Kuwait Orders French Helicopters, Missiles In €2.5 Bn Deal (updated)

PARIS --- Kuwait has today signed three Letters of Offer and Acceptance (LOA) with the French government for the supply of helicopters, missiles, light armored vehicles and fast patrol boats worth about €2 5 billion, relaunching a strategic partnership which had faded in recent years.

The biggest of the agreements signed in Paris today by Kuwaiti Prime Minister Sheikh Jaber Al-Mubarak Al Ahmad Al Sabah and French Prime Minister Manuel Valls covers the supply of 24 Airbus EC725 Caracal medium helicopters, with an option on six additional helicopters. Including their weapons, this agreement is valued at about €1 billion.

This deal was originally announced in June, and according to French media reports deliveries are due to begin in early 2018. The French government has not published a communiqué about these contracts, but several ministers, including PM Manuel Valls, have tweeted about them.

Kuwait also plans to buy 120 Sherpa Light armored 4x4 vehicles made by Renault Trucks Defense, as well as another type of protected vehicle made by the same company, and has signed a framework agreement.

Kuwait also has extended the sustainment contract for the eight P37 fast patrol boats it originally ordered in the 1990s, and plans to award a contract for the mid-life refit of these boats. It will in addition order a range of air-launched and ship-launched missiles to equip both these boats and the helicopters.

No additional information is available about these two contracts, which together are reported to be worth €1.5 billion.

These deals are also a form of compensation after Kuwait unexpectedly last month ordered 24 Eurofighter Typhoon fighters, after having previously indicated it was leaning towards its French competitor, the Dassault Rafale. French Defense Minister Jean-Yves Le Drian posted two tweets Oct. 20 about the renewal of Kuwait's strategic partnership with France (above) and Kuwait's reinforcement of its equipment and training aspects.


Also on Kuwait's shopping list are a half-dozen Gowind corvettes, similar to those DCNS has sold to Egypt and is offering to Saudi Arabia, but no short-term decision is expected. Companies linked to the French ministry of defense will also see their training contracts extended. France currently trains about one-quarter of the Kuwaiti Navy's personnel, and 150 officer cadets are currently being trained here.

Paris-

France signed a defense agreement with Kuwait on Wednesday, strengthening its military ties with the Gulf state and opening the way for increased defence trade.

Kuwaiti Defence Minister Sheikh Jaber Mubarak Al-Hamad Al-Sabah said the agreement would allow for more strategic co-operation between both armed forces, building upon an existing 1992 agreement.

After signing the accord in Paris, his French counterpart Herve Morin said: "France is returning to this region, which is of global strategic importance, and wants to take its place there to safeguard its security."

"The Iranian nuclear programme is causing instability and insecurity throughout the Gulf states," he added, stressing that Kuwait was "extremely worried".

Paris has significantly boosted its ties with oil-rich monarchies in the Middle East over the past few months.

In May, President Nicolas Sarkozy opened a permanent French military base in the United Arab Emirates, while also renewing an existing 1995 defence accord at the same time.

Morin said the base showed France was fully committed to building peace and security in the region.

Paris, he said, could be another partner for the Gulf states alongside Washington, "a friend of the Americans but with our own vision for world security and stability".

Al-Sabah said Kuwait would be "proud" to have the supersonic Rafale jet for its armed forces at some point in the future.

"We hope to see an offer (from France) on the matter soon," he told journalists in Paris.

He said he had given the Rafale the green light and passed the matter to technical teams for detailed scrutiny.

"We hope to get the Rafale for our air force," he said, without saying how many planes Kuwait might acquire.

During a Gulf tour

in February, Sarkozy said discussions had begun with Kuwait for the sale of between 14 and 28 of the Dassault-made fighters.

No export contract has yet been agreed for the Rafale, though talks have been held with Brazil, the UAE, India, Switzerland, Greece and Libya.

Last month two French Rafale jets collided in mid-air over the Mediterranean, killing one pilot.

Al-Sabah also expressed interest in other French military technology, including helicopters and air defence systems.
