'Tactical tanker': Why L3Harris, Embraer think KC-390 offering can dodge new tanker wars

The last time the US Air Force had an open competition to build a new aerial refueling plane, the fight became so nasty that it became known as "the tanker wars." Now, with the service currently weighing both a near-term and long-term strategy for new tankers, it's hard not to wonder if there's a redux of the brutal lobbying fight on the horizon.

Stepping into that potential battleground last week was the combination of US firm L3Harris Technologies and Brazilian firm Embraer, offering a modified version of the latter's KC-390 tanker effort, equipped with a boom refueling system. And the strategy for avoiding getting caught up in a fight like the one from a decade ago — and avoiding being tarred as a foreign-made product — seems fairly simple: position the KC-390 as a different class of tanker altogether than what is currently on the market.

CitaatIn a statement ahead of the Air Force Association's Air Space & Cyber conference that starts today in National Harbor, Maryland, the companies said they agreed to add boom refueling capabilities and modernized communications equipment to the KC-390′s in support Joint All Domain Command and Control, or JADC2, requirements.

The update will also include systems to sustain operations in contested areas, they said.

L3Harris and Embraer said the enhanced KC-390 would be able to support the Air Force's Agile Combat Employment concept of establishing a dispersed network throughout a region to lessen reliance on centralized air bases vulnerable to single attacks.

"U.S. Air Force strategic planners have stated agile combat employment will require refueling platforms optimized to support a disaggregated approach to air dominance in contested logistics environments," said L3Harris CEO Christopher Kubasik, in the statement. "Collaborating with Embraer to develop and integrate new capabilities to the multi-mission KC-390 provides a cost-effective, fast-to-field solution that embodies our trusted disruptor approach."

CitaatMaking Agile Combat Employment Real

the Air Force introduced Agile Combat Employment as a method to rapidly deploy across dispersed operating locations within a theater without sacrificing combat capability. When employed, ACE enables Airmen to conduct operations faster and at higher levels of complexity, all from distributed locations. Using ACE concepts, combat assets would continue to move from location to location, exploiting opportunities to attack while keeping key assets out of harm's way.

L3Harris and Embraer to develop new agile tanker via KC-390 to support USAF operational imperatives

L3Harris Technologies and Embraer S.A. (announced a partnership to develop an "Agile Tanker," a tactical aerial refueling option to address the U.S. Air Force's operational imperatives and joint force refueling requirements especially for contested logistics environments.

The companies signed an agreement to expand the capabilities of Embraer's KC-390 Millennium tactical tanker aircraft. Enhancements include the addition of advanced boom operations and mission systems to support agile basing and sustainment for operations in contested areas, and resilient communications supporting JADC2 requirements.

"U.S. Air Force strategic planners have stated agile combat employment will require refueling platforms optimized to support a disaggregated approach to air dominance in contested logistics environments," said Christopher E. Kubasik, Chair and Chief Executive Officer, L3Harris. "Collaborating with Embraer to develop and integrate new capabilities to the multi-mission KC-390 provides a cost-effective, fast-to-field solution that embodies our trusted disruptor approach."

Aircraft enhancements will complement the tanker's existing capabilities, which already include the ability to refuel aircraft with a variable speed drogue, receive fuel, and to take off and land from short and improvised runways, allowing for greater mission area coverage.

"We continue seeking meaningful and strategic partnerships that generate new developments and expand the KC-390 Millennium's market reach," said Francisco Gomes Neto, President and CEO of Embraer. "Our aircraft is capturing the attention of Air Forces around the world, and we're thrilled by this opportunity to combine Embraer's state-of-the-art platform and systems with L3Harris' mission-driven solutions to deliver on the U.S. Air Force's operational imperatives."

The Air Force operational imperatives are a roadmap for successfully bringing about the new technologies, thinking, and cultures the Air and Space Forces must have to deter and, if necessary, defeat modern day adversaries.

The speedy, versatile, customizable KC-390 Millennium can support a range of missions and possesses a high reliability rate. By combining L3Harris' experience as an aircraft missionization prime with Embraer's state-of-the-art jet-powered KC-390 Millennium platform, both companies are ready to provide the next generation of tanker solutions for the Department of Defense and the US Air Force.

To support the Buy American Act requirements, the parties are studying the Agile Tanker program production with final assembly in the U.S., followed by aircraft modernization and missionization at the L3Harris' Waco, Texas, aircraft modification center.

Embraer advances in the KC-390 test campaign for the Portuguese Air Force

Embraer continues to advance in the test campaign of the first KC-390 aircraft for the Portuguese Air Force (FAP). Currently, the activities carried out at the Embraer unit in Gavião Peixoto, in the São Paulo State, are focused on flight tests that meet the specific requirements of the Portuguese State, and are certified by Brazilian authorities, including the National Civil Aviation Agency (ANAC) and the Institute for Industrial Development and Coordination (IFI).

This phase precedes the aircraft's departure to Portugal, where NATO (North Atlantic Treaty Organization) standard equipment will be integrated and certified by the National Aeronautical Authority (AAN) of Portugal and with the involvement of OGMA, a subsidiary of Embraer in Portugal. All activities are being monitored by FAP, with the first deliveries scheduled to begin in 2023.

In August of 2019, the Government of Portugal signed a contract with Embraer for the acquisition of five KC0390 Millennium aircraft, as part of FAP's process to modernize capabilities and increase readiness for public interest missions. The contract also includes services and support, as well as a flight simulator.

The KC-390 aircraft meets all FAP requirements capable of performing various civilian missions, including humanitarian support, medical evacuation, search and rescue, and wildfire fighting, adding superior transport and launch capabilities for cargo and troops and in-flight refueling.

Portugal is the largest international partner of the KC-390 program, and its participation in the development and production of the aircraft is recognized for having a positive economic impact on the generation of jobs, new investments, increased exports and technological advances.

The C-390 Millennium and its aerial refueling configuration, the KC-390, are the new generation of multi-mission military transport aircraft that offer unparalleled mobility and payload capacity, rapid reconfiguration, high availability, enhanced comfort, and flight safety, as well as optimized management of reduced operational costs throughout its lifecycle, all on a single platform.

Brazilian Air Force reaches agreement with Embraer to buy 22 KC-390 aircraft

The Brazilian Air Force (FAB) has to cut the number of KC-390 that it will procure from Embraer from 28 to 22 aircraft.

Earlier, the FAB said it will only buy 16 aircraft. Embraer then countered that the reduction to the order was done unilaterally and the aerospace company would consider legal actions against the Brazilian government.

The delivery schedule will be stretched until 2034, which Embraer says will allow it to carry out long-term planning with its suppliers.
