Insitu Announces ScanEagle Contract with Netherlands Ministry of Defense

BINGEN, Wash., March 19, 2012—Insitu announced today that it has signed a contract to deliver its ScanEagle unmanned aircraft systems (UAS) to the Netherlands to provide intelligence, surveillance and reconnaissance (ISR) for the Ministry of Defense (MOD). The Netherlands will use ScanEagle with the MOD both domestically and abroad.

"We're excited to be part of the Netherlands' ISR solution for the Ministry of Defense," said Insitu President and CEO Steve Morrow. "ScanEagle provides ISR that is competitive with other larger UAS at a fraction of the price."

ScanEagle will provide the MOD an ISR capability during the second half of 2012, replacing a program that ended in the middle of 2011.  Looking forward, Netherlands MOD and Insitu plan to continue to explore the potential for multi-mission ISR capabilities using a next-generation Insitu UAS that carries multiple ISR sensors and enables rapid, robust payload integration.

ScanEagle is a mature system already established with other international customers. The system is combat-proven, with more than 580,000 combat flight hours since it first deployed with the U.S. Marine Corps in 2004. Endurance exceeding 24 hours allows customers to respond to the unexpected.

ScanEagle's rapid response, expeditionary capabilities are punctuated by the success of dozens of shipboard deployments with the U.S. Navy since 2005. Insitu's SkyHook retrieval system allows for aircraft recovery without the use of nets or runways—and without the dangers associated with ship overfly: A vertical rope arrests aircraft flight by catching a hook on the wing of the aircraft. In 2009, ScanEagle was noted for the rapid response ISR that it provided during the recovery of merchant marine Captain Richard Phillips, who was being held by Somali pirates.

Personnel from the Joint ISTAR command are now taking courses to begin operating the system later this year.

Insitu Inc., located in Bingen, Wash., is a wholly owned subsidiary of The Boeing Company. Insitu designs, develops and manufactures UAS and provides associated services for commercial, civil and defense applications. With a small footprint and expeditionary focus for both land and sea operations, the company's family of UAS solutions and global mission support serves the needs of worldwide customers. To date, these systems have accumulated 580,000 combat flight hours and 64,000 sorties. For more information, visit www.insitu.com.

ScanEagle acquired as interim replacement for Royal Netherlands Army Sperwer

Submitted by Pieter Bastiaans on maandag, 7 mei 2012 – 17:47No Comment.

The Dutch Ministry of Defence (MoD) recently contracted Insitu to provide two ScanEagle systems as an interim replacement for the Sperwer short range tactical unmanned aerial vehicle (SRTUAV) fleet which was operated by 101 RPV Battery. Sperwer was withdrawn from Royal Netherlands Army (RNLA) service on June 29th, 2011 as a result of a recent series of austerity measures that are currently affecting the Dutch armed forces. Acquisition of a limited number of ScanEagle systems was considered to be more cost-efficient than continuing use of the Sagem Sperwers.

Dutch army UAV operators started training for ScanEagle operations at Insitu's facilities in the United States early 2012. Both systems are expected to achieve operational capability by late 2012. One system will be made available for overseas deployment, while the second system is meant for training purposes, national tasks and as an operational reserve. Each system is made up of three air vehicles.

A permanent replacement for Sperwer is expected to be inducted into service in late 2014. Five systems will be acquired: three for expeditionary missions, one for national tasks in support of local authorities and one for training.  Interoperability with ScanEagle ground system equipment is a major requirement for the new system. As a result, Insitu's RQ-21A Integrator, which is based on ScanEagle design principles, has been chosen to enter service with 107 Aerial Systems Battery in 2014.

The Integrator can carry payloads of up to 37.5 pounds, has a line-of-sight communications range of over 55 nautical miles and recently performed its first flight as part of the ongoing process to attain early operational capability with the United States Marine Corps.

The former 101 RPV Battery has in the mean time been transformed into the 107 Aerial Systems Battery as part of the new Dutch Joint ISTAR Command (JISTARC). JISTARCs 107 Aerial Systems Battery is also in charge of training UAV operators of RNLA and RNLMC (Royal Netherlands Marine Corps) infantry battalions and Special Forces units which are equipped with the AeroVironment RQ-11 Raven. Raven mini UAVs are also in use with RNLA brigade reconnaissance squadrons as well as with both reconnaissance squadrons (103 and 104) of JISTARC. Twenty-five Raven systems are in use with Dutch forces, each system consisting of three air vehicles.

In addition to tactical and mini UAVs, the Dutch MoD has issued a request for information (RFI) for the purchase of a single medium altitude long endurance (MALE) unmanned aerial system for the Royal Netherlands Air Force (RNLAF). Responses were to be submitted by UAV manufacturers to the Defensie Materieel Organisatie (DMO), which is in charge of procurement for the MoD, by April 1st, 2012.

The system will consist of four aircraft which must have the growth potential to be armed at some stage in the near future. Introduction is planned from the year 2015 or 2016. The General Atomics MQ-9 Reaper is understood to be favored by RNLAF officials in part due to the fact that it would provide a high level of interoperability with NATO partners like the United States and the United Kingdom. Israel Aerospace Industries meanwhile is expected to offer the Heron TP,the high end variant of its Heron series of MALE UAVs.

RQ-21A Blackjack Begins Operational Test Phase  (deze zijn ook door NL aangeschaft)

PATUXENT RIVER, Md. --- The Navy and Marine Corps' newest small unmanned aircraft system RQ-21A Blackjack began its initial operational test and evaluation (IOT&E) in early January at Marine Corps Air Ground Combat Center Twentynine Palms, Calif.

As part of IOT&E, this first low-rate initial production (LRIP) lot of the Blackjack, previously known as RQ-21A Small Tactical Unmanned Aircraft System (STUAS), will demonstrate the system's effectiveness and suitability in realistic combat conditions.

"Receiving the first production-level Blackjack is a great accomplishment for our government and industry team," said Col. James Rector, program manager for the Navy and Marine Corps STUAS program office, who oversees the RQ-21A program. "It is a very capable system that will meet the needs of our warfighters deployed on land or at sea with our Marine expeditionary units."

The Insitu Inc.-built Blackjack is a larger twin-tailed follow-on to the ScanEagle unmanned air vehicle. The system contains five air vehicles, two ground control systems, and launch and recovery equipment.

Air Test and Evaluation Squadron (VX) 1 is conducting ground and shipboard testing on Blackjack for the next several months. After completing IOT&E, the government and Insitu team will transition the system to Marine Unmanned Aerial Vehicle Squadron (VMU) 2, located at Marine Corps Air Station Cherry Point, N.C. for operational use. A second LRIP lot, consisting of one system, is scheduled for delivery in the spring.

Lt. Col. Anthony Bolden, commanding officer for VMU-2, said the myriad of capabilities that come with the introduction of Blackjack will provide the Marine Air-Ground Task Force (MAGTF) with a platform that has the payload and persistence to significantly enhance situational awareness.

"RQ-21A brings a new level of flexibility and expeditionary capability not present in any UAS to date," Bolden said. "As a result, having and operating the Blackjack will posture the Marine UAV squadrons at the forefront of MAGTF operations."

At eight feet long and with a wingspan of 16 feet, Blackjack provides intelligence, surveillance, reconnaissance and communications relay to the warfighter on land and at sea. The air vehicle's open-architecture configuration can integrate new payloads quickly and can carry sensor payloads as heavy as 25 pounds.

Standard payloads include day and night full-motion video cameras, an infrared marker, a laser range finder, a communications relay package and automatic identification system receivers.

IDEX 2015: Insitu demonstrates INTEGRATOR
(wanneer worden eigenlijk de NL toestellen geleverd ? .. ik dacht zelf in 2014, maar heb er niets over gehoord .... of is het doorgeschoven ? )

A subsidiary of Boeing, Insitu is present at both IDEX and UMEX, flying live demonstrations with the new INTEGRATOR at the Tarif airstrip as part of the latter. Building on experience it has gained with the widely acclaimed SCAN EAGLE platform, the larger INTEGRATOR has an reconfigurable internal bay, hereby offering a total of six payload spaces that can accommodate a wide range of sensors. The INTEGRATOR can take the EO900 imager that is also available for SCAN EAGLE and which offers a staggering 170X optical zoom. INTEGRATOR uses S, L, C band bandwidth to stream full motion video to a ground station, achieving a range of 50 to 75 miles when operating at cruise altitude, assuming that line of sight is maintained.

While displaying scale models in the US pavilion, Insitu demonstrated the INTEGRATOR at the Tarif airstrip during a live fly demo, impressing local dignitaries with the ease with which the aircraft is launched and retrieved. The company's patented SKYHOOK system is capable of retrieving Insitu's range of advanced UAVs in a very short period of time, hereby limiting interference with other possible flight operations. This comes in handy when operating from navy frigates, destroyers which also carry shipborne helicopters. The SKYHOOK is also compatible with small craft and Insitu officials indicated the system has even demostrated to be capable of being operated from small SOF riverine craft. In addition, flight safety is enhanced as the air vehicle approaches the ship from its flanks, moving away from the ship if an emergency were to happen unlike naval helicopters.

Forming the basis of the United States Marine Corps' RQ-21A BLACKJACK or Small Tactical UAS programme of record, INTEGRATOR has attracted a lot of attention from potential customers such as the Netherlands that are seeking a follow on system to the SCAN EAGLE UAS that are in use. Integrator is compatible with Scan Eagle's heavy launcher and retrieval system which would bring down costs.

Company officials would not comment on individual customers, however, they acknowledged that their unmanned solutions are used in the GCC region. It has also emerged, that Insitu is one of the contenders for a 50 aircraft requirement for the Indian Navy, which would be the equivalent of approximately 15 systems.

19 September 2014
It was also announced that an unspecified number of the newest generation of tactical unmanned ISR systems would be bought. No specific type was mentioned but IHS Jane's understands the armed forces are interested in acquiring more of the Boeing Insitu ScanEagle systems, a small number of which was ordered in 2012. Experience with these unmanned systems was built up, among other army employments, flying from landing platform docks in support of anti-piracy operations around Somalia.

2d3 Sensing To Upgrade Dutch Army's ScanEagle UAS Motion Imagery Capability

2d3 Ltd has won a contract from the Netherlands MOD yesterday to upgrade the ScanEagle UAS motion imagery exploitation capability.

The contract is for the delivery of two identical exploitation suites for use with the Insitu ScanEagle systems in service with the Dutch Army.

The project consists of delivering updated FMV (full motion video) PED (processing, exploitation, and dissemination) software and integrating it with the existing capability delivered by the ScanEagle manufacturer, Insitu.

Each integrated suite will run 2d3 Sensing's Catalina and TacitView software, allowing analysts to create a metadata-based catalogue of the imagery archive and to rapidly exploit live feeds of video data that enable enhanced and faster support to decision makers.

The Catalina motion imagery catalogue and archive capability will improve the quantity of data the unit can retain and significantly reduce the time to retrieve data from archive for further analysis.

The modular TacitView motion imagery exploitation solution has been tailored to the specific workflow needs of each analyst in the ground segment, ensuring efficiency in their intelligence production task, but also reducing overall system costs and complexity.

This procurement is to support an urgent operational requirement to enhance a capability deployed by The Netherlands MOD to support UN operations in Mali.

Under the contract, potentially worth $390,3 million, also provides for up to six RQ-21A unmanned aircraft systems (UASs) and up to 17 RQ-21A air vehicles for foreign military sales (FMS) customers, including the governments of Canada, Poland and Oman.

Naast de USMC, Canada, Oman en nu Polen wordt Nederland niet genoemd als land welke ook zou gaan beschikken over Blackjacks.
