the aircraft in India.

While da Costa says Saudi Arabia doesn't yet have an open tender for its C-130 Hercules replacement program, he sees a potential for about 25 C-390s.

"We're in an early engagement phase with them and we're also expecting a decision in the next two to four years," he said.

Da Costa adds that the United States is another important potential market for the C-390.

"We believe the C-390 will play an important role in the U.S. market and we are there trying to pitch the C-390 to the U.S. Marine Corps and U.S. Air Force Special Operations Command, because we do believe the C-390 would add additional value to those entities," he said.

Overall, da Costa sees a potential market for 500 aircraft over the next 20 years, as countries seek to replace their ageing fleets of C-130s and Russian transport aircraft. Of this total, he estimates 206 aircraft will be needed in the near-term to replace aircraft that are already 45 years old.

"The C-390′s ready to capture a good portion of this market and that's the reason we're so optimistic about the future of this airplane," he said. "In the coming months we are expecting to announce some good news and we'll have more to share at Farnborough."

Portugese KC-390 op Chièvres Air Fest

Op vliegbasis Chièvres (ICAO-code: EBCV) in België werd eind juni het Chièvres Air Fest gehouden. Er was dag speciaal voor militairen en hun gezinnen en een dag voor het algemene publiek. Voor de bezoekers werd een dynamische en een statische show georganiseerd, met vliegtuigen en helikopters uit acht landen. Er was zowel een dynamisch gedeelte als een statische show met de grote transportvliegtuigen.

Onder de toestellen die vliegend in actie kwamen, waren de NH90 uit Duitsland en de Saab JAS-39 Gripen uit Tsjechië. Op het statische platform vonden bezoekers onder andere een Portugese Embraer KC-390, Belgische Airbus A400M, Amerikaanse Lockheed Martin C-130J en Roemeense Alenia C-27J Spartan.

Een van de publiekstrekkers was de nog nieuwe KC-390 van de Portugese luchtmacht. Portugal ontving in juni de tweede van vijf bestelde toestellen. Kapitein Luis heeft al zo'n 250 vlieguren op de KC-390 gemaakt. Hij maakte de overstap van de Lockheed C-130 Hercules naar het tank- en transporttoestel van Embraer.

Kunt u meer vertellen over de tankcapaciteit?

"De KC-390 heeft een tanksonde op de neus, om brandstof te kunnen ontvangen van een tankvliegtuig met een 'drogue' systeem. Maar de KC-390 kan ook andere vliegtuigen bijtanken en daarvoor kunnen twee tankpods op de vleugels worden bevestigd. De tankoperator zit in de cockpit, achter de piloten en naar voren gericht, en gebruikt een speciale monitor om het tankproces te controleren."

Gaat u andere NAVO-landen bezoeken?

"Wij zijn na Brazilië de tweede gebruiker en het eerste land dat NAVO-apparatuur in onze vliegtuigen heeft geïnstalleerd. Waarschijnlijk is ons vliegtuig dus nog interessanter om aan andere landen te laten zien. Ook Nederland, als de Nederlandse luchtmacht ons daarvoor uitnodigt. Omdat we nu twee vliegtuigen hebben, zijn we flexibeler om overal heen te gaan en de KC-390 te laten zien. Dit toestel is de toekomst, het is de beste vervanging voor de C-130."

Embraer klaar om de productie van de C-390 Millennium uit te breiden

Hoewel het nog steeds een zeldzaamheid is, met slechts acht vliegtuigen in gebruik, is het middelgrote militaire transportvliegtuig van Embraer, de C-390, 's werelds nieuwste transportvliegtuig en genereert het grote belangstelling van landen over de hele wereld.

Vorige maand ontving Portugal zijn tweede C-390, terwijl Embraer zich voorbereidt op de voltooiing van nog twee exemplaren op de eindassemblagelijn in Gavião Peixoto: één voor Brazilië en één voor Hongarije. Oostenrijk, Zuid-Korea en Nederland wachten allemaal op hun C-390-leveringen, terwijl de onderhandelingen met verschillende landen over de hele wereld over deze geavanceerde luchtvaartmaatschappij worden voortgezet.

Volgens Embraer wordt er de komende twintig jaar een marktvraag voorspeld naar ongeveer 490 vliegtuigen vergelijkbaar met de C-390. De waarde van deze markt wordt geschat op 20 miljard dollar, en dit is exclusief de ongeveer 60 tactische transportvliegtuigen die momenteel in dienst zijn, waarvan er vele ouder zijn dan 260 jaar en klaar zijn voor hun pensioen.

Tijdens de recente mediadagen van Embraer gaf de CEO van Embraer Defense and Security, Bosco da Costa Júnior, commentaar op de mogelijkheden van de huidige lopende band:

"Onze assemblagelijn hier in Gavião Peixoto is geconfigureerd om 18 eenheden per jaar te leveren. In 2024 leveren wij vier stuks. We hebben de capaciteit om meer eenheden aan nieuwe klanten te leveren."

Het is echter niet de capaciteit van de lopende band die de snelheid beperkt waarmee Embraer de productie kan verhogen. Zoals bij veel fabrikanten vandaag de dag liggen de beperkingen in de toeleveringsketen.

Da Costa merkte op dat de toeleveringsketen van de C-390 goed betrokken is bij de fabrikant en klaar is om de productie op te voeren. Hoewel het langzaam gaat, heeft Embraer zich er nu al toe verbonden om volgend jaar meer eenheden te produceren dan in 2024. Bovendien zet de stijging zich voort, met een plan om de productie tegen de eeuwwisseling te verviervoudigen.

"Volgend jaar mikken we op zes eenheden. In 2027 zeven eenheden, en in 2030 hopen we twaalf eenheden per jaar te hebben bereikt."

Deze stijging kon voor zijn klanten niet snel genoeg komen, aangezien Nederland beweert dat zijn eerste vliegtuig met meer dan een jaar zal worden uitgesteld tot 2027.

In een kamerbrief die in juni werd uitgebracht, noemde staatssecretaris Van der Maat het tijdschema "Het was niet levensvatbaar vanwege de samenwerking met Oostenrijk en de onderhandelingen met de fabrikant". Dit is echter grotendeels te wijten aan een gezamenlijke aankooporder met Oostenrijk die het proces compliceert, en niet aan vertragingen aan de kant van Embraer.

De C-390 heeft zijn waarde in verschillende scenario's bewezen en nu het NAVO-lidmaatschap nadert, zou Embraer groot succes moeten boeken als het erin slaagt de jets op tijd te lanceren.

Could Poland be Embraer's newest C-390 customer?

Embraer recently hosted a C-390 flight carrying Marcin Walków, a Polish journalist with money.pl. This glimpse inside Brazil's twin-engine transport aircraft comes as Poland's Ministry of National Defense weighs the possibility of acquiring this versatile airplane.

The C-390 Millennium is a medium-sized military transport aircraft designed by Embraer. It boasts an impressive range and payload capacity, making it suitable for a variety of missions including transporting troops and equipment, aerial refueling, medical evacuation, and search and rescue. This feature set has piqued the interest of the Polish military, which is currently analyzing the C-390 as a potential option to bolster its airlift capabilities.

The Polish air force relies heavily on the aging C-130 Hercules for its transport needs. While a dependable workhorse, the C-130 is a turboprop design dating back to the 1950s. The Polish fleet consisted of five C-130E Hercules aircraft acquired second-hand from the United States in 2012. This acquisition was a significant upgrade from Poland's previous reliance on even older Soviet-era transport planes. However, these second-hand C-130Es are also getting quite long in the tooth, having accumulated a significant number of airframe hours. This translates to higher maintenance costs and potential limitations on future operations. In an effort to modernize further, Poland bolstered its fleet in 2021 by acquiring five additional C-130H Hercules aircraft, also procured second-hand from the United States. While the C-130H represents a more capable variant compared to the E model, these airframes are still not new. The Polish military is likely looking for a solution that can address the limitations of its current fleet, both in terms of age and capability, and provide a more future-proof platform for its airlift needs.

The competition for military transport contracts is fierce. European airlift is currently dominated by the Airbus A400M Atlas, while Lockheed Martin's C-130 Hercules remains a popular choice for many nations due to its long history of service. Embraer is actively seeking to break into this market, and views Poland as a potential customer. Several European nations, including Austria, Netherlands, Portugal, Hungary, and the Czech Republic, have already signed on for the C-390 in a NATO configuration.

For now, the Polish Ministry of National Defense remains tight-lipped about the details surrounding its potential acquisition of military transport aircraft when asked by money.pl. Citing confidentiality, they haven't revealed which specific models are under consideration or a timeline for a decision.

However, the Polish interest in the C-390 cannot be ignored. This potential purchase could be seen as a strategic move to diversify Poland's military suppliers beyond the traditional European and American options. It could also signal a closer military relationship with Brazil. Only time will tell if Poland joins the growing list of C-390 operators, but one thing is certain: the competition for dominance in the European military transport market is heating up.

The aim is evaluate the needs of the increasing number of C-390 European customers with respect to training and decide on the development of a dedicated training center in the region, supporting existing and future C-390 customers.

Currently, there is an Embraer C-390 Training Center in Brazil, in the state of São Paulo, featuring a Full Flight and Mission Simulator (FFMS) and a Loadmaster Training Station, where Brazilian, Portuguese, and Hungarian Air Forces C-390 crews are having their initial training. Embraer and Rheinmetall aim to analyze ways to increase proximity with their current and future C-390 customers, to ease the training for pilots, loadmasters, mechanics, and additional crew members.

"With the ongoing success of the C-390 throughout Europe, it is the right moment to start the evaluation and planning for a European C-390 training hub, providing comprehensive training facilities for aircrew and cargo operation training," mentions Timo Haas, CDO of Rheinmetall AG and Deputy CEO of Rheinmetall Electronics GmbH.

"We want to create the best conditions for our C-390 customers, by offering the best-in-class training. We continuously monitor the network and assess customized solutions per region as the fleet grows," said Ayslan Anholon, Vice President for Flight Operations & Training, Embraer Services & Support.

"With the evolving defense and security challenges facing NATO allies and partner nations, European Air Forces must train their pilots to stringent standards, to effectively counter emerging threats. The Portuguese Air Force has purchased a FFMS as part of their C-390 contract with Embraer, which will be installed at Beja Air Base, in Portugal. The Royal Netherlands Air Force is also planning to have their own FFMS in the country. The outcome of the discussions between Embraer and Rheinmetall could enhance the above network and foster other future national C-390 FFMS worldwide.

According to Embraer, the Netherlands is also "planning to have their own FFMS in the country."

As well as the sales to Portugal, Hungary and the Netherlands, Austria is set to acquire the platform, while Greece has evaluated the C-390 as a potential replacement for its C-130H fleet and Sweden has been reported to be considering an order.

There is no indication yet as to where a European training hub may be located. Ayslan Anholon, vice president for flight operations and training within Embraer's services and support division, says the company "continuously monitors the network and asses[es] customized solutions per region as the fleet grows."

Gaat echt niet gebeuren er moet daar al zoveel gebouwd worden ivm uitbreidingsplannen van ASML dat de hele regio voor anderen op slot gaat. Verwachting door de gemeente Eindhoven is dat ze minimaal een keer zo groot gaan worden agv deze plannen.

The Portuguese Air Force has purchased a FFMS as part of their C-390 contract with Embraer, which will be installed at Beja Air Base, in Portugal. The Royal Netherlands Air Force is also planning to have their own FFMS in the country. The outcome of the discussions between Embraer and Rheinmetall could enhance the above network and foster other future national C-390 FFMS worldwide.

According to Embraer, the Netherlands is also "planning to have their own FFMS in the country."

"With the ongoing success of the C-390 throughout Europe, it is the right moment to start the evaluation and planning for a European C-390 training hub, providing comprehensive training facilities for aircrew and cargo operation training," Timo Haas, Rheinmetall AG's CDO said, according to the Embraer statement. As well as the sales to Portugal, Hungary and the Netherlands, Austria is set to acquire the platform, while Greece has evaluated the C-390 as a potential replacement for its C-130H fleet and Sweden has been reported to be considering an order.

There is no indication yet as to where a European training hub may be located. Ayslan Anholon, vice president for flight operations and training within Embraer's services and support division, says the company "continuously monitors the network and asses[es] customized solutions per region as the fleet grows."
