Bell Unveils "3rd Gen" Tiltrotor for JMR/FVL

Bell has unveiled the 280kt tiltrotor it is offering to replace US Army UH-60 Black Hawks beginning around 2035 - and offering alone now it has been jilted by V-22 partner Boeing in favor of Sikorsky and a 230kt compound helicopter.

Bell is calling its V-280 Valor a "third-generation" tiltrotor, although it is a bit vague on exactly what it means by third generation. It is clear on the earlier generations: first the XV-3 and XV-15 with mechanical flight controls; and second the V-22 (and BA609, now AW609) with digital fly-by-wire.

What makes the V-280 the third generation is less clear-cut, but appears to involve applying a range of technologies to improve all the "ilities" that have brought criticism to tiltrotors in general and the V-22 specifically - affordability (and complexity), agility, reliability and sustainability.

Those technologies include next-generation FBW (drawing on Bell's 525 Relentless commercial helicopter); "high-flapping" proprotors providing greater pitch and yaw control power for agility in vertical-flight mode at low airspeed; advanced blades; lower proprotor disk loading and downwash velocities compared with the V-22; and a lightweight, lower-cost "large-cell carbon core" composite wing.

The V-280 is being proposed for the Army's planned Future Vertical Lift (FVL) Medium program, and Bell has submitted a proposal to fly a near full-sale flight demonstrator in 2017 under the Joint Multi Role technology demonstration. Its V-22 partner Boeing is now teamed with Sikorsky to offer a coaxial-rotor X2 Technology design for JMR.

A notable feature of Bell's concept for the FVL Medium utility variant to replace the Black Hawk - the engines do not tilt with the proprotors, as they do on the V-22. This is to allow ingress and egress to the side-opening doors (the V-22 has a rear ramp) and clear fields of fire for the door gunners. And, in addition to the V tail, the wing has no forward sweep.

The Army wants commonality and, at a minimum, would like to use the same technologies in an attack variant of the FVL Medium to replace the Apache. Bell's concept (above) shows an attack variant of the V-280 with an internal weapons bay under the fuselage.

Bell V-280 Valor™ Selected for Army's JMR-TD Program

Fort Worth, TX - June 05, 2013 - Bell Helicopter, a Textron Inc. company (NYSE: TXT), announced that the Bell V-280 Valor™, its third generation tiltrotor design, has been selected by the U.S. Army for the Joint Multi-Role (JMR) Technology Demonstrator (TD) program. The Army is expected to award JMR-TD contracts by September 2013, with first flight scheduled for 2017.

"The Bell V-280 Valor will provide the Army's most sought-after capability with a cruise speed of 280 knots," said Keith Flail, director of Bell Helicopter's Future Vertical Lift program. "We have also focused technology advancements on providing outstanding low-speed agility, high-hot (6K/95F) hover capability, multiple-g high-speed maneuverability, superior fuel efficiency and radically improved range capabilities while improving reliability and reducing costs."

The Bell V-280 Valor is designed to offer the U.S. Army the highest levels of maturity and technical readiness. The Valor will have the capacity to perform a multitude of missions with unparalleled speed and agility. The Bell V-280's clean sheet design reduces complexity compared to previous generation tiltrotors, with fewer parts. The Valor is designed to deliver the best value in procurement, operations and support, and force structure, providing increased maintainability, component reliability and systems designed to reduce operational and support costs.

The Bell V-280 Valor's Army-centric design boasts a number of unmatched capabilities and transformational features including:
•Speed: 280 KTAS cruise speed
•Combat range: 500-800nm
•Strategically Self-Deployable - 2100nm Range
•Achieves 6k/95
•Triple redundant fly-by-wire flight control system
•Conventional, retractable landing gear
•Two 6' wide large side doors for ease of ingress/egress

After reviewing several JMR-TD proposals from various manufacturers, the U.S. Army evaluation team classified Bell Helicopter's offering as a Category I proposal. According to the U.S. Army's Contracting Division, a Category I proposal is a "well conceived, scientifically or technically sound proposal pertinent to program goals and objectives with applicability to Army mission needs, and offered by a responsible contractor with the competent scientific and technical staff supporting resources needed to ensure satisfactory program results. Proposals (or portions thereof) in Category I are recommended for acceptance and funding is available."

The JMR-TD program is the science and technology precursor to the Department of Defense's estimated $100 billion Future Vertical Lift program expected to replace between 2000-4000 medium class utility and attack helicopters. The U.S. Army and Department of Defense are seeking leap-ahead capabilities and have identified a speed of 230+ knots as a key discriminating capability. Its current fleet cruises at 130 knots.

DARPA selects four bidders for high-speed VTOL X-Plane

By: Stephen Trimble / Washington DC / March, 18th-2014 / Source: Flightglobal.com

Four companies – Aurora Flight Sciences, Boeing, Karem Aircraft and Sikorsky – will compete to build a high-speed, vertical take-off and landing X-plane with improved hover efficiency, the Defense Advanced Projects Research Agency (DARPA) announced on 18 March.

The announcement adds Boeing and the start-up Karem to the list of previously announced teams selected to compete over the next 20 months.

DARPA plans to select one of the four designs to build a technology demonstrator and perform flight tests by 2017-18, the agency says.

The bidders face a tricky set of requirements. DARPA wants to demonstrate a 4.4t-5.5t (10,000-12,000lb) gross weight aircraft that can cruise above 300-400kt (556-741km/h). It should also have a lift-to-drag ratio of at least 10, twice the aerodynamic efficiency of current VTOL aircraft. DARPA also wants the design to offer a 25% improvement in hover efficiency.

The DARPA requirements also call for the aircraft to carry a useful load of at least 40% of its gross weight, including a payload weighing 15.5% of gross weight.

All four winning teams have based their designs on unmanned aircraft, but that's where the similarities end.

Among the competitors only Aurora Flight Sciences has not revealed the design but only the branding – LightningStrike. In a 4 February news release about the VTOL X-Plane, the Virginia-based research company and aerostructures manufacturer noted it has been a pioneer in ducted fan and hybrid propulsion aircraft.

The other small business – Karem Aircraft – also has a proud legacy. The company is founded by Abe Karem, inventor of the Predator and Hummingbird unmanned air vehicles. More recently, Karem has proposed a new kind of tiltrotor aircraft with an optimum speed rotor. It can reduce rotor speeds to be more efficient in cruise flight, when the rotor offloads lifting power to the wing.

Meanwhile, DARPA also selected two large companies to compete for the X-Plane project, including Boeing and Sikorsky, which is teamed with Lockheed Martin's Skunk Works unit.

The Boeing PhantomSwift design embeds twin lifting fans inside the fuselage, with tilting ducted fans mounted on wingtips to provide lift and forward thrust. Last year, Boeing built and flew a scaled-down version of the aircraft.

Sikorsky has described its concept as integrating fixed wing aerodynamics and advanced rotor control in a "low complexity configuration".

DARPA plans to select a single design in late 2015 to proceed into phase 2, where the VTOL X-Plane will be assembled over an 18-month period.

Bell sees V-280 Valor as common attack-utility platform

2 Jul 2015

By: James Drew / Washington DC / Source: Flightglobal.com

Bell Helicopter and Lockheed Martin's third-generator tiltrotor aircraft demonstrator, the V-280 Valor, might still be under construction for the US Army, but already the future vertical lift (FVL) contestant is morphing into a mid-weight, utility-attack platform.

Those attending a land warfare exposition by the Association of the United States Army in October are likely to see a V-280 mock-up on display as a utility platform one day and an attack variant the next. And, perhaps on the third day it will transform again into a medical evacuation platform.

Despite army desires to build two separate, specialised vertical-lift platforms to start replacing the Sikorsky UH-60 Black Hawk and Boeing AH-64 Apache in the 2030s, Bell thinks both missions could be performed by one identical or near-identical rotorcraft based on the Valor design.

Chris Gehler, Bell's director of global business development for advanced tiltrotor systems, told Flightglobal in a recent interview that the V-280 has the potential to be both a troop carrier and gunship when outfitted with different payloads, and the company is already in discussions with the US Marine Corps about the design.

"We already know the Marine Corps would like to have one aircraft replace utility and attack," Gehler explains. "We've been working with them on developing an attack variant of the V-280 that could be – whether it's wholly attack or one that can be interchangeable back between utility and attack – if not the same airframe, very identical."

The concept of having one platform seems like a good idea on paper, and could potentially save billions of dollars by buying common parts, engines, drives and rotor systems. But the army appears unconvinced and says it wants distinct platforms for each mission.

"The medium category is going to be two aircraft with two capability sets," Maj Gen Michael Lundy, who heads the Aviation Centre of Excellence, told BreakingDefense earlier this year. "We're not going to build a sub-optimised aircraft."

Still, Bell thinks an AV-280 concept might gain traction, and it plans show off its utility and attack configurations on different days at AUSA. The company already builds attack and utility derivatives of the UH-1 Huey for the USMC (the AH-1Z Viper and UH-1Y Venom, pictured below), and recently demonstrated forward-firing rockets and missiles on the Bell Boeing V-22 tiltrotor.

Gehler says tiltrotors "can be very capable attack platforms" in cruise and in hover, and the V-280's new rotor design allows it to have side doors for troops to quickly mount and dismount. Bell and Lockheed are already looking to put common launch tubes on the V-280 that can launch rockets, missiles and even small unmanned air vehicles forward or aft with no rotor interference.

"When it's in forward flight and cruise mode with the rotors forward, it's still able to do forward-firing weapons," he says. "We've got weapons bays that can open up and fire [Lockheed AGM-114] Hellfires from the main fuselage."

The Bell-Lockheed Valor and Boeing-Sikorsky SB-1 Defiant – a next-generation propeller-pushed, coaxial rotor design (below) – were downselected last year for the army's joint multi-role technology demonstrator programme, which runs through 2019. This will help to inform its FVL requirements, and the two examples are due to fly by the third quarter of 2017.

FVL, although not currently a programme of record, is a joint programme lead by the army that is meant to usher in the next-generation of rotorcraft for the services by the mid-2030s. The Pentagon plans to make a formal FVL materiel development decision in October 2016.

Even though FVL has been a topic of considerable discussion and debate for some time now, there is currently no funding, no contracts, nor requests for proposals. The general assumption is that a future aircraft must fly further, faster and in higher and hotter conditions than today's helicopters.

There are potentially five aircraft categories: light, medium-light, medium, heavy and ultra. The greatest demand is in the medium category, which the two JMR teams are focused on. Bell doesn't anticipate much change between the "surrogate requirements" for its full-scale demonstrator and the final FLV list.

Future Vertical Lift Twice as Far and twice as fast

July 22, 2015

One of the competing prototypes for the US Future Vertical Lift program is the Bell Valor 280

• Speed: 280 KTAS
• Combat Range: 500–800nm
• Strategically Self-Deployable: 2100+ nm Range
• High/Hot 6k/95F Hover Out of Ground Effect (HOGE) Performance
• Carries crew of four and 14 troops
• Useful load of 12,000+ lbs
• Triple redundant fly-by-wire flight control system
• Conventional, retractable landing gear
• Two 6' wide large side doors for ease of rapid ingress/egress
• Enhanced situational awareness and sensing technologies

Whatever is picked for Future Vertical Lift will not be fielded through 2025-2035. Likely will be some war [maybe the same ones that did not end] which needs these better than helicopter machines

Four size configurations (which may or may not be of the same design) are envisioned to replace 25 current rotorcraft types:

JMR-Light: Scout version to replace the OH-58 Kiowa; introduction planned for 2030.

JMR-Medium: Utility and attack versions to replace the UH-60 Black Hawk and AH-64 Apache; introduction planned for 2027–28.

JMR-Heavy: Cargo version to replace the CH-47 Chinook; introduction planned for 2035, although Boeing expects 2060.

JMR-Ultra: New ultra-sized version for vertical lift aircraft with performance similar to fixed-wing tactical transport aircraft, such as the C-130J Super Hercules and the Airbus A400M Atlas; introduction planned for 2025.

Dutch Air Force Chief Slams US Army Helicopter Plan

September 14, 2015 By Marcus Weisgerber

While there is debate over design, experts can agree on many bells and whistles they would like to see in the helicopter of the future.

LONDON — The head of the Royal Netherlands Air Force has a message for his U.S. Army colleagues developing the military helicopter of the future: You're doing it all wrong.

In a blunt address to a room of global helicopter experts, Lt. Gen. Alexander Schnitger said the two primary designs currently being evaluated by the Army are not ambitious enough and could fall far short of what NATO needs to win a war.

"Sure, requirements call for a helicopter that is twice as fast and can fly twice as far as the current generation, but both solutions are based on 80s technology, refreshed a little bit," Schnitger said at the DSEI global security conference.

Through a project called Future Vertical Lift, the Army has tasked Bell Helicopter and a Sikorsky-Boeing team with building prototypes that could evolve into the design for thousands of new helicopters for the American military and its allies. The Bell design is a new tiltrotor that has rotating propellers — like the V-22 Osprey — so the aircraft can takeoff like a helicopter and fly at faster speeds like an airplane. The Sikorsky-Boeing design includes a compound main rotor and a rear propeller that pushes the helicopter forward, helping it reach high speed. But Schnitger is not impressed.

"is that really, really the cutting edge? Is that truly disruptive, vertical lift technology?," he said. "When I look at the [Future Vertical Lift] designs, I see today's technology being incrementally improved toward the future. What I would like to see is a disruptive vision of the vertical lift capabilities that is ready for any operation in 2040. Instead of extrapolating today into the future I'd like to start with the future and then decide how to get there.

Helicopter experts can agree that there are certain attributes that the helicopters of 2030 and beyond need. The helicopters must have drastically improved performance over today's helicopters, these experts say. They need to fly higher, faster, further and carry more.

"We'd like to carry more with a platform that basically weighs the same," said Pat Collins, an engineer in the British military's Defence Equipment and Support division. "That might lead us to go into more dedicated aircraft rather than multirole platforms."

The U.S. Army's current plan is a scalable helicopter, depending on the missions, with lots of similar components.

"If you actually want to have a viable platform that would be able to get stuff out, long distance, fast, with a large quantity of [onboard], it may have to be dedicated for that," Collins said.

Helicopters in the future need to survive, able to evade small arms fire, rocket propelled grenades or missiles.

"This is an area that demands our immediate attention given the rapidly increasing proliferation of more sophisticated threat systems," said Maj. Gen. Richard Felton, commander of British military's Joint Helicopter Command.

They must be able to fly in all types of weather, fog, dust, rain and snow. This is a major priority for the U.S. Army. Then there's reducing vibrations and the wear and tear on rotor blades, two other areas eyed for improvement.

The British military already has a project to prevent helicopters from flying into power lines and other types of wires. More needs to be done to prevent helicopters from colliding with one another on the battlefield when their not transmitting their location, Collins said.

New helicopters must be able to talk to one another electronically and be built in a way that they can receive upgrades without little modification.

While some future helicopters will be pilotless, the manned ones will operate in concert with drones. The Army is already doing this with Apaches and Shadow and Grey Eagle drones.

Schnitger also said there needs to be more participation from European companies for European countries to buy in. In his position as Air Force commander, Schnitger oversees The Netherlands 83 military helicopters, a fleet that includes American-made Chinooks and Apaches.

"f they don't get it right — we the warfighter, the maintainer, the industry and our political masters — will be stuck with the wrong vertical lift for future missions for a very, very long time," he said. "That's why we need to get it right, and we probably need to get it right together."

Military planners are bad at predicting threats five years from now, as evident of Russia's invasion of Ukraine and the rapid rise and spread of Islamic State militants. The two designs are based on a present view of the world and technology, Schnitger said.

"So far I am not impressed nor convinced that the current plans are advanced enough to serve us past 2040," he said.

"When we start thinking about future vertical lift capabilities, our primary consideration should be the effects that the need to be able to achieve in tomorrow's operations, Schnitger said.

V-280 fuselage delivery highlights focus on cost

By Stephen Trimble, Wichita | 23 September 2015

Spirit AeroSystems rolled out the first fuselage for the Bell Helicopter V-280 tiltrotor demonstrator on 22 September, revealing much about how the team hopes to make tiltrotor technology affordable for widespread military application.

The V-280 features several design innovations as a generational improvement on the tiltrotor technology used with the Bell Boeing V-22 Osprey, including a potential breakthrough with a straight wing that replaces the dihedral and swept swing on the V-22.

But Bell chief executive John Garrison tells Flightglobal in an interview that the most critical breakthrough on the V-280 is also manufacturing process intended to dramatically lower the price point and operating cost of tiltrotor technology.

"That's where the new technology is – manufacturing technology and assembly technology," Garrison says, "because we know we know how a tiltrotor works. We've got 50 years of doing tiltrotor. Our opportunity and challenge is to bring that capability into a price point and a target cost that makes sense for [the US Department of Defense]".

A tiltrotor can fly twice as fast as most conventional helicopters, but usually for a significantly higher cost. The US Army plans to eventually replace its entire fleet of Boeing AH-64 Apaches and Sikorsky UH-60 Black Hawks with a new aircraft, but has traditionally balked at the cost premium that comes with tiltrotor-like speed.

Bell has set a price point and cost target for the V-280 that Garrison compares to a heavily-equipped AH-64E Apache Longbow or an MH-60M configured for the 160th Special Operations Aviation Regiment.

Affordability is a key reason that Bell selected Spirit AeroSystems to supply the V-280 fuselage in July 2013. After spinning off from Boeing in 2005, Spirit AeroSystems' sprawling plant in Wichita now supplies advanced composite structures for large commercial widebody programmes, such as the Boeing 787 and Airbus A350, with affordability as a key criteria.

For the V-280, Spirit AeroSpace deployed a trademarked "Exact" rapid prototyping process. It emphasises machining to extremely tight tolerances in fabrication, avoiding the need for expensive and labourious tooling jigs. The V-280 itself was displayed at the roll-out on a wooden cradle costing roughly $2,000, which is typical of the Exact process.

The V-280 programme still has a lot of work to do. The army is staging a two-year fly-off between the V-280 and the SB-1 starting in September 2017. The Spirit AeroSystems fuselage will be shipped to Bell's plant in Amarillo, where it will be mated with vertical tails supplied by GKN Aerospace, the new wing and a pair of overhauled GE Aviation T64 engines.

Garrison noted that the project had some challenges designing the transmission. But the company now expects to take delivery of the aircraft's gearboxes and transmission system around the end of the year.

Bell and Lockheed modify V-280 contract ahead of Sikorsky takeover

By James Drew, Washington DC | 12 October 2015

Lockheed Martin's pending acquisition of Sikorsky has caused some contractual changes between Lockheed and Bell Helicopter for V-280 Valor development to ensure there is no cross pollination with its competitor, the Boeing-Sikorsky SB-1 Defiant.

Bell president and chief executive John Garrison says Lockheed continues to be a good partner on the programme and already follows many of the firewalling policies now solidified in the contract.

Bell and Lockheed have been partnered on the V-280 since 2013, with first flight under the US Army's Joint Multi-Role Technology Demonstration (JMR-TD) programme planned for September 2017. Lockheed is developing the third-generation tiltrotor aircraft's mission system, and its $9 billion acquisition of Sikorsky will place it on the opposing SB-1 team with Boeing.

Textron chief executive Scott Donnelly and Lockheed head Marillyn Hewson are said to have discussed the issue when the acquisition was announced in July, and the two sides have appear to have resolved any competing interests.

"Lockheed called me and said, 'this is the world we operate in. We can put in firewalls. We compete on some programmes and cooperate on others,'" Garrison said at the Association of the United States Army (AUSA) conference in Washington this week. "We actually had a contractual change, and they've committed to a lot of things they were in fact doing as part of the programme. Lockheed has been a great teammate and done everything we've asked, plus – and we believe they'll continue to do that."

Bell Helicopter

JMR-TD aims to mature two competing rotorcraft design in preparation for the army's upcoming Future Vertical Lift programme, which is currently aiming for initial operational capability in 2035.

Bell believes the V-280 could be delivered to military users seven to 10 years ahead of that schedule.

Spirit AeroSystems delivered the first composite fuselage to Bell's Amarillo plant in September, and the GKN Aerospace V-tail aerostructure is due to arrive for mating in 2016.

Garrison says his preferred time line would place IOC in 2026 or 2027, and the engineering and manufacturing development phase should begin soon after the first flight.

"We don't need to do another five- or 10-year technology development phase as we go forward," he says. "There's an absolute need for this capability and we can move faster than the current acquisition process is playing out."

Boeing and Sikorsky have expressed a similar sentiment on their side.

Garrison says for every $1 being spent by the US government on the JMR-TD endeavour, industry is spending approximately $4. He says that level of investment from the V-280 team's 11 industry participants is unsustainable and the US Army will eventually need to contribute more.

Army 56 jaar in dienst.

Dus men zal moeten kiezen denk ik.

Pace of ambitious Army Future Vertical Lift project set by budget

The dawn of a new generation of military rotorcraft might seem close at hand with the US Army's Joint MultiRole SB>1 Defiant and V-280 Valor technology demonstrators taking form, but the Pentagon is not hurrying to replace trusted airframes like the Sikorsky H-60 Black Hawk or Boeing H-47 Chinook.

Science and technology officials connected to the prospective, army-lead Future Vertical Lift (FVL) programme say bringing a completely new rotorcraft online requires substantial time and money, and most importantly, someone to request a new rotary wing airframe over an upgrade or life-extension of the current type. Today, there is no definitive requirement for FVL, except a general desire for greater range and speed.

FVL aims to deliver next-generation rotorcraft in light, medium and heavy-lift categories for all services, but Michael Fallon of the navy's rotary wing science and technology office says military spending levels are the "huge determining factor" in deciding if and when long-serving aircraft types like H-1, H-60 and V-22 will be refreshed or replaced through FVL.

"It's really going to depend on the programmes of record and if they're going to sundown. That's something for them to decide," he said at the Centre for Strategic and International Studies in Washington this week. "We'll see how this plays out."

The Sikorsky/Boeing SB>1 Defiant

There is concern among industry that the Defence Department is dragging its feet on FVL, with current targets estimating initial operational capability of a new mid-sized rotorcraft in the early 2030s. Sikorsky and Boeing are pursuing a propeller-pushed, coaxial rotor design (SB>1), while a Bell/Lockheed Martin V-280 team are backing third-generation tiltrotor technology.

Bell Helicopters says those Joint MultiRole-Technology Demonstrator (JMR-TD) teams are spending an "unsustainable" amount on their competing rotorcraft concepts – with industry investing $3 for every government dollar. Bell would prefer an IOC date closer to the mid-2020s for its tiltrotor concept.

FLV science and technology team leader Ned Chase says the FVL acquisition timeline is "still fluid" since there is no programme of record or dedicated funding for technology research.

He says the timeline could extend or contract depending on future budgets and needs, but the main goal right now is to mature FVL technologies to high readiness level by fiscal year 2022 in anticipation of a future requirement.

Chase says the substantial industry investment is "a heck of a bargain for the government," and there is a willingness to compress the timeline, but current funding constrains make it difficult.

"That's always a consideration because there's probably a belief that the shorter the acquisition timeline the more money you can save," he says. "I think that's probably offset maybe by how much money you have and how much is available to you."

SB>1 and V-280 are expected to fly in late 2017, with the JMR-TD programme running through 2019 to inform the requirements for FVL.

Chase says FVL must be a sustained science and technology effort with spinoffs throughout its timeline. "I would not suggest the technologies we're looking for are particularly far term. I would say at farthest, maybe mid-term," he says.

https://www.flightglobal.com/news/articles/aw609-crash-kills-two-pilots-in-northern-italy-418429/

Bell's Valor tiltrotor comes together ahead of 2017 first flight

Gareth Jennings, London - IHS Jane's Defence Weekly | 19 January 2016

(https://www.defensieforum.nl/Forum/proxy.php?request=http%3A%2F%2Fwww.janes.com%2Fimages%2Fassets%2F314%2F57314%2F1513038_-_main.jpg&hash=c840dc7d911af3e88882e56d945ccc39607da90b)

Bell Helicopter is on track to conduct the first flight of its V-280 Valor tiltrotor next year, as the technology demonstrator prototype begins assembly at its Amarillo production facility in Texas, a company representative said on 18 January.

Speaking in London under the Chatham House rule, the representative noted that, with the fuselage having been handed over by Kansas-based Spirit AeroSystems in September 2015, the process to begin mating all of the aircraft's components and systems is now well under way ahead of its planned maiden flight in 2017.

"The fuselage is now done and painted, and out at Amarillo. The wing is almost done, and we will be mating the nacelle structure to the wing in just two months, and then a month after that we will be mating the wings and the nacelles to the fuselage. Then we will start stuffing the aircraft with all of the systems, so that by the end of the calendar year 2016 it will look like a complete aircraft, except for the rotor systems being installed. Then we will go into test ahead of first flight in 2017," he said.

The JMR-TD is an effort currently being run by the US Army to inform its future helicopter requirements and capabilities. As well as Bell and its Valor, the army has also contracted a joint Sikorsky-Boeing team to develop its SB>1 Defiant compound co-axial helicopter under the programme (and has allocated funding to AVX and Karem to continue their research in the field). Both teams will build prototype demonstrators with the goal of flying them towards the end of 2017. Based on this 'fly-off', the army will downselect to one to go and develop the FVL family of rotorcraft.

The Valor and Defiant are being proposed for the FVL (Medium) requirement, which will see the army's current UH-60 Black Hawk and AH-64 helicopters replaced in the 2030 timeframe (although not necessarily by one platform).

Boeing upbeat as US Army moves on Future Vertical Lift

By James Drew, Philadelphia | 15 February 2016

The US Army has moved forward with an ambitious project to introduce a next-generation family of rotorcraft designs with funding sought for Future Vertical Lift (FVL) in its fiscal year 2017 budget submission.

Future Vertical Lift-Medium is listed among 15 other "new start" projects in the budget submission sent to Congress on 9 February.

The proposed high-speed rotorcraft initiative has already inspired a competitive fly-off between the coaxial-pusher Sikorsky-Boeing SB-1 Defiant and Bell Helicopter V-280 Valor tiltrotor. But the budget submission market the first time FVL-Medium received seed funding to create a programme office at the army's aviation headquarters in Fort Rucker, Alabama.

Boeing/Sikorsky

Boeing executives have welcomed the news, saying it allows the army to formulate an actual procurement plan and begin an analysis of alternatives (AOA). A so-called materiel decision document (MDD) will be considered and potentially signed by the US under-secretary of defence for acquisition sometime around October, giving life to what could become second largest joint procurement underneath the Lockheed Martin F-35 Lightning II.

"Certainly from industry's perspective, it's a good step," says Patrick Donnelly, director of Boeing future vertical lift. "Up until now, industry has been investing heavily and the fact they're establishing a budget line is giving some excitement and relief to industry that this plan is going forward. There's still a long way to go before it becomes a production programme, but this is certainly a very promising first step."

If approved by Congress, FVL could initially produce mid-weight replacements for the long-serving Sikorsky UH-60 Black Hawk and Boeing AH-64 Apache types. It might also spinoff a Bell OH-58 Kiowa Warrior armed aerial scout follow-on or heavy-lift Boeing CH-47 Chinook replacement.

"There are now five FVL mission sets," says Donnelly. "We'll learn which mission set they intend on developing."

Bell Helicopter

Sikorsky and Boeing are pursuing their SB-1 Defiant compound coaxial helicopter, based on Sikorsky X2 and S-97 Raider technology, as a precursor for FVL under the army's Joint MultiRole (JMR) technology demonstration. Bell, meanwhile, is pressing forward with its third-generation tiltrotor, which was also selected for the demonstration.

Both sides aim to achieve first flight in the third quarter of 2017.

"[FVL] is going to be one of the largest programmes we undertake [in the Office of the Secretary of Defence] minus the F-35 when you talk about the sheer number of aircraft we're going to be replacing," US army aviation centre of excellence commander Maj Gen Michael Lundy said at a conference in January.

"It's going to continue to get a lot of visibility and right now the support's pretty good. We have looked at our future investment strategies and FVL is affordable. As long as the budget doesn't get any worse."

US Army begins industry survey for Future Vertical Lift

By James Drew | 23 February

The US Army has provided the clearest details yet about what in needs in a Future Vertical Lift (FVL) platform after releasing two requests for information for next-generation rotorcraft technologies and concepts in the lightly armed reconnaissance and mid-size utility/attack roles.

Published on the US government's contracting website on 22 February, the army's industry surveys, for the first time since FVL was conceived seven years ago, seek information on future rotorcraft, based either on existing types or completely new designs, that could be introduced in the 2030s. The notice seeks information on every core technology from the airframe structure to engines, drive systems, rotors and flight control systems as well as avionics, sensors and armaments.

The emphasis is on improved speed, range, endurance and full performance "in high and hot environments" as well as lower operating and maintenance costs and a comparable or reduced logistical footprint compared to today's army aviation inventory.

Safety, survivability and lethality are three more focal points, as well as manned-unmanned teaming and highly networked operations via the latest radios and datalinks.

Established by then-defence secretary Robert Gates in 2009 and more closely defined in a 2011 strategic vision document, the proposed FVL acquisition would jointly mature and acquire next-generation rotorcraft for the Pentagon and would be second in size, scope and cost to the Lockheed Martin F-35 "Joint Strike Fighter" programme.

It might eventually replace the long-serving Sikorsky H-60 Black Hawk, Boeing AH-64 Apache and H-47 Chinook types as well as the recently retired Bell OH-58 Kiowa Warrior in the armed aerial scout role.

The two industry surveys are tentative first steps in that process, arming army decision makers with the latest concepts being pursued by helicopter heavyweights like Lockheed Martin/Sikorsky, Boeing, Bell Helicopter and Airbus Helicopters as well as proposals by smaller manufacturers and new market entrants.

The programme's precursor, the Joint Multi-Role Technology Demonstration (JMR-TD), is already underway with the Sikorsky/Boeing SB-1 Defiant and Bell Helicopter V-280 Valor due to fly in 2017.

Light attack and aerial reconnaissance

The first FVL "capability set" reflects a "small, agile air vehicle" for future reconnaissance, light-attack and light-assault and lift operations.

Desired performance metrics include a terrain-following speed greater than 200kt with a "tactical radius" of 229nm unrefuelled, the RFI states.

The minimum time-on-location is 2h out 170nm from a base location for the reconnaissance and attack missions, or 30min for assault missions out 229nm.

The "minimum internal payload" is six fully equipped troops weighing 152kg (335lbs) each, with sustained, agile flight at 6,000ft with temperatures reaching 35°C (95°F). Aerial refuelling is a must-have capability.

Medium utility and attack

The second "capability set" images an aircraft that fills the role of today's Apache and Black Hawk. Its diverse range of mission sets includes urban security, attack, maritime interdiction, medical evacuation, disaster relief and combat search-and-rescue.

At a minimum, common attributes should include a "combat radius" of 229-450nm with cruise speeds from 230kt to 310kt when fully loaded and in hot and high locations.

The RFI proposes an internal payload of 1,587-1,814kg (3,500-4,000lbs) and 2,722-3629kg (6,000-8,000lbs) externally. Other metrics included in the RFI target other mission derivatives.

All types must be capable of employing precision-guided weapons anywhere from 100m to 3km, with 360° self-protection from a mounted weapon turret. All types must be compatible with transport via today's navy ships and fixed-wing cargo airplanes.

The army's latest budget request includes $104 million through fiscal year 2021 to begin "FVL-Medium", and $10 million is included in 2017 to establish fund a programme office and begin a formal analysis of alternatives.

The programme's future is still far from certain and won't become a formal, milestone A-approved programme of record until 2019, army budget documents note. The first FVL air vehicle "technology maturation" contracts aren't expected until 2021, by which time research and development funding will hit $55 million.

US Army starts firming FVL requirements as RFI deadline passes

By James Drew, Washington DC | 08 April 2016

In February, the US Air Force revealed its 21st century bomber, the Northrop Grumman B-21. This week, the US Army edged closer to defining what could be its first truly new rotorcraft type of this century.

Locked away somewhere, behind a government firewall, is one "initial capability set" that will lead the army's Future Vertical Lift (FVL) programme, an initiative that will introduce a next-generation family of rotorcraft to succeed everything from the now-retired Bell Helicopter OH-58 Kiowa to the Boeing CH-47 Chinook beginning in the coming decades.

Once at full speed - delivering five different classes of rotorcraft with common architectures to soldiers, sailors, marines and special forces - it will be the Pentagon's second-largest arms buy, topped only by the $379 billion acquisition of the Lockheed Martin F-35 Lightning II.

The government is now considering which "capability set" to pursue first: a light reconnaissance, attack and assault/lift type with a cruise speed greater than 200kt (370km/h) and 229nm unrefuelled range; or a mid-weight, general-purpose aircraft with a top speed of 230-310kt and 229-450nm range.

Those two capability sets, defined by US Army Training and Doctrine Command, the service's requirements authority, were communicated in two request for information, released in February.

The response period closed yesterday. The army expected submissions from across the vertical lift industry, including prime manufacturers in America and abroad as well as specialist designers and fabricators.

Richard Kretzschmar, director of the army's joint Improved Turbine Engine/Future Vertical Lift programme office, and FVL product director Leslie Hyatt told Flightglobal this week that responses will help the army solidify its requirements and the acquisition strategy that will be considered by a Pentagon board in October.

Attack variant of Bell V-280 Valor. Weapons are housed internally to reduce drag.
Bell Helicopter

It is not exclusively an American endeavour, since input has been welcome from vendors in Europe and elsewhere. "It as broad as possible," confirms Kretzschmar.

"There's quite a lot of helicopter vendors in the world that aren't participating in [the Joint Multi Role technology demonstration] that have capability that might be suitable for those capability sets," says Kretzschmar. "We wanted to really understand where they stood, the investments they've made and what they could mature from a cost and time perspective toward our needs."

Kretzschmar and Hyatt would not say which aircraft type might come first – light or medium. That billion-dollar question seems to have puzzled and even frustrated some industry teams, because of the surprise release of "Capability Set 1" - or FVL Light - in February. It was assumed that FVL Medium would come first.

"We are working right now on the initial capability set," says Kretzschmar. "Yes, there is one."

Whichever is proposed in October will direct industry's focus. An analysis of alternatives will begin once a materiel development decision is made. A request for proposals is expected in 2018, followed by an extensive source-selection phase and downselect for the technology maturation phase in 2021, or sooner depending on resourcing and requirements.

Sikorsky-Boeing SB-1 Defiant
via Swift Engineering

The foundation for this future development and production effort is an extensive science and technology project known as JMR. This started in 2013 and will continue through 2019, with first flight of the participating Bell V-280 Valor and Sikorsky-Boeing SB-1 Defiant planned for August or September 2017.

"That's moving along on schedule and on time," confirms JMR programme chief Dan Bailey, who says the V-280 wing is now being mated to the Spirit Aerosystems-built fuselage. Swift Engineering in San Clemente, California is nearing completion of the SB-1 structure.

JMR is also funding functional trials of Karem Aircraft's optimum speed tiltrotor system and wind tunnel tests of AVX's twin ducted fan, coaxial-rotor compound helicopter.

Bailey says Congress added funds in 2015 and 2016 for additional experiments, and full-scale dynamic testing of Karem's wing and rotor system is planned for late 2018 or early 2019 from a tower.

"It's resource dependent," he says. "Later this year will be our Karem functional test. We'll have their full [rotor] hub integrated solution on a test stand. It won't have blades, but that's a very unique hub. To see if it functions or does not function will be an interesting demonstration."

Karem Aircraft optimum speed tiltrotor
Karem Aircraft

Bailey says it's "vitally important" that America moves forward with a new rotorcraft design for this century, one with greater speed, range, and capability compared with today's types.

The most recent innovations are the US Marine Corps CH-53K King Stallion, based the CH-53 series, and its Bell Boeing V-22 Osprey, which is derived from the XV-3 and XV-15 and first few in 1997. Sikorsky self-funded its X-2 and larger S-97 Raider prototypes.

There has not been radically new vertical lift project from the army since the Boeing-Sikorsky RAH-66 Comanche, which was terminated in favour of upgrades to existing designs.

"I think we've done all the right things to prepare ourselves for a successful [FVL] programme of record and hopefully, the resources will align and the need will stay," says Kretzschmar.

"We've spent a tremendous amount of effort looking at the lessons learnt from other programmes [like Comanche], not only what went wrong but also building the benchmark from some of the models of success and things that went right with different programmes," adds Hyatt. "We continue to feed those lessons learned into our acquisition strategy so we don't repeat those past mistakes."

Bell V-280 taking form in Amarillo

By James Drew, Washington DC | 21 April 2016

Bell Helicopter's third-generation tiltrotor, the V-280 Valor, is literally coming together in Amarillo, Texas, as the company enters the final stages of mating the wing with the fuselage.

It's a moment of truth for the engineers and fabricators who have been working on prototype aircraft, which is being prepared to fly in September 2017 as part of the US Army's Joint-MultiRole Technology Demonstrator (JMR-TD) programme. If one part or structure doesn't line up the project might stall, Vince Tobin, Bell's vice-president of V-280 and Future Vertical Lift says the company's three-dimensional design models have proven accurate so far.

"We have every confidence that it will work," Tobin tells Flightglobal. "It's a major risk reduction in the way we look at it with things going forward. Beyond just the components fitting together, we've used this to make sure there's no conflict with the tooling."

V-280 wing and fuselage come together in Amarillo, Texas, ready for mating
Bell Helicopter

The mating of the wing comes five months after Spirit AeroSystems delivered the V-280 fuselage from its plant in Wichita, Kansas. The two nacelles, built by Israel Aerospace Industries, were mated with the wing last month, says Tobin. The entire structure should come together by the end of the week.

The V-280 is Bell's attempt to bring the US Army back around to tiltrotor design after it abandoned the V-22 Osprey programme in favour of trusted Vietnam War-era utility helicopters, like the Sikorsky UH-60 Black Hawk and Boeing CH-47 Chinook.

The Osprey, designed in the 1980s, is the first tiltrotor to enter operational service, having been purchased by the Marine Corps, Air Force Special Operations Command and soon the Navy for a wide variety of missions. The Army, though, prefers side doors on its multi-role helicopters, which cannot be engineered into the V-22 because of its tilting engines and main support beam.

The V-280, however, tilts its rotors and not the entire engine as it transitions from hover to forward flight and the main support beam runs over the roof of the cabin instead.

"One of the first design questions we had to wrestle with for a medium-lift rotorcraft targeted for the US Army is, do we go with the ramp like the V-22 or side doors that the army has been operating out of for the medium-lift aircraft since the 1960s?" explains Tobin. "When the troops egress out of the side doors, they have the problem of engines in their way and can't fire out the side of the aircraft. That forced us to go to the fixed nacelle configuration."

Bell Helicopter

The hot, down-facing turbine exhaust also complicates where the V-22 can land. V-280 doesn't have that problem, and it also does away with the V-22's forward-swept dihedral wing in favour of a flat, straight wing. That greatly reduces the aircraft's complexity by eliminating the mid-wing gearbox, thereby lowering the manufacturing cost.

"There's no dihedral, no anhedral and no sweep in the wing," says Tobin. "In the V-22, the forward sweep is there because 30 years ago when we were doing the design, we didn't really know how far the rotors were going to flap back toward the wing in forward flight. What we've determined over years of experience with the V-22 is that the flapping is pretty insignificant; it's on the order of a degree or two."

Sikorsky-Boeing SB-1 Defiant
Sikorsky

The V-280 is Bell's answer to the US Army's requirement for a mid-sized next-generation rotorcraft with twice the speed and range of a conventional helicopter to replace the Block Hawk and Boeing AH-64 Apache gunship in the 2030s. It's competing against the Sikorsky-Boeing SB-1 Defiant – a rigid-rotor, compound coaxial pusher prop type based on Sikorsky's X-2 and S-97 demonstrators.

Tobin hopes that both types will fly next September so that the army can quickly determine which of the two is best and proceed with an acquisition.

The V-280 has a top speed of 280kt (518km/h) and range of 500-800nm. The prototype is powered by two General Electric T64 turboshaft engines, which are currently undergoing testing.

Tobin expects to begin ground runs in 12 months ahead of first flight next September. The JMR flight campaign runs through 2019.

V-280 Valor Achieves 100% Completion

Bell Helicopter has completed assembly of its new tilt-rotor, the V-280 Valor, at its plant in Amarillo, Texas.

(https://4.bp.blogspot.com/-7RkbIMkQmGk/WbCsXgxGCOI/AAAAAAABN4o/VlxBYlieRsAodrG8tcN9Cwfqpf5XEePHQCLcBGAs/s1600/Bell%2B%2523V280Valor%2Bprototype%2Bachieved%2B100%2525%2Bbuild%2Bcompletion%2Band%2Bmoved%2Bone%2Bstep%2Bcloser%2Bto%2Bits%2Bfirst%2Bflight%2B1.jpg)

The Bell V-280 Valor has achieved 100% build completion and moved one step closer to its first flight this fall. The V-280 is the newest revolutionary aircraft in the tiltrotor family.

The V-280 Valor was selected in August 2014 to advance, build and fly an aircraft within the JMR-TD program.

The V-280 has been designed to provide our military with the speed, range and operational productivity needed to complete any mission successfully and outmatch every opponent. New innovations incorporated in the V-280 include stationary nacelles, which increases the ease of aircraft maintenance and safety of the ingress and egress.

The newest tiltrotor offers fixed-wing, high-speed performance and low-speed agility, giving soldiers and operators the option to select the best pace and maneuverability for their mission.

U.S. Army soldiers conduct Soldier Touchpoint on the Bell V-280 Valor: (FVL-CFT)

Soldiers assigned to 2-506th Infantry Regiment, 3rd Brigade Combat Team, 101st Airborne Division (Air Assault) conducted a Soldier Touchpoint (user evaluation) on the Bell V-280 Valor in Austin, Texas. Designed and built under the U.S. Army's Joint Multi-Role Technology Demonstrator (JMR-TD) program, the Valor has flown more than 190 hours demonstrating the advanced tilt-rotor technology needed to achieve the reach, agility, and speed the Army is looking for in its next generation assault aircraft. The FVL CFT has previously conducted several other soldier touchpoints with the JMR-TD aircraft albeit primarily focused on the pilots, crew chiefs, and mechanics. This was the first customer focused assessment involving an infantry rifle squad.

Army Chooses Bell V-280 to Replace Its Black Hawk Helicopters   ( Bell is de winnaar !  als de toekomstige Blackhawk vervanger )

Bell beat the Defiant-X pitched, a compound coaxial helicopter offered by a Sikorsky-Boeing team.

The U.S. Army has chosen Bell to build a new aircraft that will replace the venerable UH-60 Black Hawk, which has been flying soldiers in combat since the 1970s.

Bell received a $232 million contract on Monday?the first installment of what could be a $7.1 billion deal for development and an initial batch of aircraft.

?It?s a chance to move to the next step in this vital program,? Doug Bush, the Army acquisition chief, said during a Monday evening call with reporters.

It?s a huge win that could be worth more than $70 billion for the Textron-owned company in the coming decades depending on how many aircraft are ordered by the Army and foreign militaries.

?For Textron, it is a generational win that rejuvenates Bell's military franchise,? Cowen analyst Roman Schweizer wrote in an Oct. 12 note to investors.

Bell, which pitched the V-280, a tiltrotor aircraft similar to the V-22 Osprey, beat a Sikorsky-Boeing team that had proposed a coaxial helicopter, which uses two stack rotors that spin in opposite directions providing more stability than traditional helicopters.

The tiltrotor can takeoff and land vertically like a helicopter, but rotate its propellers forward allowing it to fly at fixed-wing aircraft speeds.

?The V-280?s unmatched combination of proven tiltrotor technology coupled with innovative digital engineering and an open architecture offers the Army outstanding operational versatility for its vertical lift fleet,? Bell said in an emailed statement.

The contract awarded Monday is for a ?virtual prototype,? not an actual aircraft, Army officials said. An initial prototype could come in 2025, but the Army would need to award additional contracts before that happens, officials said.

Army officials touted the speed in which the award was made, saying it has been accelerated by some four years. Over the past nine years, both bidders built and flew demonstrators of their proposals.

?We have taken new authorities from Congress, we have melded them with a very thoughtful, very deliberate approach in terms of trying out things before we proceed and doing things in terms of the program structure to allow us to move at greater speed than originally planned to get this capability in the hands of soldiers,? Bush said.

Officials declined to give specific reasons why they chose Bell over Sikorsky-Boeing other than the Bell proposal was the ?best value.?

The losing companies have three days to request a debriefing from the Army about their decision. After that briefing they have the option to protest the Army decision. If they do protest, the Government Accountability Office would conduct a review and make a ruling.

?We remain confident DEFIANT X is the transformational aircraft the U.S. Army requires to accomplish its complex missions today and well into the future,? Sikorsky and Boeing said in a joint statement. ?We will evaluate our next steps after reviewing feedback from the Army.?

Bell first unveiled the V-280 in 2013. Unlike its predecessor the V-22, the engines at the end of its wing are fixed, a move that is supposed to lower maintenance costs.

The Army calls the replacement deal the Future Long-Range Assault Aircraft, or FLRAA.

?We expect initial FLRAA buy to be 750-1K, and mixed fleet of FLRAA + UH-60 for decades,? Schweizer wrote in an Oct. 12 note to investors.
