Three shipbuilders to apply in Bulgarian $567M patrol vessel tender

WARSAW, Poland — The Bulgarian navy expects three companies to submit offers to supply two patrol vessels under an ongoing tender: Italy's Fincantieri, Germany's Lürssen, and Bulgarian shipbuilder MTG Dolphin.

Navy chief Rear Admiral Mitko Petev told the state-run broadcaster Bulgarian National Radio that the three companies have signaled they aim to file bids by the April 16 deadline. Under the plan, the contract is to be signed by the end of this year, according to the commander.

The procurement is estimated to be worth some 984 million leva (US$567 million). The first vessel is to be delivered by the end of 2023, and the second one by the end of 2024.

In late 2017, Bulgaria's government canceled its draft decision to order two patrol vessels after the only bidder, MTG Dolphin, withdrew from the negotiations on the deal. Following legislative changes that imposed a value-added tax on military procurements, the 820 million leva the government had allocated to acquire the vessels was to be reduced by a tax of about 164 million leva, decreasing the project's economic feasibility for the shipbuilder.

Bulgaria is pursuing plans to boost its Navy's operational capacities and acquire new vessels in response to the rising concern over Russian military activities in the Black Sea region, initiated by Moscow's annexation of the Ukrainian Crimean peninsula in 2014. Russia's invasion of Ukraine has also stimulated naval modernization programs in a number of other countries in the region, including Poland and Romania.

New Zealand Navy's Biggest Vessel Ready for Launch in South Korea

The future HMNZS Aotearoa, the biggest ever vessel to be built for the Royal New Zealand Navy, is taking shape and is ready for launch in South Korea.

Aetorea is being constructed at Hyundai Heavy Shipbuilding's Ulsan shipyard and is scheduled to be launched within the next two weeks, according to the New Zealand Navy.

The launch will take place some nine months after the tanker's keel was laid in August 2018.

Aotearoa represents the first of a new fleet of RNZN ships built specifically to address the global requirements of the New Zealand Defence Force and government agencies for deployment from Antarctica to the Arabian Gulf.

HMNZS Aotearoa is designed to provide logistical support to New Zealand and coalition maritime, land and air units.

Her primary purpose is to conduct fuel resupply but she will also be capable of supplying dry goods, water, spare parts or ammunition. Her missions will include humanitarian and disaster relief, support to United Nations security operations, support to a coalition naval task group and Antarctic resupply.

Featuring a wave-piercing hull form, the 173.2-meter-long ship will have the ability to carry twelve 20-foot shipping containers, high-capacity freshwater generation plants, self-defense systems, aviation and marine fuel cargo tanks, dual all-electric replenishment-at-sea rigs and will be able to carry a Seaspite or NH90 helicopter.

Aotearoa will displace 26,000 tonnes and will be operated by a crew of 64.

The ship's $493 million price tag includes the tanker's enhanced "winterization" capabilities, such as ice-strengthening for operations in Antarctica, including resupplying McMurdo Station and Scott Base. Predecessor tanker HMNZS Endeavour was not Antarctic-capable.

USN details desire for additional HELIOS funding in 2020

If the US Navy (USN) receives an additional USD80 million above its budget request for the High Energy Laser and Integrated Optical-dazzler with Surveillance (HELIOS) initiative, the service would be able to accelerate development plans, according to Chief of Naval Operations Admiral John Richardson.

Testifying before the Senate Armed Services Committee earlier this month, Adm Richardson fielded questions about HELIOS and why the service included it on its unfunded priorities list - a wish list, of sorts, where each service details programmes they would like to see funded at higher levels.

Adm Richardson explained that if the service receives an additional USD80 million, it could accelerate HELIOS "even further".

"If we got a little bit more money, we could move even more aggressively still," the four-star admiral told lawmakers.

The service is requesting USD101 million in fiscal year 2020 (FY 2020) for its Navy Laser Family of Systems (NLFoS) - an effort to field "near-term", ship-based high-energy laser weapons, according to budget documents. If lawmakers approve the funds, the navy said it will use the money for the Surface Navy Laser Weapon System (SNLWS), in which HELIOS is included, as well as the Solid State Laser Technology Maturation (SSL-TM) effort.

"[The] SNLWS addresses anti-surface warfare and counter-intelligence, surveillance and gaps with the ability to dazzle and destroy UASs [unmanned aerial systems] and defeat fast inshore attack craft," the navy wrote. "SNLWS includes the development of an advanced prototype laser weapon system in the 60 kW or higher class. SSL-TM will develop an advanced 150kW high-energy laser weapon demonstrator that will support future laser development with installation on a LPD 17 [San Antonio] class for at sea testing in FY 2020."

While budget documents detail plans to move out with NLFoS development, the USD101 million request is a reduction over previous years' spending levels.

Wat heb je liever ?: een Mk.41 'Zwitsers Zakmes' Strike Length VLS met 16 cellen welke in totaal 64 ESSM's; of maximaal 16x SM-2 Standards, of bijvoorbeeld een combi van 8 Tomahawk kruisvluchtwapens en 32 ESSM's of 8 ASROC-VL's gecombineerd met 32 ESSM's.
Of ga je voor een Sylver A70 (strike length) met daarin een combi van slechts 16x Aster-15's en 16 SCALP kruisvluchtwapens of 16 Aster-30's, zoals in de FREMM's en Horizon AAW klasse.

Aan Australia werd het F-5000 ontwerp aangeboden als vervanger van de ANZAC klasse (M-fregat achtig schip).  Gebaseerd op het F100 AAW ontwerp, had het F-5000 ook 48 VLS cellen.  De CODOG voortstuwing werd ook overgenomen, dus geen stillere CODLOG elektrisch / hybride installatie.  De concurrenten, het Type 26 en FREMM hadden dit wel en de FREMM kan standaard 2 boordheli's meenemen.  Terwijl het Type 26 eventueel in zijn multi-mission bay nog een extra boordheli mee kan nemen, hoewel dit wel wat lastiger is voor de heli-ploegen.  De FREMM en F-5000 hadden geen multi-mission bay / deck.  Navantia stelde wel dat het ontwerp kon worden gemodificeerd, om toch twee boordheli's onder te kunnen brengen.
Het F-5000 ontwerp bleek het minst risico-vol en het goedkoopst, terwijl het Type 26 het duurst is.  Maar de Australians hadden geen trek in een AAW ontwerp aangepast aan de ASW taak.

  De Spaanse marine moet haar F80 Santa Maria's, klonen van de Oliver Hazard Perry klasse, vervangen.
Was de F100 romp nog ontworpen 'rondom' de 48 VLS cellen.  Het primaire ASW F110 fregat had veel minder VLS cellen nodig en kreeg een stillere Combined Diesel Electric and Gas (CODELAG) voortstuwing.  Dit had nogal veel gevolgen voor de gewichtsverdeling en stabiliteit, dus werd de romp hier door en de ASW rol aangepast.
Het F110 heeft zowel midscheeps als aan de stuurboord kant van de hangar multi-mission ruimtes, de achterste multi-mission ruimte kan omgebouwd worden tot tweede hangar.  Hoe zou dat bij het v-MFF zitten ?

De F100, Hobart AWD en F110 familie zijn uitvergrote en evolutionaire ontwikkelingen op het uiterst sterke en robuuste casco van de Oliver Hazard Perry klasse.
Dus geen zoveel mogelijk civiele bouwstandaarden, maar alleen een mil. standard bouw wijze, gebaseerd op dure ervaringen uit de Tweede Wereldoorlog.
Zodat deze fregatten en torpedobootjager familie een goede overleefbaarheid hebben.  De F110's krijgen ook een bemanning van 150 koppen, aanzienlijk meer dan op de Franse FREMM varianten en v-MFF.   Maar ervaringen met 2 Exocet inslagen in de USS Starke; de USS Samuel B. Roberts die een 250 ponds zeemijn overleeft en de USS Cole die een kamikaze-speedboot overleeft, leren dat je bij battle damage control nooit genoeg handjes hebt.
Het mag dan ook geen verrassing zijn dat het F110 nu al voldoet aan de hoge constructieve eisen die de US Navy stelt.  Stel dat de USN bijvoorbeeld het FREMM als basis voor haar FFG(X) zou kiezen, dan moet de FREMM constructie wel verstevigd worden.

De US Navy schat dat haar FFG(X) tussen de USD 850 / 900 miljoen en USD 1 miljard zal gaan kosten.   EUR 4,3 miljard / 5 schepen = EUR 860 miljoen voor 1 F110.
Wow !, ons v-MFF doet heden nog EUR 600 miljoen per schip, maar dit is dan ook een low-budget bak.

Navantia bouwde vijf F100 Alvaro de Bazan fregatten, een AAW schip met Combined Diesel Or Gas (CODOG) aandrijving.   Australia bestelde 3 Hobart Air Warfare Destroyers, lokale klonen van de F100 klasse.   Noorwegen kocht 5 Too Low Budget ASW F100 varianten, de F310 Fridtjof Nansen klasse.  Deze familie telt dus al 13 schepen en indien geen annuleringen, met vijf F110's wordt de familie 18 stuks groot.

Sneller bouwen of uitstellen  ;D

Als ik kijk naar de bouw van de F-100 (Bazan) klasse en dan schip 5 werd de aankoop in Mei 2006 goedgekeurd, in Juni 2007 werd begonnen met de bouw van het schip. En pas in Februari 2009 werd de kiel gelegd, waarna in November 2010 het schip te water gelaten werd en Juni 2012 begonnen met proefvaarten waarna  het in Oktober 2012 in dienst genomen werd.

Dat betekend dat ze tussen Juni 2007 en Juni 2012 gebouwd is aan het schip dat komt uit op 5 jaar bouw. Onze Zeven Provincien is gebouwd in slechts 4 jaar tijd, de laatste Holland duurde maar 3 jaar.

Wij bouwen dus sneller dan de Spanjaarden.

16 Cells VLS voor zover bekend alleen ESSM's. Het meest opvallende aan de buitenkant is de verandering van US 5'' kanon naar Leonardo 127 mm kanon.
