Italy Joins France And The UK For FC/ASW Program ( en toen waren het er 3 )

Italy, France and the United Kingdom (UK) signed a letter of intent (LoI) on June 20, 2023 during the Paris Air Show. With this LoI, the French-British Future Cruise and Anti-Ship Weapon (FC/ASW) programme will be opened to the Italian partner.

According to a French Ministry of the Armed Forces press release, the dialogue phase that will now take place between the three countries will lay the foundations for the development phase to come. "The objective for each of the three countries is to have an operational deep strike capability by 2030. This new phase of the FC/ASW program will strengthen the industrial and technological base of European defense around MBDA, the European leader in the field of missiles" – The press release reads.

The objective of the FC/ASW Programme is to replace from 2028, the capabilities currently in service within the Royal Navy, the Royal Air Force (RAF), Marine Nationale (French Navy), and Armée de l'air et de l'espace (French Air Force) for anti-ship and deep strike missions.

The concept phase, amounting to around 100 million euros, is financed equally by France and the United Kingdom; it is also shared equally in workload between MBDA France and MBDA UK.

The case for Italy joining FC/ASW
Joining the FC/ASW program makes sense for Italy and should not come as a surprise: the Italian Air Force will have to replace in the future its in-service Storm Shadow land attack cruise missiles (which are currently, as for France and the UK, under a midlife upgrade programme) while the Chief of Italian Navy (Marina Militare) in 2020, Vice Admiral Giuseppe Cavo Dragone (now Admiral and Chief of the Defense Staff since October 2021) highlighted the need for a credible deep strike capability to be provided for the future destroyer project (the over 10,000 tons class DDX) as all as for the future submarines (Type 212NFS).

Italy could bring some know-how and technology to the French and British partners: As part of the Teseo Mk2/E program, MBDA Italy is currently developing a very advanced dual-mode homing head section which will feature both a new generation coherent Radio-Frequency (RF) seeker with ECCM capability and a Electro-Optic (EO) sensor. According to Italian journalist (and Naval News regular contributor) Luca Peruzzi, the RF seeker co-developed by MBDA together with Leonardo, will feature AESA (active electronically scanned array) technology provided by the latter company. During the Seafuture 2023 conference and exhibition, MBDA and the Italian Navy gave an update on the Teseo Mk2/E programme, pointing out the RF seeker development is on schedule alongside the overall weapon system.

About FC/ASW
Following the Lancaster House agreement of 2010, France and the United Kingdom launched in 2017 a joint program with the goal to replace their cruise and anti-ship missiles circa 2030.

Named FC/ASW for Future Cruise/Anti-Ship Weapon (or FMAN/FMC for futur missile anti-navire/futur missile de croisière in French), the program is led by European missile leader MBDA. The FC/ASW aims to replace the air launched Scalp/Storm Shadow as well as the air and ship launched Exocet and Harpoon anti-ship missiles currently in service with French and British air forces and navies.

The FC/ASW seeks to develop a new generation of deep strike and anti-ship missiles by 2030. It aims at replacing the capabilities provided by Storm Shadow/ SCALP air launched cruise missile in operational service in the UK and France as well as the Exocet anti-ship missile in France and the Harpoon anti-ship missile in the UK.

MBDA announced the successful achievement of the FC/ASW (Future Cruise/Anti-Ship Weapon) "Key Review" phase, jointly conducted with the British Defence Equipment and Support (DE&S) and the French Defense Procurement Agency (DGA) in 2019. In a written parliamentary question Jeremy Quin, British Minister of State for the Ministry of Defence revealed that the FC/ASW will equip both navies, Royal Navy and French Navy (Marine Nationale) starting 2028.

In the meantime, the UK selected Kongsberg's Naval Strike Missile as an interim solution in November 2022. Eleven Type 23 frigates and Type 45 destroyers will be fitted with the sea-skimming Naval Strike Missile, capable of knocking out major enemy warships at ranges of more than 100 miles away. The Naval Strike Missile will plug the gap between Harpoon and the advent of its permanent successor, the FC/ASW.

New Naval Vessels For Denmark

The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) has signed an agreement with Danske Patruljeskibe K/S ? a consortium founded by Terma, Odense Maritime Technology and PensionDanmark ? on the scheme design for new naval vessels for the Danish Armed Forces.

Facts ? Denmark?s new naval vessels for The Danish Armed Forces

- In June 2021, the signatory parties to the defence agreement decided to initiate a development project for a new type of naval vessel for the Danish Armed Forces, which must be able to secure Danish sovereignty at sea and solve marine environmental tasks.
- In April 2022, The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) announced that it wishes to acquire the new vessels from Danske Patruljeskibe K/S in a full-service supplier model, including design, integration of systems, construction and maintenance for an initial period.
- In June 2023, an agreement has been reached between DALO and Danske Patruljeskibe K/S on a scheme design, forming the basis for the acquisition and production of the new naval vessels.

FMI en Konsortiet Danske Patruljeskibe K/S tekenen een contract voor het ontwerp van nieuwe patrouilleschepen voor de Deense marine

Het contract omvat de ontwikkeling van een scheepsontwerp, dat de basis zal vormen voor een latere politieke beslissing over de aanschaf en bouw van nieuwe schepen. Het ontwerp zal naar verwachting gereed zijn tegen medio 2025. De strategie van de regering voor de Deense defensie-industrie en de algemene maatschappelijke behoefte om de Deense bevoorradingszekerheid te vergroten, worden bedacht en omarmd in het hele Patrol Ship-project.

Het consortium Danske Patruljeskibe K/S wordt de totaalleverancier in dit project voor de Dienst Materiaal en Inkoop van Defensie. In dit kader zal de Deense maritieme industrie en de defensie-industrie worden betrokken.

Innovatieve ontwikkeling
Het project omvat ook de ontwikkeling van nieuwe innovatieve oplossingen, b.v. binnen het groene gebied, binnen het gebruik van modulaire missieapparatuur en voor beslissingsondersteunende systemen aan boord. Dit zijn gebieden waar de Deense industrie sterke posities heeft die verder kunnen worden ontwikkeld.

Stuurgroepvoorzitter van het Patrol Ship Project, Flotilla Admiral Claus L. Andersen zegt:

"Het patrouilleschipproject is een voorbeeld van een nieuwe manier om projecten uit te voeren in nauwe samenwerking tussen de Deense maritieme industrie, de defensie-industrie en de strijdkrachten. Waar we voorheen een groot deel van de projecttaak voor onze rekening namen met co?rdinatie, integratie van systemen van diverse leveranciers en soortgelijke taken, besteden we een deel hiervan uit aan Konsortiet Danske Patruljeskibe K/S als totaalleverancier. Als onderdeel hiervan zal het consortium de Deense industrie en toeleveranciers moeten betrekken. Dit gebeurt in nauwe samenwerking met de Dienst Materieel en Inkoop van Defensie en start naar verwachting na de zomervakantie."

Het hoofd van FMI, luitenant-generaal Kim Jesper J?rgensen, verklaart:

Saab produceert in Zweden alles van schepen tot vliegtuigen tot raketsystemen. In 2021 is het contract tussen FMV en Saab al getekend voor de bouw van 2 next gen korvetten.

Dat is mij bekend, maar er zou toch een Buitenlandse partner bij betrokken worden? Vandaar mijn reactie.

Het werk aan de nieuwe schepen van de marine is in volle gang en in het voorjaar zijn de namen van de schepen bepaald na goedkeuring door ZM de Koning. De oppervlaktegevechtsschepen zullen vernoemd worden naar Zweedse havens.


Links een schets van het nieuwe oppervlaktegevechtsschip van de marine, te vergelijken met het kleinere reeds bestaande Visby-korvet.

In het defensiebesluit uit 2020 blijkt dat er vier nieuwe oppervlaktegevechtsschepen en nieuwe havensleepboten aan de marine worden toegevoegd. Hoewel de constructie van de schepen nog op de tekentafel ligt, heeft het hoofd van de marine in het voorjaar een besluit genomen over hoe de acht nieuwe schepen gaan heten.

‒ De oppervlaktegevechtsschepen zullen worden vernoemd naar Zweedse kuststeden die van groot belang zijn of zijn geweest voor de marine. Volgens de overlevering zijn de havensleepboten vernoemd naar Grieks-mythologische namen, zegt marinemanager Ewa Skoog Haslum.

Het is het hoofd van de marine, in zijn hoedanigheid van reder van de strijdkrachten, die kiest welke namen de schepen van de marine zullen voeren. Om de naam van toepassing te laten zijn, is de goedkeuring van HM de Koning vereist, die alle schepen hebben ontvangen.

LULE?-KLASSE OPPERVLAKTESTRIJDER

'Radar uit Hengelo op Franse en Italiaanse torpedobootjagers'

Itali? en Frankrijk hebben tijdens de Paris Air Show een overeenkomst getekend voor de modernisering van de torpedobootjagers van de Horizon/ Orizzonteklasse. Onderdeel daarvan zou de vervanging van de oude SMART-L radar van Thales zijn. Die nieuwe radar zou, zo schrijft een goed ingevoerde Italiaanse marinejournalist, de Thales SMART-L MM/N zijn. Marineschepen.nl heeft zelf ook informatie ontvangen die dit bericht bevestigt.

Gelukkig voor de Franse is Signaal tegenwoordig onderdeel van Thales anders had het wel een enorme klap in het gezicht geweest. Overigens had het dan nooit gebeurd dat men koos voor de MM-N maar dat is een ander verhaal. Mooi nieuws voor onze defensie industrie en nu zijn er nog maar 2 klanten (UK & DEN) te overtuigen om de Duitsers in te laten zien dat ze een grote fout gaan maken/ hebben gemaakt.
