ILA 2018: Luftwaffe set for imminent release of heavy-lift helo RFP

The Schwere Transporthubschrauber (STH) replacement programme for the Luftwaffe's ageing VFW-Sikorsky CH-53G-series helicopters is soon to enter into its realisation phase, with the request for proposals (RFP) set to be issued in May.

Boeing and Lockheed Martin are competing the requirement with their CH-47F Chinook and CH-53K King Stallion platforms respectively. The Luftwaffe is looking for between 40 and 60 new helicopters to enter service from 2023 to coincide with the planned out-of-service date of 2025 for the nearly 70 CH-53GA/GS/GE platforms.

Speaking ahead of the ILA Berlin Airshow running from 25 to 29 April, Colonel Bernhard Martin of the Luftwaffe's Plans and Policy Office spelled out some of the history of the STH requirement, the goals the Luftwaffe has for the requirement, and the current state of proceedings.

"With the CH-53 in use today a number of capability shortfalls have been identified and it is expected to be removed from service in 2025," Col Martin said. "The end of industrial support in combination with other technical issues is resulting already in substantial shortfalls in our flying hours [from the required 9,000 hours per year to just 6,000 hours]. Also, the German Air Force has agreed within the NATO Defence Planning Process [NDPP] to support CSAR [combat search and rescue] and SOF [special operations forces] missions. These requirements cannot be accomplished with the CH-53 without substantial limitations."

The Ministry of Defence (MoD) Planning Office and the Federal Office of Bundeswehr Equipment and Information technology are the two relevant offices for German military procurement processes and decisions, as well as in-service support. Decisions are usually taken for a timeline of about 15 years, comparing actual and future capability requirements. When the services and the procurement managers identify a potential future capability gap, the procurement process is initiated.

Rheinmetall and Sikorsky signed a strategic teaming agreement for competing in the German Air Force "Schwerer Transporthubschrauber" (STH) Program.

The CH-53K King Stallion advances Sikorsky's 50 years of manufacturing and operational success of its CH-53A, CH-53D/G, and CH-53E. Built to thrive on the 21st-century battlefield, including shipboard operations, the CH-53K aircraft is an all-new aircraft, using modern intelligent design. The rugged CH-53K is designed to ensure reliability, low maintenance, high availability and enhanced survivability in the most austere and remote forward operating bases.

The U.S. Marine Corps will field the CH-53K as a fully-operational aircraft in 2019. By the time Germany receives its first aircraft, the CH-53K will have been in service with the U.S. Marine Corps for five years. The CH-53K provides the German Armed Forces with a proven heavy lift helicopter that can be entered into service seamlessly without need for upgrades for the next several decades.

The CH-53K helicopter is the best choice for completing missions like humanitarian aid, troop transport, casualty evacuation, support of special operations forces, and combat search and rescue. No matter the mission, the aircraft provides the highest degree of safety for its crew and occupants in all conditions.

De RAF Chinooks zijn aangepast. De standaard uitvoering is niet voor maritiem gebruik. De spec-ops MH-47G wordt bij uitzondering vanaf een schip ingezet. Gebruik is toch veelal boven land.

Als ook nog eens de CH-47 optie long range fueltanks wordt aangevinkt, dan drijft dat ook de prijs op. Maar zien hoe goedkoop de CH-47 met de verschillende opties blijft.

Als ze hun maritieme ambities beperken en een focus houden op de landmacht dan is dat een logische conclusie..

Willen ze meer en eigen amphibische capaciteiten dan zou ik gaan voor een split-buy.

Wat wel zoveel betekend dat (meer) maritieme landen hun zaakjes in kwaliteit en kwantiteit op orde moeten brengen.

Ook vanuit de samenwerking met de US Army in Europe is het logischer dat ze kiezen voor de CH-47.

M'n gevoel zegt dat de Duitsers dat maritieme gedoe helemaal niet zo serieus nemen. Het is nooit een maritiem gericht land geweest. Het lijkt me meer om de samenwerking met NL te gaan zodat ze in EU/NAVO verband weer kunnen zeggen dat ze vergaande samenwerking hebben blabla.
Ik geef de chinook meer kans in dit programma omdat defensie bij de buren ook de voetveeg van de politiek is dus zo goedkoop mogelijk.
Maar goed dat is maar een gevoel, misschien hebben jullie beter zicht op de situatie dan ik.

En vergeet ook niet dat de Duitsers aangegeven hebben rond 2030 met Nederland de LPD's wil gaan vervangen door een schip met volledig dek, daarvoor zou de CH-53 logischer zijn en zeker een punt van overwegen voor de Duiters.

De aanschafprijs gaat wel naar beneden als er meer afname is. Meer export helpt.

Ergens heb ik het idee dat de Luftwaffe meer gericht is op de CH-53K, maar kan gigantisch fout zitten.

Een boekhouders krijgsmacht is gedoemd tot falen als het er uiteindelijk op aankomt, ik zou kiezen voor  20 x CH53 en 40 x CH47 voor de Duitsers.

De Britten willen ook wel de MH-47G voor de vervanging van hun oude Chinooks, er zijn gesprekken met de VS.
Alleen willen de Amerikanen, deze versie wel verkopen ?
