WASHINGTON — In July, the US Army will make its first big decision on how to proceed with the ambitious, decades-long developmental project to replace up to 4,000 Apache and Black Hawk helicopters by the mid-2030s.

Four contractors are working on demonstrator and technology projects under the Joint Multi-Role (JMR) program, which will eventually develop the baseline requirements for the $100 billion Future Vertical Lift (FVL) effort.

Het goede nieuws is dat de Nederlandse luchtvaart industrie (bron benoem ik niet, maar hou het maar op een uitermate goed ingevoerd iemand) al verkennende gesprekken in de VS heeft gevoerd betreffende de vervanging (uitgangspunt dat deze er komt) van de Apache in 2030 (of ze ook in Europa deze gesprekken voeren is mij niet bekend)

Laten we onze eigen weg blijven volgen. Ik vind dit vooruitlopen op zaken die nog niet aan de orde zijn. Weet niet of dat goed nieuws is om daar nu al mee te beginnen.

Op zich best een aantrekkelijke gedachte gang, één basis ontwerp die de NL krijgsmacht gefaseerd kan voorzien in een behoefte zowel voor KLu als KM.... al roept dit idee wel een déjà vu gevoel op (F35)

Met de huidige combinatie Blackhawk, Seahawk en Battlehawk wordt je volgens mij niet echt gestraft als krijgsmacht.

Het zal mij benieuwen wat de Europese defensie industrie als alternatief gaat bieden.

2030 kinkt als vreselijk ver weg, in tijd bezien is de keuze voor de Apache voor de KLu al weer 20 jaar geleden genaakt en in het kader van de middellangetermijnplanning is ook dit een onderwerp wat aan de horizon op doemt.

Als ik de eventuele vervanger van de Cougars (if ever) meeneem, dan spreken we over nog maar slechts 10 jaar en zal men zo rond 2020 een keuze moeten maken en daarmee wordt het aanzienlijk actueler.

Waarbij je zou kunnen stellen dat als de Cougar vervangen zou worden door het Amerikaanse product de opvolging van de Apache zou liggen in het verlengde van die eventuele keuze mogelijk zelfs gevolgd door de maritieme variant als vervanger voor de NH90 ergens rond 2040+

Het goede van het nieuws vind ik dat men er over na begint te denken waarbij duidelijk mag zijn dat er nog hele generaties graaiend pluche de revue zal passeren voordat men überhaubt een beslissing kan/mag nemen.

Als we de Belgische (huidige) route zouden gaan volgen, een defensie begroting van 0,5% van het BNP  (omgerekend volgens het NL BBP in 2013) dan komen we uit op een begroting van 3,25 miljard euro per jaar, dan valt er niets meer te vervangen en vervallen we tot kustwacht, NATRES en verzoeken we de Duitsers om alsjeblieft de QRA taken waar te nemen.

Eind jaren 70 werd er al gezocht naar een "bewapende helikopter".  Ik kan mij nog herinneren dat er in Nederland een fly-off (vliegende demonstratie) heeft plaats gevonden tussen de Aerospatial Dauphin / Panther en de Agusta Mangusta in 1986.
Vervolgens ging men in dat jaar samen met het VK, Italie en Spanje aan de slag om uit de Mangusta een Europese gevechtshelikopter te ontwikkelen.  De "Tonal", de naam van een Azteekse god, kwam er echter nooit.
En ik weet nog goed te herinneren, dat in 1990 een politicus zat te klagen over generaals die zo graag de Apache wilden aanschaffen.

Uiteindelijk kwamen er op 27 januari 1997 de eerste van 12 AH-64A 'leasbakken' naar Nederland.  Wat zag die US Army meuk er afgeragd uit.
Gelukkig kregen we tussen 29 mei 1998 en 30 april 2002 onze 30 nieuwbouw AH-64D's binnen.  Dus heeft de hele invoering ruim 20 jaar geduurd.

In 1985 begon de KLu al met het vervanging proces voor de F-16A/B, dus 15 jaar voor de oorspronkelijke uitfasering van dit type.  En ze zijn nog steeds bezig!
Dus klinkt het helemaal niet ver weg om nu al te beginnen te denken over een opvolger voor de Apache.

Het zal binnen Europese defensieindustrie vast een doorontwikkeling van de Tiger worden..plus mogelijke nieuwe elementen die we ook zagen op de Airbus Helicopters X3. Hopelijk zullen dit keer meer EU lidstaten voor eenzelfde gevechtshelikopter kiezen.

Future attack helo lighter, more lethal

The replacement of the AH-64E Apache attack helicopter under the Future Vertical Lift (FVL) programme is likely to see a smaller, lighter helicopter introduced, rather than a common replacement with the UH-60 Black Hawk.

FVL is looking to completely replenish the US military's helicopter fleet with next-generation rotorcraft, and current efforts are focused across five capability sets (CS).

The mid-sized CS3 is currently being investigated under the Joint Multi-Role (JMR) technology demonstration programme, which will see the first flights of demonstration aircraft – the Boeing-Sikorsky SB>1 Defiant and the Bell V-280 Valor – take place next year.

While CS3 was widely understood to be investigating a common aircraft that would eventually succeed the Black Hawk and Apache, FVL programme managers are clearly keeping an open mind about the weight class of the attack variant.

Speaking to Shephard at the AUSA exhibition, FVL project manager Richard Kretzschmar said rather than rolling out an Apache replacement as part of CS3, the programme team was investigating a smaller 'Capability Set 1.5' aircraft for the attack role.

'If you look at an aircraft like the [Sikorsky S-97] Raider that's here at the show, we are looking at that class of aircraft with the way the requirement is evolving. With the munitions that will be available, the aircraft could be lighter but much more lethal than the Apache,' Kretzschmar explained.

With the programme underway since 2009, the FVL capability sets now appear to be largely defined.

Kretzschmar described CS1 as a 'street fighter' aircraft that would fill the role of the current Little Bird. CS2 covers a slightly larger rotorcraft that would be configured for naval operations while CS3 will be a utility transport and air assault aircraft.

At the larger end of the scale CS4 is seeking a larger aircraft to fill the segment currently occupied by the V-22 Osprey and CH-47 Chinook, while CS5 will replace the C-130 as the Pentagon's main tactical airlifter.

News that the Apache replacement may not be spun into CS3 will help Bell's case that the speed and range advantages of the tiltrotor makes the V-280 the most suitable configuration for the mission.

However, Kretzschmar also noted that the programme office preferred a common configuration that could be scaled across several capability sets. This could involve different sized fuselages under a common wing and power train with as much as 80% common components.

Kretzschmar also said the project team was consciously 'trying to move at the pace of industry' and was looking to accelerate the overall timeframe to meet the programme's key milestones – although funding realities will keep a brake on some of those ambitions.

Army will not pursue AH-64F model Apache

As Boeing prepares for a possible F model Apache as a bridge between the legacy helicopter and the Future Vertical Lift aircraft, the US Army says it will not pursue the development of the AH-64F.

Boeing's plan includes securing a second multi-year buy for the Apaches, which would be followed by the second iteration of the E model or an F model, Kim Smith, Boeing's vice president for attack helicopter programs told reporters at the AUSA Annual meeting in Washington DC. The customer would choose the designation for the helicopter, she says.

"With the current assumptions and projections, it's felt very strongly that there will be another turn on the Apache prior to FVL, as a bridge to FVL," Smith says.

But the Army is not pursuing development of an AH-64F, a spokesman for the service's deputy chief of staff for program development told FlightGlobal. This echoes comments from Gen. John (Mike) Murray himself on FVL earlier this month. He said the army will not be able to afford funding the Apache and FVL concurrently.

The army will continue buying the Apache through the 2020s and Boeing's production line will end in 2026. FVL is slated to come online in 2030.
"We're investing in FVL through aggressive science and technology [funding]," he says. "We do have to manage aircraft over time, we'll continue to buy the AH-64E while we phase in the FVL variant. So you're going an overlap at some point."

While the service does not have a current requirement for an F model, it would open dialogue with industry if a requirement emerges, the spokesman says.

Boeing is examining its plan past 2026 and keeping an eye on the FVL timeline to see whether the fielding date remains the same. The upgraded E or new F model would also take into account the Army's Improved Turbine Engine Programme, which would replace the GE T700 engine that powers both the AH-64 and Lockheed Martin/Sikorsky UH-60.

"If you put ITEP in, how do you take advantage of that?" says Mark Ballew, Boeing's director of helicopters global sales and marketing. "What do you need to do to different components of the aircraft to reduce drag, to be able to produce additional lift? So all those things that the team is looking at."

When asked how Boeing would reconcile its SB-1 Defiant pitch for the FVL programme at the same time as a push for a new Apache, Smith countered the two programmes were mutually beneficial. The company would leverage investment on the Apache to help lower risk on FVL, Smith says.

"So it's really complementary rather than competing," she says.

Sikorsky heeft na het debacle met de Lockheed AH-56 Cheyenne een nieuw ontwerp/ voorstel gedaan in 1970, genaamd S-67 Blackhawk, niet de transport UH-60 Blackhawk die we nu kennen, maar een attack helicopter.

Lijkt me een aardige indicatie, ook voor Nederland, dwz als onze Apaches ooit worden vervangen vanaf 2030.

Een Europees alternatief lijkt mij, op dit moment nog, heel ver weg tenzij er reeds plannen zijn, om rond die tijd een vervanger te kunnen bieden.

Een gepimpte Tiger lijkt mij uitgesloten.

Government of the Netherlands – AN/AAR-57A(V)7 Common Missile Warning System (CMWS)

WASHINGTON, Jul. 10, 2017 - The State Department has made a determination approving a possible Foreign Military Sale to the Government of the Netherlands for AN/AAR-57A(V)7 Common Missile Warning Systems (CMWS).  The estimated cost is $58.2 million.  The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of the Netherlands has requested the possible sale of thirty-two (32) AN/AAR-57A(V)7 Common Missile Warning Systems (CMWS).  This would be in addition to the thirty-three (33) AN/AVR-2B laser detecting sets with various support elements included in an earlier FMS case valued at $8.2M.  Also included in the amended FMS case would be mission equipment, hardware and services required to implement customer unique post modifications, communication and navigation equipment, special tools and test equipment, ground support equipment, technical data, publications, MWO/ECP, technical assistance, and training, and other related elements of logistics and program support.  The estimated total case value is $58.2 million.

This proposed sale will enhance the foreign policy and national security objectives of the United States by helping to improve the security of the Netherlands which has been, and continues to be an important force for political stability and economic progress in Europe.  It is vital to the U.S. national interest to assist the Netherlands to develop and maintain a strong and ready self-defense capability.

The proposed sale will improve the Netherlands' capability to meet current and future threats and will be employed on the Netherlands' AH-64D Apache helicopters.  The Netherlands will use the enhanced capability to strengthen its homeland defense, deter regional threats, and provide direct support to coalition and security cooperation operations.  The Netherlands will have no difficulty absorbing these systems into its armed forces.

The proposed sale of these systems will not alter the basic military balance in the region.

The principal contractor will be BAE Systems, Nashua, NH.  There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government personnel or contractor representatives to the Netherlands.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
