The German arm of MBDA said it will "restructure" its operations following signals from Berlin that the government is having second thoughts about the company's pet project, the TLVS air defense system.

The move comes after European consortium MBDA and its American partner Lockheed Martin held out hope for years that their follow-on work on the former Medium Extended Air Defense System — which included the United States, Germany and Italy — would eventually yield a contract with the German military, or Bundeswehr.

Up to now, the vendors invested some money of their own in the effort, believing the system's features would revolutionize a global air defense market dominated by the Patriot system.

But MBDA now thinks a contract still won't materialize next year, the company said in a statement. In addition, the statement noted that Defence Minister Annegret Kramp-Karrenbauer announced a reevaluation of the Bundeswehr's entire air defense portfolio.

Such reviews typically are telling indicators that governments want fresh thinking on a given subject and are willing to scrap long-standing plans. In the case of TLVS, Kramp-Karrenbauer's recent emphasis on "layers" in missile defense, a common way to conceptualize the technology, could mean the system is no longer thought to serve the sweet spot in intercepting aircraft, missiles or drones at various heights and distances.

Germany delays TLVS once again

Germany has again delayed its Taktische Luftverteidigungssystem (TLVS) ground-based air-defence programme, with a contract no longer expected in 2021.

MBDA Deutschland, which along with Lockheed Martin has been working on the Medium Extended Air Defense System (MEADS) to fulfil the Luftwaffe's TLVS requirement since the early 2000s, issued a statement on 3 December saying that inadequate funding has been committed to the programme in the federal budget and that consequently there would be no contract award in the short or medium term.

"After the clean-up meeting on 26 November, the TLVS is only provided with a very small base amount in the federal budget. A contract to implement TLVS is no longer planned for 2021," MBDA Deutschland said.

As noted by the MBDA Deutschland consortium that comprises Airbus (37.5%), BAE Systems (37.5%), and Leonardo (25%), rather than award a contract, the Federal Defence Minister, Annegret Kramp-Karrenbauer, announced that she instead wants to examine and evaluate the country's air-defence requirement in its entirety. A result of the assessment should be available in the first few months of 2021.

MBDA, Lockheed Martin submit final proposal for German TLVS requirement

TLVS GmbH – the joint venture (JV) between MBDA Deutschland and Lockheed Martin – has submitted an updated and final proposal to the German Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) for the Taktisches Luftverteidigungssystem (TLVS) – Germany's next-generation integrated air and missile defence requirement.

TLVS is intended to replace the legacy MIM-104C Patriot integrated air-defence systems in service with the German Air Force since 1989. Evolved from the earlier Medium Extended Air Defense System (MEADS) design and development, the updated JV proposal includes development, test, certification, and delivery of a next-generation TLVS solution.

"TLVS is driven by an open-system-architecture approach developed jointly with the customer, while applying the new provisions of 'Agenda Rüstung' [armaments agenda – the new German procurement process for military equipment]," an MBDA spokesperson told Janes.

"TLVS is based on the results of the MEADS Design and Development phase but will yield many new capabilities – above and beyond MEADS – that will be developed and fielded in country by German industry. These future proof enhancements ensure the system remains capable of outpacing the threat," the spokesperson added.

The 'beyond MEADS' solution provides for a significant capability increase against an evolving and broader spectrum of threats, including tactical ballistic missiles (TBMs), advanced electronic warfare, and suppression of enemy air-defence (SEAD) threats, including cyber-attacks, and unmanned air-breathing threats.

Bundeswehr issues revised RFP to TLVS JV

The German Ministry of Defence (Bundeswehr) has issued Lockheed Martin and MBDA with an updated request for proposals (RFP) for the Taktische Luftverteidigungssystem (TLVS) ground-based, air-defence programme.

Speaking to Janes on 13 May, a Lockheed Martin programme official said that the issuing of the new RFP to the TLVS joint venture (JV) was an anticipated step in the German military's effort to field the Medium Extended Air Defense System (MEADS), ahead of any contract award.

"The Bundeswehr has now confirmed that it has asked [the] TLVS JV for a revised offer by the summer. This offer will then be reviewed ahead of any contract being awarded," Lockheed Martin's communications manager for Germany, Julian Wörner, said.

Lockheed Martin had told Janes that it expected a contract to be awarded in the third quarter (Q3) of this year. Wörner declined to be drawn on what the latest timeline might be but a source with industrial knowledge of the programme who requested not to be identified noted that a contract is expected within the current government's term, which runs through to September 2021. The source also noted that the current Covid-19 crisis may have delayed the issuing of the updated RFP but was not expected to have a long-term effect on the programme timeline.

Lockheed Martin and MBDA have been working on MEADS since the early 2000s. However, the programme itself is much older than that, dating back to the early 1990s as a means to replace the Lockheed Martin/Raytheon MIM-104 Patriot system in the US, the HAWK in Germany, and the NIKE in Italy.

Germany to order Patriot PAC-3 MSE Missile Segment Enhanced from U.S.

The U.S. State Department has made a determination approving a possible Foreign Military Sale to the Government of Germany of Patriot Advanced Capability 3 (PAC-3) Missiles Segment Enhanced (MSE) with support for an estimated cost of $401 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on July 12, 2019.

The Government of Germany has requested to buy fifty (50) Patriot Advanced Capability 3 (PAC-3) Missiles Segment Enhanced (MSE). Also included are PAC-3 MSE launcher conversion kits; Missile Round Trainers (MRTs); Empty Round Trainers (ERTs); Launcher Stations (LS) heater controllers; PAC-3 ground support equipment; concurrent spare parts; documentation and publications; PAC-3 MSE shorting plugs; Quality Assurance Team; missile canister consumables; missile skid kits; PAC-3 MSE repair and return; missile Field Surveillance Program (FSP) for PAC-3 MSE; U.S. Government transportation; MSE launcher spare parts; PAC-3/MSE GMT kits; MSE DC motor kits; targets; Telemetry; U.S. Government range support; MSE flight test support; U.S. Government and contractor engineering; technical and logistics support services; and other related elements of logistical and program support. The total estimated value is $401 million.

The PAC-3 Missile Segment Enhancement (MSE) is an evolution of the battle-proven PAC-3 Missile. The hit-to-kill PAC-3 MSE provides performance enhancements that counter evolving threat advancements. The enhancements ensure the PAC-3 Missile Segment of the PATRIOT Air Defense System is capable of engaging new and evolving threats. The hit-to-kill PAC-3 Missile is the world's most advanced, and capable theater air defense missile and defender against the entire threat to the PATRIOT Air Defense System: Tactical Ballistic Missiles (TBMs) carrying weapons of mass destruction, evolving cruise missiles and aircraft.

The PAC-3 MSE design utilizes the latest technology to significantly increase performance. The PAC-3 MSE incorporates a larger, dual pulse solid rocket motor; larger fins; and upgraded actuators and thermal batteries to accommodate increased performance. The modifications extend the missile's reach.

The PAC-3 MSE is packaged in a single canister that stacks to provide logistical flexibility. Twelve individual PAC-3 MSE Missiles can be loaded on a PATRIOT Launcher or a combination of six MSEs and eight PAC-3 Missiles (two four packs) can be loaded.
