IOMAX moves to secure Egyptian Archangel sale from competitor



IOMAX has held high-level talks with the Egyptian Ministry of Defence (MoD) to safeguard an expected sale of armed turboprop aircraft from being poached by its Air Tractor and L3 Technologies competitors, a company official told Jane's.

The North Carolina-based IOMAX has for some months been negotiating with the Egyptian MoD to support and upgrade 12 AT-802s that have been gifted by the United Arab Emirates (UAE), at the same time as looking to sell the country 10 of its latest Archangel Block 2 Border Patrol Aircraft (BPA). However, emergency talks have been held after IOMAX discovered that L3 was trying to use the US government to have Egypt buy the AT-802L that it has developed with Air Tractor instead.

"We have found that Air Tractor and L3 have been misrepresenting their product in Egypt, but luckily we found this out before it had gone through the [Defense Security Cooperation Agency] DSCA, the State Department and the [US Air Force] USAF [approval process]. We have now corrected that narrative, and are in the final stages of discussions with the Egyptians for the sale of the Archangel," the IOMAX official told Jane's.

According to the official, Air Tractor and L3 had been looking to sell their AT-802L into Egypt on the basis that it was already fielded and in service with the UAE, whereas in fact this is the IOMAX AT-802 and its successor Archangel. "To say the Egyptians were dismayed when they realised Air Tractor and L3 had never built or much less fielded an armed AT-802, and in addition were not the ones who build the current Archangel, would not be an overstatement," he said.

Although IOMAX told Jane's that it had corrected the narrative with the Egyptians, it noted that this was not before the country's MoD had submitted a sole source letter of recommendation (LOR) request to the US government for the AT-802L based on its misunderstanding of the situation.

Naming and Handover of Egyptian Navy Submarines At Thyssenkrupp Marine Systems in Kiel

The second HDW 209/1400mod class submarine (Yard No. 448) for the Navy of the Arab Republic of Egypt was named at the shipyard of thyssenkrupp Marine Systems in Kiel today. "S41", the first submarine of this class which was named in December 2015, was also officially handed over to the customer at the event.

"S41" and "S42" are the first two of four submarines. Since the start of production of the first submarine at thyssenkrupp Marine Systems in Kiel, the construction program has proceeded on schedule and achieved further important milestones with today's naming of submarine "S42" and handover of submarine "S41" to the customer.

The naming ceremony and handover were completed by Vice Admiral Osama Rabie, Commander of the Egyptian Navy. The ceremony was attended by Markus Grübel, Parliamentary State Secretary to the Federal Minister of Defense, Vice Admiral Rainer Brinkmann, Deputy Chief of Staff of the German Navy, Kurt-Christoph von Knobelsdorff, Deputy Permanent Secretary in the Ministry of Economic Affairs, Employment, Transport and Technology of the State of Schleswig-Holstein and high-ranking representatives from the customer country.

Is het nou niet bepaald de club die ik in staat acht om dergelijk complexe strategieen en werkwijzen uit de dokteren en uiteindelijk ook te implementeren waarmee al dit wapentuig tot zijn recht komt.

Ik moet denken aan het bekende filmpje van de egyptische luchtmobiele brigade waar ze letterlijk uit het vliegtuig moesten worden gegooid / geduwd.

Dat zal bij hun marine nou niet veel anders zijn. Maargoed.. dit baseer ik niet op eigen ervaring maar wat ik hoor, lees en weet.
Arabieren kunnen niet georganiseerd oorlogvoeren anders hadden ze Israel allang van de kaart geveegd.

Egypt receives second Mistral LHD

The second of Egypt's two Mistral-class landing helicopter dock (LHD) amphibious warfare vessels, ENS Anwar el-Sadat (L 1020), was handed over to the Egyptian Navy in the French port of Saint-Nazaire on 16 September.

The first Egyptian LHD, Gamal Abdel Nasser (L 1010), was handed over on 2 June, and is now based in Alexandria.

DCNS, one of the French companies that built the ships, said Anwar el-Sadat would leave for Egypt in the coming days and will participate in a joint exercise with the French Navy during the voyage.

It added that 180 Egyptian sailors have been training on the LHD since June. "They completed a remarkable task in just a few months of work, with the support of the DCNS instructors and our partners STX France and [the French Ministry of Defence's] Défense Conseil International," it said.

Egypt, Russia sign Ka-52K training agreement

Russia and Egypt have reached an agreement under which Egyptian pilots will be trained to fly the Kamov Ka-52K Katran (the naval version of the Ka-52 Alligator) attack helicopter, the Russian newspaper Izvestia reported on 6 September, citing a source in military and diplomatic circles.

The source said the agreement was reached when Egyptian defence minister Sedki Sobhi met his Russian counterpart Sergei Shoigu in Moscow and noted that this indicated that Cairo, which has already ordered the standard Ka-52, would also order the naval version for its two Mistral-class amphibious assault ships.

"The ministers agreed on specific measures for the preparation of the Egyptian pilots for flying the ship-based Ka-52K," it quoted the source as saying. The Egyptian side has until the end of the year to send the necessary documents to Moscow, and then Russia will develop a training programme, the source added.

The two French-built Mistrals were originally ordered for the Russian Navy, with the design being modified to accommodate the Ka-52K that was being developed for the ships, but France had to cancel the contract due to the imposition of EU sanctions on Moscow.

Russian presidential aide Vladimir Kozhin told journalists on 6 September that negotiations to supply Egypt with communications and control equipment, as well as helicopters, for its Mistrals are ongoing, but no contracts had been signed as yet.

The TASS news agency reported that the United Instrument Manufacturing Corporation has completed the communications and control systems, which could be delivered to Egypt at short notice.

Meanwhile, the Russian Navy has announced that the Ka-52K will be part of the new air wing for the aircraft carrier Admiral Kuznetsov during its forthcoming deployment to the Mediterranean to support operations in Syria.

Beginning of Construction of the First Gowind 2500 Corvette Built In Egypt

On Saturday, April 16th 2016, Alexandria Shipyard started cutting metal for the first Gowind 2500 corvette built in Egypt, in the presence of high representatives of the Egyptian Navy and of DCNS technical assistance and management teams.

The Egyptian Navy chose DCNS to design and build four Gowind 2500 corvettes with a construction technology transfer. The contract, which entered into force in July 2015, provides for the construction of the first ship within 29 months. It is now being built by DCNS in Lorient.

The three following units will be built by Egyptian partner Alexandria Shipyard.

DCNS has sent supervision and technical assistance teams to Alexandria for the construction of three corvettes through technology transfer. DCNS also provides training of the Egyptian shipyard staff at DCNS site in Lorient. Finally, DCNS will deliver all technical data required for the construction of the corvettes as well as necessary components.

The Gowind 2500 corvette chosen by the Egyptian Navy is a first rank ship with a displacement of 2,500 tonnes; it incorporates the SETIS multi-mission combat management system developed by DCNS.

Russia Confirms Egypt as North African Buyer of 50 MiG-29s (excerpt)

The Russian Commission for Military Technical Cooperation has confirmed Egypt as the North African buyer of 50 MiG-29M fighter jets and released fresh details of the Egyptian purchase of several other weapons systems worth at least $5 billion in 2015.

In February Russian officials confirmed the sale of 50 MiG-29M fighter jets to a North African country but declined to identify the buyer.

Rosoboronexport signed the deal in April 2015, and expects to deliver the first two aircraft this year. RAC MiG deputy director general Alexey Beskibalov in February said deliveries should be completed by 2020.

The MiG-29M (and two seat MiG-29M2) is an improved version of the MiG-29 featuring longer range due to increased internal fuel, a lighter airframe, slightly more powerful and improved RD-33MK engines, an in-flight refuelling probe, multi-function displays in the cockpit and improved avionics.

In a report submitted to Russian President Vladmir Putin during its last session that was held in the city of Nizhny Novgrod last week, the Commission said Egypt was one of the biggest customers of Russian weaponry in 2015, ordering MiG-29Ms, Buk-M2E (SA-SA-17 Grizzly) and Antey-2500 (SA-23 Gladiator/Giant) missile systems and 46 Ka-52 helicopters worth a combined $5 billion. Deliveries are expected to start this year.

The report also detailed Algerian defence acquisitions in 2015, which included the delivery of six Mi-26T heavy lift helicopters, Pantsir S-1 air defence systems, T-90 tanks and modernised BMP-2 vehicles. According to the report, Algeria is negotiating for the acquisition of additional aircraft, aerial defence systems and aircraft self-protection systems. The country is due to take delivery of additional Mi-26T2s and Mi-28NE helicopters this year.

According to the Commission report, excerpts of which were published by the TASS news agency, Russian earned a total of $14.5 billion from weapons sales in 2015 while its global arms sale order book swelled to $56 billion. (end of excerpt)

Jammer dat de Mistrals geen Navo bestemming hebben gekregen, ik had er graag 1 in Nederlandse dienst gezien.

In delen van Egypte is het eigenlijk al aan de gang. Dat heeft Sisi nu nog redelijk onder controle. Maar een paar incidenten kunnen de verhoudingen veranderen.

Zelfs met een kleine waarschijnlijkheid, het zou een enorm risico zijn. Ook voor de Europese welvaart.
