Enorm dom idee.

South Korea's Next Defense Minister Expresses Reservations On CVX Program

Lee Jong-seop, a member of the Presidential Transition Committee's foreign and security policy team and the incoming President Yoon Suk-yeol's nominee for the Minister of National Defense, expressed reservations about the South Korean aircraft carrier or CVX program on April 25 when asked by National Defense Committee member Kang Daesik.

Citaat"There are diverse opinions on the CVX program. I think we need to carefully evaluate our priorities by taking into account several factors including strategic and tactical operational doctrines, military requirements, national interest, and cost efficiency,"

Lee Jong-seop, Incoming Minister of National Defense

According to several domestic observers, this statement effectively amounts to a break of policy with the current administration, which has expressed support for the program.

The CVX program has been a subject of great controversy over the past few months. Funding for the program was axed last November, only to be revived unilaterally by the ruling party the month after. The incoming President is a member of the People Power Party, the program's harshest critic in the National Assembly. Therefore, the CVX program will likely face more hurdles in the coming years.

Lee also criticized North Korea's latest missile test, saying that it contradicts the "spirit of the 9.19 Pyongyang Declaration." In addition to this, he expressed support for expanding joint U.S.-South Korea military exercises, saying, "A military that doesn't train might as well not exist. We shall review expanding the exercises to 2019 levels."

About CVX aircraft carrier program

The CVX program is the Republic of Korea Navy (ROKN)'s first aircraft carrier program. Initially CVX was conceived as being the last ship of the Landing Platform eXperimental (LPX) program which produced the largest ships operated by the ROKN currently, the Dokdo-class amphibious assault ships. Preliminary plans, dubbed LPX-II, envisioned an amphibious assault ship-like vessel that would also be capable of operating fighter aircraft.

However, in August 2020, the ROKN officially announced plans to acquire a fully-fledged aircraft carrier with the term CVX being introduced in February 2021. The ROKN hopes CVX will be ready for operations by 2033.

The CVX is expected to cost ₩2.3 trillion ($2 billion) to construct and around ₩50 billion ($45 million) per year to maintain. It will be 265 meters in length, and 43 meters in width and have a light and maximum displacement of around 30,000 tons and 40,000 tons respectively. The ship will be capable of operating 16 F-35B fighters as well as eight helicopters. It will also feature a high degree of automation and have a complement of 440 crew, excluding the air element. The carrier will have two islands, similar to the Royal Navy's Queen Elizabeth class. Two shipbuilders are competing: Hyundai Heavy Industries and DSME.

CVX will be equipped with the AESA radar being designed by Hanwha for the "integrated mast" on the KDDX destroyer. The S-band radar will have a range of 300 km for long-range detection of aircraft, while the X band radar will be used for short-range detection. The carrier will also feature LIG Nex1's torpedo acoustic countermeasure, Haegung (K-SAAM) surface-to-air missile system, and close-in weapon systems (CIWS) for point defense.

USGC's Polar Security Cutters To Receive Mark 38 Mod 4 Guns

The United States Coast Guard (USCG) has confirmed that it intends to install the new Northrop Grumman 30mm Bushmaster Mark 44 autocannons with MSI mount, designated as Mark 38 Modification (MOD) 4, on some new Cutters, but the USCG was vague as to which Cutters they would be except for the Polar Security Cutters (PSC). These new heavy Polar-class icebreakers are currently being built for Antarctic resupply missions and are slated to receive two autocannon mounts that were originally intended as 25mm Mark 38s Mod 3s. The USCG has confirmed to Naval News that the PSCs will be upgraded with the new Mark 44 30mm autocannons.

Japan Starts Conversion Work On Second Izumo-Class DDH

The modifications to JS Kaga began on 24 March 2022 at the Japan Marine United (JMU) shipyard in Kure, Hiroshima Prefecture, located in the western part of Japan's Honshu Island.

DDH "Kaga" is being modified in order to operate the F-35B fighter.

The battleship Yamato (once the pride of the Imperial Japanese Navy) was built on the same site.

Kaga, the second ship of the Izumo-class DDH, has been primarily designed to carry SH-60 helicopters and to operate as a core ship in anti-submarine warfare. In 2018, however, the Japanese government made a decision to modify the Izumo-class DDH to allow it to operate F-35B fighter jets. The main purpose of this is to strengthen air defense capabilities, especially in the Pacific region, and to complement the operation of the F-35B by the U.S. Navy's LHA/LHD.  It is also believed to be aimed at strengthening Japan's presence in the Indo-Pacific region on the occasion of the Indo-Pacific Deployment (IPD), a long-term deployment of Izumo-class DDHs and other destroyers in the Indo-Pacific region that has been conducted for the past several years.

The modification of the Izumo-class is divided into two phases. The first ship, Izumo, has already completed its first modification in 2021. In October of the same year, the first landing and takeoff demonstration test with the U.S. Marine Corps' F-35B was conducted. The modifications that Izumo underwent included a new heat-resisting coating on the flight deck to withstand the exhaust heat of the F-35B as well as new yellow markings. The second phase of the modification for Izumo is scheduled to begin in March 2025, where the bow shape of the flagship will be changed from trapezoidal to rectangular to make it easier for the F-35B to launch. The interior of the ship will also be modified. The modifications are expected to be completed by early 2027.

Unlike its sister-ship, the current modification of the Kaga is a very large-scale project that not only makes the flight deck heat resistant with new markings, but also includes changes to the shape of the bow. The difference can be seen in the modification cost: the Izumo's first modification cost 3.1 billion yen, while the Kaga's cost was 20.3 billion yen. According to the Ministry of Defense, the first modification of the Kaga is expected to take 14 months, followed by a second modification of the ship's interior, which is expected to begin in March 2027.

F-35B deliveries to the Japan Air Self-Defense Force (JASDF), which will fly from the Izumo-class, is expected to begin in FY2024. Nyutabaru Airbase, located in Miyazaki Prefecture, Kyushu, is set to be their initial home base. Six aircraft will be deployed to the base in FY2024, followed by two in FY2025, and eventually one squadron (20 aircraft) will be based there.
