Germany places USD 1.2 billion order with Raytheon for Patriot air defence systems

Raytheon has been awarded a USD 1.2 billion (EUR 1.11 billion) contract to supply Germany with additional Patriot air and missile defence systems, parent company RTX announced on 21 March 2024.

The scope of the contract includes the most current Patriot Configuration 3+ radars, launchers, command-and-control stations, associated spares, and support.

"This contract reflects the global emphasis on advanced air and missile defence capabilities and the steadfast confidence in Patriot," Tom Laliberty, president of Land and Air Defense Systems at Raytheon, was quoted as saying in an RTX press release. "With this expansion, Germany will not only modernise its own significant air defence but enhance its interoperability with allies and further strengthen a core NATO mission."

This latest German contract follows the NATO Support and Procurement Agency awarding a USD 5.5 billion contract to COMLOG, a joint venture between Raytheon and German company MBDA, for 1,000 Patriot missiles to strengthen the alliance's air defences. The large volume of that order is supporting the establishment of a production facility for Patriot missiles in Germany.

NATO has deployed Patriot missile batteries to protect its allies in Eastern Europe, while NATO allies have also delivered Patriot systems to Ukraine to defend against Russian air and missile attacks.

The Patriot air defence system first entered service with the Luftwaffe in late 1989 and is in service with the armed forces of 19 countries. The system is designed to defeat advanced long-range cruise missiles, tactical ballistic missiles and the full spectrum of air-breathing threats.

Decision on the selection of the provider of the medium-range air defence system becomes final

On the margins of the NATO Ministerial Meeting in October 2022, the Republic of Slovenia, together with 14 other countries, signed a Letter of Intent to join the European Sky Shield Initiative (ESSI), initiated by the Federal Republic of Germany and involving 19 European countries as of July 2023.

Slovenia is the first of the 19 ESSI members to sign a programme agreement with the Federal Republic of Germany for the purchase of the IRIS-T SLM system.

In August 2023, the European Sky Shield Initiative (ESSI) Memorandum of Understanding (ESSI MOU) on the Joint Procurement of Air Defence Systems was signed, which provide the basis for the establishment of a joint procurement mechanism for air defence systems, and in which Slovenia has a representative. According to the memorandum, the interested countries may conclude separate programme agreements for specific projects, which will define the financial obligations, and the central contracting authority defined in the ESSI MOU will be empowered to execute the specific programme contracts.

On 6 December 2023, the state secretaries of the Ministry of Defence of the Republic of Slovenia, Dr Damir Črnčec, and the Federal Ministry of Defence of the Federal Republic of Germany, Mr Benedikt Zimmer, signed a Programme Agreement between the two ministries on the participation of the Republic of Slovenia in the procurement of IRIS-T SLM systems in accordance with the Memorandum of Understanding on the Joint Procurement of Air Defence Systems within the framework of the European Sky Defence Initiative.

The Ministry of Defence has decided to select Diehl Defence GmbH & CO. as the supplier of the medium-range air defence system. KG, Germany, to supply Slovenia with the IRIS-T SLM medium-range air defence system. The price for the complete system with all supporting elements and missiles is EUR 146.82 million, excluding VAT.

Following the publication of the decision on the public procurement portal and the award decision becoming final on 10 January 2024, the Federal Office for Equipment, Information Technology and Maintenance of the German Armed Forces (BAAINBw) will conclude Amendment No 1 to the contract for the supply of air defence systems for the Federal Republic of Germany on its own terms and conditions and in the name and on behalf of the Ministry of Defence of the Republic of Slovenia.

Volgens de officiële aankondiging wordt het Arrow-3-systeem gezamenlijk ontwikkeld en geproduceerd door de Israel Missile Defense Organization (IMDO) van het Israëlische Ministerie van Defensie en de United States Missile Defense Agency (MDA). Israel Aerospace Industries (IAI) is de hoofdaannemer voor de ontwikkeling en productie van het wapensysteem, de Arrow-onderscheppingsraketten en het radardetectiesysteem. Als eerste stap wil Oostenrijk zijn luchtverdediging uitbreiden met elk vier IRIS-T luchtverdedigingssystemen voor de korte en middellange afstand.

Op 15 november besloot de Oostenrijkse ministerraad een langeafstandsraketverdedigingssysteem aan te schaffen. Volgens het Federale Leger zal de kwalitatieve en kwantitatieve aanpassing van de luchtverdedigingsmacht op de grond, als onderdeel van het ontwikkelingsplan 2032+, worden uitgevoerd met behulp van verschillende systemen die zullen worden gebruikt in drie complementaire activiteitengebieden. In militaire termen hebben we het over drie onderscheppingslagen, die worden gedefinieerd door hun bereik in afstand en hoogte. Oostenrijk kent op alle drie de gebieden een tekort aan vaardigheden.

Met de financieel gegarandeerde middelen in overeenstemming met het ontwikkelingsplan ÖBH 2032+ wordt het dichten van de vermogenslacunes voor de korte en middellange actieradius van de grondluchtverdedigingsmacht gewaarborgd. In de toekomst zullen deze systemen zorgen voor de mogelijkheid om zich te verdedigen tegen drones, helikopters, gevechtsvliegtuigen, strategische bommenwerpers, lucht-grond geleide raketten en artilleriegeleide wapens tot een afstand van maximaal 50 kilometer; d.w.z. tot het middenbereik.

Het huidige ontwikkelingsplan van ÖBH 2032+ maakt echter nog geen capaciteitsontwikkeling op het langeafstandsgebied mogelijk, dat wil zeggen in het bereik van meer dan 50 kilometer - vooral voor de verdediging tegen ballistische raketten.

Oostenrijk wil aansluiten bij het door Duitsland geïnitieerde European Air Defense Initiative ESSI, maar heeft het MoU (nog) niet ondertekend. In deze context kondigde Oostenrijk het plan aan om elk vier brandweereenheden uit de IRIS-T SLM- en SLS-systemen aan te schaffen, met een aanschafvolume van twee miljard euro. Volgens persberichten zullen de luchtverdedigingssystemen Patriot uit de VS of Arrow uit Israël in aanmerking komen voor de uitbreiding van de luchtverdediging waartoe nu is besloten. 10 NATO Allies take further step to boost European air and missile defence capabilities

Defence Ministers from 10 NATO Allies came together on Wednesday (11 October 2023) to sign a memorandum of understanding to further develop the European Sky Shield Initiative. Under Germany's leadership, the initiative aims to bolster European air and missile defence through the joint acquisition of air defence equipment and missiles by European nations. This will strengthen NATO's integrated air and missile defence.

"European Sky Shield Initiative, under Germany's leadership, shows the value of Allies stepping up to meet NATO's requirements, while ensuring interoperability and integration," said NATO Deputy Secretary General Mircea Geoană. He added: "This initiative therefore, helps translate Allied commitments on defence spending into tangible capabilities available for our collective defence. It demonstrates the clear commitment of European Allies to fair burden sharing as well."

The European Sky Shield Initiative enables participating nations to jointly procure an air and missile defence system in an efficient and cost-effective way using interoperable, off-the-shelf solutions. This multinational approach offers a flexible and scalable way for nations to strengthen their deterrence and defence.

The 10 NATO Allies participating in the initiative are: Belgium, Czechia, Denmark, Estonia, Germany, Hungary, Latvia, Lithuania, Netherlands and Slovenia.

Op 28 september 2023 ontvangt federaal minister van Defensie Boris Pistorius de Israëlische minister van Defensie, HE Yoav Gallant. Ter gelegenheid van dit openingsbezoek ondertekenden beide ministers een gezamenlijke intentieverklaring over het ARROW-project.

Dit gebeurt in aanwezigheid van de president van het Federale Bureau voor Apparatuur, Informatietechnologie en Gebruik van de Bundeswehr, die vervolgens samen met haar tegenhanger de Letter of Commitment voor het ARROW-systeem ondertekent.

OCCAR-EA Director Mr Joachim Sucker and eurosam Managing Director Mrs Eva Bruxmeier signed Amendment 13 of the FSAF-PAAMS Sustainment & Enhancement (S&E) contract for approximately 700 million euro for the procurement of the new generation of ground medium-range air defence systems SAMP/T NG for the Italian Air Force. This procurement adds to the SAMP/T NG production ordered in January 2023 for the Italian Army and French Air & Space Force.
OCCAR-EA has awarded this amendment of the S&E contract, by delegation of Segretariato Generale della Difesa e Direzione Nazionale degli Armamenti (SEGREDIFESA) and Direction Générale de l'Armement (DGA), to the eurosam consortium, consisting of Thales, MBDA-France and MBDA-Italy shareholders.
The contract was signed in the presence of SEGREDIFESA, DGA and Italian Air Force representatives as it sees the latter Armed Force joining the FSAF-PAAMS programme alongside the Italian Army and Navy, the French Navy and Air & Space Force, and the British Royal Navy. 
With this contract, the Italian Air Force will be equipped with SAMP/T NG ground-to-air defence capabilities. The SAMP/T NG system development, launched in 2021 in cooperation with France and Italy, is an enhancement of the SAMP/T system in service since 2010.
The system comprises multifunctional radars (GF-300 by Thales for France and Kronos GM HP by Leonardo for Italy) with increased capability of detection and tracking of modern targets, including ballistic and hypersonic threats, and a new Engagement Module, which allows for enhanced robustness against saturating threats, high velocity cruise missiles, as well as increasing defended zone against ballistic missiles. This new systems will use both ASTER 30 Block-1 and ASTER 30 Block-1 NT (New Technology) air defence missiles from MBDA.
The Italian Air Force is joining the programme at a pivotal time, as it has now reached the completion of the definition phase for the new generation of ASTER missiles and SAMP/T NG systems. Through this procurement, Nations further reaffirm their confidence in the principles of international cooperation, contributing towards the enhancement of a cohesive European defence.
Within this framework, OCCAR-EA, as a recognised European centre of excellence for the management and procurement of complex, cooperative defence equipment programmes, continues to fully support the Nations in achieving their strategic objectives.

Ja het past wel in de gedachten van het delen van niche capaciteit waarbij niet iedere partner alle capaciteit nodig heeft door de samenwerking. Ik zie ook veel liever dat we dan investeren in de maritieme luchtverdediging / BMD dan die land-based versies.

In a recent news release on June 9, 2023, Reuters, the International Press Agency, reported that Germany has indicated its intention to purchase the Arrow-3 air defense missile system from Israel. The investment is estimated at a staggering 4 billion euros ($4.30 billion).

Previously, in March 2023, the Army Recognition's editorial team confirmed the United States' green signal for the sale of the Israeli Arrow 3 anti-ballistic air defense missile system to Germany. This move is part of Germany's strategy to enhance its air defense capabilities with an outlay of ?17 billion towards a new multi-layered anti-missile shield. Earlier, as The EurAsian Times reported, German Chancellor Olaf Scholz and Inspector General of the Bundeswehr Eberhard Zorn had discussed the possibility to acquire the Arrow 3 missile defense system from Israel.

Such a purchase would cost Germany 2 billion euros and the anti-ballistic missile system would enter into service in 2025, according to Bild Newspaper. The defense system could cover Poland, Romania and the Baltics, thanks to the strong radars.

The Israeli Defense Ministry announced in January that it had conducted successful flight tests of the Arrow 3 missile defense system, designed to intercept ballistic missiles outside of the Earth's atmosphere, together with the US.
