India and Japan sign accords to support US-2i deal

India and Japan have signed agreements to facilitate the long-pending export of Japan's ShinMaywa Industries US-2i amphibious search-and-rescue (SAR) aircraft to India.

During Indian Prime Minister Narendra Modi's visit to Tokyo on 12 December, the two countries signed accords related to the "transfer of defence equipment and technology" and the "protection of classified military information".

In a statement India's ministry of external affairs (MEA) said that through the two agreements, Modi and his Japanese counterpart, Shinzo Abe, reaffirmed their commitment to "deepen the bilateral defence relationship, including through two-way collaboration and technology co-operation, co-development, and co-production".

The MEA added that the two prime ministers expressed their "intention to explore potential future projects on defence equipment and technology co-operation such as US-2 amphibian aircraft".

In addition, the MEA said Japan and India were also committed to expanding bilateral collaboration in areas that include military exchanges and formalised dialogues between military and defence officials of the two countries.

Other areas of expanded collaboration outlined during Modi's visit include infrastructure development, civil nuclear energy, solar power generation, space, biotechnology, rare earths, and advanced materials.

India asks Japan to offer Soryu subs for Project 75I requirement

India has invited Japan to compete in the Indian Navy's (IN's) long-delayed INR500 billion (USD8.1 billion) Project 75I (India) requirement for six diesel-electric submarines with land attack and air independent propulsion (AIP) capabilities.

Official sources said India had recently forwarded a proposal to Tokyo asking it to consider participating in the Project 75I tender with its 4,200-tonne Soryu-class submarine.

The Soryu class is currently under evaluation by the Royal Australian Navy as a replacement for its six Collins-class boats.

India's offer to Japan to join Project 75I is part of Prime Minister Narendra Modi's effort at forging closer strategic and defence ties with Tokyo and formulating a wider maritime quadrilateral grouping that would include Australia and the United States.

India is also in advanced negotiations with Japan to acquire 12 ShinMaywa US-2i amphibious search-and-rescue aircraft for around USD1.65 billion, a deal that is likely to be concluded in early 2016.

The Project 75I tender, delayed by nearly seven years, was approved by the Ministry of Defence (MoD) in October 2014 and is likely to be dispatched later this year. It is aimed at boosting the IN's underwater assets, which at 11 submarines is 13 fewer than their sanctioned strength.

Project 75I envisages licence-building a submarine shortlisted from multiple contenders, including DCNS (France), TKMS subsidiary HDW (Germany), Navantia (Spain) and Rosonboronexport (Russia), under a joint venture (JV) with an Indian shipyard.

A committee headed by Vice Admiral A V Subedar recently completed an audit of seven domestic shipyards - five of them state-owned and two private - to evaluate their submarine-building capability. Officials said it would submit its report to the MoD in February, after which the selected shipyards, along with IN-approved overseas submarine manufacturers, would be invited for trials around 2016 and a platform shortlisted by 2018.

Price negotiations would follow, and IN officials anticipate the first Project 75I submarine being commissioned around 2025-27.

Meanwhile, the MoD has for the third time postponed the deadline for local vendors to respond to its requests for information (RfI) to indigenously build more than 140 twin-engine naval utility helicopters (NUH).

Industry sources said the RfI response date, for nine potential local bidders, was deferred to 28 February - from the earlier deadlines of 24 November 2014 and 24 January - as many had been unable to conclude JVs with foreign original equipment manufacturers.

ANALYSIS

India is keen for Japan to participate in its domestic materiel manufacturing programmes as it is seeking technology to boost its defence industrial base.

It is also keen to propagate its bilateral strategic partnership with Japan to counter China's growing military assertiveness in the South China Sea and the Indian Ocean Region (IOR).

Both countries have unresolved territorial disputes with China that erupt periodically. The United States has also been advocating increased defence co-operation between India and Japan and Australia, which shares their collective concerns regarding China.

A 'Joint Strategic Vision for the Asia-Pacific and IOR' issued jointly by India and the United States during President Barack Obama's recent visit to Delhi further progressed this putative quadrilateral. Defence-industrial partnerships of the kind proposed by India will further cement this strategic partnership.

Japan Eyes F-35 Maintenance Hub

TOKYO --- The Defense Ministry proposed Thursday that Japan host a maintenance hub in the Asia-Pacific region for the F-35 stealth fighter jet developed by an international consortium, as it outlined a draft strategy to bolster the defense industry under new arms export rules.

The ministry presented the outline to the ruling Liberal Democratic Party on Thursday, days after Japan adopted new principles and guidelines to relax its arms export ban, the first major overhaul in nearly half a century.

Although details still need to be worked with the United States, Mitsubishi Heavy Industries Ltd.'s Komaki Minami Plant in Toyoyama, Aichi Prefecture, is seen as a candidate site for the maintenance hub, as the company will assemble the fighter jets.

Japan's Air Self-Defence Force is planning to introduce the F-35, along with the United States, Australia, and South Korea. Taiwan and Singapore are also potential buyers.

Prime Minister Shinzo Abe is aiming to rework the country's security policy to contribute to global peace and security. The new principles on the transfer of defence equipment are expected to bolster security ties even as concern persists that the country's pacifist stance could be at risk.

The outline of the Defence Ministry's strategy says Japan will "boost the competitiveness of the domestic industry by taking part in joint development and production," citing Britain, France, India, and Southeast Asian countries as partners

Tsja, de Japanners zetten het zelf niet in, en exporteren deden ze niet.
Ben wel benieuwd, maar verwacht niet dat je er veel over zult vinden.
Heb er algemeen meer vertrouwen in dan het Koreaanse spul, maar dat is puur onderbuik gevoel.

Hierdoor beperkt Japan zich niet meer in de export en handel in eigen ontwikkeld militair materieel, maar ook de samenwerking met andere landen tot en in het ontwikkelen van militair materieel.

Dit bied veel mogelijkheden voor Japan om z'n export/handel te versterken.

In militair materieel kun je denken aan :
- Kawasaki P-1, MPA toestel, een P-3C met 2 straalmotoren
- ShinMaywa US-2, MPA flying boat.
- onderzeeboten type Soryu SSK
- Kawasaki XC-2, transport toestel
- Mobile Combat Vehicle (MCV), 8x8 tank destroyer met 105 mm
- ............

Ze hebben best goed materieel ontwikkeld !

Japan Lifts Own Blanket Arms Export Ban

TOKYO — Japan on Tuesday lifted a self-imposed ban on weapons exports, introducing new rules covering the arms trade in a move supporters say will boost Tokyo's global role, but which unnerved China.

The cabinet of Prime Minister Shinzo Abe approved a new plan that replaces the 1967 blanket ban, Chief Cabinet Secretary Yoshihide Suga told reporters.

Under the policy, arms sales are banned to conflict-plagued countries or nations that could undermine international peace and security, the sales must contribute to international peace and boost officially pacifist Japan's security.

"Under the new principles, we have made the procedure for transfer of defense equipment more transparent. That will contribute to peace and international cooperation from the standpoint of proactive pacifism," Suga said.

"And we will participate in joint development and production of defense equipment," he said.
