Memorandum Regarding Purchasing the PATRIOT Missile System

"Signed memorandum states that the US government agrees to sell Poland Patriot missile system in the latest configuration, such as the one used by the US Army," said the head of Ministry of Defence Mr. Antoni Macierewicz.

Modernization of the Air Defence is one of the priorities of long-term development plan of the Polish Armed Forces. The system is supposed to be mobile and allow to defend of selected areas - important objects, military groups and contingents located abroad.

WISŁA -- a medium-range system capable to work against ballistic missiles -- is part of the planned air defense system of Poland. Furthermore, WISŁA program will be completely integrated with SkyCeptor missiles and 360-degree Active Electronically Scanned Array radar.

"The first Patriot missile batteries are due to arrive to Poland by 2022," added the Minister of National Defence. He noted that with the acquisition of rocket launcher HOMAR, it completes the overall structure of the Polish defence system – that is, an anti-missile shield that gives us complete security against any opponent possessing any weapon that threatens Poland.

Signed [of the] memorandum is the culmination of the long-term negotiations regarding purchasing the most advanced system in the world. Also, an important element of the signed memorandum is the polonization of the system PATRIOT.

(EDITOR'S NOTE: The SkyCeptor missile, jointly developed by Raytheon and Rafael, is the same interceptor used by the Israeli David's Sling air-defense system, where it is known as "Stunner.")

NATO ACCS. Massaal is de GM-406 ingevoerd in Europa ter vervanging van de oude radars (bv. duitse MPR's). En Nederland doet weer lekker verstandig en eigenwijs niet mee. :P

Smart-L (L band) werkt een klein beetje anders dan de GM406 (S band) en wordt gemaakt door Thales NL, net als RAPID-LD. Weliswaar onderdeel van Thales Group, maar toch...

Eigenlijk is 't ook zo wat Strata al aangeeft,de SMART-L EWC GB kan gewoon veel meer en "kijkt"veel verder,na de upgrade 2000 kms;de GM-406 doet er 470 dus da's wel van een andere orde.(BMD anyone?)
Je zou ook kunnen zeggen dat indien Europa(als standaard)de Smart had gekozen er minder systemen nodig waren geweest(en daar moeten de centenknijpers dolgelukkig van worden) :devil:
Tevens hebben wij deze systemen op onze LCF's en vind ik 't raar dat de Duitsers in deze er ook niet voor gekozen hebben(andersom redeneren) ;)

Wat ik hieruit opmaak is er dus geen warhead maar vernietigt de counter-raket de binnenkomende raket door 'm goed uitwets te rammen. Of je het nou met mach 7 of 15 doet, met een gezamelijke snelheid van minimaal mach 9 (mach 7 van de David Sling en een traag geredeneerde mach 2 van de binnenkomende raket) zit daar zo kneiterveel energie in dat dat echt wel voldoende moet zijn om beiden te vernietigen en de restanten te verspreiden over een paar vierkante kilometers.

Wat meer info over de keuze van Polen voor SkyCeptor raketten te gebruiken in het Patriot systeem. Het neemt niet weg dat de Patriot rakketten ook nog steeds gebruikt kunnen worden. Dus een samengestelde opstelling zou ook kunnen.
Wat voor mij nog onduidelijk is, is of de capaciteiten (range, warhead, ..) van een SkyCepter en Patriot ook gelijk zijn ?
Niet voor niets heeft de VS geld gestoken in de (mede)ontwikkeling van de David Sling waar de SkyCepter ook gebruikt wordt, dus interesse uit VS is er ! Misschien op termijn, na de update, ook een optie voor andere Patriot gebruikers, waaronder NL.

Poland Wanted Cheaper Patriots –  Enter the SkyCeptor  (belangrijkste reden => goedkoper)

The Polish Government announced it will formally request the Raytheon Company (NYSE: RTN) combat-proven Patriot Integrated Air and Missile Defense System from the United States government. Poland considers to buy eight Patriot air and missile defense systems in a deal with an estimated value of $5 Billion, to establish an independent air and missile defense system under the 'Vistula' strategic air defense program.

When the deal comes through Poland will become the 14th NATO operator of the combat-proven Patriot system.

But Poland's Patriots will be different from other systems. Raytheon is offering the latest iteration of the Patriot family – SkyCeptor – a low-cost interceptor, based on the Stunner interceptor missile developed with Rafael for the Israeli David's Sling weapon system. The missile and weapon system passed a successful acceptence test by the Israel Air Force last year and are currently in full-rate production.

The Patriot system is comprised of integrated radar, launcher and command and control systems that protects against aircraft, drones and ballistic or cruise missiles.

The SkyCeptor interceptor adds a highly advanced, hit-to-kill capability, developed to defeat short- to medium-range ballistic and cruise missiles and other advanced air defense threats. Raytheon unveiled the SkyCeptor interceptor yesterday during MSPO, an international defense industry exhibition in Poland.

Raytheon is also developing a new radar for the Patriot system – a prototype mockup that was recently unveiled at the Farnborough Airshow in the UK uses two key technologies. The first is active electronically scanned array, which changes the way the radar searches the sky. The second technology is gallium nitride circuitry, which uses energy efficiently to amplify the radar's high-power radio frequencies.

Poland requested a low-cost interceptor option as part of the interest it expressed in acquiring the Patriot. According to Raytheon, Polish industry would co-develop and produce the system with Raytheon.

"We're redefining the price tag on what are traditionally very expensive missile defense capabilities," said John Baird, vice president of Raytheon's Poland programs. "SkyCeptor gives Poland a much more cost-effective option to take out the threat."

It will be the newest hit-to-kill weapon in the Patriot family, which includes the PAC-3 and PAC-3 MSE missiles, which destroy threats by the sheer force of collision. Also in the family is the GEM-T interceptor, which uses a blast fragmentation warhead to obliterate tactical and ballistic missiles or manned and unmanned aircraft. All four missiles can be fired from the same launcher.

In the last phase of the 'Vistula' project source selection Poland evaluated the Patriot against the MEADS, proposed by Lockheed Martin and MBDA. MEADS uses a new radar and battle management system with the Patriot PAC-3 MSE interceptor variant developped by Lockheed Martin.

"Missile defense is a complicated challenge because missiles [are] cheap and easy to create threats, but [it is] difficult and expensive to defend against them," said Ralph Acaba, vice president of Raytheon Integrated Air and Missile Defense. "Missile defense systems need to become more cost-effective, and integration of SkyCeptor into Poland's Patriot is a step in the right direction."

Poland announced Friday that it was submitting a revised letter of request to the U.S. government for eight Raytheon-made Patriot air-and-missile defense batteries for its Wisla program and hoped to finalize a contract by November.

Macierewicz specified that Poland would want the first two batteries to have Northrop Grumman's not-yet-fielded Integrated Battle Command System (IBCS) included and the following six Patriots would have a new 360-degree radar, which Patriot does not currently have.

Poland has also decided not to procure Raytheon's Guidance Enhanced Missile-Tactical (GEM-T) missiles but will focus on buying, and hopefully producing in country, a large number of low-cost interceptors called SkyCeptor missiles.

The U.S. government has authorized Raytheon to integrate SkyCeptor, a variant of the jointly developed Israel and U.S. Stunner interceptor, for Poland's system.

Poland also plans to procure a smaller number of the more expensive Lockheed Martin-made Patriot Advanced Capability-3 Missile Segment Enhanced (PAC-3 MSE) missiles as well.

The Polish government particularly wants to establish a robust manufacturing outfit to make SkyCeptor missiles that would not only serve the Poles but could be built for export.

Huidige update :

The Royal Netherlands Air Force (RNLAF) is extending the lifetime of its Patriot air-defence systems with an upgrade programme and their deployability through co-operation with the German Luftwaffe. This life extension effort was announced earlier in 2016 and includes the acquisition of Modern Man Stations (MMS) from Raytheon.

The contract value and number of MMSs included in the deal was not disclosed by Raytheon.

The stations will replace the outdated control panels in the RNLAF Patriots' command and control shelters. The MMS is used to identify and display airborne objects and track and engage enemy aircraft, unmanned aerial vehicles, cruise missiles, and tactical ballistic missiles. Joe DeAntona, Raytheon vice president of business development for integrated air and missile defence, said the upgrade would facilitate the operation of Dutch Patriots and improve their situational awareness.

The next steps in the RNLAF Patriot lifetime extension are a major overhaul of the system, followed by the replacement of the energy units, communication containers, and maintenance containers with spare parts, tools, and test equipment.

The lifetime maintenance is scheduled to begin in March 2018 for completion in 2022. It will take place in steps so Patriot batteries are always available for training and deployment.
