 IAF chooses Boeing's latest C-17 for heavy-lift transport aircraft

PARIS AIR SHOW: India seeks 10 Boeing C-17s

India is looking to acquire at least 10 Boeing C-17 tactical transport aircraft as part of its plan to increase its airlift capabilities.

New Delhi issued a request for information to the US Air Force in February asking how much it would cost to own and operate a fleet of the aircraft, says Boeing. Any contract will be through the US government's foreign military sales mechanism.

"The USAF is handling this but we understand that India needs 10 aircraft. Delivery timelines are not clear at this stage," says Jean Chamberlin, vice-president for global mobility systems at Boeing. She was unable to say when a contract would be signed.

Air Chief Marshal PV Naik, chief of the Indian air force, told Indian media the deliveries would begin three years after a contract. The aircraft will replace some of the service's 20 Ilyushin Il-76 heavylift aircraft.

Chamberlin says Boeing hopes to conclude negotiations with the United Arab Emirates in 2009 and complete the deliveries of all four C-17s it has ordered by the end of 2010. The NATO Strategic Airlift Capability, which has ordered four aircraft, will receive its first C-17 at Papa, Hungary on 27 July. The rest will follow soon after.

On potential customers coming out of the delays to the Airbus A400M, she says there have been informal chats with those who had wanted to take delivery of the aircraft in 2009 or 2010 and therefore face a capability gap. "These are informal conversations with potential customers, but there have been no discussions on quantity. There is no request for information or proposals before Boeing."

The C-17 is now in use with the air forces of Australia, Canada, the UK and the USA. Qatar has ordered two, and other potential customers include Kuwait, Oman, Saudi Arabia, Japan, the Netherlands and Singapore.

Ik vraag me af of de Amerikaanse overheid deze koop zou goedkeuren. Het gaat immers om strategische transportcapaciteit. En India is een snel opkomend machtsblok met niet altijd dezelfde belangen als de VS. De Il-76MF (of in ontwikkeling zijnde IL-76TF) lijkt me een meer voor de hand liggende kandidaat (kan 60 ton vervoeren). Ook omdat de Russen dit toestel schijnen te prefereren boven de An-70 (omdat die laatste veel duurder is) en er dus waarschijnlijk meer orders zullen volgen.

Time will tell.

Het kan toch heel goed zijn dat de VS india JUIST daarom aan zich zouden willen binden. De VS en india zijn ook een afspraak overeengekomen betreffende nuclaire energie. Dit laatste geeft MI aan dat de (vorige) US regering voldoende vertrouwen heeft in India als 'bondgenoot'.

Zou het iets te maken kunnen hebben met een nieuwe koude oorlog? waarbij de sovjets vervangen worden door China en de WEU door india?  Daarbij gaat het misschien inderdaad om strategische capaciteit, maar niet van die mate dat het direct schade (kan) toebrengt aan de VS, het zijn (relatief) simpele vliegtuigen. Anders dan bijvoorbeeld de Raptor, Ohio class, de B2, JSF of de Virginia class, die allen veel (geheime) technologie bevatten. Transporters als de C5 of C17 zijn erg belangrijke assets, maar technologisch gezien niet dermate gevoelig dat ze niet verkocht zouden kunnen worden aan een dergelijk (geallieerd) land.
Ik denk dat je hier inderdaad wel een punt hebt ja. De relaties met India zijn inderdaad beter geworden de laatste tijd. En China staat bij men name de Republikeinen op de nominatie de nieuwe "vijand" te worden van de VS (wat pikant is..want China levert de VS de meeste krediet tot nu toe...maar die kan men dan ook mooi eenzijdig "kwijt schelden").  En de C17 is inderdaad niet hightech. Maar het is wel een strategisch vrachtvliegtuig. Met ook technologie die interesant is voor India en andere landen in de regio (om te kopieren). En ik weet niet wat voor effecten de huidige crisis nog zullen hebben op de verhoudingen. De luxe om werk af te kunnen stoten naar India is immers verdwenen. Ook Amerikaanse burgers roepen om harde maatregelen om hun werkgelegenheid te behouden en te beschermen. En daar zal Obama gehoor aan moeten geven. Ten koste van India. Wiens Regering ook haar best moet doen om de Indiase werkgelegenheid te beschermen en de groeiende behoefte aan werk en energie van haar bevolking moet bevredigen. De militaire uitbreiding en operaties verder van huis zijn daar ook tekenen van.

Dus het is nog even afwachten denk ik. Maar je hebt gelijk dat het op dit moment er nog niet zo problematisch uitziet. Alleen weet ik dus niet of de Amerikanen zo'n order beoordelen op de lange termijn of op de korte. Al is het natuurlijk weer wel goed voor de Amerikaanse werkgelegenheid. Time will tell dus.

precies...voor een vrachtvliegtuig is de C17 wel hightech. Het feit dat hij met zo weinig bemanningsleden is te bedienen is juist 1 van de redenen dat India belangstelling heeft. Al zou je zeggen, die hebben mensen genoeg ;)

dat hij in zijn klasse (strategische vrachtvliegers) wel high-tech is, maar in het algemeen niet. Vergelijk, de F-117, B2 en de SR-71 zijn jarenlang verborgen voor het publiek, terwijl zij het wel betaalde, deze vliegtuigen waren/zijn echt heel erg high-tech. Een c17 heeft verder leuke moderne speeltjes aan boord, maar beschikt niet over technologie die geheim gehouden moet worden.

De C-17 beschikt wel degelijk over high-tech technologie. Dat kun je niet vergelijken met een B-2 of F-117  >:(
Dat gaat meer in onderwerpen als vleugelprofiel vorm, databus interface, computers, IFF systemen, cockpit displays, hydraulische systemen, olie systemen, etc. ect. ect.

Daarbij komende is dat deze (diepgaande) techniek wel degelijk geheim wordt gehouden aangezijn het ITAR controlled is.

Daarnaast is de C-17 is het duurste strategische transport toestel dat zelfs te duur is voor een land als Frankrijk. Als ik me het defensie nieuws voor me haal kan ik me niet herinneren dat India de C-17 uberhaupt heeft overwogen aan te schaffen.

NEW DELHI - The Indian Defence Ministry is negotiating the purchase of C-17 heavy-lift Globemaster aircraft from the United States through the Foreign Military Sales (FMS) route, say ministry sources.
The U.S. Air Force flew the Globemaster in a joint air exercise between the air forces of the two countries held in India Oct. 19-23 at Agra to let the Indian military familiarize itself with the transport craft, said a senior Indian Air Force official.
India is negotiating the purchase of 10 C-17 aircraft made by U.S.-based Boeing, disregarding the Russian IL-76 transport even though the American aircraft is three times costlier, Defence Ministry sources said. The C-17's advantages include its easier handling (compared with the IL-76) and ability to operate from short and rough airstrips, added the sources.
The $1.7 billion deal, likely to be finalized by early 2010, would be Boeing's second-largest deal with India since New Delhi signed a $2.1 billion agreement in January to purchase eight P-8 maritime patrol aircraft.
The Indian military needs to do three things: augment its ability to quickly lift larger numbers of troops as it views possible threats on its border with China; strengthen its presence on the Pakistani border; and fight terrorism and low-intensity warfare, said a senior Defence Ministry official.
India needs to triple its lift capacity, said the official.
India already has contracted for six C-130J aircraft from the United States, the delivery of which is expected to begin by 2011.
The Air Force's current fixed-wing transport fleet comprises 40 Russian-made IL-76 and more than 100 AN-32s, which are being upgraded by Ukraine, and the U.S.-made C-130J transport aircraft.

WASHINGTON, April 26, 2010 – The Defense Security Cooperation Agency notified Congress on April 23 of a possible Foreign Military Sale to India of 10 Boeing C-17 GLOBEMASTER III aircraft and associated equipment, parts, and logistical support for an estimated cost of $5.8 billion.
The Government of India (GOI) requests a possible sale of 10 Boeing C-17 GLOBEMASTER III aircraft, 45 F117-PW-100 engines (40 installed and 5 spare engines), 10 AN/ALE-47 Counter-Measures Dispensing Systems, 10 AN/AAR-47Missile Warning Systems, spare and repairs parts, repair and return, warranty, pyrotechnics, flares, other explosives, aircraft ferry and refueling support, crew armor, mission planning system software, communication equipment and support, personnel training and training equipment, publications and technical data, U.S. Government and contractor technical, engineering, and logistics support services, and other related elements of logistics support. The estimated cost is $5.8 billion.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to strengthen the U.S.-India strategic relationship and to improve the security of an important partner which continues to be an important force for political stability, peace, and economic progress in South Asia.
India will likely use these aircraft to replace its aging aircraft and associated supply chain with new and highly reliable aircraft. The acquisition of these C-17s will not present a new capability for the Indian Air Force, but will offer an increase in airlift capacity, reliability, and safety. The C-17 will increase the ability of the GOI to mobilize troops and equipment within the country and will enable India to provide significantly increased humanitarian assistance and disaster relief support within the region. Additionally, the C-17s will facilitate enhanced standardization with the United States. India will have no difficulty absorbing these aircraft into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The principal contractors will be The Boeing Company in Long Beach, California, and Pratt & Whitney Military Engines in East Hartford, Connecticut. Additional subcontractors may be needed depending on the exact nature of the contracting arrangements established. At this time, there are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require the participation of up to 20 U.S. Government and 20 contractor representatives for annual program management and technical reviews in India or the U.S. for one week per review for approximately six years.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

Ik denk niet dat dit wijs is.

India is wel al een "trouwe afnemer" geweest van de oude Britse carriers en heeft ook de Sea Harrier gekocht.
Er zou zelfs interesse (geweest) zijn in de overname van de Invincible, maar deze zou al dermate gecannibaliseerd zijn dat de heractiveringskost te hoog is.
Ander scenario: de tweede nieuwe carrier zou eventueel (kunnen) verkocht worden aan de Indiers...

Echter, niemand die officeel iets loslaat...

Het kiezen van India voor de Globemaster is misschien een goede zaak voor andere landen. Zo blijft de productielijn alsnog open en kunnen misnoegde/teleurgestelde A400-M klanten vooralsnog bij de Amerikanen aan de deur kloppen.

In Canada was het een politieke keuze door een meer pro-Amerika Regering. De aanschaf van C-17s wordt ook erg bepaald door de deelname aan de burgeroorlog in Afghanistan.

Je zou voor minder elders rondkijken en dan weer bij de Amerikanen terechtkomen, en dus bij de C-17 en/of C-130.
Dat wachten was bij de C-17 ook het geval. Het toestel had vele problemen en is veel duurder geworden dan begroot. Dat hoort helaas nu eenmaal bij dit soort grote projecten blijkbaar. En dan weten de deelnemende landen ook. Bovendien vind ik het niet bijster slim om voor je belangrijke transportcapaciteit als EU lidstaat afhankelijk te zijn van je belangrijkste economische concurrent in de wereld. Want nu zijn we nog zogezegd bondgenoten, maar ik denk dat dit de komende decennia snel zal veranderen in een wat meer bekoelde vriendschap.

Maar ik lees trouwens ook dit...

Daarin staat ook overduidelijk hoezeer de A400M de Hercules inmiddels in capaciteiten overschaduwt. Al verwacht ik niet dat de Amerikanen op deze schaal een Europees toestel zullen aanschaffen. De Amerikanen kennen hun belangen en zullen voor de eigen industrie kiezen. Zie ook verhaal tanker.

India to buy six more C-17 airlifters from US

New Delhi. The Indian Air Force (IAF) will buy six more C 17 Globemaster III transport aircraft in addition to the 10 already being acquired.
Air Chief Marshal P V Naik has told India Strategic that these aircraft would also be purchased through the Government-to-Government route under the US Government's Foreign Military Sales (FMS) programme.

The US Air Force (USAF), which is the nodal agency for the aircraft sale in this case, has already demonstrated the capability of the C 17, and met the IAF requirements. One C 17 was also brought to India in June, and was made to land and take off from a short field in Himachal as also from Leh in Jammu & Kashmir.

Discussions between the two governments to finalise the IAF's onboard equipment requirements, spares and service support and their duration – possibly over the lifetime of the aircraft – are still being held but likely to be finalized soon. A deal for the aircraft and the package price is likely to be signed once the negotiaons are through.

Boeing says it can deliver the first couple of aircraft within two years after the agreement.

The C 17 can ferry more than 70 tonnes of load over long distances, and can also be refueled midair. IAF has categorized it as the Very Heavy Transport Aircraft (VHTAC) in its list of requirements.

At present, India has less than 20 Il 76 heavy lift aircraft, acquired from the Soviet Union in 1985. The IL 76 can ferry around 45 tonnes. Notably though, for all aircraft, the range has to be calculated in accordance with the load and fuel factors.

The aircraft is now being upgraded with Russian support to obtain a life extension of 10-15 years, Air Chief Marshal Naik said.

The IL 76 has served the IAF well, giving it strategic capability for the first time in the 1980s. India could effectively assist the Maldives Government in 1988 against a coup attempt, and Air Marshal Ashok Goel, then a young officer and now India Strategic's Editor Aviation, was among the first to land this aircraft at Hulule near the Maldivian capital of Male.

Russia does not make the IL 76 any more although there are reported plans by Moscow to possibly restart its production lines, which were earlier spread across the Soviet Union's Central Asian constituents (and are now independent).

Asked if IAF would buy more C 17s, Air Chief Marshal Naik said that a decision could only be taken after some time, depending upon the requirement.

According to the Boeing company, the Indian Air Force would be the largest buyer of C 17s – despite the small number – after the US Air Force, which is buying 223 of these strategic global transport aircraft. USAF has already taken delivery of 200 C 17s, the last of them on July 30.

The Indian Air Force (IAF) will acquire more than 16 Boeing C-17 heavy airlifters to add to its strategic capabilities, a top military commander has said.

The IAF chief, Air Chief Marshal P.V. Naik told India Strategic defence magazine (www.indiastrategic.in) in an interview that while the government had accorded approval earlier this month to buy 10 aircraft, the air force was now processing a case for six more of these airlifters. At a later date, "we will add some more," he disclosed but did not specify the number.

Boeing confirms Indian order for 10 C-17s as Indian defence market grows

Boeing has finalised a contract to supply ten of its C-17 Globemaster III airlifters to the Indian Air Force, which will replace its Il-76 transports.

Boeing was awarded a US$1 781 413 Foreign Military Sales contract on February 2, concluding a three year negotiation process. However, the contract's value represents only a fraction of the amount that India is expected to pay for its ten C-17s. In April 2010 the US Defence Security Cooperation Agency notified Congress of the possible sale to India, and quoted the value of potential sale as amounting to US$5.8 billion. In June 2011 India's Cabinet approved the sale of the aircraft, amounting to US$4.8 billion.

Delivery of the aircraft is to begin in 2013 and end in 2014. In June 2011, it was reported that the Indian Air Force could buy more C-17s later. The Indian Air Force plans to base its C-17s at Hindon Air Force Station, where its recently acquired C-130Js are based.

The C-17s will replace the Indian Air Force's 17 Il-76 transports, which are only able carry around 50 000 kg, compared to the C-17's maximum of 74 000 kg. Both aircraft have a similar range, but the C-17 overall has better performance. However, at more than US$250 million per aircraft, it is far more expensive than the Il-76.

The C-17 contract comes months after New Delhi rejected bids from Lockheed Martin (for its F-16) and Boeing (for its F/A-18) for its MMRCA fighter competition. The US saw the rejection as a huge setback, especially after lobbying by Barack Obama and American efforts to improve ties with India. However, the rejection of American fighters in favour of Dassault's Rafale has been sweetened by the C-17 deal, and many others with the United States.

The Indian Air Force is upgrading its transport fleet, and recently took delivery of six Lockheed Martin C-130J Super Hercules, to be used for special operations. It is also developing a medium transport with Russia and seeking new tanker aircraft.

India is the world's largest arms importer and plans to spend around US$100 billion over the next decade to upgrade its largely Soviet-era military equipment. In what has been described as one of the world's most dangerous regions, with three nuclear-armed countries bordering each other, India's fears of the rising might of China and threats from Pakistan - along with a underdeveloped aerospace industry - have made it the world's leading weapons importer.

One of India's most ambitious projects is its joint development of a stealth fighter with Russia, based on the Sukhoi T-50. India will start taking delivery of 250 aircraft by 2015.

In addition, state-owned Hindustan Aeronautics Ltd is developing its own stealth aircraft, called the Advanced Medium Combat Aircraft, planned to be in service by 2025. Meanwhile, its Light Combat Aircraft (LCA) is undergoing final testing and is expected to be introduced into the Air Force soon.

With regard to helicopters, bids are out for 22 combat helicopters and 15 heavy lift helicopters. It was reported in Indian media late last year that Boeing's AH-64 Apache was the front runner to win the US$1.4 billion deal for combat helicopters, having beaten the Mil Mi-28N. In addition, the country also ordered 12 AW101 helicopters, made by a unit of Finmeccanica, to be used for VIP transportation, and is building the locally developed Dhruv utility helicopter and Dhruv-derived Light Combat Helicopter. The army plans to obtain 114 Dhruvs and has a joint requirement for about 400 light helicopters along with the air force.

The Indian navy is undergoing a 15-year modernisation plan. While the erstwhile Russian aircraft carrier, Gorshkov, is slated for introduction later this year, India is also building another aircraft carrier with completion due in 2013 and has plans to build another by 2017.

Up to 11 new destroyers, and 10 frigates are to be introduced, starting 2012, to replace its ageing fleet. It has also started construction on six Scorpene class diesel-electric submarines and plans to have six nuclear-powered submarines in service within the next few decades.

The navy plans to equip its carriers with about 40 Russian Mikoyan MiG-29 combat jets, and is also developing a naval version of the LCA. It also has 12 Boeing P-8 anti submarine and reconnaissance aircraft on order.

It also plans to introduce 60 anti submarine warfare and about 50 light helicopters, apart from 120 domestically-built light helicopters.

The army plans to introduce about 250 locally built main battle tanks and about 1 650 Russian T-90 tanks by 2020. It also plans to develop and introduce 155 mm artillery guns within the next three years.

A modernization program for its soldiers, dubbed "Future Infantry Soldier As a System" is supposed to be completed by 2020. The army is also expanding along India's eastern border with China, with plans to raise 15 000 additional troops and a new artillery division.

In addition, India is developing Agni V and VI intercontinental ballistic missiles, capable of carrying nuclear warheads for distances over 6 000 km (3 700 miles).

IAF clears proposal to buy three C 17; Boeing says only one plane left to sell

NEW DELHI: The Indian Air Force appears to have taken too long to push through a Rs 8,100 crore proposal to buy three new Boeing C-17 transport aircraft. The American manufacturer simply does not have that many aircraft to sell anymore, having pledged four of the last five C-17s in its production line to Qatar.

After months of efforts, the air force, at a Services Capital Acquisition Plan meeting on July 31, managed to push through the proposal to add three aircraft to its existing fleet of 10 Boeing C-17s that were ordered in 2011. Officials said the proposal is likely to be taken up by the high powered Defence Acquisition Council (DAC) shortly.

However, Boeing officials have gone on record to say that after signing the contract with Qatar the company is left with just one C-17 for sale. With its production facility for the aircraft at Long Beach in shut-down mode, the company has already halted the production line.

Boeing had five C-17 aircraft to sell when the air force first moved the proposal in April, as ET had first reported.

Officials said the air force could get committed aircraft from US inventory or retracted orders of a third country, but the chances of this happening are slim. A solution cannot be ruled out, they said, given that the deal is being processed under the Foreign Military Sales pact.

In April, the air force had impressed upon the government the need to induct three more of the very heavy transport aircraft because the planes have been involved in several rescue operations, including aid to earthquake hit Nepal, since their induction in 2013.

As per the 2011 contract, which was worth $4.7 billion, India had an option clause to purchase six additional C-17s over its order of ten. However, a paucity of funds never saw the follow-on order being processed.

Ik hoop nog dat Nederland de laatste koopt met een ex USAF erbij het is een grote wens van het 336 sq want elke jaar die 500 uur of iets meer schiet je ook niet erg op vooral al je een echt snel inzetbaar Krijgsmacht wil maar ja nu ga ik off topic

Je moet er minimaal 2-3 hebben om er operationeel wat mee te kunnen doen
En voor zover ik weet hebben de amerikanen er (nog) geen in de etalage  hebben staan anders had india die wel genomen
Dus dat zie ik afgezien nog van de kosten niet gebeuren
Maar de hercs moeten zo langzamerhand ook vervangen worden
Dus lijkt het mij handig om van de duitsers voor een appel en een ei 4-6 A400M's over te nemen dat zou al een flinke duw in de rug geven en als ik het goed heb gaan er in de politiek stemmen op voor uitbreiding van luchttransport dus het moet haalbaar zijn
