German Navy to receive five additional K130 corvettes
Sebastian Schulte, Bonn - IHS Jane's Defence Weekly
17 October 2016

Germany will buy an additional five K130 type corvettes in 2017 to offset delays to the MKS 180 Multi-Role Combat Ships (MRCSs) programme, the German coalition government announced on 14 October."To meet new security needs in the Baltic Sea, in the Mediterranean Sea, and globally, the coalition plans to buy five new corvettes for EUR1.5 billion [USD1.64 billion] for the German Navy," the two rapporteurs for the ruling coalition on the influential parliamentary budget committee, Johannes Kahrs and Eckhard Rehberg, said in a joint statement. The news follows the German Ministry of Defence (MoD) notifying parliament in early October that the final contract negotiations concerning the planned four MKS 180 MRCSs needed to be extended, delaying the project by six months. A new EUR1.5 billion budget line for the programme will be added into the 2017 defence budget. It has been suggested that the five ships will be funded by drawing on the MKS 180 budget and an increase of the defence budget. The repurposing of MKS 180 funds towards the new batch of K130s will be introduced into the final reading of the upcoming 2017 budget in November. The first two corvettes are expected to be delivered in 2019, with the remaining three ships to follow in 2023. The delay does not spell the end of the MKS 180 programme, but means it will be up to the incoming government and new parliament (following the federal elections in late 2017) to re-evaluate the project. IHS Jane's understands that both the German Navy and the MoD intend to stick with the planned four, plus an optional extra two, MKS 180 ships. The plan to build more K130 corvettes is thus an attempt to both prevent capability gaps resulting from delays to the MKS 180 project and to increase platform numbers at the same time.

German defense minister vows to secure 'fair contract' for new warships

German Defence Minister Ursula von der Leyen vowed on Friday to press a consortium led by Luerssen Werft of Bremen for a "fair contract" for five new warships, saying the group's initial bid was too high.

"My goal is to get the contract started in this legislative period, but we want a good contact, we want a fair contract and above all a realistic one," von der Leyen told reporters on Friday. "We are working hard on that now."

Asked if there was any chance the consortium's reported initial bid of 2.9 billion would be accepted, von der Leyen said, "I can state clearly that that number will not stand."

Defence industry sources said last week the German government had rejected the initial bid from the consortium before it exceeded the budget target of 1.5 billion euros ($1.59 billion).

The Handelsblatt newspaper reported this week that the bid came in at 2.9 billion euros, nearly twice the expected amount.

German lawmakers first announced plans in October buy five more of the warships to bolster security in the Baltic Sea and the Mediterranean.

Critics have warned that the ministry's decision to skip an open competition could lead to higher costs. They also question the government's plan to secure parliamentary approval for the planned purchase as soon as June.

Difficult Maneuvering Around Warship Deal

Shipyard manager Friedrich Lürssen is a man with striking determination. Together with his cousin, he turned Bremen-based Lürssen Werft into Germany's leading shipbuilder, primarily by acquisitions. If a takeover target was unwilling and resisted, like Hamburg-based Blohm + Voss, he waited patiently and then achieved his goal after all.

And he can use this perseverance right now. The German Ministry of Defense wants to order five new K130 corvettes. They are supposed to be built by a consortium composed of Lürssen and Thyssen-Krupp Marine Systems (TKMS), the shipyard subsidiary of Thyssen-Krupp. Since these firms had already delivered five K130 in recent years, they were given the contract without a call for bids.

However, competitor German Naval Yards lodged a complaint with the federal cartel office and was able to chalk up a win. Last week, the authorities in Bonn didn't go along with the defense ministry's argument, according to which the deal was urgent and only the old consortium would be able to build the ships. Now the deal with a volume of around €2 billion ($2.25 billion) is on ice.

But the ministry has until the middle of next week to appeal the decision of the antitrust authority. "We are thoroughly reviewing the decisions of the federal public procurement chamber and will then make a decision on what action to take," a ministry spokesperson said.

German Navy orders second batch of five corvettes

The German Navy is now set to receive a second batch of Braunschweig-class corvettes, also commonly referred to as the K130 class, from 2022. The German defence procurement agency BAAINBw announced on 12 September 2017 that it had awarded a contract worth EUR2 billion (USD2.4 billion) to a consortium led by Lürssen shipyard and also comprising ThyssenKrupp Marine Systems and German Naval Yards Kiel. The new corvettes will be based on the proven design, but will feature updated technology, the BAAINBw release noted. This includes addressing emerging obsolescence issues and meeting standards and regulations that have moved on. Specific examples are noted to include new rescue and evacuation equipment to meet evolving Safety of Life at Sea (SOLAS) rules, and enhanced network infrastructure on board.

Helaas. we moeten nog even wachten.

"in his opinion" possibly with two "big decks" each operated by either country by then
  -  intermediate expanded joint use of Dutch units
  - replacement for mine countermeasures capability with 11 new units by 2026
  - auxiliary replacement projects in planning phase
  - replacement for A704 fleet oilers "underway" (... like it has been for a decade)
  - replacement for A404 tenders for support and supply primarily of corvettes and mine warfare units, possibly also for supporting submarines of other nations
    Sea Lynx replacement from 2025
  - upgrade of F124 as BMD pickets by 2024

Also, one of the two remaining Class 520 LSM - currently mostly used for logistics - was taken out of service and immediately scrapped this month due to extremely bad state of repair (discovered in a shipyard where she was for regular maintenance). Only two of these - originally 22 - boats built in 1964-66 remain afloat, one in active service and one owned by a naval veteran association.

Four Shipyards Agree to Build New German Corvettes

To keep as many of its naval shipyards as possible afloat, the German defense ministry will divide the construction of the new batch of K130-class corvettes among four shipyards belonging to three separate companies.

The five additional K130 corvettes for the German Navy will be built at four shipyards in Northern Germany, and specifically in Hamburg, Bremen, Kiel and Wolgast, the K130 Working Group, which includes naval shipbuilding groups Lürssen, ThyssenKrupp Marine Systems and German Naval Yards, announced on April 6. The contract, which was approved last year, is worth around two billion euros, German newspaper Die Welt reported Friday night.

The five corvettes are identical to those of the first batch, that ThyssenKrupp and Lürssen built for the German Navy in the past decade. The two companies were initially awarded the contract for the second batch without a public tender, which German Naval Yards successfully challenged, Die Welt said.

Lürssen will now build the forward sections of two ships in Bremen, while the other three will be built at Kiel-Gaarden by German Naval Yards. The Peene shipyard in Wolgast, which also belongs to Lürssen, will build the rear sections of all five ships. All five corvettes will be assembled, equipped and launched at Blohm + Voss, Hamburg's last major shipyard and also a subsidiary of Lürssen.

"Our goal, together with our partners in the consortium and the numerous on-site suppliers, is to successively hand over all five boats to the German Navy from 2022," Tim Wagner, Managing Director of the Defense division of Lürssen Werft, told Die Welt.

Tender for multipurpose combat ship is underway

Orders from the German Navy are now scarce and highly sought after by the specialized shipyards. A consortium of Lürssen and ThyssenKrupp is still building the four new frigates of the F125 type at Blohm + Voss in Hamburg until the beginning of 2020.

Currently, the bidding process for the next generation of frigates, the multi-purpose combat ship MKS180, is underway. Blohm + Voss is bidding for this order, which is expected to cost around 3.5 billion euros, together with Damen Shipyards from the Netherlands. Competitor German Naval Yards has formed a consortium with US defense contractor Alion.

However, Lürssen and ThyssenKrupp were excluded from the frigate competition by the BAAINBw, the German defense ministry's procurement arm. While no official reason was provided, German officials have made no secret that the build quality of the F125-class frigates delivered by the two companies was unacceptably bad, and in fact led the German navy to refuse delivery of the Type 125 frigate "Baden-Wurttenberg." The ship, according to German media reports, suffers from major hardware and software defects, is overweight and suffers a persistent list to starboard.

Atlas Elektronik & Thales Deutschland to Deliver CMS of K130 Corvettes

ATLAS ELEKTRONIK and Thales Deutschland have jointly been commissioned to deliver the combat system of the German Class K130 Corvette. The order comprises 5 corvettes as well as the Test and Training Centre (EZ/BUZ) in Wilhelmshaven.

With completion scheduled for 2025, the "FüWES K130" consortium formed by the two companies and led by ATLAS ELEKTRONIK will deliver the combat system hardware and also adapt and update the existing Combat Management System software of the K130, first batch (ship 1-5).

The contracted solution for Ship 6-10 is identical to the original contract (2003) for the K130, first batch. In line with the re-build requirement, changes in the solution are only related to obsolescence and compliancy with German regulations. Regulations regarding Safety and IT Security are significantly aggravated since commissioning the first batch of corvettes.

Although the industrial situation has changed over the past years, the existing K130 combat system knowledge is preserved within the companies concerned. For this reason, ATLAS ELEKTRONIK will remain responsible for the operational software and Thales will remain responsible for an IT secure combat system infrastructure.

Commander Dietrich Esfeld (German Navy), Head of Project K130 at the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw), stated: "The corvettes of the Class K130 have already demonstrated their value in shallow water operations in the Baltic Sea as well as expeditionary operations in the Mediterranean for the German Navy." Michael Ozegowski, CEO of ATLAS ELEKTRONIK, and Dr. Christoph Hoppe, CEO of Thales Deutschland, emphasized: "This contract is a prolongation of the long standing and successful cooperation between our companies on the German market. We are proud of this expression of trust: in close cooperation with the ARGE K130 and the German Navy, ATLAS ELEKTRONIK and Thales Deutschland – as two internationally leading system suppliers – are to prepare these ships for the challenges of the years to come."

New RAM Launchers for the German Navy
(Source: Diehl Defence; issued June 21, 2018)

MUNICH --- This June RAM-System GmbH (RAMSYS) was awarded for the delivery of ten Rolling Airframe Missile (RAM) launching systems for the German Navy. These weapon systems will be installed and integrated on the second batch of already procured K130 class corvettes.

The RAM weapon system is the backbone of the German and US Navy's ship self-defense capability against ASMs, air targets and fast surface targets in the close range and is one of the key systems for their combat readiness.

The launching system is able to fire all deployed RAM Block 0, 1A and 2 missiles, as well as next generation missiles Block 2A and B.

Apart from the transatlantic cooperation partners, the navies of Eqypt, Greece, Japan, South Korea, Turkey, United Arab Emirates and since 2017 Mexico and Qatar rely on the outstanding capabilities of RAM ship self-defense weapon system.

Prime contractor RAMSYS, together with its shareholders Diehl Defence and MBDA Germany and the US-Partner Raytheon Missile Systems, are responsible for the development and production of the RAM weapon system within this US-German RAM cooperation.

An increase in reliability and safety of the newly launched Skeldar V-200B unmanned aerial vehicle (UAV) contributed to its selection by the German Navy for use on board its K130 Braunschweig-class corvettes, UMS Skeldar officials told Jane's .

The latest version of the rotary-wing UAV was launched by the company in July 2018. This variant incorporates a range of enhancements, including a 10 kg weight reduction, which enables the vehicle to stay aloft for approximately five hours with a 40–45 kg payload. An additional flight hour was gained by revising the vehicle's internal wiring and introducing lighter materials.

"Safety is paramount, and they [the German Navy] wanted to make sure we always had reserves to complete the mission, and if anything unforeseen happens, you have the reserve to come back safely to base," David Willems, head of business development at UMS Skeldar, told Jane's .

"The extra hour is also useful down station, offering more time to carry out the mission."

The company also noted that the robustness of the Hirth Motors heavy-fuel engine has been improved, while a software modification to the engine-management system has improved the propulsion system's fuel consumption.

Willems noted that the engine has experienced no failures, while its time between overhaul is 250 hours, something that UMS claims is a differentiator in the market. Engine subsidiary Hirth is also working on reducing maintenance requirements.

"This, alongside the weight reduction, makes the platform far more robust than it was before, and it is a combination of these factors that have to be taken into account," Willems said.

"The B-model is a mature product, whereas the A-model was a mature prototype, but wasn't an industrial product," he added. "The B-model is also ready for large-scale production."

A new datalink for the UAV has also been introduced and has been tested to 150 km.

CitaatTRS-4D is a Multi-function surveillance and target acquisition radar

TRS-4D is HENSOLDT Sensors' latest member of the C-Band (NATO G-Band) naval radar family. It is available with a single face rotating antenna (the version selected for the K130 batch 2) and also as a four fixed-panel configuration.

According to HENSOLDT, it is based on the most advanced Gallium Nitride Active Electronically Scanned Array (AESA) sensor technology with multiple digitally formed beams, opening a new dimension for maritime missions.

It is fully flexible, using an innovative and unique combination of electronic scanning technology and mechanical rotation.

This allows for unprecedented surveillance and unmatched threat detection and tracking performance to extend mission success and platform survivability. TRS-4D supports the countering of conventional and asymmetric threats.

TRS-4D maximum instrumented range is 250 Km. The radar can track over 1,000 targets simultaneously.

CitaatMIRADOR is a lightweight, compact, electro-optical multi-sensor.

The Thales MIRADOR is a surveillance, tracking and fire control system of a stealthy design, which will contribute to a ship's effort to remain undetected. MIRADOR is designed for use on a wide range of platforms, from small patrol craft to large carriers, where it acts as an observation system and fire control director for distant optical investigation, as well as anti-surface and anti-air warfare.

MIRADOR provides very accurate data for small and medium calibre gun and short range missile systems fire control. MIRADOR is capable of automatic target acquisition without operator intervention during autonomous sector scan or following an external target designation. The direct drive servo delivers very fast slewing even under extreme environmental conditions. The combination of both automatic acquisition and short slew time significantly reduces the reaction time, which is essential for target engagements in multiple target scenarios.

The K130 Batch 2 will be fitted with MIRADOR MK2. Contacted by Naval News, a Thales Netherlands representative explained that the MK2 variant is an upgrade consisting in new cameras, with digital interface and new video processing. MIRADOR MK2 uses Commerical Off The Shelf boards.

The existing K130 corvettes are equipped with Thales TACTICOS combat management system, Thales Mirador optronics sensors, a TRS-3D multifunction radar, two navigation radars and the UL 5000 K ESM/ECM suite. Their weapons include four launching tubes for Saab RBS-15 anti-ship missiles, two 21-cell RAM systems, an Oto Melara 76/62 gun and two Rheinmetall MLG 27 guns.

Germany approved the procurement of five additional Braunschweig class (K-130) corvettes in June 2017 to answer new NATO requirements. The second batch of corvettes will be named Köln, Emden, Karlsruhe, Augsburg, and Lübeck. Atlas Elektronik and Thales Deutschland have been contracted to deliver the combat system for the five new K130 corvettes.

Keel Laying of the New "Emden" Corvette for the German Navy
(https://navyrecognition.com/images/stories/news/2020/February/Keel_Laying_of_the_New_Emden_Corvette_for_the_German_Navy_925_001.jpg)

The "Emden" is the seventh ship in the Braunschweig class of the German Navy. The Navy put the first five of this type of warship into service between 2008 and 2013.

In 2017, the Bundeswehr placed an order for five additional class K130 corvettes. Work on the new "Koln" corvette then began in February 2019.

From 2022, ships six to ten will join the Navy. They are supplied by a consortium of three companies: Fr. Lürssen Werft, ThyssenKrupp Marine Systems and German Naval Yards Kiel.

"Today's keel laying shows impressively how the team of employees from different companies has grown together and works in close cooperation with the customer," said Tim Wagner, Managing Director of Lürssen Werft.

Two of the five foreships are being built at the Lürssen shipyard in Bremen, three are being manufactured and pre-equipped at the German Naval Yards site in Kiel. The final five ships are manufactured at the Wolgaster Peene shipyard. The Lürssen subsidiary Blohm + Voss in Hamburg is responsible for the union of the fore and aft sections of the ship.

The roughly 89-meter-long corvettes will also be fully equipped and put into operation there. They also go through their functional tests and approvals from Hamburg - in coordination with the specialist departments of the client, the Bundeswehr and the Navy.

For the new ships in the class, changes to the first five corvettes in some systems and in the IT information technology systems are necessary to take account of the current status of laws and regulations.

Future upgrades during scheduled docking times should also bring the older corvettes up to date. These changes are visible in a new cladding for the turret of the main gun and in a second speed boat as a dinghy for the ships.

Last but not least, the construction of the "Emden" is a special step for the navy because the new corvette will take on a traditional name. As the third ship of the Bundeswehr, it will be called "Emden". The Navy's previous "Emden" was a Bremen-class frigate that had been decommissioned in 2013. The Navy decided on the name in 2018.
