Griekenland kiest voor Franse fregatten en Frans defensiepact

De afgelopen weken kwam de finale rond de aanbesteding in een stroomversnelling. Frankrijk en de VS leken de grootste kanshebbers op de eindoverwinning te worden en beide voorstellen werden aangescherpt. Volgens het Griekse blad Ptisi heeft het opzeggen van het Frans-Australische onderzeebootcontract invloed gehad op de Griekse aanbesteding. Frankrijk deed een aanbod dat de Grieken niet konden weigeren: "Misschien moeten we op een gegeven moment onze Australische vrienden bedanken (...) De kortingen zijn zo groot dat we voor de prijs waar we vorige zomer twee fregatten voor kregen, er vandaag drie kopen, met dezelfde of meer bewapening."

Update of vervanging?
Waar nog over wordt gesproken is het aanbod van Frankrijk om Gowind 2500-korvetten te leveren. Griekenland wilde de vier MEKO-fregatten van Duitse makelijk moderniseren. Die kosten zouden rond een miljard euro uitkomen bij verschillende aanbieders. Voor dat geld kunnen ook drie of vier nieuwe schepen in de vorm van Gowind's worden gekocht, zeggen de Fransen.

Volgens dit artikel gaat het om een deal van 5 miljard euro, dit is voor de levering van 3 FDI fregatten + 3 Gowind korvetten. Voor beide scheepstypes zit een + 1 optie in het contract verwerkt.
Ook zou volgens de Griekse media een 6 tal extra Rafale jets aangekocht worden.

En zoals bij de Russische LHD deal met Parijs was ook hier het Franse voorstel het duurste van allemaal maar komt wel door politieke bemoeienis als winnaar uit de bus.

Precies, Frans (politiek) zaken doen met staatsbedrijf Naval Group, is makkelijk zaken doen als je 65% bezit van het bedrijf. Gewoon door de Politiek bepaald wat de voorwaarden en de financiele aanbieding is. dit heeft niets meer met eerlijk zaken doen te maken.

Vergeet ook niet dat 35% van de aandelen in handen is van Thales, maar van de Thales aandelen is ook 25,68% in handen van de Franse overheid. Eigenlijk is dus niet 65% van Naval Group van de staat maar een kleine 75%.

En ja als wij dit hadden gedaan met Damen Naval dan hadden we er ook niet over geklaagd, maar er wordt altijd geroepen dat er meer Europese samenwerking moet komen maar zolang o.a Frankrijk dit op deze manier blijft doen gaat het nooit een eerlijke gelijkwaardige samenwerking worden.

Ultra nets contract for lightweight torpedo components

The latest contract modification awards reflects an exercised option to provide several militaries with MK 54 lightweight torpedo array kits.


Ultra Electronics has been awarded a $23 million contract modification to produce MK54 MOD 0 lightweight torpedo (LWT) array kits and supporting material and services.

The contract combines several purchases for the US, Netherlands, Belgium, New Zealand, Spain and Brazil under the Foreign Military Sales (FMS) programme.

The contract option is for year three of the MK54 MOD 0 LWT array kits programme to supply array nose assembly kits.

Ultra Electronics president of naval systems and sensors Martin Lewis said: 'As we continue to provide critical components of the MK 54 lightweight torpedo, we understand the ongoing need to deliver reliable and effective undersea warfare capabilities to meet the anti-submarine warfare needs of US and allied fleets.'

The MK 54 can be deployed from a surface ship, helicopter, or fixed-wing aircraft to track, classify and attack underwater targets.

Saab displayed for the first time outside Sweden the new generation of its Combat Boat 90 fast assault craft.

In this video, Anders Hellman, Saab VP and head of the Docksta business unit, speaks to Shephard about the new capabilities of the CB90 Next Generation (CB90 NG) on show at DSEI in London.

The company highlighted that the new craft builds on the previous generation of more than 250 boats currently in operation across the globe.

CB90 NG multi-mission interceptor craft can perform a variety of roles including search for threats, rapid deployment of troops and enemy attack, ballistic protection and more.

Saab notes that one of the main features is the Trackfire RWS integration which enhances force multiplication through reliability, hit performance and adaptable flexibility.

While the DSEI showcase it's an opportunity for Saab to engage with potential customers, the company has already delivered 18 CB90 NGs to the Swedish procurement agency.

DSEI 2021: Lockheed Martin details Greek frigate bid

The proposed Hellenic Future Frigate from Lockheed Martin is a multi-mission ship drawing on systems from the USN's Arleigh Burke-class destroyers and Freedom-class Littoral Combat Ship (LCS), modified to meet the requirements of the Hellenic Navy.

A Lockheed Martin/USN bid is competing against offers from France (Naval Group), Italy (Fincantieri), the Netherlands (Damen) and the UK (Babcock).

Speaking to Shephard during DSEI in London on 14-17 September, Lockheed Martin Integrated Warfare Systems and Sensors (IWSS) VP and GM Jon Rambeau said: 'It's two generations beyond the Littoral Combat Ship, but it's based on the same design. The Littoral Combat Ship has about 600,000 nautical miles now under the keel; we've made a lot of modifications and improvements, and we've run out a lot of the kinks in that design.'

Rambeau added: 'We took an iteration on that design for Saudi Arabia, and then we took another iteration on that design from Greece.'

Built around COMBATSS-21 – itself based on the Aegis combat system common source library – the Hellenic Future Frigate will carry eight over-the-horizon Naval Strike Missiles, a 76mm STRALES gun and 11 VLS cells. The ship will be fully integrated with the Sikorsky MH-60R helicopter.

Asked by Shephard how Lockheed Martin had modified the LCS to rectify issues with the base design, Rambeau said the company had already redesigned the ship's combining gear.

The redesigned combining gear has been installed on the first LCS, and that ship is preparing to go through trials.

Rambeau added he was confident the issue was resolved, adding: 'We also have had some specific configuration items with crew berthing and things of that nature, and all of those have been addressed as part of our updated offer.'

'I think right now we're meeting or exceeding all of the requirements of the Hellenic Navy, and I believe that we have addressed any of the concerns they might have had with the technical challenges that have occurred in the past.'

If successful, Lockheed Martin would work with Fincantieri Marinette Marine to build the first-in-class ship in Italy.

Working with Fincantieri on the Hellenic Future Frigate would extend an existing relationship, drawing on the Freedom-class LCS.

Rambeau said: 'We are looking at likely constructing the first ship outside the US, in fact, we'll partner with Fincantieri Marinette Marine who build the LCS today, and we're looking at constructing the first ship in the shipyard in Italy because Fincantieri knows the design and know the ship very well.

'What we've proposed is having the workers and leadership from the Greek shipyard work side by side with the Italians on the first ship through the knowledge transfer.'

In parallel, Rambeau said Lockheed Martin would work with local Greek industry to bring shipyards to USN construction standards to build the remaining three ships.

Rambeau said the US frigate offering was set apart because it was a government offer rather than a shipyard bidding for the work.

Unlike other competitors that may be keen to put work into their yards, Rambeau said Lockheed Martin had built its success in naval shipbuilding by partnering with yards.

He argued that the transparency of the FMS process means that Greece can expect a fair price, as the US government is not allowed to profit.

Any money left in the FMS pot after the programme would be refunded to Greece or used for other systems or services at its discretion.

Other parts of the Greek requirement — the upgrade of the country's MEKO frigates and supply of an interim solution — would be handled by the USN.

The USN has numerous recently decommissioned ships it could offer to Greece as an interim solution, including some LCS vessels or Ticonderoga-class guided-missile cruisers.

Austtalie is wakker. Ik vrees enkel wel dat dit een bom legt onder de NAVO. Frankrijk zal alleen maar harder roepen om een Europees alternatief.

Ja, Australie gooit er weer eens een berg geld tegenaan... Kan niet zeggen dat ze hun geld altijd even efficient of verstandig uitgeven. Mij kwam het aantal van 12 subs en de kosten waarvoor ze die gingen bouwen, net als bij het Canadese destroyer-programma, redelijk obsceen over.

Echter, ze investeren wel serieus, wij daarentegen... Het is natuurlijk wel zo dat Geo-politiek gezien Australie ook wel met wat andere dreigingen te maken heeft en het gebied wat zij te bewaken en verdedigen heeft "net" iets groter is en men iets minder kan leunen op nabijgelegen vrienden, maar dan nog is het wel deprimerend wat wij op de mat kunnen brengen (al weinig) en dan helemaal als dat kleine beetje voor een behoorlijk deel echt aan het verouderen is.

Enkele van de nieuwe aankondigingen:
- De aankoop van (minimaal) 8 nucleaire onderzeeboten
- De aankoop en integratie van Tomahawk kruisraketten in de 3 Hobart klasse Destroyers
- De aankoop en intergratie van JASSM-ER kruisraketten voor de RAAF
- De ontwikkeling (met VS) en aankoop van hypersonische raketten voor de F-18 Super Hornets (+/- 10 jaar).

Als ik Australie was zou ik gaan kijken naar (vervroegde) vervanging van de Hobart klasse door in samenwerking met de Britten en het Type 83 destroyer project. Ideaal gezien kiezen de Ausies voor een common design met eigen systemen (US systemen voor RAN), dit bied naast de schaal grote met beide partners ook overeenkomsten met de nog te bouwen Hunter klasse fregatten (Type 26). Ik vind dat ze met 8 SSN's ook minimaal 12 Hunter & 6 vHobart klasse schepen moeten bouwen.

Een ding is zeker, de RAN moet de komende jaren behoorlijk investeren in deze nieuwe samenwerking met de UK en US. Ik zie het ook nog wel gebeuren dat de RAN bij het vervangen van de 2 LHD's gaat kijken naar het VK.

Wie zegt dat deze orders niet binnengehaald zijn met omkoping? In Indonesië zijn ze daar heel gevoelig voor om omgekocht te worden.

Dat is uiteraard een mogelijkheid. In 2020 sloot het Indonesische MOD ook een contract voor 720 miljoen USD af met het Deense Odense Maritime Technology voor de bouw van 2 Iver Huitfeldt's.
Eerder dit jaar was Indonesie ook in gesprek met Duitsland, Turkije en Babock voor het ontwerp van een Iver Huitfeldt gebaseerd ontwerp naar Indonesische wensen.

Ze doen zoveel met zoveel verschillende partners dat het nooit echt iets gaat worden daar. Het begon natuurlijk met de SIGMA 9313's waarvan er 4 van gebouwd zijn, vervolgens wilde men wat groters en toen kwam de SIGMA 10514 waarvan men er origineel 6 wilde bouwen dit is blijven steken op 2. Want toen vond men in Jakarta dat ze wel een stap groter konden, het antwoord van Damen daarop was een aangepaste OMEGA. Daarna kwamen er verschillende internationale aanbieders waaruit Frankrijk de FREMM's aanbood en ook Italie bood de FREMM aan. Hieruit is een ''contract gesloten'' over de levering van 6 Italiaanse FREMM's + 2 interim Maestral klasse fregatten.

En nu koopt men weer de rechten voor 2 AH-140's, als deze schepen ooit gebouwd gaan worden dan verwacht ik dat ze voornamelijk uitgerust gaan worden met de term ''FFBNW''. Ik verwacht dat ze er hooguit bij de oplevering een setje VL-MICA's (8 a 16 cells), 8 exocet raketten, de torpedobuizen en het 76 mm kanon. De overige bewapening (16 cells Sylver VLS), de CIWS's worden naar mijn verwachting enkel FFNBW uitgevoerd.
