As a consummate politician, the Finnish President Sauli Niinistö chose an appropriate venue for explaining his views on NATO. His audience was the gathering of Finnish ambassadors at their annual August meeting, and the place was the venerable Finlandia Hall in Helsinki.  The timing of his remarks was hardly an accident. The following week he was due to meet with President Obama in Stockholm, to be followed by a meeting with President Putin in late September.

President Niinistö's remarks are so important that they are worth citing at length: "Dissatisfaction with our current NATO policy – consisting of close cooperation with NATO and the potential of applying for membership at some point – often appears in two different ways. Viewing this as sitting on a fence, one way is to think we should be quick about jumping over the fence, while the other is to think we should not have climbed it in the first place – or at least there was no point to it."

Then he continued: "I happen to think that being on top of the fence is quite a good place to be. Our present position serves our interests well at this point in time, taken overall. We have freedom to take action, we have choices available, and we have room to observe and to operate. We are not pulled one way or another. And as one of my distinguished predecessors warned, nothing must be done 'in timeless time' – at an abstract level, without a sense of the situation and the moment. Finland decides on her position and her direction herself, in accordance with her interests and acknowledging the context that history may place us in at any given time."

He concluded by arguing that: "This policy we follow is much more than just sitting around. Our NATO co-operation is versatile, and also directly serves the development of our own defense capacity. Participation in Iceland's air surveillance carried out by NATO, to be launched next year, is an example of this."

To summarize, as far as the Finnish president is concerned, Finland now enjoys the best of all possible worlds: it is satisfied with the present level of cooperation with NATO; it sees no reason to change its policy in the near future; and it prefers not to rock the boat in its relationship with Russia, a country that has clearly warned Finland of consequences should it start moving towards membership.

In other words, "in the context that history now places Finland", the best option, according to the Finnish president, is to sit on the fence.

This all is disappointing news to those Finns hoping for fresh ideas - perhaps even a new direction on NATO – after the 12-year presidency of Tarja Halonen. Only a fool would have expected a quick fix, given that public support in Finland for joining the Alliance is hovering just below 30 per cent; nonetheless, many dared to think that the new president would encourage discussion and even lead a debate that over time would inform and educate the Finnish population, encouraging it to accept membership in NATO, just as it has with other Western organizations, such as the OECD, the Council of Europe, and the European Union.

Unfortunately, the president has chosen not to do so - quite the contrary. Moreover, it is also somewhat perplexing why he chose to frame his arguments the way he did. Past discussion on NATO has spawned many erroneous myths in Finland, and now in his speech the president seemed to give his weighty political support to many of them.

Let's take a look at some of the points he made:

First, while it is doubtless true that as a fence-sitter Finland enjoys full freedom of action, it does not hold true that as a NATO member it would be somehow hamstrung in its actions. Members are fully sovereign nations – if in doubt, ask the French – and free to make any defense arrangements they choose, or take any action they wish. What unites them is solidarity; that is to say, their common interest in working together on sharing the burden of maintaining security and national defense, and, as a last resort, in providing assistance to each other should any one of them become the target of an armed attack. This latter interest is embodied by their solemn commitment to participate in collective defense, "by taking forthwith, individually, and in concert with the other Parties, such action as it deems necessary, including the use of armed force", as stipulated in Article 5 of the 1949 North Atlantic Treaty.

That is the core commitment of the Alliance members to each other, and it is something from which a country will simply not benefit, if it chooses to sit on the fence.

Second, there is no automatic response required of NATO members on any specific issue. All decisions in NATO are taken on a consensus basis after long, often exhausting, democratic debates; and each member has a total, unchallenged veto power over any decision. If all members do not agree, no NATO decision will be reached. As a rule, acceptable compromises are found, as members tend to share the same values and interests. Of course, those who choose to stay outside the Alliance forfeit their opportunity to participate in members-only discussions and to influence NATO decisions.

Third, it is the small and weak members in particular who tend to benefit from being members of NATO. They have exactly the same rights as the larger and more powerful member countries, and for reasons of solidarity their views are carefully listened to. For example, one needs to go no further than to Estonia – which pushed the Alliance to draft and approve proper Article 5 defense plans for their country – or to Iceland, which obtained air policing coverage from Alliance fighters after taking the issue to NATO for consideration.

Fourth, in Finnish discussions on NATO membership one often hears an argument that joining the Alliance will be fast and easy, "a quick jump over the fence". It is quite sobering, however, to remember that it took the better part of a decade before Poland, Czech Republic and Hungary were able to complete their membership negotiations in 1999, and even longer for the Baltic countries to complete their membership path by 2004. In purely military terms such a country like Finland will no doubt fit in comfortably, after almost two decades of being a reliable member of the Alliance's Partnership for Peace program. Yet, one  should not lose sight of the fact that negotiating a membership in the Alliance is above all a political process. In the best of times it will take years, and at the end of that long process, an application must be individually approved by all 28 current members' parliaments. Last but not least, NATO will surely not be interested in new members if the membership application comes during a period of heightened tensions. In that situation, the options of a committed "fence-sitter" will be strictly limited.

Fifth, while NATO is indeed a consensus-based organization that offers a common solution to its members on how to organize collective defense, it is also much more than that. It offers its member countries a forum for various levels of partnership, dialogue, and cooperation, e.g., in civil emergency planning, energy security, cyber defense, and crisis management. It also provides opportunities for advanced education, training, and exercises - to name just a few of NATO's ways of adapting to changed circumstances and modern needs. Moreover, not all of these programs are open to partner countries.

Finally, perhaps the most vital question for a prospective NATO member will be the following: would it be better for it to be a member in the Alliance if a military crisis breaks out, or would the membership in NATO instead act like a magnet that would draw a military attack upon it?  

During the Cold War, the Finnish answer was clear: our own national defense had to be credible enough not to leave room for speculation. A potential attacker would need to be convinced that Finland would in all circumstances be able and willing to guard her territory against any and all military encroachments.

Our own military capability was then backed up by a strong Sweden. Today, that situation is radically different. Over the past decade and a half, Sweden has built down its national defense to the extent that its military capabilities can now be seriously questioned. The situation is perhaps still somewhat better in Finland, but it is a fact that unless we get considerably more resources in the second half of this decade, we simply cannot maintain the credibility of our national defense.

It is perhaps ironical that the Finnish and Swedish national defense policies and strong national defense postures that stabilized the security situation in northern Europe during the Cold War are now doing just the opposite: their credibility is now in serious doubt, and therefore the Finnish and Swedish military contributions no longer produce stability but rather instability.

Membership in NATO for Finland and Sweden would bring back the military credibility that is now quickly fading away. Hostile powers are more likely to attack a country whose abilities are doubtful than one who can draw on the collective defense commitments of an entire 28-member Alliance. For example, were both Finland and Sweden members of NATO, an attempt to take over Gotland or vital parts of the southern Finnish shoreline would not be only a matter for Sweden or Finland but for the Alliance as a whole. In an escalating crisis, Finnish and Swedish membership in NATO would thus have a strong stabilizing effect in the whole of northern Europe.

Interessante vraag wel. Zouden Zweden en Finland lid van NATO worden, kan dat vermoed ik inderdaad stabiliserend werken. Echter, de weg daar naar toe is hobbelig. De Finnen zien er op dit moment zelf dus niets in. De Russen zijn fel tegen. En met Georgië in het achterhoofd zal er voorzichtig gemanoeuvreerd moeten worden. Het is een goed moment voor de Noordlanden om lid te worden, maar in hoeverre ze er van profiteren? Dreiging van directe oorlog is ook in die regio relatief laag, en spanningen zijn vooral kleinschalig en diplomatiek.

Vanuit de andere kant gezien. Wat levert hun lidmaatschap de NAVO op? Zoals ik de laatste alinea's lees kan dat maar bar weinig zijn, terwijl wij wel 2 landen erbij krijgen op te verdedigen en op te passen.

Toetreden tot de NAVO lijkt me onwenselijk en onnodig. Teveel oud zeer...Als de EU versterkt wordt qua defensiecapaciteiten dan kunnen beide landen daar wel aan deelnemen. Dat ligt bij de Russen een stuk minder gevoelig als toetreding tot de NAVO.

Dan kunnen we beter met de EU landen een pact afspreken, en gezamenlijk uit de NAVO stappen. Laten we dan wel een stel kritische spelregels instellen (1 dagelijks bestuur waarin alle landen een afvaardiging hebben. Defensiebegroting moet 2% van BNP zijn, anders consequenties).

Is inderdaad een een probleem. De Europeanen begrijpen nog niet echt wat de ontwikkeling van de EU nu precies is en doet. Laat staan de buitenstaanders. De EU is een vreemd verschijnsel, voor insiders, en voor outsiders des te meer. Het zou een manier zijn om te consolideren in het Noorden.

Dat is een betere vraag. Het zal vooral een politiek signaal zijn. Anderzijds kan integratie van de genoemde twee landen ook juist betekenen dat wij een veiligere noordflank hebben. Conflict is minder waarschijnlijk en belangrijk dan dreiging. De EU is een vreemde tussendoorvarende factor. Via de EU zijn zowel Finland als Zweden in Europa opgenomen. Een indirecte annexatie van (delen van) Finland is daarmee voor de Russen ook een stuk moeilijker. Anderzijds, dat andere bezette EU land wordt vrolijk gevraagd met de bezetter over toetreding te onderhandelen...dus of dat zo werkt is dan de vraag. Al is er daar sprake van een reeds bestaande situatie. Finland valt nu niet echt binnen de Russische invloedsfeer. Maar de Russen zitten daar dus ook niet te wachten op verdere NATO aanwezigheid.

Maar de Russen zitten daar dus ook niet te wachten op verdere NATO aanwezigheid.
En dat is meer een gevoelskwestie dan feitelijk bedreigend ofzo. Men beschuldigt hier en daar Rusland wel weer van Koude Oorlog gedrag..maar die sentimenten zijn ook binnen de NAVO gelederen nog niet verdwenen.

En sinds de NAVO ver buiten het verdragsgebied optreedt en actief is vind ik het geen goede zaak meer dat de NAVO de basis is voor de verdediging van EU-gebied. Dan gaan zaken elders opeens ook effecten hebben binnen de EU.

Vandaar mijn pleidooi... EU eigen organisatie voor verdediging van verdragsgebied. Ook belangrijk voor de Noordflank.

Tot het verdrag(grondwet) van Lissabon bestond er ook zo'n pact in het EU-verdrag. Dat ging zelfs nog verder dat de NATO-verplichtingen die deelnemende landen onderling hadden bij een aanval. Dat artikel is alleen heel tactisch en zonder enige vorm van kritiek geschrapt..........

De oplossing voor de noordflank is natuurlijk dat de door mij bepleitte NEA (Noordelijke Economische Alliantie) ook een onderling defensieverdrag afsluit, liefst met een nauwe samenwerking met de VS en Canada.

Rusland is zeker geen mak lammetje...maar ook niet alle vrees en problemen die Rusland heeft met de uitbreiding van de NAVO zijn vals of gespeeld. Soms overdreven maar niet altijd onbegrijpelijk volgens mij. Als je uitgaat van kracht en invloed en hoe die in de wereld verdeeld is.  

Ik pleit dan ook niet voor niets voor een gemoderniseerde "oude-stijl-NAVO-opzet" voor Europa. Met een defensieve inslag. Dat vinden de Russen vast niet zo leuk...maar het creëert wel een duidelijk veiligheidsbeeld en zorgt dat EU-lidstaten samenwerken en net als in de Koude Oorlog tijd de veiligheid van 1 lidstaat die van allen is.

Met dan op de achtergrond nog de wenselijke en bruikbare relatie met Amerika en Canada. Als ook een wenselijke en bruikbare relatie met Rusland.

En out-of-area kunnen dan andere samenwerkingsverbanden ontstaan...

Finland is een van de weinige Europese landen die nog over een serieuze krijgsmacht beschikt.
De NAVO landen hebben geen geloofwaardige slagkracht meer met landen als Nederland, België en Denemarken.
Duitsland heeft tegenwoordig ook totaal geen serieuze krijgsmacht meer. 

Nee van de NAVO moet je het niet hebben, met uitzondering van de Amerikanen.

Wat voor Finland de beste optie is, is vast blijven houden aan wat ze hebben, voordat de Amerikanen hen meeslepen in een Kruistocht tegen Syrië of een verharde positie tegen buurland Rusland.

Finland heeft nog steeds 350.000 reservisten. Als ik hen was zou ik me niet al te veel zorgen maken om militaire agressie.

En daarnaast. Als ik op die link van jou klik en zie dat ze nog rondrijden met Leo 2a4's en en zelfs T-55m's en ander Sovjet spul (!!!!) Dan zou ik mij niet helemaal blind staren op het aantal mensen dat ze kunnen optrommelen. Met soldaten alleen win je nog geen oorlog.

Een T-55 of Leopart 2A4 kan voor offensieve operaties niet meer voldoende zijn maar defensief ingezet nog steeds effectief zijn. De prijs die een agressor moet betalen om Finland in te nemen is nog steeds erg hoog....en dat is de afschrikking.

Ik ben in het verleden "fan" geweest van NPD...Non-Provocatieve Defensie..als alternatief voor de meer offensieve NAVO strategie. Waarin verdedigend een vijand volledig laten vastlopen tot in de detail werd doordacht en uitgewerkt door experts. Mix van defensieve eenheden...veel gebruik maken van terrein, hindernissen, moderne mijnen, automatische raketsystemen ed..en snelle flexibele mobiele eenheden die zwaartepunten leggen of juist die van de vijand aangrijpen en verzwakken. Ook toen bleek al hoe effectief oudere wapensystemen nog in te zetten waren in defensieve opstellingen. Ook een T55 schakelt een BMP3 nog uit en is ingegraven of goede dekking lastig uit te schakelen. De flexibele moderne eenheden in dit concept zijn wel modern en up-to-date.

Ook de Finnen hebben hun verdedigende strategie tot in grote detail uitgedacht en getraind. Loop je snel in vast...en maakt de prijs die een agressor betaalt erg hoog.

Mix van defensieve eenheden...veel gebruik maken van terrein, hindernissen, moderne mijnen, automatische raketsystemen ed..en snelle flexibele mobiele eenheden die zwaartepunten leggen of juist die van de vijand aangrijpen en verzwakken.
Heel fijn, maar het Finse leger is hiervoor niet uitgerust. Welke 'snelle flexibele mobiele eenheden' hebben de Finnen? BMP's en MT-LB's?

Voor een deel mee eens, maar dan de vraag. Wat heeft een lidmaatschap van de NAVO (of een ander alternatief) dan voor meerwaarde? "Wij" schieten niets met die NPD op, dat zouden ze zonder lidmaatschap ook wel doen... En voor een offensieve actie hier of elders zijn ze dus  minder geschikt.

Waar zeg ik dat dan? ik heb het helemaal niet over NPD wat betreft de Finnen. Dat concept speelden in de jaren '70/'80. Maar zeg wel dat de Finnen gerust weten wat ze doen en hun (soldaten)vak kennen.

die onzekerheid heb je in elk conflict/oorlog. Maar uit meerdere oorlogen blijkt dat defensief ingezet oud materiaal nog een lastige dobber kan zijn voor de aanvaller.

NPD ging wel even een stukje verder dan "wat ze zonder lidmaatschap ook wel doen". Maar indertijd was het wel een concept wat meerwaarde had..omdat de offensieve strategie van de NAVO en vooral VS toen veel spanningen veroorzaakten. Ik pleit overigens nu niet meer voor NPD...was specifiek...maar wel een defensieve strategie. Dat ontzegt een bondgenootschap of EU niet offensief inzetbare eenheden, maar geeft strategisch gezien wel een duidelijk signaal.

Waar niet-NATO landen Oosterijk en Zwitserland zich veilig voelen temidden van de EU zee, hebben Zweden en Finland als Russische buurlanden regelmatig te maken met Russisch vertoon. Wat als dat in de toekomst doorslaat, je weet immers niet hoe Rusland zich zal opstellen, en wat als Rusland een agresievere houding aanneemt. Reëel of niet, in de Russische buurlanden bestaat die angst wel degelijk, en daar Reken ik Zweden voor het gemak ook onder. Maar helemaal na 2008 staan ze in landen als Finland, Polen en in de Baltische staten op scherp.

permanente waarnemers of kleine eenheden hebben naast een symbolische waarde ook een waarde van "als aangevallen betrekt het zo meer landen bij het conflict". Op termijn denk ik dat de veiligheid van de noordflank het best gewaarborgd wordt binnen een EU defensiestructuur. Omdat die de mi gewenste defensieve invulling kan bieden..waar de NAVO...door dominantie van de VS daarin...en dus andere belangen...en groeiend aantal en vaak omstreden missies elders in de wereld...nu niet bepaald defensief meer over komt op voormalige "vijanden" en huidige tegenstanders. Een defensief ingestelde EU bijt Rusland niet..maar schrikt mi eventuele Russische "avonturen" wel voldoende af.

En daar zal mi dus rekening mee gehouden moeten worden. Als de EU die "angst" niet voldoende beantwoord, zal de VS via de NAVO dat doen. Maar dat is juist olie op het vuur gooien, gezien de geschiedenis vd Koude Oorlog. Rusland ziet de NAVO niet als een defensieve organisatie...mijns inziens terecht...gezien recente operaties ver buiten het verdragsgebied.

Ik denk dat de EU en NAVO in deze geopolitiek en strategisch niet hetzelfde zijn. En dus ook door de Finnen anders worden ervaren. Precies om die reden pleit ik dus al jaren voor die EU-opzet. En de NAVO in een andere rol.

Ik heb me daar niet in verdiept. Van de UK weet ik dat zij erg pro-NAVO zijn en dus geen EU alternatief willen. Ik kan me voorstellen dat de Finnen erg zijn voor een defensieve strategie binnen zo'n Europese organisatie. Daar ben ik ook voor.. maar is niet de overheersende denkwijze in deze. Maar misschien weet jij meer hierover?

Why Finland doesn't fear the growling Russian bear next door

In Lapland, Finland, many citizens sleep with rifles ready. Russia, the proverbial bear of international politics, growls nearby.

Last month, the Russian military sent 3,000 troops to reopen an airbase in Murmansk Oblast, just a two-hour drive east of Rovaniemi, a city of 60,000 people.

The Russian Air Force conducts daily exercises along the Russian-Finnish border, occasionally penetrating its neighbour's airspace. Although most of these exercises involve aged Tupolev 'bear' bombers, Russia's capabilities have been boosted by the recent arrival of a new generation of highly manoeuvrable Sukhoi fighter jets.

Most of Russia's nuclear weapons are deployed on submarines based north of Lapland on the Kola Peninsula. Up to five new subs will be launched this year, as Russia rebuilds capabilities it lost after the Cold War ended and the Soviet Union crumbled.

Despite their proximity to Russia, most Finns do not actually fear it. With a population of only 5.5 million, Finland has 350,00 army reservists and one of the highest levels of military spending in Europe. It has also experienced Russian aggression in the past.

In 1939-1940, the Finns repelled a Soviet invasion in what became known as the 'Winter War'. Although more than 40,000 Finnish soldiers died, Soviet losses were five times as high. Stories of white-clad troops on cross-country skis, silently outmanoeuvring Soviet tanks, are a source of great pride in this Nordic nation.

Finland outlasted the Cold War as a neutral state positioned strategically between East and West. Its uncritical stance towards the Soviet Union allowed it to access a vast market, while trading extensively with NATO members.

This policy of combining military deterrence with political neutrality and economic engagement became known as 'Finlandization.'

Finlandization has continued after the Cold War. During the 2000s, Helsinki – just three hours by train from Saint Petersburg – became a major destination for Russian tourists and investors. Trade increased, particularly in chemicals and high-tech manufactured products.

Finlandization also explains the country's ongoing refusal to join NATO. Russia was much aggrieved when the former Soviet republics of Estonia, Latvia and Lithuania signed up to the Western alliance. Today, the three Baltic States, with their significant Russian-speaking populations, worry that they might be the next targets for Russian intervention.

Finland, in contrast, believes that it has protected itself against Russian military aggression by staying out of NATO, forging close economic ties with its powerful neighbour, and maintaining an army that is large and capable enough to substantially punish an invader.

At the same time, the changing landscape of Europe has required adjustments to the policy of Finlandization. Finland joined the European Union in 1995, the borderless Schengen Area in 1996, and the eurozone in 1999.

As a result of Finland's membership in the EU, it is bound by the union's economic sanctions on Russia, and has been hit by a retaliatory Russian ban on meat and dairy imports from Europe. Finnish products intended for export to Russia are being dumped on the domestic market, including a popular cheese that is being sold at half the regular price – earning it the nickname 'Putin cheese' from grateful shoppers.

The Finnish and Russian economies are also being driven apart by the dramatic drop in world oil prices, which has reduced the value of the ruble by more than 50 per cent against the euro. Russian tourism and investment in Finland has suddenly dried up.

The Finnish economy appears to be coping with the change, as Chinese tourists replace the Russians. One of the biggest draws has been the branding of Rovaniemi as the 'official home of Santa Claus'. More than half a million people visit Santa Claus Village annually, a theme park complete with snowmobile rides, a sled dog park, authentic reindeer, and a post office that franks cards from the Arctic Circle.

The Finnish economy has also benefited from an outstanding education system that has led to a remarkable growth in knowledge industries. Just one example is that most of the world's new icebreakers are now designed in Finland.

However, the strength of Finland's economy has not prompted the nation to turn its back on Russia. The Finnish government, cognizant of the role that trade plays in its good relationship with Russia, is seeking exemptions for Finnish products from the EU sanctions. It is also working hard to maintain cross-border co-operation on environmental protection, transportation, search and rescue, and immigration controls.

The gap between Finland and Russia is likely to widen as the former grows into an even more vibrant, democratic, and functional economy, and the latter slides further into stagnation and frustration. But Finlandization – a combination of military resolve and pragmatic engagement – still keeps the Russian bear at bay.

'Sweden's Current Military State Is Alarming'

A leading British defence expert has reignited debates about Sweden's preparedness for a potential invasion by Russia. Keir Giles from Chatham House – a London-based independent policy institute – has told several Swedish media outlets, including The Local, that he's convinced an attack on the Nordic nation "could come soon".

Sweden's ability to defend itself should Russia increase military activity in the Baltic remains a hot topic in the Swedish media, a fortnight after the country's centre-left government announced a new 10.2 billion kronor ($111.9 million) defence deal designed to increase the country's capabilities.

Swedish critics of the plan have argued that the proposed spending will not be enough to protect the country. Last week, Sweden's Supreme Commander Sverker Göransson even spoke at a public hearing of Sweden's Parliamentary Defence Committee and questioned why Sweden's defence budget was lower than that of other Nordic countries.

Sweden's army has been reduced by 90 percent over the past few decades, from around half a million to some 50,000 troops today.

Keir Giles, who is a leading British expert on security issues affecting Russia, has joined the debate and questioned Sweden's current resources.

"If you compare the state of the Swedish military now to how it was 20 years ago or even 10 years ago, it is alarming," Giles told The Local on Wednesday.

His comments followed a separate interview with Swedish newspaper Dagens Nyheter (DN) in April, in which he said that Russia had a clear goal to "cut off the Baltic states from the outside world".

He also fuelled concerns about an attack by arguing that the island of Gotland off Sweden's east coast remains vulnerable without a permanent military presence. DN's article triggered a strong debate on social media and in other newspapers about the issue.

"I was surprised by their [the Swedish media] response to what I said, because there has been a specific discussion about Gotland for some time," he told The Local.

When asked directly about his concerns for Gotland, he said: "There is talk about putting a defence company on the island, but even then you're talking about a tiny number of troops in a large area."

Various defence think tanks and political analysts had already released "detailed scenarios" outlining what might happen if Sweden is attacked and suggested that Sweden's army could only defend itself for a matter of days or weeks.

Giles said that most European leaders were "well aware" that Russia was "deliberately planning a war on two fronts" where it would fight both in Ukraine and elsewhere in Europe.

According to the expert, future violence would most likely "but not necessarily" happen in the Baltic region.

"There is no inevitability about this, but it is definitely something that defence planners should be preparing for," he concluded.

In March, Sweden's Security Service Säpo said that the biggest intelligence threat against Sweden came from Russia in 2014.

Its annual report described Russian espionage against Sweden as "extensive", noting that it had increased in connection with the Ukraine crisis.

In September 2014 two SU-24 fighter-bombers allegedly entered Swedish airspace in what the former Foreign Minister Carl Bildt called "the most serious aerial incursion by the Russians" in almost a decade.

Ik vind de waarschuwing en dreigingsanalyse wel wat stevig aangedikt. Ik vraag me af wat de agenda van betrokken "waarschuwers" is. Zweden de NAVO in helpen? Dat ook de Zweden hun defensie weer moeten versterken lijkt me wel duidelijk. Daarvoor is er teveel veranderd en de relatie met Rusland teveel verslechterd. Ik denk dat het antwoord daarop steeds meer vanuit de EU moet komen...en ook Zweden binnen de EU setting meer kan samenwerken met andere lidstaten. Het EUBG concept verder kan worden uitgebouwd en ook de verdediging van Zweden daarin past.

Daar ben ik van overtuigd. In ieder geval geen verdere verslechtering en een betere basis het conflict in de Oekraïne op te lossen. En het ook voor landen als Zweden en Finland mogelijk maken toe te treden tot een veiligheidsorganisatie en structuur...zonder de beladenheid van de Amerikaanse betrokkenheid en dus globale machtsstrijd tussen de verschillende (opkomende) machtsblokken in de wereld. Die ook op de noordflank en in het Noordpoolgebied steeds scherper zal worden.

De NAVO kan wat mij betreft dan gewoon blijven bestaan als trans-Atlantische veiligheidsorganisatie tussen de EU enerzijds en de VS, Canada en Turkije anderzijds. Zowel primair ter verdediging van het NAVO verdragsgebied als ook meer out-of-area. Wat betreft het EU gebied zal zij dan meer als back-up functioneren. Waardoor ook de betrokkenheid van de Amerikanen bij de Europese veiligheid gewaarborgd blijft.

Het probleem weer specifiek met de Noordflank is dat Noorwegen niet onderdeel is van de EU. Ze dragen al veel af enkrijgen al veel wetgeving en dergelijke vanuit Brussel door de maag gesplitst, maar aan tafel op het hoogste niveau zitten ze niet. Natuurlijk doen ze mee met EU-Battlegroups (Ukraïne en Georgië ook trouwens), maar ik acht de kans kleiner dat Noorwegen bij de EU komt, dan Finland en Zweden bij de NAVO.

Zweden en Finland hebben trouwens geen directe toegang tot de Noordpool en kunnen buiten een oorlog om Artica blijven. De rest niet, want dat zijn Rusland en allemaal NAVO landen, maar weer niet EU. Aanvoerlijnen via Zweden en Finland kunnen dan wel weer cruciaal zijn bij zo'n conflict en daarom heb ik liever de Zweden en Finnen in de NAVO.

Artikel 5 van het NATO handvest is eigenlijk voortgekomen uit  Artikel 51 van het Handvest van de Verenigde Naties. En vervolgens heeft de EU in het verdrag van Lissabon dit opgenomen in haar artikel 42 lid 7.
Een uitgebreide spaghetti van een en dezelfde doelstelling in een verscheidenheid aan artikelen.
Om mogelijke verwarringen te voorkomen heb ik dit naar voren gebracht en zou het dus een goede zaak zijn, om de juiste begrippen vanuit de juiste bron te vermelden.

ja...het is inderdaad wat complexer allemaal. Zweden en Finnen bij de NAVO lijkt me geen strak plan,...werkt provocatief... mogelijk dat die gewoon neutraal blijven zoals ze al decennia zijn...en het EUBG concept en hun eigen gemeenschappelijke militaire samenwerking hier voldoende werkt. Noorwegen bij de EU duurt ook nog wel even, maar misschien zijn hier ook tussenvormen denkbaar...wel bij de militaire EU..niet bij de economische. De tijd zal het leren. Genoeg reden er in ieder geval goed naar te kijken. Alwaar ik dus een middenweg verkies...en liever via de EU...de NAVO werkt als een rode lap...door grote invloed en rol van de VS daarin.

Persoonlijk zie ik een NAVO-lidmaatschap voor Finland zeker zitten. Het land is zo dun bevolkt dat ze alle reden hebben ongerust te zijn voor een Russische inval. En de toetreding tot de NAVO is toevallig kort gelezen in de Finse verkiezingen ook een van de hete discussiepunten geweest. Als je een beetje de media gevolgd hebt is de Finse overheid allang om.

Zweden grenst niet aan Rusland, zij kunnen hun autonome status behouden als dat ze lief is.

Eind mei is er een NAVO oefening over Lapland waaraan ook de neutrale landen Finland, Zweden en Zwitserland meedoen.

16 Finnish Jets Join NATO-Dominated Exercise Over Lapland

Nearly 100 planes from nine countries will fly over northern parts of Finland, Sweden and Norway during the 12-day Arctic Challenge Exercise. The Finnish Air Force announced details of its involvement in the manoeuvres on Wednesday.

Sixteen Hornet fighter jets from the Finnish Air Force will take part in a multi-national aviation exercise in the northern Nordic region beginning May 25.

Planes from 10 countries will fly over northern parts of Finland, Sweden and Norway during the 12-day Arctic Challenge Exercise. The Finnish Air Force announced details of its involvement in the manoeuvres on Wednesday. The Finnish Air Force has 62 Boeing F/A-18 C/D Hornet jets.

Dubbed Cross Border Training North, the exercise is one of the most important events of the year for the Air Force.

Altogether some 100 aircraft are to participate, from the three Nordic host countries as well as Switzerland, the Netherlands, Britain, France, Germany, United States – and NATO. All are NATO members except Finland, Sweden and Switzerland, all traditionally non-aligned states that are now part of the alliance's Partnership for Peace programme.

Ik denk dus wel dat Finland mee zou gaan als EU-LT 47-2 verder zou worden uitgebouwd tot een veiligheidsstructuur en organisatie. En dat lijkt mij ook de meest verstandige weg. De vriendschap met Rusland is voorlopig over, maar we hoeven haar niet extra te provoceren...

Het grootste probleem dat ik zie met een EU veiligheidsstructuur is niet het concept opzich, maar dat het als hele unie moet gebeuren. Zonder GB kan het meteen de prullebak en kan het juist een Brexit bespoedigen. Echt principiëel neutrale landen als Ierland en Malta gaan niet mee willen doen en daardoor zal het weer lastiger worden. Daarnaast moet voorkomen worden dat het een Frans-Duitse veiligheidsstructuur wordt en dus zullen instituten als de Europese Raad over de kop moeten. Deze paar dingen binnen een decennium voor elkaar krijgen zou snel zijn en dan moet er nog begonnen worden met het opbouwen. Voordat het er dus echt staat en op het niveau NAVO bent, zijn er twee decennia verstreken.

Bij de laatste Finse verkiezingen is het  aansluiting bij de NAVO een verkiezingspunt geweest en zal een referendum volstaan. Het liefst willen de Zweden en Finnen als blok bewegen en daarom zie ik ze wel gezamelijk toetreden tot de NAVO. Als het even kan gaan ze buiten de NAVO blijven, maar dan moet Poetin zich wel gedeist houden.

Being outside NATO and its Article 5 guarantees, Finland tries to strengthen its security through its membership of the EU, and by promoting the credibility of European Common Security and Defence Policy (CSDP).

During the last decade, Finland used the membership Partnership for Peace (PfP) programme to achieve one of the highest levels of interoperability among NATO partners. Finnish troops joined the NATO Response Force (NRF), a 13,000-strong, quickly deployable unit. F18 combat planes were certified to perform the most demanding coalition operations, which enabled Finland to join the air patrol mission over Iceland, a Nordic NATO country without its own armed forces. In 2013, Finland participated in NATO's Steadfast Jazz exercise, which included territorial defence scenarios. It also develops cyber defence capabilities, in cooperation with NATO.

However, the biggest shift in Finnish cooperation with NATO was triggered by the Russian annexation of Crimea. On 22 April, Finland decided to sign a Memorandum of Understanding (MoU) with NATO, which opens way for the country to receive military assistance from western partners. According to the agreement, Finland will develop infrastructure necessary to host aircraft and ships. It will also enable deepening interoperability beyond the current PfP programme.

Zonder GB kan het meteen de prullebak en kan het juist een Brexit bespoedigen. Echt principiëel neutrale landen als Ierland en Malta gaan niet mee willen doen en daardoor zal het weer lastiger worden. Daarnaast moet voorkomen worden dat het een Frans-Duitse veiligheidsstructuur wordt en dus zullen instituten als de Europese Raad over de kop moeten. Deze paar dingen binnen een decennium voor elkaar krijgen zou snel zijn en dan moet er nog begonnen worden met het opbouwen. Voordat het er dus echt staat en op het niveau NAVO bent, zijn er twee decennia verstreken.

Dat kost zeker tijd...en dus hoe eerder we er mee beginnen hoe beter. En we moeten het basic en simpel houden...dus focus op bescherming van het EU grondgebied...en de out-of-area zaken via een andere structuur of organisatie(s). Ik denk dat binnen die setting de Finnen en Zweden wel mee willen doen. En Ierland en Malta ook. Het is een hele andere politieke en gevoelsmatige setting dan de NAVO. Die als het aan mij ligt dus wel blijft bestaan maar dan in andere setting. Tot die tijd juich ik samenwerking van de noordelijke landen toe. Ik denk dat dit voor hen de meest verstandige weg is nu te gaan..

Norway, Denmark, Finland and Sweden have signed an agreement concerning cooperation in the field of defense. The agreement paves the way for closer cooperation on materials and services for defense purposes between two or more parties.

The agreement is a revision of the agreement between Denmark, Finland, Norway and Sweden in support of industrial cooperation in the defense area, which was signed on 9 June 2001.

The revision is partly implemented to reflect new EU legislation in this area, including the EU directive on defense and security procurement and EU directive on simplified rules and conditions on deliveries of defense-related products within the EU / EEA.

The revised agreement sets out the main principles and establishes a framework for further development of Nordic defense cooperation. The agreement envisages that the parties will work together to minimize regulatory barriers and to promote dialogue with the defense industry of the Nordic countries.

The agreement also foresees that two or more parties can establish detailed annex to the agreement for specific areas of cooperation, such as procurement, supply and industrial cooperation, as well as studies, analysis and research and technology. The appendices will constitute an integral part thereof.

The Minister of Defence yesterday officially gave the Finnish Defence Forces the go-ahead to start the procurement program of the next squadron of ships for the Finnish Navy. This program, going under the name of Laivue 2020 (fi. Squadron 2020), has as its stated aim the procurement of four (at the moment) corvettes to replace the three minelayers of the Pohjanmaa- and Hämeenmaa-classes, as well as the four light fast attack craft of the Rauma-class.

In general, most of what was said at the press conference held by the Minister of Defence Niinistö and the Commander of the Navy, Rear Admiral Takanen, is known from before. There will be a new class of ships, which will be built with a "high degree of indigenous content", and which will be capable of performing "all missions the Navy by law is set to handle" (i.e. safeguarding Finnish merchant shipping and protecting our seaside borders from unwanted attention) all year round in all weather conditions. As such, these will feature both anti-air, anti-submarine, as well as anti-shipping capability. While geared towards 'traditional' coastal defence missions, they will also feature a secondary capability for international missions. Their most important distinguishing feature will be their size, which will make them some of the largest, if not the largest, warships throughout the history of the Finnish Navy.

Amongst the new information was that the timeline is getting clearer: the Requests for Information will be sent out this year or during the beginning of next, after which the Requests for Quotation will follow in late 2016/early 2017. The order should be finalised in 2018, after which the vessels will be built during 2019 to 2024, with initial operational capability 2025, and the squadron operational as a cohesive unit in 2028.

The rather crude concept renders, indicating either an early design stage or unwillingness to disclose details of the design, were not too telling either. The concept shown features a landing pad with a hangar (!). The hangar seems too small for housing the NH90 TTH used by the Finnish Army, and as the NH90 in any case would provide very limited value for maritime missions, this seems to indicate a readiness to procure a dedicated light maritime helicopter (e.g. the AW159 Wildcat) or unmanned helicopter system (e.g. the MQ-8 Fire Scout) at some point in the future. The weapons consists of a single turret mounted medium-calibre gun, twin quadruple launchers for anti-ship missiles, and a battery of VLS-launchers for air-to-surface missiles. A gun-based CIWS-system is not mounted, but may be an option. In the rear, the transom seems to hold a small hatch for deploying a towed array sonar. Still, as this is one of several designs, too much shouldn't be read into these pictures (some have noted the similarity of the renders to the US Freedom-class LCS, or the Russian Steregushchy-class corvettes, however, that's just the way most modern warships look these days, and the comparison could as easily be made to the German MEKO-designs, the Chinese Type 056, or the larger British Type 26 frigate).

The cost for the project is expected to be around 1.2 billion Euros for a unit cost (including R&D) of 300 million Euros. This will be handled outside of the normal defence budget, and while it is smaller than the potentially 10 billion Euro HX fighter-program, it is still a lot of money for a country with a bleak-ish looking economy and several other major programs coming up in the near future for the defence forces. This means that the procurement will meet resistance from certain political circles.

And this is the main gripe I have with the announcement. From the outline it is clear that much thought has gone into the decision to procure four warships of this size and according to the specification outlined. Still, what the general public and journalists are left with is a double-sided A4 and eight (!) PowerPoint slides. The main arguments presented are:

The Navy needs new ones, otherwise it won't be able to fulfil its duties written in the law
Timeline so far
Timeline so far, lots of studies done and reports written.
One does not need to be an oracle to foresee the debate that will follow the decision to acquire these (for Finland) large vessels. Do we really need them? Why can't we make do with more FAC's (as we have done for the last decades)? Can't we just order more Hamina-class vessels? What shall we do to counter the loss of three hulls? Why do the Navy get these funds, when the Army anyway will be the one winning or losing any future wars? And so on...

The air force realised this, and the preliminary report made for the HX-program dealt with the similar questions that program will have to face to reach broad acceptance in today's Finland. On 60+ pages, they explained in detail the background to the need for new fighters, why the capability can't be solved by another mid-life update, or why can't we just buy "cheap" UAV's? They explained why we need at least as many fighters as we have today, and how the new aircraft will have to be fit for several different missions. And most important of all, they did all this in such a way that the reader with a casual interest in these questions understood their arguments, and they were provided nicely packaged for easy access.

The navy did none of this. While I don't doubt that the navy has made their homework, and while I understand the need for secrecy, I do believe that the navy has taken things a step too far. In today's society, it is not enough to 'sell' a project of this size to the decision makers; you need to sell it to the general public as well. So far, the navy seems reluctant to do this.

Request for Information for the Finnish Navy Fighting Ships Construction Project

Finnish Minister of Defence, Jussi Niinistö, has given the Defence Forces a mandate to start the Finnish Navy project, Squadron 2020. The aim of the Squadron 2020 project is to construct four new corvette-size fighting ships for year-round operation in the special weather and ice conditions at the Baltic Sea.

The Request for Information informs shipyards about the project and inquires know-how and price information from shipbuilders and suppliers to base the Request for Quote on. The RFI was sent out on 18 December 2015 and answers are requested by the end of March next year.

The four new vessels will replace the already decommissioned FNS Pohjanmaa, four Rauma-class fast attack missile craft and two Hämeenmaa-class minelayers that will reach the end of their life-cycle by the mid-2020s. The new vessels will guarantee the ability of the Finnish Navy to, among other things, surveil and safeguard our territorial integrity at sea and to protect maritime connections. Without the new vessels, the Finnish Navy wouldn't be able to complete its statutory obligations in the future.

Central criteria for selecting the constructor are the Finnish Navy's strict requirements for the ships' performance in winter conditions and naval mine-laying capability. Foreign military shipyards are not able to provide standard plans for ships suitable for Finland's needs and conditions. Maintenance, service and repairs are of critical importance for the vessels' performance and need to be mainly available in Finland.

The new vessel class project is estimated to require a funding of €1.2bn, and the life-cycle of the vessels will be at least 35 years.

The public parts of the Request for Information, prepared by the Defence Forces Logistics Command, will be sent to companies, who may have know-how and systems relevant for the project. The companies may put in a tender for the complete project or some part of it, for example for weapon and censor systems. Complementary, classified materials will be provided at a seminar to be held later on.

Procurement decisions will be made in the course of next year. Upon completion of the contract negotiations, the contracts will be signed in 2019. The first naval engineering tests are scheduled for 2020 and according to plan the last ship should be handed over to the Finnish Defence Forces in 2024.

Defence Minister: Finland and Sweden Could Maintain Joint Military Units In Future

Minister of Defence Jussi Niinistö concurs with Prime Minister Sipilä's plans to step up Finland's defence cooperation with Sweden. He says several legal impediments prohibit closer military cooperation at present, but that both Finland and Sweden are investigating how to change the statutes and make shared responsibilities a reality.

Defence Minister Jussi Niinistö wrote on Sunday in his blog that he supports the Prime Ministers of Finland and Sweden's letter of intent with regard to increased defence cooperation.

"It is easy to concur with what the premiers wrote. Sweden is Finland's most important ally, alongside the United States, when it comes to defence. We are both militarily non-aligned," he wrote.

He says joint defence training is not a money-saving ploy, rather a military necessity, as development and maintenance of defence capabilities will prove more difficult for everyone, but especially for small countries like Finland.

Niinistö mentions in his blog that one possible area of future cooperation could be joint use of alternative Air Force landing bases and Naval base infrastructure.

"It is also possible that we would maintain joint military units in various defence branches in the future," Niinistö said.

The minister says that closer cooperation is hampered by legal restrictions at present, but that both Finland and Sweden are examining the situation to establish what legal conditions must be established for joint defence work between the two countries to flourish.

"It is clear that there shouldn't be statutory limitations to prevent consideration of providing Finnish resources to assist Sweden, or conversely, to prevent Finland from accepting help offered from Sweden. The world spins at a dizzying pace, and it is hard to predict what will happen. The need for assistance could arise very quickly."

Sweden has resigned itself to buying the 24 Archer (6x6) self-propelled howitzers (SPHs) originally meant to be bought by Norway, budget documents released on 20 September reveal.

In total the budget proposal assigns SEK450 million (USD53 million) to the purchase, of which the bulk is new money and SEK99 million is funded by a decrease in funding for Swedish international operations.

Norway and Sweden had long collaborated in developing the FH-77 BW L52 Archer SPH, and in 2010 a joint production contract was awarded to BAE Systems to build 24 Archers for each country. This 48-strong order was placed by the Swedish Defence Materiel Administration (FMV) on behalf of both nations. However, Norway's decision to withdraw from the project in December 2013 threw this collaboration into disarray - and potentially left the FMV on the hook for all 48 Archers.

Under the plans announced on 20 September, the excess Archers will indeed be purchased by Sweden. However, none of them are planned to enter frontline service: half will be placed into reserve, while the other 12 are hoped to be sold abroad.

In a statement Swedish defence minister Peter Hultqvist said: "Through this acquisition, we are creating the possibility to further strengthen the Armed Forces' artillery capability. In light of the deteriorating international situation, it is necessary to strengthen the national defence capability, which is the single most important priority during the current defence orientation period."

Sweden's Archers systems are operated by the Swedish Army's 9 Artillery Regiment (Artilleriregementet: A 9), based at Boden in northern Sweden. It is expected that delivery of the first 12 systems, enabling Sweden to declare initial operating capability (IOC) with one artillery battalion, will be achieved by the end of the year. Deliveries for the second battalion are due to be completed in 2017.

The Finnish Ministry of Defence (MoD) has given its mandate to start work on the 'Squadron 2020' (or 'Laivue 2020') future offshore patrol vessel (OPV) project.

The project will cost about EUR1.2 billion (USD1.35 billion). The MoD has signed agreements with local shipbuilder Rauma Marine Constructions (RMC) with a view to the company being likely to build the four new warships for the navy. These agreements have specified conditions to be met. The whole process (from design to commissioning) will be overseen by the Finnish Defence Forces Logistics Command (FDFLC), as the navy's equipment purchaser.

The FDFLC has stipulated that the vessels must be designed and then built domestically. RMC is the only major Finnish-owned yard that has the capacity to build and maintain surface combatants of the size of the OPVs. As IHS Jane's has previously reported, the new platforms will displace about 2,500 tonnes.

The combat system selection remains undecided, but a tender competition will be opened before 2017. Weaponry for the platforms is likely to focus on mines and missiles, reflecting the equipment make-up of existing Finnish Navy platforms.

The request for information (RfI) issued by the MoD for 'Squadron 2020' attracted responses from more than 80 Finnish and foreign companies.

FDFLC has signed a letter of intent (LoI) with RMC, subject to an independent report by KPMG assessing RMC's ability to fulfill all specified procurement preconditions relating to security and supply in addition to those pertaining to capacity. KPMG will hand over its report to the FDFLC prior to the actual planning contract being awarded.

Statement of Intent on Bilateral Defence Cooperation Between Finland and US

Today, on Friday 7 October, a Statement of Intent on bilateral defence cooperation between Finland and the United States was signed by the Finnish Minister of Defence Jussi Niinistö and US Deputy Secretary of Defence Robert Work at the Finlandia Hall.

The Statement of Intent aims to deepen the bilateral defence cooperation and engage in this on a more regular and diverse basis. It is a general working document that is not legally binding on the parties and it contains no defence commitments between the countries. The implementation of the Statement of Intent is to be reviewed on a regular basis.

Cooperation will be strengthened in defence policy, exchange of information, reinforcing capabilities, preparedness and liaison, education and training, defence materials, research and development, evaluations, and international operations.

On Wednesday 9 November 2016, the Nordic Ministers of Defence made a Joint Statement, after having signed a Memorandum of Understanding on enhanced and easier access to each other's territories in peacetime.

The agreement will improve the operational effect and quality of air, land and maritime operations.

Also, the Northern Group consisting of Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, the Netherlands, Norway, Poland, the United Kingdom and Sweden, have met today and came together informally for discussions on defence and security issues.

Nordic Defence Cooperation (NORDEFCO), lijkt me een goede ontwikkeling.

Gezamenlijk de ogen en oren open in de Noordzee, Noord Atlantische Oceaan en de Noordelijke IJszee is in het belang van Nederland, Noorwegen, Denemarken, UK , Duitsland.

De Russen zullen nooit met hun Noordelijke Vloot door het Kattegat gaan, dus het is ook belangrijk om de Baltische zee in de gaten te houden. Met een onderzeeboot is het gemakkelijk om een dreigende blokkade te realiseren, van beide kanten.
Situatie is eigenlijk gelijk aan de straat van Hormus, alleen is deze vele malen belangrijker in verband met de olie-transport.

Noorwegen : Long Term Defence Plan Adopted

The Norwegian parliament has agreed upon a new Long Term Plan for the Norwegian Armed Forces. The plan is entitled Capable and Sustainable and represent a historic defence spending increase.

The plan will enhance readiness in all services by improved logistics, increased manning-levels, training and presence. In addition, comes investments in future capabilities. The plan is based on realistic estimates of future cost-levels enabling a real long-term sustainability.

The main priorities in its implementation will be to :
1. Strengthen our national defence,
2. Strengthen NATO's ability for collective defence,
3. Contribute to international crisis management and
4. Further develop the total defence concept.

The security situation in Europe has deteriorated over the past few years. We cannot take our sovereignty and freedoms for granted. The Long Term Plan will ensure that we, as part of the Alliance, have the means to present a credible deterrent against the use of force.

The Long Term Plan gives priority to a series of investments in capabilities of strategic importance in order to improve intelligence, situational awareness and striking power. This is essential in order to strengthen the Norwegian defence posture, as well as being a significant contribution to NATO. In addition to completing the F-35 acquisition, parliament has voted in favour of the government's proposal to replace the current submarine fleet and maritime patrol aircraft, as well as significant investments in modern air defence systems.

The new Long Term Plan represents a major financial boost for the Norwegian Armed Forces and secures important investments such as new fighter aircraft, patrol aircraft and submarines. The financial impetus is spread over several years and several phases.

In 2017, the additional funds will go towards reducing a backlog that has built up with regard to materiel maintenance and reserve stocks.

Starting in 2018, extra resources will be employed to increase activity in all branches of the military, and in 2019 and 2020 we will see a focus on new capabilities to strengthen defence and situational awareness in the High North.

The Inspectors General of the Armed Forces will have their titles changed to Chief of the Army, Chief of the Navy, Chief of the Air Force and Chief of the Home Guard. This consolidates responsibility and authority among the service branch chiefs, who in addition to being force producers are to be responsible for operational leadership of the forces at tactical level.

The Chief of the Norwegian Joint Headquarters will continue to exercise operational command of the Armed Forces. The Army and Home Guard are to be studied further in a special review of land forces in 2017.

The new Long Term Plan contains a number of base and location changes.

-- Andøya Air Station is to be closed when new patrol aircraft are phased in at Evenes.
-- The Air Force Education Centre's administrative staff and the Air Force Officer Candidate School are to be located at Værnes.
-- The Armed Forces operations at Kjevik are to be discontinued.
-- The Armed Forces camp at Kjeller, including airport, is to be closed.
-- 339 Squadron (Bell 412) is to be located at Rygge when sufficient alternative helicopter capacity is established in the north.
-- The Chief of the Air Force, Air Force Staff, Air Operations Inspectorate and Armed Forces' EW support centre are to continue at Rygge. The Air Force programming centre is to be located at Rygge.
-- 334 Squadron (NH-90 frigate-borne helicopters) is to be located at Haakonsvern naval base.
-- Hovemoen camp is to be closed.
-- Åsegarden camp is to be closed.

In addition, the following are to be phased out:
-- 717 Squadron (DA-20 Jet Falcon) is to be discontinued.
-- The Naval Home Guard is to be discontinued.
-- The mine countermeasure vessels are to be replaced with autonomous mine-countermeasure systems.
-- The corvettes are to be phased out when the F-35 has sufficient overlapping capacity.

The Long Term Plan also includes comprehensive education and training reform. All accredited Armed Forces colleges and officer candidate schools are to be merged organisationally. The result will be one joint college with responsibility for educating officers and specialists to serve at various levels.

Changes from the Government's original proposal

The main features of the Government's Long Term Plan proposal remain in place, with only minor changes made after consideration by the Storting.

The Coastal Ranger Command is to stay in Harstad, and there will be a further strengthening of the Army and Home Guard in the High North, beyond what the Government has already provided for in the Long Term Plan and the budget for 2017.

Closure of the Home Guard District 11 district staff and Setnesmoen camp will be postponed pending the review of land forces.

Norway's special forces are to be provided with dedicated helicopter support, but the current distribution of Bell 412 helicopters at Bardufoss and Rygge will remain until alternative helicopter capacity is established in the north.

The Land Power Study will evaluate the Army's future helicopter capacity needs.

The Armed Forces workshop in Horten is to be retained.

All five professional music bands are to carry on, but there is agreement on a new funding model starting in 2018.

Agencies outside the Armed Forces

The Norwegian Defence Estates Agency, the Norwegian Defence Materiel Agency, the Norwegian National Security Authority and the Norwegian Defence Research Establishment will soon receive the allocation letter for the Long Term Plan covering the 2017–2020 period from the Ministry of Defence.

The allocation letter emphasises the description of goals for the period, and provides guidance on what the agencies should do with respect to implementation of the Long Term Plan. Agency heads will in turn communicate the tasks with greater specificity to their own agencies. The Chief of Defence is expected to issue his activity plan in January.

Opzich niet, maar er staat 'zodra de F35 voldoende overlappende capaciteit heeft' --> dus nooit ;)
Maar sowieso zal dat nog flink lang gaan duren, eind jaren '20.
Enigszins vreemd aangezien het, net als de MCM schepen, relatief nieuwe schepen zijn. Er staat ook niet een heel duidelijk time frame bij, dus vemoed dat het nog wel even gaat duren.

Ze worden nog geupgrade, maar tijdlijn wanneer ze vervangen moeten worden is niet bekend, maar als je naar de indienststellingsdatum kijkt en dan 30 jaar verder kom je uit in de tijdslijn op vervanging 2035 - 2040. Dus moeten ze nog even mee.

Kongsberg to upgrade Fridtjof Nasen-class frigates for Norway

OSLO, Norway, Nov. 23 (UPI) -- The Norwegian Defense Materiel Agency has awarded Kongsberg Defense with a $36 million contract to upgrade Fridtjof Nasen-class frigates.

The upgrades for the vessels will include the combat management and active sonar systems. The company has previously supplied anti-surface and anti-submarine warfare systems based on the integrated Aegis Combat System. Officials estimate the work will be complete after four years, and will effectively extend the service life for the ships.

"Kongsberg is pleased to be part of the upgrade program extending the lifetime of the systems on board the Fridtjof Nansen class," Kongsberg Defense acting president Eirik Lie said in a press release. "Kongsberg is a leading Combat System supplier for ships and submarines delivered to eleven nations around the world, and this contract confirms our strong position."

Fridtjof Nasen-class frigates are the primary maritime surface combat units for the Royal Norwegian Navy, and take their names from famous Norwegian explorers. The vessels are manufactured by Spanish shipbuilder Navantia.

The ships are designed to meet a variety of threats including submarines and attack aircraft, and are typically armed with Evolved Sea Sparrow missiles, Sting Ray torpedoes, and an OTO Melara cannon.

Norway acquires five new maritime patrol aircrafts for Arctic waters

P-8A Poseidon will fly on intelligence missions over areas where Russia's submarine fleet is more and more active.

"The introduction of Poseidon aircrafts is crucial for Norway to maintin a leading position and expertise on strategic issues in northern areas," says Minister of Defence Ine Eriksen Søreide in a statement posted on the Ministry's portal.

For Norway, the top-modern Boeing aircrafts will cost nearly 10 billion kroner (€1,1 billion). That sum does not include the Intelligence equipment to be places onboard.

Deliveries are expected for 2021 and 2022.

Introduced in 2013, the P8-A Poseidon is a modified version of the Boeing 737-800 originally developed for the United States Navy. Australia and India have already the aircraft in operation, while the United Kingdom has ordered 9 planes.

Norway's ageing fleet of six P-3 Orion with the 333 Squadron at Andøya airport north of the Arctic Circle is essential for intelligence gathering along the coast of Norway and in the Barents Sea where Norway borders Russia to the east. The aircrafts, however, are getting old. The two oldest were delivered in 1968 and 1969 while the four other were delivered in 1988 and 1989.

The Russian Northern fleet's submarine bases are all situated along the ice-free coast of the Kola Peninsula and submarines on voyages to the North Atlantic have to sail north of mainland Norway.

Also, the aircrafts support civilian surveillance in cooperation with the Coast Guard, assist in search- and rescue operations and play a vital role in environmental monitoring of both the Norwegian Sea and Barents Sea.

All five new maritime surveillance aircrafts will all be based at Evenes airport in Troms, northern Norway.

Met de motoren van de Amsterdam was dat wel helaas het geval, men dacht tijdens het ontwerp van de Amsterdam goedkoop uit te zijn door de motoren bij de Spaanse scheepbouwer Bazan (nu Navantia) te bestellen maar de motoren van de Amsterdam waren een drama en de laatse jaren waren deze ook op.
De Amsterdam is een gezamlijk ontwerp van KM en de Spaanse marine. Bazan heeft een licentie bij M A N.

The Norwegian Government decided 25th November to procure five P-8A Poseidon for delivery in 2021 to 2022. The decision taken in the Government has been proposed to the Parliament, which is expected to reach a resolution regarding the procurement mid-December.

Minister of Defence, Ine Eriksen Søreide, is pleased with the decision: "The new maritime patrol aircraft will be a formidable tool for surveillance of our vast maritime areas in the north. Norway has an important task in maintaining the situational awareness in national and adjacent waters, both on and below the surface, on behalf of the Alliance. The maritime domain is becoming more important as we speak."

Norwegian maritime areas are vast, and about seven times its land mass. These areas are now regarded with increasingly strategic importance in NATO, and this trend is expected to continue.

Norway has upheld the task of maintaining maritime Situational Awareness in the north with a high degree of regularity since 1961, when the Albatross aircraft was introduced. The regularity, reach and capability to perform underwater surveillance increased substantially with the introduction of the P-3B Orions in 1969, and the updates in the P-3Cs, introduced in Norway in 1989, was necessary to cope with new underwater technology.

The five P-8A Poseidon will replace the six ageing P-3 Orions, and three DA-20 Jet Falcons, and will again provide a giant technological leap in the domain of maritime surveillance. The maritime patrol aircraft will continue the provision of data for analysis and decision makers, both in government and in the military commands, into the future.
The regularity of Norwegian presence in the north with maritime patrol aircraft, will continue a familiar and well known scheme of operations in our maritime surroundings. The visual presence of Norwegian aircraft in areas of interest caters for stability and predictability in the region.

Although maritime surveillance has been a high priority for the Norwegian Armed Forces for more than fifty years, the new security situation prompts increased requirements with regards to situational awareness. "The P-8A Poseidon is exactly what we need to maintain our important contribution to the alliance going into the future", Defence Minister Eriksen Søreide adds.

The Swedish Armed Forces has reactivated a land-based mobile RBS15 coastal defence capability on the Baltic coast, some 16 years after it was decommissioned due to budget cuts.

Rear Admiral Thomas Engevall, Chief of Defence Logistics within the Swedish Armed Forces and responsible for materiel acquisition from Sweden's Defence Materiel Administration (FMV) told IHS Jane's that the armed forces issued a 'challenge' to Saab Dynamics in early 2015 to determine the feasibility of reactivating and reconstituting the original RBS15M3-based coastal defence system capability to an operationally acceptable-standard within a one-year timeframe.

"Saab was challenged in the springtime of 2015 to look into whether this could be achieved or not. FMV awarded the contract - and a year later we fired. So from challenge to shooting it took a year, but a contract was signed a bit later than the issue of the challenge - so actually the contract time was a bit shorter than a year," Engevall said.

The spur for this initiative, said Engevall, was a high-priority directive from the government to significantly increase operational capability across the entire Swedish Armed Forces by 2020. While the re-activation of the RBS15 mobile coastal systems for the Swedish Navy was not directly specified in the directive, it was clearly 'in the spirit' of the given task. "That directive was issued by the government, and all our efforts are now going into this. So, essentially we have reacted to the political will - but we have also demonstrated that we are able to do things like this."

Stefan Öberg, Vice-President, Saab Dynamics, Head of Missiles Business Unit, told IHS Jane's that the regenerated RBS15 capability was achieved in close cooperation with both the FMV and the armed forces.

Defence Ministry: UK Offers Finland Place in Joint Expeditionary Force

The Ministry of Defence announces that the UK offer for Finland to join the seven-member Joint Expeditionary Force will be analysed in detail. The possibility of a new military cooperation will next be looked at in the autumn.

The United Kingdom has offered Finland and Sweden the possibility of joining in the UK-lead Joint Expeditionary Force (JEF), a military rapid reaction force made up of seven countries.

"The cooperation offer is based on Finland and Sweden being in a so-called enhanced partnership with Nato and we have a good history with joint operation with the UK," unit chief Janne Kuusela from the Defence Ministry says.

The JEF is made up of the UK (as the lead nation), Denmark, Estonia, Latvia, Lithuania, the Netherlands and Norway. The coalition, says Kuusela, aims to develop the UK's rapid reaction military performance together with allied countries.

Last year both Finland and Sweden signed a framework agreement on defence cooperation with the United Kingdom. The JEF-offer is being considered in Finland both internally and jointly with Sweden.

"Joining this force has to do with Nato, because the idea originated within Nato and the force acts within Nato's scope as exercised by the states in question. They can decide for themselves whether to invite non-Nato countries in," Kuusela says.

The defense chief says that any future collaboration would not involve any new hardware purchases for the Defence Forces – using and developing existing assets is what JEF seeks to do.

"Joining this force would have to somehow benefit Finland's defense capabilities," says Kuusela. "We think that Finland's military performance needs to be updated in the current global security environment, so the offer is quite interesting. But this will be carefully hashed out and only brought into the political sphere if we consider JEF worth joining."

Should the Ministry decide to accept the offer, the next steps would be taken in autumn, 2017.

Sweden to Consider Military Partnership With UK

The Swedish Armed Forces is looking into the possibility of joining a military partnership led by the United Kingdom.

As well as the UK, six other Nato countries - Denmark, Norway, Estonia, Latvia, Lithuania and the Netherlands - are Joint Expeditionary Force (JEF) members.

"We have also held discussions with Finland and will undertake a joint analysis of potential participation in JEF. We will coordinate our position on this," Defence Minister Peter Hultqvist told newspaper Dagens Nyheter.

JEF has no standing forces, but participating countries provide various units that can respond in a crisis situation.

The Swedish Armed Forces is scheduled Monday to begin discussions of a potential Swedish contribution.

Geography still rules, despite the conceits of the jet age and the information age. Geography is where any discussion of the strategic environment must begin. To know a country's geography provides clues to its intentions better than any wiretap of its national security meetings.

The geography that concerned us in the "Forgotten Waters" exercise described in this paper is the North Atlantic passage between Greenland and Iceland to the west and the United Kingdom to the east: the GIUK Gap, as it was known throughout the Cold War. The key here is precisely the geography that cannot be seen from above: the underwater domain where the slope and composition of the bottom, as well as nearly isothermal temperatures, make for ideal sound propagation. This geography is further complicated by pipelines, communications cables, and economic exclusion zones. Indeed, below the surface of a boisterous ocean is a critical strategic world.

The GIUK Gap forms the principal choke point between Russia's great Northern Fleet and its strategic interests in the North Atlantic and all points south. The Russians, as a resurgent power, have modernized their military forces, but they still face the same geographical limitations as in the past. For a Russian warship to get from icy northern waters to the eastern Mediterranean, it must pass through the GIUK Gap.

If American warships are sent with large numbers of troops and materiel to reinforce Europe, they must cross Atlantic waters infested with Russian submarines, surface vessels, or aircraft that transited south through the gap. It is here that the geographies of North America and Europe meet and intermesh.

Because the GIUK Gap made for a perfect strategic gateway during the Cold War, the West invested heavily in capabilities there to keep the gate shut. Almost three decades since the Berlin Wall fell, the Gap is returning to its Cold War importance, but it is yet underappreciated by contemporary policymakers.

NATO faces threats from all directions, so how can the Alliance also pay attention to the North Atlantic? How can it rebuild military capabilities and skillsets for this region when resources are constrained? Should the NATO members in the region adopt a defensive posture and protect convoys, or should they adopt an offensive posture and venture out to hunt subs, or perhaps both? Such questions, pondered by World War II naval planners, are once again relevant.

The Forgotten Waters tabletop exercise concentrated on what is hidden from view, but is critical nevertheless. And something new and even larger informed this exercise: the vast increase in container shipping over the decades, underwater cables for electronic communications, and the growth of the American, Chinese, Indian, and other navies have made the seas as important as the dry land.

Exercise reveals NATO vulnerabilities to Russian hybrid threats in North Atlantic

NATO is currently digesting the lessons of a tabletop exercise held at the Center for a New American Security (CNAS) in Washington, DC, in February 2017 that confronted participants - including former senior alliance officials - with Russian asymmetric threats in the Greenland-Iceland-UK (GIUK) gap, Jane's has learned.

The two-day exercise, dubbed 'Forgotten Waters', involved 70 participants divided into teams representing France, NATO, Norway, the United Kingdom, and the United States dealing with increasingly escalatory steps by Russia, played by Western experts. Among the participants were former NATO deputy secretary general Alexander Vershbow and General Philip Breedlove (ret'd), former Supreme Allied Commander Europe.

Russia expands its military presence up north

The harsh, sparsely populated Arctic is warming and sea ice is falling, which means governments are looking north for both economic ventures and as an arena of strategic competition.

This goes even more so for the Kremlin. Russia has the longest Arctic border in the world, and its oil and gas economy depends on Arctic drilling. Russia has built dozens of icebreakers — even nuclear-powered icebreakers — to help clear passages for ships heading to and from Europe and the Pacific.

The U.S. icebreaker fleet is only a fraction of that size.

Russia is also building up its Arctic military forces. It's adapting surface-to-air missiles for use in temperatures below -58 degrees Fahrenheit, designing resupply ships with reinforced hulls — necessary when around floating ice — and moving troops and warplanes to the north.

Will Russia intrude on the Arctic territories of other nations, or does the build-up reflect fear on the Kremlin's part? What will the United States do in response? And what would an Arctic war look like?

Russia to Build Three Nuclear-Powered Project 10510 Leader Icebreakers by 2024-2025  ( .. op weg naar de Noordpool... )

Three new-generation nuclear icebreakers of project 10510 (Leader) are planned to be built by 2024-2025, Russian Industry and Trade Minister Denis Manturov told Russia 24 TV channel.

"We plan to develop more powerful new-generation icebreakers. The project is called Leader. After the completion of the business plan designed under the auspices of Rosatom nuclear agency it would be possible to build at least three icebreakers of over 100MWt capacity by 2024-2025," he said.

According to Manturov, the Leader will become the biggest and most powerful icebreaker in the world.

It has been reported that the tender for technical documentation of the new-generation Leader nuclear icebreaker with 120MWt capacity would be announced in the near future. The Krylov Central Research Institute jointly with the Iceberg Design Bureau is engaged in the project for the Russian nuclear fleet. The icebreaker is supposed to break four-meter thick ice.

It was reported that the Iceberg Design Bureau is developing the most powerful nuclear icebreaker in the world of project 10510 with a 120MW capacity.

Comment:
The vessel can reportedly break up ice with maximum thickness of 4.3 meters and lead cargo vessels at a speed of 11 knots in two-meter thick ice thus ensuring efficient navigation along the Northern Sea Route. The Leader can develop the route into a permanently operating waterway as it would provide year-round support to vessels on schedule regardless of weather conditions and ice situation. The icebreaker would be crucial for transporting hydrocarbons from Yamal deposits to Asian and Pacific Rim countries.

Norway wants US to double its troops in country

Norway will ask the US to double the number of US troops stationed in the country and deploy them nearer the border with Russia, the government said on 12 June.

The announcement came after nine nations along NATO's eastern flank called on 8 June for the alliance to bolster its presence in their region.

Since 2017, 330 US Marines have been deployed on rotation at Vaernes in the centre of Norway, despite loud protests from Russia.

Oslo said it wants to boost the troop numbers to 700 and station them further north at Setermoen, 420km from Russia.

The US deployment agreement would also be extended from the current six-month renewable periods to five years.

Frank Bakke-Jensen, Norwegian Minister of Defence, said in a statement: 'The defence of Norway depends on the support of our NATO allies, as is the case in most other NATO countries. For this support to work in times of crises and war, we are totally dependent on joint training and exercises in times of peace.'

Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and Slovakia had on 8 June called for NATO to discuss an increased military presence in their region at the leaders' summit in July 2018 in Brussels.

The group said it was necessary to supplement NATO's current ground forces 'with aerial and naval components.'

NATO beefed up defences in central and eastern Europe in response to growing fears about Russia, following Moscow's annexation of Crimea in 2014.

The Russian embassy in Oslo could not be contacted on 12 June for comment, but in 2017 it criticised repeatedly the deployment of US forces in Norway.

Norwegian Foreign Minister Ine Eriksen Soreide said that if the new deployment went ahead 'there will still be a respectful distance with the Russian border. But we can't see any serious reason why Russia should react, even if we expect it will again this time since it always does about the allied exercises and training.'

To ease Moscow's concerns, before becoming a founder member of NATO in 1949, Oslo gave a commitment not to station foreign troops on its soil unless it was under threat of attack.

The government says it still follows that commitment noting that the troop presence is not permanent but rotational.

Nordics Mobilize To Send Russians Clear Message: We Shall Not Be Cowed

Vladimir Putin has clearly focused on expanding Russian influence in the areas of strategic interest to Russia such as the region that stretches from the Baltics to the Nordics.

Proof? They have generated major military exercises designed to influence behavior, such as last year's Zapad 2018. They have issued nuclear threats against the Danes and the Norwegians at various times over the past few years, saying that if they modernized their defenses the Nordic region they would face nuclear annihilation.

Last year, the Russians simulated military strikes against Norwegian territory and very recently sent a large naval task force from the Kola peninsula without notification. These actions are clearly designed to intimate and to isolate. Of course, the Russians have hoped that European conflicts with the Trump Administration (and disagreements within NATO) would help further isolate the Nordics.

Meanwhile, the United States has diffused its efforts with an over-emphasis on stability operations and counter-insurgency in the Middle East. For example, the Russians are expanding their Arctic capabilities, while both Canada and the United States have essentially ignored the Russian Arctic force modernization effort.

Russia's threats have not cowed the Nordic states. Instead, they have strengthened their relationship with Washington, with each other through enhanced cooperation and plan focused to mobilize their entire societies to deal with the Russian efforts to intimidate.

The Norwegians, in particular, have focused on mobilization and crisis response. This year's Trident Juncture 2018 exercise — which NATO bills as a major NATO exercise — is from the Norwegian point of view more than that. It is about testing and enhancement of their Total Defense Concept. For Norway, the Total Defense Concept focuses on the ability of the civilian side of society to support military operations. For example, the Norwegians do not have a specialized military medical service. Civilians are mobilized to support both Norwegian and allied medical needs in times of conflict. This will be tested during Trident Juncture 2018.

In my recent visit to Norway, I discussed the Norwegian preparation for Trident Juncture 2018 with one of the organizers of the exercise, Col. Lars Lervik: "We need to be able to support NATO allies when they come into Norway. I think we're making real progress with regard to civil society's ability to support the Norwegian and allied militaries.

"For example, when the US Marines arrive in Undredal, Norway (in the middle of Norway), it could be a civilian bus driver on a civilian bus who will transport them onward to their next location. They might pick up fuel from a local civilian Norwegian logistics company. It is about the resilience as well with regard to civilian society to support military operations. We need to understand and to enhance how the modern society is able to function in a time of crises and war."

The US Marines are in the midst of a major transformation process and with that effort, allies view them as key partners in shaping an effective crisis management process to deal with peer competitors. Both the Australians and the Norwegians have formalized working relationships with the Marine Corps to broaden their crisis management capabilities.

Notably, the Norwegian government announced on June 13 that they were enhancing their working realitonship with the USMC: "The Norwegian government has decided to welcome continued USMC rotational training and exercises in Norway, with a volume of up to a total of 700 marines, initially for a period of up to five years, says Defense Minister Frank Bakke-Jensen."

And how did the Russians respond? Predictably with intimidation and threats. "In a statement on its Facebook page, the Russian Embassy said it made the Scandinavian country "less predictable", while warning it "could cause growing tensions, triggering an arms race and destabilising the situation in northern Europe." It added: "We see it as clearly unfriendly, and it will not remain free of consequence."

The Russians used their embassy in country to threaten the Norwegians much like they did with the Danes in 2015.  This is part of their approach to information warfare as well whereby they use local tools as well as national tools to shape perceptions within other countries.
But the Norwegians are not the only ones mobilizing their societies to  deal with the Russian coercion efforts. And if one compares this to the period of the 1930s where the Nordics simply did not respond to the growing threat from Germany, this time around, the Nordics are seeing a threat, mobilizing and working together.

Conscription has been an important part of Finnish defense, but there is an increasing emphasis on enhanced readiness as well as part of a mobilization strategy. This means shifting emphasis from training conscripts to getting as well better combat readiness out of the mobilization force.

In my discussion with Janne Kuusela, director general of the Finnish Ministry of Defense's defense policy department, during a February visit, he argued that one advantage of the conscription process is that the Finnish government is in a position to identify candidates for the professional military, especially the "tech savvy" candidates needed to serve in a 21st century force.

"It is a two-way street with the population," Kuusela says. "The reservists bring back a lot of current information about technology and society which can then be tapped by the professional military as well as the professional military providing up to date information on the evolution of military systems. I think this is a key capability as new equipment is more technologically sophisticated."

For its part, Sweden held its largest military exercise in more than 20 years last year. Exercise Aurora 17 involved the forces of several other nations, including Denmark, Estonia, Finland, France, Norway, Lithuania, and the United States. The close cooperation between Finland and Sweden in this exercise was especially notable, as it was the only non-NATO states involved. Along with that new exercise came a new Swedish policy about conscription.

As far as the Trump Administration goes, the Finns and Swedes signed a new trilateral agreement with the United States this past May.

In other words, the response to the Russians illegally seizing Crimea and inserting their forces into the Middle East, have gotten the attention of the Nordics. And their response has been national, regional and working with core allies, including the United States to strengthen crisis management capabilities as well as deterrence.

As one senior Norweigan defense analyst put it during my visit, the Nordics are cooperating more effectively with one another in part through their regional organization, NORDEFCO, which includes Denmark, Finland, Norway, Sweden and Iceland. "I think the discussions among ministers have been taken to an unprecedented level. We also discuss crisis management," this analyst told me. "We have to prepare ourselves for handing a situation without the Swedes and the Finns, because they are not members of NATO. But we think that it is more and more likely that they would be fully involved in such a situation.

"I think our western partners realize this, so the American footprint in Norway could also be used to reinforce the Baltic states. Having access to Norwegians territory, and perhaps for a door in Sweden and Finland makes a big difference."

Russian Defense Ministry has released a video of the new Poseidon nuclear-tipped underwater complex, also called super-power nuclear torpedo.

The first footage showing the new nuclear-tipped autonomous underwater complex at the test facility. The new video shows a static test of the sub, which is basically an enormous nuclear-capable torpedo.

Rudders of the large device and its propeller are moving while developers observe its performance. The most intriguing part of the drone submarine – its propeller – is blurred out.

The device is launched from a crewed submarine and travels to its target at high speeds deep underwater, which makes it nearly impossible to intercept, according to the Russian military.

"Unique characteristics of the Poseidon system will help the Navy to successfully combat aircraft carrier and strike groups of a potential adversary in any oceanic theater of war and destroy shore infrastructure facilities," chief analyst of the General Staff, Admiral Igor Katasonov, has said.

Also early, Russian military analyst Leonid Nersisyan noted that the idea of developing giant torpedoes with a nuclear propulsion system and a powerful nuclear-tipped charge appeared in the USSR back in the 1950s, the project was called the T-15 and was actively promoted by A.D. Sakharov.

However, modern technologies have made the old concept realizable – the scheme of the "Status-6" unmanned underwater vehicle with a nuclear propulsion system was "accidentally" released at Russian media in 2015. Since then, there has been virtually no official information on it, but there have been a lot of rumors about whether the project is real or it's just some kind of concept. Recently, the existence of the project was recognized in the report of the US Department of Defence. Now it was officially confirmed by Russian military officials.

Previously the media reported the range of new Poseidon underwater complex will be more up 10,000 km, a depth of 1 km and a cruising speed of up to 185 km/h.

Russia's next-generation nuclear-powered cruise missiles are capable of hitting targets throughout the United States.

Meeting with members of the Senate Armed Services Committee in March, General Lori Robinson, head of the US Northern Command and North American Aerospace Command said she was "concerned" about the potential for those advanced cruise missiles, which could be launched from bombers or submarines at much greater ranges than legacy systems, to penetrate our air defense network due to their expanded range, low visibility, and limited radar cross section."

The main purpose of the new cruise missiles is the suppression of the operational bases of the probable enemy and the destruction of interceptor-based missile defenсe systems or group of ships with Aegis Ballistic Missile Defenсe System.

The missile has an intercontinental range in excess of 10,000+ kilometers (probably close to 20,000 kilometers) and may be equipped with a nuclear warhead.

Russian claims that new Peresvet combat laser system already in service

The Ministry of Defence of the Russian Federation has claimed that the new truck-mounted Peresvet combat laser systems are already in service and deployed in the place of permanent stationing.

On 19 July, the Russian Defense Ministry has released a new video showing some of newest Russian combat laser systems.

The video features a military unit, operating at least two truck-mounted Peresvet combat laser systems, accompanied by several command and support vehicles. When deployed, the complex unfolds and exposes a cannon-like device, which is presumably the laser system.

The exact purpose of the complex is still kept secret. It might be a jamming system, which can "blind" the optical electronic equipment of enemy vehicles with a laser beam, since several prototypes of such systems have been developed by the Soviet Union.

Early, ex Russian Deputy Defense Minister Yuri Borisov said that the "combat laser systems" Putin spoke of in his State of the Nation speech in March were in fact delivered to the country's armed forces last year. Once found only in works of fiction, Borisov said such devices were now a very real and necessary tool of modern warfare.

"We can talk a lot about laser weapons and movies were made about them a long time ago and fantastic books have been written, and everyone knows about this. But the fact that these systems have started entering service is indeed today's reality," Borisov said in comments translated by the state-run Tass Russian News Agency.

Russia reveals new images of Sarmat heavy intercontinental ballistic missile

On 19 July, the official Facebook account of Ministry of Defence of the Russian Federation posted a video showing the newest Sarmat heavy intercontinental ballistic missile.

The MoD released video showing the liquid-fueled, MIRV-equipped, superheavy thermonuclear armed intercontinental ballistic missile is developed to replace the old SS-18 Satan missile.

According to the official statement, the program for the deployment of the Sarmat missile system is synchronized in time with the gradual withdrawal of its predecessor, the R-36M2 Voevoda missile system, also known as the SS-18 Satan.

The energy capabilities of the Sarmat missile system make it possible to use an extended range of combat capability on the missile. It can carry combat blocks of small, medium, high or large power classes.

President Vladimir Putin early said that delivery of the new Sarmat intercontinental ballistic missile to Russia's military is scheduled for 2020.

"The systems, which will beef up our strategic forces in the foreseeable future, I mean, first of all, the Sarmat system, which is to be delivered to the troops in 2020, the Avangard system, the delivery of which is scheduled for 2019, and other systems are being tested according to the original schedule," – said Vladimir Putin during a meeting with top military and defence industry officials in Sochi on 18 May.

The serial production of the Sarmat missile would probably be conducted at the Krasmash factory in the Siberian city of Krasnoyarsk.

Developed by the Makeyev Rocket Design Bureau, the new hypersonic Sarmat missile is capable of striking targets both via the North and the South Poles.

"The missile's uniquely cross-functional combat platform allows the use of all types of individually targeted warheads, including ones which are still on the drawing board," Russia's Strategic Missile Forces Commander, Col. Gen. Karatayev.

According to the Center's Missile Defense Project, the Sarmat as being able to carry 10 large warheads, 16 smaller ones, a combination of warheads and countermeasures, or up to 24 YU-74 hypersonic boost-glide vehicles.

That means one Satan 2 ICBM could pack as much as eight megatons of TNT-equivalent explosive power.

The Sarmat intercontinental ballistic missile is small enough to fit into existing missile silos with minimum modifications to launch area infrastructure.

Ehh... Als je met zo'n nucleair aangedreven raket met een conventionele kop een doel raakt, dan komt er toch ook gewoon radioactief materiaal en straling vrij? En hoe denken ze over de nucleaire geheimen die in zo'n raket zijn verwerkt? Wie weet wat je vijand er nog van kan leren? Licht het aan mij of klinkt dit als een enorm dom idee?

Ik ga er vanuit dat je op de INF treaty doelt? Dat gaat om wapens (ground launched) die een bereik van 500 t/m 5500 kilometer hebben. Zit je daarbuiten/ binnen de 500 km is het goed en zit je buiten "ground launched" dus vanaf een sub of vliegtuig oid is het ook goed.

Norway's Role in NATO's Defence

A new RAND study concludes that Norway will take on a greater role in defending NATO's northern flank. This conclusion results in Norway's strong engagement with the Alliance and an "impressive mix of high-end capabilities for a nation of its size," statements that were made by key NATO Allies who were asked for their perspective on strategic opportunities and challenges for Norway in the North Atlantic and High North region. During the study, the researchers from RAND Europe and the RAND Cooperation spoke to NATO defence officials from both sides of the Atlantic, to gather and analyse evidence for the Norwegian Ministry of Defence, which commissioned the report.

However, Norway also faces pressing challenges across different levels which need to be addressed, the authors of the study stated. These challenges include political, strategic, military and wider security threats to societal resilience. Due to Norway's Total Defence Concept, in which they could have all of society engaged in the defence effort, both military and civilian, and is therefore ahead of many other Allies, it will need to be bolstered to counter new, non-military threats to society (e.g. cyber, subversion, misinformation).

The research presents also the fact, that Norway is not only present in the High North but also on its eastern and southern flanks, stressing the importance of 360° NATO security. Allied officials emphasized the many complex links between threats in multiple regions – noting, for example, the interconnected strategic and security impacts of recent Russian interventions in Syria, Libya and sub-Saharan Africa.

The report describes strategic options on possible initiatives to strengthen regional deterrence but the resources available for defence are limited. The focus is on improving the protection of bases and forces against air and missile threats; preparing for operations in contested cyber, space and electromagnetic environments; and looking at ways to increase Norway's ability to receive, support and operate alongside large-scale Allied land, air and naval forces to deter and defeat any aggression against Norway or NATO.

Noordse landen vormen front

'Veiligheidssituatie verslechterd'

Nieuwe schepen en vliegtuigen, meer tanks, een betere luchtverdediging en meer militairen. Het defensiebudget van Noorwegen gaat de komende jaren met honderden miljoenen euro's omhoog. Ook andere landen in de regio maken meer geld vrij voor Defensie vanwege potentiele dreiging. "We geven daarmee een signaal af aan de ons omringende landen", stelt de Zweedse commandant der Strijdkrachten, luitenant-generaal Michael Claesson.

Van alle toekomstplannen zijn die van Noorwegen tot nu toe het meest concreet. Vorige week werd een plan gepresenteerd waarin onder meer staat dat tot 2024 het defensiebudget omhoog gaat met in totaal € 750 miljoen tot € 5,6 miljard. Daarmee besteedt 'Oslo' 1,70% van het bruto nationaal product aan Defensie. Nog lang niet het NAVO-streven van 2%, maar gerekend per hoofd van de bevolking is Noorwegen koploper in Europa met ongeveer € 1.000. Dat is 2x zoveel als middenmoter Nederland.

Noorwegen

Een sleutelpositie in de Noorse plannen heeft Brigade Noord aan de grens met Rusland.

Die bestaat uit 4 gemechaniseerde bataljons. Deze eenheden worden uitgerust met nieuwe gevechtstanks, mobiele luchtverdedigingssystemen en artillerie. Wat dat laatste betreft koos de Noorse landmacht met Zweden voor de Archer (FH77BW L52) en voor de Zuid-Koreaanse K9 Thunder (zie artikelfoto), als opvolger van de M-109A3GNM. Beide kunnen overweg met de M982 Excalibur precisiemunitie. Meer vuurkracht en grotere paraatheid.

Het Soldier Modernisation Program houdt in dat alle militairen nieuwe kleding en modernere spullen krijgen. De fregatten en onderzeeboten van de marine krijgen de nodige upgrades en er varen straks 3 nieuwe kustwachtschepen rond. Om de maritieme operationele capaciteit na 2030 te behouden, is de regering bezig met plannen om de oppervlakteschepen te vervangen. Dat gebeurt trouwens in internationaal verband.

De invoering van de F-35 Lightning II is voorlopig speerpunt voor de luchtmacht. Maar ook de vervanging van de maritieme patrouillevliegtuigen (P-3 Orions) door de moderne P-8 Poseidon staat hoog op de Noorse agenda. De luchtverdediging gaat op de schop, want het NASAMS II-luchtverdedigingssysteem wordt geüpgraded met moderne sensoren. Net als  de introductie van een aanvullend systeem met een kleiner bereik.

De Special Forces, waaronder ook het vermaarde Telemarkbataljon, worden uitgebreid met 1 extra maritieme taakgroep. De Bell 412 transporthelikopters worden vervangen door een type dat beter geschikt is voor deze eenheden.

NORDEFCO

De Nordic Defence Cooperation (NORDEFCO) is een samenwerkingsverband tussen Noorwegen, Denemarken, Finland, IJsland en Zweden op het gebied van veiligheid. Alle landen van het verbond hebben aangekondigd om de komende jaren meer geld vrij te maken voor Defensie.

Denemarken

Het budget in Denemarken stijgt de komende 3 jaar tot € 3,2 miljard, waarmee het op 1,5% van het bnp komt. Dat is een verhoging van 20% in 5 jaar tijd.

Ook hier vergt de komst van de F-35 - Denemarken koopt er 27 om de 30 F-16's te vervangen - een grote investering. Verder beschikt de krijgsmacht daar over de gloednieuwe Leopard 2A7DK, Mowag Piranha V infanterievoetuigen en, net als Nederland, Leguan bruggenleggers.

IJsland

Kleinste bijdrage

IJsland draagt van alle landen het minste bij aan de NAVO. Niet zo gek, want het kent geen eigen krijgsmacht.

Van 1951 tot 2006 was de Iceland Defense Force op het eiland gevestigd, een NAVO-eenheid waaraan ook onze Koninklijke Marine met een P-3C Orion bijdroeg. De kustwacht kent wel (3) bewapende schepen. De regering in Reykjavik wil die vervangen en bovendien de radarapparatuur bij Keflavik vernieuwen. Dus er wordt wel geïnvesteerd.

Zweden en Finland

Zweden en Finland, geen leden van de NAVO, versterken binnen het NORDEFCO de samenwerking. Op 15 oktober trad een wet in werking, waarbij de landen elkaar wederzijds militair te hulp schieten bij schendingen van het territoriaal grondgebied.

De Zweedse minister van Defensie Peter Hultqvist mag de komende 3 jaar bijna € 1 miljard aan zijn begroting toevoegen. Opmerkelijk voor een (minderheids)regering die bestaat uit sociaal-democraten en de Groenen. Er staan onder meer een nieuwe gemechaniseerde brigade en een extra onderzeeboot op het programma. Zweden heeft er nu 5 op de verlanglijst.

Dit land besteedt nu 1.1% van het bnp aan Defensie. "Een aanval op ons land moeten we niet uitsluiten", zei Hultqvist. De Zweden beschikken over een actieve defensie-industrie die onder meer hun 'eigen' Saab JAS 39 Gripen E levert.

Finland zoekt ondertussen een opvolger voor de F-18C Hornet. De Finnen investeerden ook flink in de landmacht, waarbij onder meer 100 Leopardtanks 2A6 van Nederland zijn overgenomen.

Toekomst Defensie

Net als de Noordse landen investeert ook Nederland de komende jaren flink in Defensie. Zonder de extra investeringen beslaat de defensiebegroting nu €11,5 miljard. In Defensiekrant 41 leest u hier meer over.

U.S. Air Force Personnel Arrive for First-Ever Norway Deployment

For the first time in Norway, more than 200 U.S. Air Force personnel from Dyess Air Force Base, Texas, with an expeditionary B-1 Lancer bomber squadron, will arrive to support upcoming Bomber Task Force (BTF) missions out of  Orland Air Base, Norway. The Airman will be a part of the advance team for scheduled missions in the coming weeks which will occur for a limited time.

Training for the U.S. Air Force personnel will include a variety of areas ranging from operating in the high north to improving interoperability with allies and partners across the European theater.

"Operational readiness and our ability to support Allies and partners and respond with speed is critical to combined success," said Gen. In keeping with force health protection measures aligned with the Department of Defense, U.S. Centers for Disease Control and Prevention, and Norwegian policy, all U.S. Air Force personnel will immediately practice a ten-day COVID-19 Restriction of Movement (ROM). All personnel were medically screened in Texas prior to arriving in Norway. 

While details of specific missions or numbers of events are not discussed as part of routine operational security standards, U.S. Air Forces in Europe routinely host a variety of U.S. aircraft and units across the theater in support of USEUCOM objectives.
