SINGAPORE: Boeing confident of placing unsold C-17s

12 Feb 2014

Boeing is placing a high priority on finding customers for the 15 C-17 strategic transports it decided to build without confirmed orders.

"[The C-17s] are not without a lot of focus in the company," says Chris Raymond, vice-president of Boeing Defense, Space & Security. "Any time you're in a position where you're protecting things at risk, you pay a lot of attention to it. We pay attention to [the sale of the C-17s] at the highest levels of the company, but we are confident that we've got some folks out there who will buy up the remains of the production run."

Speaking at the Singapore air show, Raymond says Boeing is engaged with "five or six" countries about the remaining aircraft. Of these, "two to four" are not presently users of the type.

The C-17 is operated by Australia, Canada, India, Qatar, the United Arab Emirates, the UK and the USA, and is also used by a consortium of NATO and Partnership for Peace nations from Papa air base in Hungary.

Raymond declines to specify the possible recipients of the remaining aircraft, production of which will cease at the Long Beach factory in California in 2015, but he is confident they will eventually find a home. He adds that Boeing selected to produce the 15 aircraft based on its anticipation of sales. "In our mind we've mentally allocated the aircraft ... but obviously we're in an environment where those who step forward first will get the aircraft."

Minister for Defence – Purchase of two C-17A Globemaster aircraft
3 October 2014

The Australian Government has begun the process of purchasing two additional C-17A Globemaster strategic airlift aircraft, Minister for Defence Senator David Johnston announced today.

Senator Johnston said should the Government elect to exercise this option the two extra Globemasters would significantly enhance the Royal Australian Air Force's capacity for operational tasks, disaster relief and humanitarian assistance in our region and around the world.

"Since the first delivery in 2006, we have seen the C-17A Globemaster perform exceptionally well at the forefront of Australia's military operations and humanitarian work," he said.

"Recent global events have seen Australia's national capabilities like the C-17A come to the fore to assist our friends and allies.

"The C-17A Globemasters have been integral in supporting Australians at home and abroad, assisting in our aid to communities in Queensland and Victoria after flooding and cyclones, Operation Bring Them Home from the Ukraine and the search for MH370 off the West Australian coast."

Senator Johnston said in recent years the C-17As had also delivered humanitarian aid and medical supplies to nations following natural disasters, such as the widespread flooding in Pakistan in 2010 and the Christchurch earthquake in 2011 in New Zealand.

"The ability to rapidly react and move large elements of Australia's support systems over long distances during these times has highlighted the need for us to have a good sized fleet.

"The aircraft is also currently supporting Australian and Coalition forces in Afghanistan and the Middle East, providing a military long-range, strategic heavy airlift capability between Australia and the world," Senator Johnston said.

Senator Johnston said the current fleet of six C-17As was based at RAAF Base Amberley in Queensland, and an additional two would integrate seamlessly into the fleet.

The Government has requested pricing and availability data for two further aircraft through the United States Foreign Military Sales (FMS) program. Decisions on these aircraft are being informed by the force structure review currently under way within Defence as part of the White Paper process.

NEW HEAVY AIRLIFT CAPABILITY FOR
THE ROYAL AUSTRALIAN AIR FORCE

I am pleased to announce that the Australian Government will acquire up to four new Boeing C-17 Globemaster III aircraft and associated equipment to provide the Australian Defence Force (ADF) with a heavy airlift capability.

The Government has selected the C-17 by for its ability to meet the needs of the ADF over the next 30 years.

This is the only aircraft currently in production which has a proven capability to meet ADF operational commitments, in Australia, the region and globally. The C-17 has four times the carrying capacity of the RAAF C-130 Hercules.

The C-17 aircraft has the load capacity and range that will allow the ADF to rapidly deploy troops, combat vehicles, heavy equipment and helicopters. This includes the M1A1 Abrams Tank, as well as Black Hawk, Sea Hawk, and Chinook helicopters. Each C-17 has the capacity to transport five Bushmaster Infantry Vehicles, or three Tiger helicopters.

The fleet of up to four aircraft will give Australia a new Responsive Global AirLift (RGA) capability, significantly enhancing the ADF's ability to support national and international operations, and major disaster rescue and relief efforts.

As the C-17 aircraft is currently in production, it is possible for the first aircraft to be delivered later this year with the balance of the fleet to be delivered by mid 2008. This will give the ADF the Responsive Global Airlift operating capability it needs within a short time-frame.

Acquisition of the C-17 will also provide significant opportunity for our aerospace industry with Boeing proposing an Australian Industry Capability program valued at $345m over the life of the aircraft.

I had the pleasure of inspecting a United States Air Force C-17 today with my colleague, the Member for Macquarie, Mr Kerry Bartlett, at Royal Australian Air Force (RAAF) Base Richmond.

This investment of up to $2 billion is in addition to the Howard Government's commitment of $28.5 billion in increased spending on defence capability over the 10-year period to 2010, building on the 2000 White Paper to increase Defence funding by three per cent annually, in real terms, until 2010/11.
