Indonesian corvette clashes with Vietnamese fishery agency vessels in South China Sea

- Government vessels from Indonesia and Vietnam were involved in a deliberate collision incident in the South China Sea
- The incident threatens to further escalate maritime tensions between the two neighbouring countries

An Indonesian Navy (Tentara Nasional Indonesia – Angkatan Laut: TNI-AL) Kapitan Pattimura (Parchim I) class corvette was involved in a deliberate collision incident with vessels from the Vietnamese Fisheries Resources Surveillance (VFRS) agency on 27 April.

The incident, which involved the TNI-AL's KRI Tjiptadi (381), and two VFRS vessels, KN-231 and KN-264, took place about 161 n miles northwest off the Riau Islands cluster, according to incident co-ordinates provided to Jane's on 29 April.

South Korea's HHI launches RNZN's future fleet support vessel



South Korean shipbuilder Hyundai Heavy Industries (HHI) launched the Royal New Zealand Navy's (RNZN's) future fleet tanker/replenishment vessel at the company's dockyard in the southeastern coastal city of Ulsan on 24 April.

The 173 m-long auxiliary oiler replenishment (AOR) ship, which will be known as HMNZS Aotearoa once commissioned, was floated in the drydock at Ulsan in a ceremony attended by RNZN chief Rear Admiral David Proctor, among others.

Ordered for NZD493 million (USD323 million) in 2016 under New Zealand's Maritime Sustainment Capability (MSC) programme, the vessel was laid down in August 2018 and is expected to be delivered and commissioned in 2020 when it will replace fleet replenishment tanker Endeavour , which was decommissioned in December 2017.

The ship's home port will be New Plymouth in the country's western region of Taranaki.

Aotearoa , which will have twice the displacement of Endeavour and carry 30% more fuel, will be the largest vessel to be operated by the RNZN. It was designed to have a full-load displacement of 26,000 tonnes, an overall beam of 24.5 m, and a draught of 8.5 m.

The vessel will be able to carry 8,000 tonnes of diesel fuel, 1,550 tonnes of aviation fuel, and 250 tonnes of fresh water for resupply operations. It will also be capable of carrying 12 standard 20 ft containers - four of which can contain dangerous goods - and of producing 100 tonnes of fresh water each day, according to the RNZN.

Aotearoa will be capable of embarking one SH-2G(NZ) Seasprite or NH90 medium utility helicopter, and will be equipped with self-defence systems, integrated communications and bridge systems, an integrated platform management system, and two NATO-compliant replenishment-at-sea (RAS) masts.

NAVANTIA Signs F-110 Frigates Construction Contract With Spanish MoD



The construction of 5 frigates will guarantee a stable and sufficient workload in the next 10 years. •   The program will involve the modernization and technological development of Ferrol shipyard, placing it within the framework of Industry 4.0 promoted by the Government of Spain.


Navantia and the Ministry of Defense have signed today the contract for the construction of five F-110 frigates for the Spanish Navy. The contract was signed by the Deputy Director of Acquisitions of Weapons and Material, Alfonso Torán; by the Director of Operations and Business of Navantia, Gonzalo Mateo and by the Commercial and Business Development Director of Navantia, Sofia Honrubia. In addition, the signing, held at the headquarters of the Ministry, was attended by the Secretary of State for Defense, Angel Olivares; the Director General of the DGAM, Santiago Ramón González and the President of Navantia, Susana de Sarriá.

This new generation of F-110 frigates, whose construction will begin shortly in Ferrol, stands out for having its own Spanish design and a high degree of industrial and technological sovereignty. About 80% of purchases and supplies will be made to Spanish companies.



The design of this new frigate will incorporate remarkable technological advances, such as the new integrated mast configured with different solutions of sensors and antennas, the incorporation of a multi-space mission that expands the capabilities of the ship in all the segments of defense and a new hybrid propellant plant more efficient and silent endowing the ship with great versatility. In addition, it will integrate unmanned vehicles on board and will have the capacity for the future installation of directed energy weapons.

The frigates will be equipped with a Spanish combat system, SCOMBA, developed by Navantia. This system acts as the vessel's brain and integrates all the frigate's sensors and weapons, such as surface sensors, EW and IFF supplied by Indra, SS SPY-1 radar and Lockheed Martin vertical launcher, AAW – SM-2 from Raytheon, the antisubmarine warfare systems and SAES sonars and the navigation and communications systems from Navantia Sistemas.



It should be noted that the frigate F-110 will be the first major Spanish naval program developed within the framework of ASTILLERO 4.0 which will involve the most advanced integrated control and simulation systems, with the digital twin, which will be complemented by an intelligent management and communication nervous system "without cables", which will permanently connect the crew to each other, and the crew to the ship's systems. In addition, it will incorporate processes and components with additive fabrication or 3D printing and will be the first ships in the fleet to have an integrated cybersecurity system that shields ships against increasing threats. This makes it possible for the ship to have reduced crew for its operation and high standards of habitability.

This program will benefit all the shipyards of Navantia with an impact on the employment of approximately 7.000 jobs annually for almost a decade, between direct and induced jobs. In addition to the workload for the Ferrol Shipyard, it will also generate activity in the Bay of Cadiz, through Navantia Sistemas with the development of the frigate's combat system.

Three shipbuilders to apply in Bulgarian $567M patrol vessel tender

WARSAW, Poland — The Bulgarian navy expects three companies to submit offers to supply two patrol vessels under an ongoing tender: Italy's Fincantieri, Germany's Lürssen, and Bulgarian shipbuilder MTG Dolphin.

Navy chief Rear Admiral Mitko Petev told the state-run broadcaster Bulgarian National Radio that the three companies have signaled they aim to file bids by the April 16 deadline. Under the plan, the contract is to be signed by the end of this year, according to the commander.

The procurement is estimated to be worth some 984 million leva (US$567 million). The first vessel is to be delivered by the end of 2023, and the second one by the end of 2024.

In late 2017, Bulgaria's government canceled its draft decision to order two patrol vessels after the only bidder, MTG Dolphin, withdrew from the negotiations on the deal. Following legislative changes that imposed a value-added tax on military procurements, the 820 million leva the government had allocated to acquire the vessels was to be reduced by a tax of about 164 million leva, decreasing the project's economic feasibility for the shipbuilder.

Bulgaria is pursuing plans to boost its Navy's operational capacities and acquire new vessels in response to the rising concern over Russian military activities in the Black Sea region, initiated by Moscow's annexation of the Ukrainian Crimean peninsula in 2014. Russia's invasion of Ukraine has also stimulated naval modernization programs in a number of other countries in the region, including Poland and Romania.

New Zealand Navy's Biggest Vessel Ready for Launch in South Korea

The future HMNZS Aotearoa, the biggest ever vessel to be built for the Royal New Zealand Navy, is taking shape and is ready for launch in South Korea.

Aetorea is being constructed at Hyundai Heavy Shipbuilding's Ulsan shipyard and is scheduled to be launched within the next two weeks, according to the New Zealand Navy.

The launch will take place some nine months after the tanker's keel was laid in August 2018.

Aotearoa represents the first of a new fleet of RNZN ships built specifically to address the global requirements of the New Zealand Defence Force and government agencies for deployment from Antarctica to the Arabian Gulf.

HMNZS Aotearoa is designed to provide logistical support to New Zealand and coalition maritime, land and air units.

Her primary purpose is to conduct fuel resupply but she will also be capable of supplying dry goods, water, spare parts or ammunition. Her missions will include humanitarian and disaster relief, support to United Nations security operations, support to a coalition naval task group and Antarctic resupply.

Featuring a wave-piercing hull form, the 173.2-meter-long ship will have the ability to carry twelve 20-foot shipping containers, high-capacity freshwater generation plants, self-defense systems, aviation and marine fuel cargo tanks, dual all-electric replenishment-at-sea rigs and will be able to carry a Seaspite or NH90 helicopter.

Aotearoa will displace 26,000 tonnes and will be operated by a crew of 64.

The ship's $493 million price tag includes the tanker's enhanced "winterization" capabilities, such as ice-strengthening for operations in Antarctica, including resupplying McMurdo Station and Scott Base. Predecessor tanker HMNZS Endeavour was not Antarctic-capable.

USN details desire for additional HELIOS funding in 2020

If the US Navy (USN) receives an additional USD80 million above its budget request for the High Energy Laser and Integrated Optical-dazzler with Surveillance (HELIOS) initiative, the service would be able to accelerate development plans, according to Chief of Naval Operations Admiral John Richardson.

Testifying before the Senate Armed Services Committee earlier this month, Adm Richardson fielded questions about HELIOS and why the service included it on its unfunded priorities list - a wish list, of sorts, where each service details programmes they would like to see funded at higher levels.

Adm Richardson explained that if the service receives an additional USD80 million, it could accelerate HELIOS "even further".

"If we got a little bit more money, we could move even more aggressively still," the four-star admiral told lawmakers.

The service is requesting USD101 million in fiscal year 2020 (FY 2020) for its Navy Laser Family of Systems (NLFoS) - an effort to field "near-term", ship-based high-energy laser weapons, according to budget documents. If lawmakers approve the funds, the navy said it will use the money for the Surface Navy Laser Weapon System (SNLWS), in which HELIOS is included, as well as the Solid State Laser Technology Maturation (SSL-TM) effort.

"[The] SNLWS addresses anti-surface warfare and counter-intelligence, surveillance and gaps with the ability to dazzle and destroy UASs [unmanned aerial systems] and defeat fast inshore attack craft," the navy wrote. "SNLWS includes the development of an advanced prototype laser weapon system in the 60 kW or higher class. SSL-TM will develop an advanced 150kW high-energy laser weapon demonstrator that will support future laser development with installation on a LPD 17 [San Antonio] class for at sea testing in FY 2020."

While budget documents detail plans to move out with NLFoS development, the USD101 million request is a reduction over previous years' spending levels.
