10 Ships for U.S. Navy in New Budget

At least $12.8 billion in shipbuilding funds will be part of the Obama administration's fiscal 2013 defense budget, according to a Pentagon document prepared for Feb. 13 news briefings and obtained by Defense News.

That's enough for 10 new warships, and includes money to start construction on a new aircraft carrier and refuel another.

The request includes:

• Funding to begin construction of the John F. Kennedy (CVN 79), the second CVN 78 Ford-class aircraft carrier.

• Two SSN 774 Virginia-class nuclear attack submarines.

• Two DDG 51 Arleigh Burke-class Flight IIA Aegis destroyers.

• Four Littoral Combat Ships (LCS), split evenly between both types being built.

• One Joint High Speed Vessel (JHSV).

The request asks for $781 million in carrier construction money, including $608.2 million in procurement for CVN 79 and $173.5 million for research and development (R&D). The carrier will be built at Huntington Ingalls Industries' Newport News Shipbuilding shipyard in Newport News, Va., the only yard capable of building full-sized aircraft carriers.

The Navy is asking for $4.26 billion for submarine construction, of which $3.2 billion is for two ships under an existing multi-year procurement contract. Another $900 million is requested for advance procurement for one 2014 submarine and two in 2015. Another $165 million is requested for R&D. Submarine construction is split evenly between Newport News and the General Dynamics Electric Boat shipyard in Groton, Conn.

$3.5 billion is requested for the two destroyers, the first of nine ships in a multi-year procurement plan covering the 2013 to 2017 destroyers. Destroyer construction is split between General Dynamics Bath Iron Works in Bath, Maine, and Ingalls Shipbuilding, a subsidiary of Huntington Ingalls, in Pascagoula, Miss.

The service is asking for $2.25 billion for LCS procurement, including $1.8 billion for four ships and $430 million in R&D funding. Three mission modules are included in the request: one mine countermeasures module and two for surface warfare. LCS 1 Freedom-class ships are built by Lockheed Martin at Fincantieri Marinette Marine in Marinette, Wis., and LCS 2 Independence-class ships are built by Austal USA in Mobile, Ala.

The Navy is asking for $191 million for the last of 10 JHSVs, built by Austal USA. Plans to build at least eight additional JHSVs and possibly more have been canceled.

Another $1.6 billion is in the request for the refueling overhaul of the aircraft carrier USS Abraham Lincoln (CVN 72). That ship, currently deployed to the U.S. Central Command area in the Arabian Sea, will voyage later this year to Newport News Shipbuilding to begin the three-year overhaul.

Department of the Navy aircraft requests include $2.6 billion for six F-35B Joint Strike Fighter (JSF) short-takeoff or vertical landing aircraft for the Marine Corps and four F-35C Navy carrier variants, built by Lockheed Martin in Fort Worth, Texas.

Other Navy aircraft requests include:

• 26 F/A-18 E and F Super Hornet strike fighters and advance procurement for another 13 aircraft in 2014, all under a multi-year procurement ($2.1 billion), built by Boeing at St. Louis.

• 12 EA-18G Growler electronic attack aircraft under a multi-year procurement ($1.03 billion), built by Boeing at St. Louis.

• 5 E-2D Advanced Hawkeye airborne early warning low-rate initial production (LRIP) aircraft ($985 million), built by Northrop Grumman, Bethpage, N.Y.

• 13 P-8A Poseidon maritime patrol aircraft ($2.7 billion), including advance procurement for 17 aircraft in 2014, built by Boeing at Seattle.

• 33 T-6B Texan II training aircraft ($279 million) built by Hawker Beechcraft, Wichita, Kan.

• 17 MV-22 Osprey tilt-rotor aircraft ($1.6 billion), built by Bell Helicopter, Fort Worth.

• 28 H-1 helicopters for the Marines Corps ($820 million), built at Bell Helicopter in Fort Worth. The request includes 15 new UH-1Y Super Hueys, 4 remanufactured AH-1Z Super Cobra attack helicopters; and 9 new AH-1Zs, including one requested under Overseas Contingency Operations (OCO) war funding.

• 19 MH-60R multi-mission helicopters ($843) million under a multi-year procurement program, built by Sikorsky Aircraft at Stratford, Conn.

• 18 MH-60S fleet combat support helicopters ($454 million) under a multi-year procurement, built by Sikorsky at Stratford.

• 3 MQ-4 Broad Area Maritime Surveillance ($657 million) unmanned aircraft under R&D, built by Northrop Grumman.

The above figures are contained in the briefing document, "Program Acquisition Costs by Weapon System," to be presented Feb. 13 as part of the 2013 defense budget rollout. Further details will be presented as part of the rollout.

"Geloofwaardigheid leger bedreigd als aankopen uitblijven"

De geloofwaardigheid van België bij de NAVO dreigt een knauw te krijgen als Defensie dit jaar de aankoop van uitrusting voor het leger niet hervat na een aantal magere jaren. Dat heeft generaal Charles-Henri Delcour verklaard, in een recente nota aan zijn korpscommandanten.
"Op voorwaarde dat de noodzakelijke interne transfers worden goedgekeurd, zou de begroting 2012 (een begroting van 2,732 miljard euro, 158 miljoen euro minder dan in 2009) uitvoerbaar kunnen zijn." Dat staat in de nota die het nieuwsagentschap Belga kon inkijken.

Investeringen
"Het heropstarten van de wederuitrusting zal het struikelblok blijven: er zal snel een investeringsplan moeten worden goedgekeurd en de uitvoering ervan zal de gewenste politieke steun moeten krijgen" van de regering, aldus Delcour. "Dat is belangrijk, want onze geloofwaardigheid, zowel op nationaal vlak als bij de NAVO, zou in het gedrang komen als er in 2012 geen enkele nieuwe investering op stapel zou worden gezet", luidt het nog.

De generaal voegt zelf wel nog toe dat dergelijk investeringsplan "meer dan bescheiden zal zijn, gelet op de financiële vooruitzichten van België", en dat het leger het "verschillende jaren zal moeten rooien met het bestaande materieelpatrimonium".

Blokkering van dossiers
Wat 2011 betreft, zegt de legerchef dat "de meest pessimistische vooruitzichten inzake wederuitrusting bewaarheid werden". Er werden nagenoeg geen nieuwe wederuitrustingsprogramma's op stapel gezet, aldus Delcour. Hij verwijst ook naar de blokkering van dossiers rond de pantservoertuigen op wielen MPVV en AIV, en de helikopters NH90. De generaal spreekt van "onverklaarbare terughoudendheid", zelfs in een regime van lopende zaken. (belga/adha)

Het is zeer interessant, maar roept ook vele vragen op.

De AIV denkt dat Nederland alleen een rol van betekenis kan blijven spelen wanneer het gaat samenwerken met andere landen, omdat overal in Europa op defensieuitgaven bezuinigd is. Europa schoot bijvoorbeeld in Libië ernstig tekort, en de VS moesten in dat gat springen. Ook wordt steeds vaker gekeken naar Azië bij militair ingrijpen.

Samenwerking tussen de verschillende krijgsmachten zou dit soort problemen in de toekomst moeten voorkomen.De adviescommissie denkt bijvoorbeeld aan gezamenlijke inkoop, onderhoud en stationering van Nederlandse en Belgische transport- en gevechtsvliegtuigen. De Nederlandse en Duitse landmachtorganisaties zouden hun materieel en munitie samen kunnen inkopen en onderhouden, en hun militairen gezamenlijk trainen en opleiden.

Op het moment werkt Nederland op militair niveau al veel samen met Duitsland, Luxemburg en België. Daarnaast zou de luchtmacht intensiever met Noorwegen en Denemarken kunnen samenwerken, zo denkt de onafhankelijke adviesraad van de regering.

Vorig jaar riep een Belgische hoogleraar al op dat de verschillende legers meer moeten samenwerken.

Kosten Britse defensie stijgen sterk

LONDEN - Het Britse ministerie van defensie kampt met een ernstig financieringstekort voor de vijftien grootste Britse defensieprojecten. Dat staat in een vrijdag verschenen rapport van de Commissie voor Algemene Kosten (PAC) van het Britse Lagerhuis.

De geschatte kosten voor de vijftien grootste defensieprojecten zijn volgens de PAC tussen 2010 en 2011 met omgerekend ruim 555 miljoen euro gestegen, ondanks het feit dat defensie moet bezuinigen. De totale kosten zijn, sinds de projecten zijn goedgekeurd, met bijna 7,3 miljard euro toegenomen.

"Het is onacceptabel dat het ministerie nog steeds niet de omvang van het tekort kan vaststellen", aldus de PAC. De commissie wil dat het ministerie snel bekendmaakt 'hoe en wanneer het de begroting dit jaar sluitend denkt te krijgen'.

Ook het vertragen of zelfs schrappen van projecten en materieel heeft tot kostenstijgingen geleid, aldus de commissie. Zo heeft het besluit om een vloot Nimrod-verkenningsvliegtuigen buiten dienst te stellen de Britse belastingbetaler ruim vier miljoen euro gekost.

De commissie beticht het ministerie er verder van de kosten voor de grootste en ingewikkeldste projecten op 'onrealistisch lage' wijze in te schatten. "Een groot deel van de kostenstijgingen van de laatste tien jaar is ontstaan doordat de geschatte kosten voor grote projecten achterbleven bij de werkelijke kosten", zei de commissie. "In plaats van buitensporig optimisme, waar bij grote projecten vaak sprake van is, hebben we een realistische benadering nodig. Over de complexiteit van projecten, over de kosten op lange termijn van besluiten die nu worden genomen en de toekomstige gevolgen van bezuinigingen op de korte termijn."

Minister van defensie Philip Hammond verdedigde zijn departement en zei dat hij 'krachtige maatregelen' heeft getroffen om de trend van alsmaar stijgende kosten een halt toe te roepen. "We hebben een groot deel van de rotzooi van de vorige regering opgeruimd. We hebben het zwarte gat in de begroting van het ministerie van defensie bijna gedicht en we zullen snel een betaalbare en uitvoerbare agenda uitzetten", aldus Hammond.

Het geld daarvoor kan beter besteed worden aan andere zaken. Dus verkopen voor 200 miljoen aan de Belgen en het exploitatie budget gebruiken voor het in de vaart houden van de Amsterdam.

We zijn het eens over de OPV's als blijf ik het meer dan uitstekende schepen vinden voor kustwacht taken. Als de Belgen 2 van deze schepen willen inruilen, zodat wij de M's weer aan de vloot kunnen toevoegen, dan zeg ik graag.

De twee resterende OPV's kunnen dan permanent gestationeerd worden in de West.

Volgens een insider bij DSNS zal het ontwerp voor de M opvolgers in 2016/2017 bekend worden gemaakt, dat is dan tevens een prima moment om 4 tot 6 van deze schepen te bestellen, zodat er na de geplande (M) levensduur weer een aantal nieuwe echte schepen (6.000 ton klasse) aan de KM kunnen worden toegevoegd.

Missile Systems, Patrol Ships on Belgium's 'Urgent' List

BRUSSELS — Belgium Defence Minister Pieter De Crem has put on his list of "urgent new programs" the purchase of AFAB-MR (anti-fortification and anti-armored vehicle) medium-range missile systems (up to 2,500 meters) to replace its Milan weapon system and two coastal patrol ships.

Other urgent priorities include buying 111 short-range (up to a few hundred meters) anti-fortification and anti-armored vehicle missile systems with night vision and 238 projectiles; a personal defense weapon to replace the 9mm GP pistol that dates to the 1950s; and replacing fire service vehicles for the Air Force.

In the medium term, De Crem wants to replace non-armored jeeps used by paratroopers with rapid-reaction vehicles. In a vision statement released in January, De Crem stresses that a number of projects need to be achievable in the short term. These are:

• Taking part in the Multinational Space-based Imaging System project with France and Spain.

• Buying and installing 70 overhead weapon systems for the Light Multipurpose Vehicle.

• Looking for international partners to be involved in the maintenance and operation of NH90 helicopters (likely to include the Netherlands. Belgium has a frigate, the Leopold, adapted to accept Dutch NH90s.)

• Buying armored infantry vehicles and 61 Multipurpose Protected Vehicles (the Dingo, the same vehicle used by Belgium's main partner, Germany, in northern Afghanistan).

Long-term plans include replacing the F-16s, the country's anti-mine capacity and M-Frigates. In an interview with Belgian newspaper Le Soir in late January, De Crem noted that countries such as Denmark, the Netherlands, Sweden and Norway have a similar timetable for replacing their fighter planes.

"Do we still need [in Belgium] 60 machines? Shouldn't we buy together, for example with the Dutch and the Danes? I am convinced — almost certain — that the purchase of the successor to the F-16 will be a pooled purchase," he said.

In his vision statement, De Crem also said the Belgian-Dutch cooperation agreement is a "reference par excellence" for multinational cooperation and that the Ministry of Defence will move toward standardizing equipment.

"In this context, it will prioritize multinational cooperation for the implementation, management, configuration and evolution of equipment, especially for the NH90 and A400M programmes," he wrote.

As for concrete pooling and sharing plans with other EU countries, Kurt Verwilligen, De Crem's spokesman, said Belgium "is waiting for the results of European Defence Agency proposals in 11 areas."

The overall budget for defense spending is about 2.8 million euros ($3.7 million), 60 percent of which tends to be related to personnel costs. Verwilligen said he did not know the amount allocated specifically to defense investment.

Kijk dat noem ik nou direct kopen van de plank,en in de UK investeren tenminste in een vliegtuig die zijn dienst al vele malen bewezen heeft ,en dat ondanks de bezuinigingen die ook dat land treffen ,zien wij dat hier in NL gebeuren dat Mark Rutte dat hier bekend maakt in Nederland, nee hier moeten we het doen met Hans Hillen en daar komt niet veel zinnigs uit dan gebakken lucht en loze beloftes ,maar ja nu ga ik off topic :hrmph:

Ability of U.K. to Conduct a Future Libya-Style Campaign Questioned

LONDON — A parliamentary defense committee has questioned if Britain will still have the ability to conduct future operations on the scale of the Libya campaign after the strategic defense and security review has been fully implemented.

A report due to be published by the committee Feb. 8 on last year's operations against Col. Moammar Gadhifi's regime said that although the U.K. was able to satisfy requirements for the Libyan operation and other commitments, the government needed to urgently review the ability of its armed forces to conduct concurrent threats.

"The Libyan operation raises important questions as to the extent of the U.K. national contingent capability. The government needs to review our capacity to respond to concurrent threats," said the report.

Once the defense review has been fully implemented with capability and personnel cuts, the government will need to make difficult decisions on prioritization if it embarks on missions similar to Libya, the parliamentarians warned.

James Arbuthnot, the committee chairman, said in a statement that the "real test is whether the success of this mission was a one-off or whether the lessons it has highlighted mean that future such missions can be successfully undertaken whilst maintaining the U.K.'s capability to protect its interests elsewhere."

The report comes as a war of words with Argentina over ownership of the Falklands continues to warm up.

Senior British ex-military officers claim Britain could not mount an operation to recover the islands if they were captured again. The warning comes as Britain is preparing to exit combat troops from Afghanistan.

Royal Navy frigate and destroyer numbers have already been cut to the point that the Navy has to reduce important tasks, such as counter-drug operations and fleet-ready escort operations, during the Libyan mission. said the report.

The Type 22 frigate, HMS Cumberland, which rescued civilians from Benghazi and then helped enforce the arms embargo, was scheduled to be decommissioned early under the defense review when it was diverted to take part in the operation.

The committee said that with the continued high level of maritime commitments, more risk-taking would be necessary.

Other highlights in the report include:

• A demand that the MoD tell the committee whether it still intends to cut the highly valued Sentinel battlefield surveillance aircraft from its ISTAR assets on completion of the Afghanistan campaign.

• Urging NATO to look at its over-reliance on the U.S. for assets such as unmanned aircraft, intelligence and air tanking assets, particularly as Washington's focus moves to the Pacific.

• In the wake of reports about shortages of munitions, encouraging the government to outline its contingency measures and whether it has plans to review them.

• A call for the government to give a much higher priority to developing ISTAR capabilities in advance of the next defense review, scheduled for 2015.

Pentagon ending Air Force's Global Hawk program
   
WASHINGTON — Officials say Pentagon budget cuts will end the Air Force's long-range surveillance drone known as the Global Hawk, but keep the Navy's version of the unmanned aircraft.

Defense analyst Loren Thompson says defense officials have decided to rely on the less expensive, high-altitude U-2 spy plane, which has a shorter range but has been used in Asia, particularly to keep an eye on North Korea.

Thompson, who is with the Virginia-based Lexington Institute, says the Global Hawk, which can stay airborne for 24 hours, would be more valuable as the Pentagon shifts focus to the vast Pacific region.

Officials say that while Air Force Block 30 version is being cut, the Navy's variant could be used by the Air Force. Global Hawks are made by Northrop Grumman Corp.
