Wireless technology increases in-flight connectivity

Australian Government Department of Defence | 12 November 2015

A suite of new capabilities on-board an Air Force C-17A Globemaster were showcased in Canberra today including the provision of Wi-Fi internet access to portable Defence-issued electronic devices.

The showcase is a part of Plan Jericho, Air Force's plan to transform Air Force and the wider ADF into a fighting force that capitalises on the high technology systems that are being introduced over the next few years.

Group Captain Stewart Dowrie, Chief of Staff for Air Mobility Group, said the new technology in the C-17A meant users would have access to the latest information when making operational decisions.

"This state-of-the-art technology allows passengers in the aircraft to receive live updates and video of their destination, right up to the point of their arrival," Group Captain Dowrie said.

"Beforehand, crews and passengers were mostly limited to voice-only communications."

"We can now fly an aero-medical evacuation team to the scene of a disaster, or an Army Combat Team into a warzone, and provide them with live updates and revised orders during their transit making them much more effective when they touch down."

"Likewise, a C-17A's passengers and crew can now be linked with Defence platforms and units on the ground or in the air, and share the live feeds of tactical information about their destination with each other."

This trial builds on previous Plan Jericho capability demonstrations involving the C-17A, including the AirView 360 suite which provides for the display of mission essential information to passengers within the C-17A.

In May this year, live video was streamed from an Air Force Heron Unmanned Aerial System over the Woomera Prohibited Area in South Australia, and via a Distributed Ground Station at RAAF Base Edinburgh, was transmitted out to a C-17A in Canberra.

Air Force currently operates a fleet of eight C-17As, all of which are fitted with a satellite communications (SATCOM) capability. Two of these aircraft have been configured for broadband SATCOM, with an intention to fit the whole fleet with a new, wideband SATCOM system from 2018.

"Our C-17A initiatives for Plan Jericho are capitalising on low-risk, proven technologies that can be delivered quickly with a high degree of confidence by our Industry partners," Group Captain Dowrie said.

"It is also charting a course for similar Plan Jericho initiatives on other air mobility platforms, notably the C-130J Hercules, C-27J Spartan, and KC-30A Multi-Role Tanker Transport."

RAAF Completes the C-17A Globemaster Fleet

Australian Department of Defence | November 04, 2015

The eighth and final C-17A transport aircraft for the Royal Australian Air Force touched down at RAAF Amberley on Nov 2. This aircraft, A41-212, is part of a two aircraft purchase that was announced by the Federal Government in 2015. (RAAF photo)

The Royal Australian Air Force has officially welcomed its newest aircraft into service at RAAF Base Amberley today.

The acquisition of two additional Boeing C-17A Globemaster III aircraft, and associated equipment and facilities, is a $1 billion investment in Australia's ability to provide vital heavy airlift to a range of global military operations." With extraordinary lift and range, the C-17A Globemaster is an integral part of the Australian Defence Force's airlift capability. It allows Australia to rapidly deploy troops, combat equipment, tanks, helicopters and humanitarian resources worldwide," Minister Brough said.

"The C-17A Globemaster has played a central role in the ADF's activities, including supporting the international effort to combat Daesh in Iraq and Syria, recovering the victims of the MH-17 tragedy in the Ukraine, and delivering disaster relief to victims of the Vanuatu cyclone and Queensland floods."

Chief of Air Force, Air Marshal Leo Davies, AO, CSC, said the Royal Australian Air Force was part of the global fleet of C-17A Globemasters, including the global sustainment system that delivered improved interoperability with our coalition partners.

"The C-17A Globemaster is an incredibly versatile aircraft. It allows us to provide an air bridge from Australia with supplies to the men and women deployed around the world, support Army operations, and assist at home with disaster relief such as the Queensland floods," Air Marshal Davies said.

"Additional aircraft mean we can better meet the demands of moving personnel and equipment, within the short timeframes required in emergency situations, such as floods and cyclones."

Australia has worked closely with the United States Air Force to acquire the additional operating capability within a short time-frame, supporting the Government's commitment to building a strong, capable and sustainable Australian Defence Force.

Minister for Defence – Fastest C-17A delivery in Australian history
29 July 2015
The seventh C-17A Globemaster III aircraft arrived in Australia at RAAF Base Amberley today, marking the fastest C-17A delivery in our fleet.

Minister for Defence Kevin Andrews said the rapid acquisition of the aircraft is a testament to the close relationship that exists between Australia and the United States.

"The active involvement of a number of United States and Australian agencies has been pivotal in meeting the successful delivery of this aircraft and I applaud everyone involved in the acquisition program," Minister Andrews said.

"This acquisition signifies considerable work opportunities for the local industry, with $300 million being spent to upgrade facilities.

"With its proven ability to transport heavy equipment, vehicles and helicopters in a short time frame, the C-17A's capabilities are vital to Australia's national security and safety."

Chief of Air Force Air Marshal Leo Davies, AO, CSC said the acquisition of two additional C-17A aircraft will increase the Australian Defence Force's capacity to provide vital community and humanitarian assistance.

"The C-17A fleet has been integral to recent operations including the rapid deployment of Australian forces in support of the Iraq Government , assistance in the Queensland floods, and the recovery of MH17 victims from Eastern Ukraine," Air Marshal Davies said.

"This latest acquisition will bolster our existing fleet of strategic lift aircraft – providing vital heavy airlift support to a range of operations, and increase our capacity to provide swift disaster relief and humanitarian assistance at home and abroad.

"Under Plan Jericho, the Air Force is dedicated to developing a networked, future joint force that can respond across the spectrum – from combat to humanitarian support. An additional two C-17A aircraft will help us achieve that," Air Marshal Davies said.

The Government announced the acquisition of two additional C-17A aircraft in April 2015 representing a $1 billion investment in Australia's security and Defence Force.  The eighth C-17A is planned to arrive in Australia in late 2015.

The RAAF will get two more of its much-loved workhorses – the C-17 transport planes that have lifted everything from ammunition to Kurds fighting the Islamic State terror group to food and water for cyclone-ravaged Vanuatu.

Prime Minister Tony Abbott will announce on Friday morning the government will spend $1 billion to buy, equip and maintain two additional C-17s, taking the RAAF's fleet to eight.

"The two additional C-17s will provide vital heavy airlift support to a range of regional and global coalition operations and greatly increase Australia's capacity to provide rapid and effective disaster rescue and relief and humanitarian aid," Mr Abbott said in a statement provided by his office.

WASHINGTON, Nov 12, 2014 - The State Department has made a determination approving a possible Foreign Military Sale to Australia for C-17 Globemaster III aircraft and associated equipment, parts and logistical support for an estimated cost of $1.609 billion. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Australia has requested a possible sale of up to 4 C-17A Globemaster III aircraft, 19 F117-PW-100 Pratt & Whitney engines, 4 AN/AAQ-24V Large Aircraft Infrared Countermeasures (LAIRCM) Systems, 4 Small Laser Transmitter Assemblies, 4 System Processors, 4 AN/AAR-54 Missile Warning Sensors, 1 AN/ALE-47 Countermeasure Dispenser, 1 AN/AAR-47 Missile Warning System, 5 Trimble Force 524 Receivers, 2 GAS-1 Antenna Units, 2 Controlled Reception Pattern Antennas, 1 AN-USC-43V Advanced Narrowband Voice Terminal, 16 Honeywell H-764 ACE Embedded Global Positioning System/Inertial Navigation Systems, spare and repair parts, supply and test equipment, personnel training and training equipment, publications and technical documentation, United States Government and contractor engineering, logistics, and technical support services, and other related elements of logistics support. The estimated cost for up to four C-17As, support and services is $1.609 billion.

This sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a major contributor to political stability, security, and economic development in Southeast Asia. There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

All questions regarding this proposed Foreign Military Sale should be directed to the State Department's Bureau of Political Military Affairs, Office of Congressional and Public Affairs, pm-cpa@state.gov.

US Air Force uit 2012:
Type                Operationele kosten (directe +indirecte kosten)    index     Total Cost of Ownership (ops. kosten + afschrijving)    index
C-130H             USD  18.507       80                                                           18.634       78
C-130J              USD  13.644       59                                                           14.014       59
C-17A               USD  23.279     100                                                            23.811     100
KC-10A             USD  21.103       91                                                           21.170       89
C-40B               USD  19.755       85                                                           19.755       83
C-40C (Clipper)  USD  26.936     116                                                           26.936      113
