Canadian warship project a mess, as one of world's largest shipbuilders threatens minister it won't bid

Canada's multibillion-dollar project to buy a replacement for its frigates is so poorly structured that one of the world's largest shipbuilders has warned the Liberal government it won't bid unless changes are made.

A number of other ship designers are also considering backing out because of the problems plaguing the project to spend more than $26 billion on a new fleet of Canadian Surface Combatants.

Italian shipbuilder Fincantieri sent Procurement Minister Judy Foote a detailed outline of why the acquisition process is in trouble, warning that, "Canada is exposed to unnecessary cost uncertainty," according to the Oct. 24, 2016, letter obtained by Postmedia.

There is also a belief in industry circles that the federal government is favouring a design from the British firm BAE, which is offering the Royal Canadian Navy the Type 26 warship.

Foote had previously said only proven warship designs would be considered to reduce the risk of problems. But the Liberal government retreated on that and will now accept a Type 26 bid, even though the vessel has not been built yet.

Preparing a bid for the Canadian Surface Combatant or CSC will cost companies between $10 million and $20 million. If they see their chances of winning a contract as slim, firms could decide not to enter the competition, further narrowing the choices for the Liberals on a new vessel for the navy.

The government announced Oct. 27, 2016, that Irving Shipbuilding, its prime contractor, had issued a request for bids from companies on the design of the new ships.

The firms have until April 27 to provide those bids, which must not only include the design but details of teaming arrangements with Canadian firms.

In its letter to Foote, Fincantieri pointed out that the current structure of the procurement limits the role of the warship designers to simply providing engineering and design services to Irving, which will then build the vessels. In return for that small role, the companies are being asked to provide valuable intellectual property to their designs, access to their established supply chains and transfer technology to Irving and Canada.

In addition, the warship designers have to provide a warranty on the integration of technology into their designs, even though they are not responsible for buying that equipment.

The project as it is structured now leaves little incentive for warship designers and builders such as Fincantieri, which has designed and constructed ships for the navies of Italy, the United Arab Emirates, India, Iraq, Malta and Malaysia.

"If the current proposed procurement approach is retained, then it will be very difficult for Fincantieri to obtain approval to bid from its board," the company warned Foote.

Fincantieri declined to comment on the letter.

Fincantieri instead proposed to Foote that a fixed-price competition be held, with the winning shipyard building the first three warships, complete with Canadian systems, and delivering those to Irving. The ships would then be run through evaluations and after any technical issues were worked out, Irving would begin to build the remaining 12 vessels.

That way work on the new ships could get underway faster, the vessels will be fully tested, and the risk to the Canadian taxpayer significantly reduced. The "winning team can be held accountable for the overall performance of the finished ship," Fincantieri added.

"Companies are also given incentive to make long-term investment in Canada because they can expect to get a fair return from the greater value of their work responsibility," Foote was told.

The minister responded by suggesting Fincantieri approach Irving with its concerns. Foote's response further worried the Italian shipbuilder as it had believed the Canadian government and its ministers were ultimately responsible for the program and the spending of billions of tax dollars.

Foote's spokeswoman Annie Trépanier did not comment specifically on Fincantieri's letter but repeated previous government comments about how industry was consulted extensively and those shaped the final documentation used to solicit bids. An independent fairness monitor is also involved in the process, she added.

Irving spokesman Sean Lewis said the contract for the CSC design will be awarded to an existing warship design that best fits the requirements of Canada's navy. "I can assure you that the procurement process is being conducted in a way that ensures that all bidders are treated equally, with no unfair advantage given to any individual bidder, and under observation of an independent fairness monitor," he added.

The surface combatants will be the backbone of the Royal Canadian Navy's future fleet. The project has seen repeated delays, with the navy at one time expecting the ships by 2015. The first vessel is now planned for sometime in the early 2020s.

Initial cost estimates for the project were set at $26 billion. But that could potentially rise to more than $40 billion, depending on the number of ships constructed.

En deze laatste adviseert, bij monde van Foote, contact op te nemen met de Canadase werf die de schepen zou moeten bouwen.

Raar he dat Fincantieri een beetje zekerheid wil,heb touwens ook begrepen(maar kan 't mis hebben)dat Canada wil dat alle schepen daar gebouwd worden(in Canada)houdt dus in simpel gezegd dat de verdiensten voor Fincantieri niet geweldig zijn (of een ander die gekozen zou worden.)
Tekeningen afgeven(verkopen)en bedankt. :dead: (licentiebouw)
Fincantieri heeft dan ook 't voorstel gedaan om de eerste 3 schepen door hun te laten bouwen,de rest in Canada(nogmaals als 't de Fremm wordt)

 :hrmph: beperkt Canada zo niet haar keus tot platformen die uitontwikkeld zijn en in licentie gebouwd mogen worden.
Volgens mij bied alleen Damen met de Sigma serie deze optie. :devil:
De VS, Frankrijk en Italie werken volgens mij niet op deze manier.

Op zich zijn de commentaren wel terecht. Zo'n 10-20mln investeren in mogelijk een miljarden order (kans <25%) vindt ik best een risico. Zeker als dan ook nog licentie bouw geeist wordt.

Bijkomend voordeel van prototype schepen die op de eigen werf gemaakt worden, is dat bij gebrekkige Canadesche scheepsbouw, de prototypes aantonen dat het niet aan het ontwerp ligt.

Wat ik zo begrepen, gelezen heb gaat de Canadese Tender best ver in het aan te leveren documenten, gegevens wat er allemaal gebruikt moet gaan worden in en aan de schepen.

Tevens worden de vragen en eisen zo geformuleerd dat de werven aan moeten geven WAAROM de werven vinden dat hun gemaakte keuzes de beste en HOE ze daar toe komen.
Het is niet alleen maar een WAT de werven willen leveren, maar meer de tot standkoming van keuzes.

Even door de valuta calculator getrokken; het Canadian Surface Combatant project zou een order met een budget tussen CAD $26 miljard (€18.6M) en CAD $40 miljard (€26.6M) vertegenwoordigen. Met zulke bedragen vraag je om pork barrel-politiek. En met name Irving Shipbuilding in Halifax had de conservatives campagnegeld gedoneerd (van wat ik lees in de Canadese reacties), maar nu krijgt Trudeau gretig de schuld toegeschoven. Ook daar een politiek hevig verdeeld land.

En Irving Shipbuilding wilt ook een stop-gap filler tussen de Artic Patrol Vessels en de Canadian Surface Combatant.

Klopt,en daarom ook zullen 't waarschijnlijk minder schepen worden.
Heeft natuurlijk ook te maken met 't uitstellen en uitstellen van de vervanging. ;)

Het gaat me juist niet om het totaal bedrag, maar om het bedrag per eenheid. Want de max €2,66 miljard per schip waar Zeewier mee kwam, dat zijn intens grote bedragen. De meeste landen slagen erin om hun schepen voor een heel stuk minder te produceren en aan te kopen. Nu weet ik niet wat ze precies mee rekenen in deze bedragen. Maar met 1 miljard euro eq per schip moet je echt een heel eind kunnen komen. De FREMM kost zo'n 600 miljoen, KDX-III, Hobart en Horizon ongeveer 1 miljard. Met deze bedragen kun je een arleigh burke incl munitie kopen. Kan zijn dat ze dat in gedachte hebben natuurlijk. Maar betwijfel dat.

Ik meen dat de Canadezen ook een (was 't een through life?)bedrag hanteren ,dus aanschaf en alle kosten gedurende 30jaar(lifespan),maar weet dit niet zeker.
Trouwens de Fremm heeft niet(meer) de voorkeur(als ik 't goed mee krijg),de regels zijn weer veranderd(weer uitstel)en de favoriet is op 't moment de type-26(een politiek truc om BAE een kans te geven bij te komen. :dead: )met weeral alle extra kosten die daarmee gepaard gaan.
Als ze nu wat sneller waren geweest hadden ze LCF's kunnen hebben(met de APAR waarin Canada zijn deel heeft,belangen/hulp bij ontwikkeling,etc)en hadden ze nu kunnen aansluiten bij de vMPF(multi purpose )die ze ook willen.

De LCF is namelijk ook een tijdje in de running geweest als kandidaat(er zijn er nogal wat die maar wat graag dit schip hadden zien komen)

Is dan ook een prijs/kwaliteitsverhouding topper... al kan ik me voorstellen dat een Canadese variant wat aanpassing benodigd zou hebben gehad voor Arctische omstandigheden.

Idd,en er moesten aanpassingen gedaan worden,maar bijv. ook aan de Fremm(als voorbeeld)romp moest dikker om eventueel door/tussen 't ijs te kunnen varen(niks onoverkomelijks. ;))

@Thomasen;eerst was er 't plan om ook AAW fregatten te kopen,daarom was de LCF dus in de running(ook door 't gebruik van APAR,zoals al uitgelegd)
Wat ik begrepen heb is dat ze nu voor een MP optie gaan en dus de AAW variant hebben laten varen(punn intended.  :devil: )

Dat de aan te leveren docu flink is zal altijd zo zijn, maar het ging meer om de vraagstellingen welke beantwoord moesten worden.

Stel je wilt als toeleverancier het nood aggregaat voor de KDOORMAN leveren, of je wilde graag alle mangaten leveren t.b.v. de RDAM.
Dan krijg je van MinDef voor deze relatief kleinschalige en eenvoudige onderdelen al een 'ouderwets dik telefoonboek' aan documentatie.
Ben je echter aannemer van een project a la Damen Schelde Naval Shipbuilding.  Dan neemt het aantal dikke telefoonboeken flink toe, denk aan een aantal grote boekenkasten.

De Canadezen zijn naarstig op zoek naar vakmensen voor al die te bouwden schepen en kijken daarbij dus over de landsgrenzen. ;)



Irving is currently looking abroad for employees to work in their Halifax shipyard.

A poster spotted by a Chronicle Herald reader living in Gdansk, Poland reads "Join the next generation of Canadian shipyard workers" and advertises an upcoming job fair.

The poster says Irving is looking to looking to hire experienced production managers and shipbuilders/fitters.

No one from Irving was immediately available for an interview, but company spokesman Sean Lewis told the Chronicle Herald in an emailed statement that, while the shipyard's workforce is 95 per cent Canadian and Irving actively recruits Canadians first, in some cases either shipbuilding expertise does not exist in Canada or the company has exhausted efforts to recruit Canadians for certain positions.

"Therefore some shipbuilding expertise needs to be hired internationally," Lewis said.

"These individuals are intended to eventually become Canadian citizens and will contribute greatly to increasing the shipbuilding knowledge, experience and expertise of our current workforce."

While Irving didn't say what countries it was currently advertising in, or how many jobs it needed to fill, an industry source confirmed it's a small number of positions.

Retired navy commander and defence analyst Ken Hansen said given that the shipbuilding industry in Canada is relatively new, it's not surprising Irving is looking to other seafaring nations for expertise.

"They've been working on the AOPS for a while now, and they've probably had a good chance to assess the skills they have in house," he said.

Hansen said it would be impossible for someone new to the business to have the type of practical work experience that would allow them to see problems before they arise or assess certain risk factors.

Gdansk seems like a logical place to advertise.

The Polish city, located on the Baltic coast, is the country's main seaport and is steeped in hundreds of years of shipbuilding history.

"They'll be the knowledge transfer people, they'll be helping the young people coming out of community colleges and from different industries get into the shipbuilding the game, transfer the experience the best they can, be the mentors and the guides for what's coming next," he said.

Nova Scotia Opposition leader Jamie Baillie said the situation underscores the need to reintroduce vocational training back into schools — something he promised a Progressive Conservative government would do within 100 days of taking office.

"We've had five years to ensure that we're training the next generation of Nova Scotians to fill these jobs, but neither the NDP or Premier McNeil's Liberals have had the foresight to ensure that we prepared our own citizens for these jobs."

Labour minister Kelly Regan was not available for an interview but a spokesperson for the department said in an emailed statement that the Department of Labour is focused on ensuring that Nova Scotians have the skills, training and experience they need to take full advantage of opportunities in the province.

Irving is the prime contractor for the combat portion of the government's massive multibillion-dollar National Shipbuilding Strategy and is responsible for building six Arctic Offshore Patrol Ships as well as the navy's new fleet of up to 15 Canadian Surface Combatants.

The company currently employs approximately 1,500 people — including almost 900 tradespeople — at its Halifax shipyard and expects to expand to 2,400 at peak production.

Het bieden voor 't ontwerp(en deels bouwen) van de CSC is voor is voor 6 maanden uitgesteld. :dead:

Duurt dus nog eens een half jaar voor er een beslissing zal vallen(mogelijks),van de 12 "aanbieders"zijn er 4 die meer tijd vragen om hun zaakjes op "orde" te krijgen(lees aanpassen aan eisen Canada)

De Italianen (Fincantieri)willen meer duidelijkheid (lees betere structuur)in de hele opzet van de "biedingen"(is nogal een zooitje zo lijkt 't.) ;)


The submission of bids for a new fleet of future warships for the Royal Canadian Navy will be delayed, the federal government has confirmed.

Companies were to submit their bids on the Canadian Surface Combatant project by April 27 but a third of the firms approved by the Liberal government to submit proposals had requested extensions.

Bids are now due June 22, Public Services and Procurement Canada said in a news release.

"In order to meet the requirements of the Royal Canadian Navy and provide economic benefits to Canada it is important to ensure that the government receives the maximum number of bids that meet technical requirements and offer high quality economic benefits to Canada," the department noted in its release.

"At this point, based on feedback from industry, an extension is the best course of action."

Last week the Ottawa Citizen revealed that a third of the 12 companies involved in the project, which will cost at least $26 billion, had asked the Liberal government to delay bidding. They warned government that allowing only six months to compile bids for one of the largest procurements in Canadian history didn't make sense. The extent of the technical data and other information the Canadian government required was overwhelming, company representatives added.

At the same time, the six-month bidding period didn't allow enough time to make arrangements with Canadian companies to be part of the bids, defence sources said.

A winner is expected to be announced sometime in the fall of this year. Construction of the vessels is expected to start in the early 2020s.

The extension follows comments from Procurement Minister Judy Foote to journalists Feb. 7 suggesting the Canadian Surface Combatant program was running smoothly. "We will always consult with industry, and that is why we were successful in terms of the CSC," Foote said. "The fact that some people are questioning it is something we'll look at, but in reality, of the 12 primes, eight have not expressed any issue with respect to the deadline."

Defence industry sources say problems have also emerged because the federal government and Irving Shipbuilding, the prime contractor for the project, have not been answering key questions. Bidders have submitted 164 questions about the program but so far have only received 88 answers, Public Services and Procurement Canada also confirmed.

In addition, one of the world's largest shipbuilders – Fincantieri -had told Foote the project was so poorly structured it had doubts whether it could bid unless significant changes were made.

But in an email to the Citizen, Lucas Maglieri, a consultant for Fincantieri, stated that the company, "remains interested in doing business in Canada and in the CSC project – we continue to assess our options for the Canadian marketplace."

De Halifax klasse zijn van iets voor de M-fregatten, maar beter up-to-date als ik eea over de refit zo lees.
Evengoed, zal het een goed aantal jaren duren voor de laatste 'CSC' opgeleverd wordt. Lijkt me dat ze inderdaad behoorlijk haast hebben.

je ziet dus dat ze al schepen uit de vaart aan 't nemen  zijn(gewoon omdat ze "op"zijn)en er nog geen zicht is op vervanging(ik bedoel er is nog geen ontwerp gekozen),met alle gevolgen van dien. :annoyed:

Canadian shipbuilder hopes to poach Aussie talent as SA projects wind down

A major Canadian shipbuilder has launched a bold recruitment drive Down Under looking to poach South Australian workers amid the local industry's so-called "valley of death".

In a newspaper advertisement and a social media campaign, Irving Shipbuilders calls on Australian workers to move to Halifax, Nova Scotia, and "North America's most modern shipyard".

Over the next 30 years, Irving said it would be constructing up to 21 modern patrol ships and surface combatants.

"By joining our team of more than 1,500 shipbuilders you can enjoy a dynamic, diverse and family-friendly career with a company dedicated to your success, health, wellness and safety," the company's buildshipsincanada website said.

Premier Jay Weatherill said delays in Federal Government decision-making meant Irving was seizing on a gap in work between the Air Warfare Destroyers, Future Frigates and submarines.

"It is disappointing that we've had this dithering between Defence contracts and so now we've got this valley of death, where a lot of work is going to be lost down at Techport," Mr Weatherill said.

    "We shouldn't have been dithering about future submarines toying with the idea of sending them to Japan, many years were wasted.

"There is a risk that we'll lose some of our workers, obviously we want to retain as many here as we can," Mr Weatherill said.

A spokesperson for Federal Defence Industry Minister Christopher Pyne said: "Labor's six years of indecision has created this mess".

"It's the Turnbull Coalition Government that has commissioned 54 vessels and is investing $89 billion in continuous shipbuilding, which will create 5,000 direct jobs.

"The Turnbull Government have a plan and we are working with stakeholders across the country to implement it."
The company's pitch includes:

    Travel to Halifax, Nova Scotia, for you and your family
    Immigration support and assistance through to permanent residency
    Assistance integrating into the community
    Buddy program to ease transition into the workforce
    Generous relocation package

ASC at Osborne has been shedding hundreds of employees because work on the Air Warfare Destroyer project is winding down.

On its website, Irving said it was looking for engineers (hull, mechanical and electrical), combat systems engineers and specialists and ironworkers.

"Irving Shipbuilding is proud to provide our workforce with stable, good-paying jobs you can raise a family and build a future on," the website advertisement said.

The company will hold a recruitment session in Adelaide on April 20 as well as in Melbourne and Sydney.

Nova Scotia is a province almost completely surrounded by ocean in Canada's east, and is one of the country's three maritime provinces.

It has a population of almost 1 million people and its capital is Halifax was "one of the best places to live in Canada".

Any South Australians interested in moving there should pack thermals, as temperatures over winter can drop to -15 degrees Celsius.

Like Adelaide, sport is important in Nova Scotia but any Aussies will need to swap punts for pucks, with ice hockey the top game in town.

Tourism Nova Scotia describes the province as a place where you can "feel your pace fall in sync with the rhythm of the sea, as the clean salt air breathes life into an afternoon".

"Immerse yourself in culture that ranges from traditional to avant-garde, from bagpipes to world-class golf."

Food is described as typically Canadian with an emphasis on local seafood.

Het PBO (Parliamentary Budget Officer)rapport is uit voor de verwerving van de Surface Combatants.

Het zou gaan om 15 schepen in AAW en ASW variant(alhoewel ik ook 6 ben tegengekomen),tevens staat de "short-list van de kanshebbende werven erin(links)

In dit budget zit niet evt.upgrades,traing,"spare-parts,etc dus gaat helemaal nergens over(bedrag bedoel ik) :dead:

Waarschijnlijk 6 starships. :devil:

Dan was de Walrus affaire nog maar klein bier,amateuristisch nivootje. :devil:

Nou zijn er al een paar werven(scheepsbouwers/ontwerpers),die boos zijn,omdat de Type-26 nu ook kans maakt zonder dat er 1 gebouwd is. :omg: (weet u nog er zou gekozen worden uit bestaande ontwerpen)

Ik denk dat de klagende bidder gelijk heeft. Technologie en intellectueel eigendom is heden tendage het gene waarop ze kunnen excelleren ten opzichte van goedkopere scheepsbouwers. Dat bescherm je, dat is het geestekind van de bouwer. Canada denkt - net als Australië - hun overheidseigendom Irving, de werf meteen in het hoogste segment van de marine scheepsbouw te zetten.

Canada zei 'faster and cheaper' en dan is het inderdaad raar dat het Britse gold plated fregate, de Type 26, ook mag inschuiven in de competitie. Het een en ander heeft natuurlijk ook te maken met het geïntensiveerde dreigingsbeeld. Plots mag er meer geld besteed worden. En veel landen zijn nu hun marine aan het moderniseren, dan is het raar moderne techniek niet te laten instromen in deze competitie.
Er hebben nu 12 bidders zich anoniem ingeschreven. Geen idee of er Nederlandse inbreng bij zit maar net als bij hun onderzeebootvervanging is tijd nu in ons voordeel. Maar de competitie is intens. We maken weinig kans. Maar ja, Sebo Hofkamp zei dat er buitenlandse interesse was voor het M-fregat!

Natuurlijk hebben ze gelijk(scheepsbouwers)sommige tech.daar is vreselijk veel geld voor betaald en Canada(Irving eigenlijk)denkt dat diegene die gekozen wordt 't zomaar(voor niks)en zonder enige veiligheidsgaranties(doorgeven aan derden)het zal geven,wat natuurlijk belachelijk is.(ze willen dus garanties van de Overheid dat dit niet zal gebeuren)

Er was idd.interesse in 't M-fregat,Australie,maar werd niet gekozen wegens te duur,nu(en toen) hebben ze daar spijt van(ten tijde van de competitie was de Navy-leiding ook niet gelukkig en dan druk ik me voorzichtig uit,deze wilden ook de M.)
Trouwens nog een leuk feitje is dat het "combat-systeem" op de Walrus eigenlijk veel beter was en is als hetgeen er nu op de Collins zit,heb ik me laten vertellen.(en ze dat eigenlijk ook wilden,de boot zelf heeft ook meegedongen,maar was te "complex" en duur)

Kans is er altijd,maar weet eigenlijk niet of Damen meedingt in Canada.

Canadian Surface Combatant RFP deadline set

The submission deadline for Request for Proposals (RFP) for the design of the Canadian Surface Combatant fleet has been set for 17 November, 2017.

Bidders for the programme were invited to submit drafts for preliminary review by June 2017, to help bidders determine whether their draft bids met the mandatory requirements set in the RFP. No scoring was conducted and no financial information was submitted.

With this review now complete and feedback provided to bidders, the RFP has been amended to help ensure bidders can demonstrate the full potential of their proposed solution to satisfy requirements while maximizing economic benefits to Canada. None of the Royal Canadian Navy's requirements have been changed through these amendments.

The Canadian Surface Combatant is the largest, most complex procurement undertaken by the Canadian government, and the ships being built will form the backbone of the Royal Canadian Navy.

Targeted completion for the procurement process is scheduled for 2018 and the start of ship construction remains scheduled for the early 2020s.

Mooi schip maar wat hebben ze gedaan met dat kanon?! dat kan toch wel gewoon op het dek staan i.p.v. deze verhoging.
Ook die harpoons staan op een zeer lelijke manier opgesteld, ook twijfel ik aan de CIWS opstellingen aan de beide kant van het schip.

Problemen met de competitie zijn nog altijd niet opgelost.

Het grote probleem in deze is natuurlijk het feit dat de winnende scheepsbouwer een kontrakt voor 3 schepen krijgt terwijl alle IP data overgedragen dient te worden aan een prive firma,in dit geval Irving,terwijl dit normaal tussen overheden gebeurd.De vrees,en terecht,is natuurlijk dat na de bouw van de 3 schepen Irving zelf de overige 12 gaat bouwen en het dus finacieel niet interessant is voor de winnende scheepsbouwer,lekker bezig. :hrmph:   De "soap"gaat dus verder.

Als je weet dat het oorspronkelijke budget voor 15 te bouwen schepen(CSC)ongeveer 26 miljard was en we nu op ongeveer 60 miljard zitten(project loopt al dik 10 jaar,nog altijd geen beslissing) zie je de voordelen voor de Canadese belasting betaler,not.

'Naval Airbus' progress: Italian-French frigate pitch for Canada moves forward  (Damen doet ook mee in de race ..)

A senior manager at Fincantieri has given the first official confirmation that the Italian shipyard will jointly bid to sell the FREMM frigate to Canada in partnership with France's Naval Group.

The team-up will be a first concrete step toward a possible merger, or joint venture, between Fincantieri and Naval Group, which is currently being discussed by the two firms and has been dubbed a "Naval Airbus" for Europe.

Addressing analysts on Nov. 10, Fincantieri General Manager Alberto Maestrini said: "An example of this collaboration is the joint bid we intend to present to the Royal Canadian Navy for their [request for proposals] on the construction of 15 frigates."

Looking beyond the Canada bid, Maestrini said the FREMM frigate would be well-suited for another pending program. "We think it will also match perfectly the requirements put forward by the U.S. Navy in their recent request for design proposals for the Future Frigate Program," he said.

Ik weet niet of deze info al eens gepost is hier op het forum, maar dit geeft wel interessante info.

In het kort een aantal zaken ;
- tonnage waar ze rekening mee houden voor de CSC is rond de 5400 ton.
- aantal VLS op de CSC tussen de 24 tot 36 stuks (blz 21 van pdf)
- lijst met raket bewapening en kosten per raket ( blz 19 van pdf)
- het combat system zal rond de 41% liggen van de totaalkosten per schip. (blz 15 van pdf) van die 41% is weer 78% voor de sensoren en systemen (zoals radar e.d.) en 22% voor bewapening. (blz 41 van pdf)
- als Canada zou beslissen om een ontwerp en de bouw in het buitenland te laten doen zou dat iets van 25% schelen (goedkoper zijn) op de totale investering. ( bladzijde 29 van het rapport, blz 33 van de pdf)
- in de lijst met buitenlandse ontwerpen wordt NL / Damen niet genoemd. (blz  12 van pdf)

Alion(met partners) gaat dus een versie aanbieden van de DZP klasse.Hopenlijk een kanshebber.

Mede door dit zou 't ook nog spannend kunnen worden voor de "race" in het FFG programma.(US)Plus het feit dat er niet teveel "aangepast" hoeft te worden.

Lijkt erop alsof de Fransen (en de Italianen) hun stunt in Belgie (pitchen van Dassaults Rafale) in Canada pogen te herhalen, ditmaal met de FREMMs.  :angel:

Naval Group en Fincantieri hebben echter goede redenen om het op een andere manier te proberen.

Interessant is ook de prijsperceptie: van $26 billion naar $56-60 billion voor hetzelfde aantal eenheden: 15.  :confused:
Bouwen op eigen werven lijkt me een dure business in Canada. Akkoord, veel van dat geld verdwijnt terug in de staatskas via belastingen (BTW, uitgaven van werfpersoneel) maar dit is toch wel een zeer geinflateerde prijs per unit. 'k Kan het best geloven dat de Fransen en Italianen zeker zijn van hun stuk vwb de prijs die zij bieden.
Enkele voorbeelden: €670m/unit(FY 2014)(France), €598m/unit(FY 2016)(Italy) en €470m/unit (Morocco)
Ik durf er dus vanuit gaan dat je er met een miljard per stuk komt.
Da's een 1/4 tot ruim onder 1/3 van die $56 billion voor 15.

Veel landen zullen niet gediend zijn van deze manier van ''zakendoen'' vooral omdat Naval Group een Frans staatsbedrijf, het is dus indirect de Franse overheid waar je een deal mee sluit.
De orders die ze binnen slepen zijn veelal klanten uit het midden-oosten daar is men wel gevoelig voor dit soort politiek.

Of 'men' daar nu mee gediend is of niet... ze proberen het... en ik denk dat ze er hier en daar wel mee zullen wegkomen.

En ja, Naval Group heeft idd de dekking van de Franse overheid als ruggesteun. En niemand die daaraan wat lijkt te (kunnen/willen) doen.
Die overheidssteun heeft voor de klant ook wel een extraatje: wanneer je een bestelling plaatst is de kans dat de leverancier bankroet gaat miniem.
Anderzijds heeft de politiek ook in de pap te brokken: zie de Russische bestelling van twee Mistrals en waar deze uiteindelijk terechtgekomen zijn.

We moeten nu ook niet al te naief doen daarover: De Britten doen ook wel wat loopwerk voor hun defensieleveranciers (zoals BAe Systems) om hun waar te slijten aan de Golfstaten... En de Amerikanen doen net hetzelfde. We hebben het dan ng niet eens gehad over de Russen en Chinezen.

Landen moeten dan ook niet al te moraliserend doen want dan verkoop je niks. Kijk naar de Duitsers en hoe bedrijven als KMW telkenmale deals aan hun neus moeten laten voorbijgaan omdat de linkse overheidsfracties een veto tegen een exportlicentie uitspreken en diezelfde overheid nauwelijks bestellingen plaatst. Je moet zo maar proberen te overleven...

Ik zeg niet dat het verkeerd is maar ik weet niet of ze bijvoorbeeld bij de NL onderzeeboten dit ook willen gaan proberen? Dit zal immers een intl. aanbesteding gaan worden met minimaal 4 leveranciers.

Het is wel achterbaks om het te doen als er al een aanbesteding loopt en dan alsnog achter de rug van de aanbesteding om een bod uit te brengen aan de politiek.

Echter, met de Boeing bokkesprongen zou het wel eens kunnen dat er mss alsnog een of andere achterpoortdeal komt met wat Rafales...
De Politiek zorgt ook in Canada voor onverwachtse bewegingen en beslissingen.

Welk "ontwerp" of consortium het ook haalt... ik ben echt benieuw naar 'wat' er juist op deze schepen zal komen.
Het Alion ontwerp lijkt op het voordek een 5"/62 cal mod 4 te plaatsen.
En indien Hensoldt sensoren levert wordt het hoogstwaarschijnlijk een TRS-4D systeem.

Het blijft echter nog serieus in het donker tasten...
Zou me ook niet verwonderen indien men "kostenbesparend" werkt en een en ander van de huidige fregatten overneemt...

De locatie zal te ingrijpend verbouwingen nodig hebben voor onze schepen, beter om ze op achterop de hangaar te plaatsen aan beide zijdes.

Ehm nee zo werkt de international markt niet.
Met dit ontwerp heeft Damen ook kansen in de VS voor het FFGX programma.

Damen is de hoofdrol speler met Alion hierin. Het design blijft van Damen, tech transfer etc. hoort bij deze deal.
Maar ding wordt gebouwd in Canada. Dus tailored.

Ik vermoed dat die tekening nog niet helemaal up-to-date is.
In principe is een aparte radar niet nodig, alles kan in 1 mast, zoals bij de OPV's (of vrijwel elk modern fregat).
Zeker als je geen BMD gaat doen, een SMART-L is dermate krachtig en duur dat je die capaciteit (nog) niet in een toren krijgt.

Op de tekening lijkt de oude APAR platen te zien met daaronder nog een vierkante plaat. Denk dat dit een placeholder is.
De Canadezen deden mee aan de ontwikkeling van de APAR, en zijn dacht ik ook betrokken bij APAR block 2.
Mogelijk komen er 2 versies in dezelfde klasse waar bij een klein deel gespecialiseerd zijn in AAW met kans voor SMART-L.

Uiteraard maar er blijft toch snel een leuke bonus voor de mensen van Damen achter. En ook niet onbelangrijk het werk dat gestopt word in het ontwerpen dat deels door Damen is/word gedaan.

Het is jammer dan het LCF geen ASW ontwerp als basis heeft, je zou anders kunnen overwegen om het LCF2.0 in een grote serie te bouwen voor Canada, Nederland en België, desgewenst in een ASW en in een AAW variant (beiden varianten natuurlijk multi purpose)

Prijs/kwaliteit verhouding  was destijds voor de NL LCF's (4 voor 2.1 mjd euro) bijzonder gunstig te noemen, wellicht kan de KM zich dan een serie 8 (of meer) veroorloven.

Met als bonus project, de gezamenlijke vervanging van de NL en CA onderzeeboten

Misschien komt er wel een zelfde constructie als bij de SIGMA 10514's met Indonesië waarvoor het grootste deel van het werk komt vanuit de lokale werf maar bepaalde systemen in NLD gebouwd worden zoals de machine kamer en brug sectie inclusief radar mast.  En dat niet voor alle schepen maar misschien voor de eerste twee of om en om.

Dat is niet alleen mogelijk dat gaat ook zo gebeuren,ik geloof van de 15 geplande zullen er 4/5(dacht ik)als AAW variant worden uitgerust.Van wat ik begrepen heb heeft de complete radar suite van de LCF (dus met Smart-L,en dan waarschijnlijk de MMN variant)veruit de voorkeur op de rest van de mogelijkheden.(gewoon om wat 't kan en natuurlijk de "involvement"van Canada)

Alion is dus een zeer goed mogelijke optie,maar natuurlijk is niks zeker.

Dat is niet alleen mogelijk dat gaat ook zo gebeuren,ik geloof van de 15 geplande zullen er 4(dacht ik)als AAW variant worden uitgerust.Van wat ik begrepen heb heeft de complete radar suite van de LCF (dus met Smart-L,en dan waarschijnlijk de MMN variant)veruit de voorkeur op de rest van de mogelijkheden.(gewoon om wat 't kan en natuurlijk de "involvement"van Canada)

Alion is dus een zeer goed mogelijke optie,maar natuurlijk is niks zeker.

Nou perfect laat de Canadezen dan maar ons bewezen scheepsmodel kopen en ons bewezen BMD pakket erbij kopen, misschien gelijk een nieuwe partner waar NL /GER en DEN een aankoop kan plannen van SM-3's.

Dit kan de radar zijn die we onder de APAR zien, wat ik wel vreemd vind is dat de APAR block 1 gebruikt word ipv de APAR block 2 die speciaal voor Canada en NL ontwikkeld is.
Grote nadeel aan de TRS-4D is dat het maar een bereik van 250 km heeft en dat voor een modern schip enorm weinig is en niet toereikend voor AAW taken. Een betere optie zou een fixed plate variant van de NS200 zijn met een bereik van 400 km of indien de radar die ontwikkeld is voor de vMFF's. Dit kan de SMILE/SEAMASTER-400 (250 km) zijn of een andere nog niet publiekelijke radar

Van wat ik hoor en lees op Canadese sites zien de meesten de Alion LCF wel zitten,ook omdat er weinig aangepast moet worden.het totaal plaatje bevalt wel.Nou nog zien of "junior" er ook zo over denkt.  :P

    The process to choose the winning design for the Canadian Surface Combatant (CSC) is well underway, with the final selection expected sometime this year. We don't know much about the exact requirements for the CSC but the Royal Canadian Navy's (RCN) flagship strategy document, Leadmark 2050 , is clear: while the CSC will undertake a variety of mission types, it will be designed primarily to operate in a high-end warfighting environment. That makes sense since a ship designed to fight pirates and provide disaster relief wouldn't fare well against modern anti-ship cruise missiles or torpedoes.

    Operating in a high-end environment requires a combat management system (CMS) that tightly integrates the ship's weapons, sensors, communications and data links to allow it to defend itself and take the fight to the enemy. This is especially true for air defence, as the nature of contemporary air threats means that the crew often has minutes (or seconds if the threat is supersonic) to react to a missile that comes over the horizon. The CMS is key in this situation, as it can gather and display data from the ship's sensors, activate kinetic or non-kinetic countermeasures, and cue incoming threats much faster than a human can.

    There are three broad categories of air defence capabilities that the government should consider (and prioritize) when deciding on the CSC's CMS/design: short- to medium-range; long-range; and ballistic missile defence (BMD). Having an effective short- to medium-range air defence capability is perhaps the most important in terms of ship survivability and should be prioritized. But being able to detect and engage threats at longer ranges will likely become almost as important as threats become more advanced and the CSC becomes responsible for the air defence of deployed land forces. So, decisions made on the CMS now will likely have long-term effects down the road.

    Missiles such as the Evolved Sea Sparrow Missile (ESSM) and the Aster 15, with ranges of around 50 kilometres, will likely form the core of the CSC's short-to medium-range air defence capability, so having a CMS that works with them will likely be critical. Both Lockheed Martin Canada's CMS330—the CMS on the Halifax-class frigates—and Atlas Elektronik's ANCS CMS are already integrated with ESSM. So is 9LV, the CMS offered by Navantia and SAAB Australia in their bid, which is currently serving on a number of Australian naval vessels. The combination of 9LV, Australia's CEAFAR radar, and ESSM on Australia's ANZAC-class frigates is assessed by some defence analysts to be the best short- to medium-range naval air defence system in the world. Interestingly, CMS330 is also in the process of being integrated with MBDA's new Sea Ceptor short-range air defence missile on New Zealand's ANZAC-class frigates.

    In terms of providing a long-range air defence, things get more complicated. Two of three systems on offer (CMS330 and 9LV) have not yet been integrated with a long-range air defence missile system like SM-2 or SM-6, missiles with ranges of over 150 kilometres. That fact is more of an indictment on the CAF's requirements than on the systems themselves; but it's strange that there may be no requirement for such a capability right off the bat, given the growing importance of long-range air defence in both the ship and area defence roles the government has stated the CSC will fulfill. That's not to say longer-ranged missile systems cannot be integrated into 9LV and CMS330 in the future—quite the opposite in fact, given their modularity—but they're not integrated "off-the-shelf" like they are in ANCS. Systems integration is a complex process and additional integration increases the risk of cost overruns and delays.

    The Australian Future Frigate faces the same problem. Australia's solution was to "combine" (in some manner) the 9LV/CEAFAR radar combination with the US Navy's (USN) Aegis CMS to facilitate the integration of future US missile systems such as the SM-6 to give the Future Frigate greater long-range air defence capabilities. By "combining" 9LV/CEAFAR and Aegis, Australia is hedging the future viability of its Future Frigates on the continued ability of the USN to be on the cutting edge of naval weapons and sensors technology. Having Aegis on its ships alleviates the Royal Australian Navy of the burden (and cost) of integrating new American weapons systems and sensors into its own CMS architecture. It's unclear as to whether Navantia and SAAB Australia are offering the 9LV/Aegis CMS combination in their CSC bid, although the CEAFAR radar is included.

    The Canadian government must think carefully about its approach to 'futureproofing' the CSC to ensure that the ships can be upgraded as effectively and cost-efficiently as possible in the future. If Aegis is included in the Navantia/SAAB Australia bid and is selected, Canada would be able lessen future integration costs through collaboration with the US and Australia. If Aegis isn't included, then Canada would likely be responsible for integrating future weapons systems and sensors into its CMS architecture no matter which CMS is chosen. That approach increases the risk of delays and cost overruns down the road. Now Canada doesn't have to go down the same route as Australia to "futureproof", it could instead choose to install a European "family" of weapons and sensors on the CSC to lessen the future acquisition costs.

    Another potential aspect of 'futureproofing' is ballistic missile defence (BMD). Currently, the US and Japan are the only countries with an effective sea-based capability to track and engage theatre ballistic missiles using a special configuration of the Aegis CMS and the SM-3 missile. Dutch De Zeven Provinciën-class frigates—the design on which Alion Science and Technology/Damen Shipbuilding's bid is based—have demonstrated the ability to track ballistic missiles but lack the ability to engage them, and other countries are incorporating BMD into their future ships. Should the RCN need such a capability, it's likely that many of the future weapons and sensors installed on the CSC will have some inherent ability to conduct BMD. However, none of the CMSs offered have the ability to do so "off-the-shelf" and integrating such a capability would entail additional costs and trade-offs in terms of potential mission loadouts.

    Given the nature of threats the CSC is likely to face in the future, careful deliberation is needed when deciding which CMS best meets the CAF's short- and long-term requirements. The risk profile of each CMS on offer is likely to be an important factor in positioning the CSC for future upgrades. None of the options are risk-free, but good planning should ensure that Canada is able to field an effective, upgradeable CSC that can fulfill the government's requirements now and in the future.

Wij kunnen met de LCF wel een ballistic missile BM idd "tracken" en ook wel neerschieten ! .... alleen missen wij de SM-3 raket om dit te doen.
Dus het schip en zijn systemen kunnen wel ingezet worden als BMD !

Ook het systeem om raketten verticaal te lanceren maakt van het LCF een uitstekend platform. Op de M-fregatten maakt de marine al gebruik van een zogenaamd Vertical Launch System (VLS), maar dat is een kleiner en ouder type. De VLS van de LCF'en is een Lockheed Martin Mk 41 Strike-length en bestaat uit vijf modules. De zesde module is niet geplaatst, maar de ruimte is er wel. Deze ruimte was gereserveerd voor het geval dat er een derde rakettype aan het arsenaal zou worden toegevoegd, zoals SM-3 (tegen ballistische raketten) of Tomahawk kruisvluchtwapens. In dat geval zou het schip met 40 cellen te krap komen te zitten in de normale luchtverdedigingsraketten.

Overigens, toen het LCF ontworpen werd, bestond de SM-3 nog niet. Maar de SM-2 Block IV A (wat de BMD-raket moest worden) wel en die was op de tekentafel even lang als de latere SM-3 die wel echt is geproduceerd. Mocht de marine alsnog de beschikking krijgen over de SM-3, kan die weliswaar in de VLS worden geplaatst, maar zijn daar wel updates voor nodig.

De MK 41 biedt plaats aan een groot aantal verschillende wapens. Momenteel zijn dat de Standard-Missile 2 Block IIIA en de Evolved Sea Sparrow Missile (ESSM), maar er kunnen veel meer type wapens in. Mede doordat de grootste variant is gekozen, is het dus ook mogelijk om uit te breiden naar SM-3, Tomahawk en andere toekomstige grotere wapens. Zowel de SM-2 als de ESSM gebruiken niet de volledige lengte van de VLS.

Canada's quest for a new fleet of warships is off to a rocky start with all bidders failing to meet some of the federal government's requirements. Procurement officials are now trying to regroup on the $60-billion project and figure out ways that bidders might be able to change their proposals to make them acceptable, a number of defence industry executives pointed out.

The problems centre around technical issues. Some are minor but in other cases there is a view among defence industry officials that Canada is asking for too much in some areas such as radar, which may be causing problems with meeting requirements. Public Services and Procurement Canada spokeswoman Michèle LaRose said the bids received for the Canadian Surface Combatant project have not been disqualified. Three bids have been received. The federal government and Irving Shipbuilding are still evaluating the proposals, she added. LaRose pointed out that the evaluation is at the second stage in the process.

Government officials say that involves what is known as "the cure process" in which bidders will be given details of how their proposals have failed to meet the stated criteria. They will then be given only one opportunity to fix issues with their bids. If they are still considered "non-compliant" after the cure period they "will be eliminated from the competition," according to the federal government. Technical specifications are now being evaluated by the government. Later this year, the companies will provide the financial information related to their bids. Warship builders submitted their bids on Nov. 30. A winning bid is expected to be selected sometime this year. Irving Shipbuilding will begin construction of the first ship in the early 2020s and delivery of the first vessel is expected in the mid-2020s, according to the federal government. But the project has been plagued with delays and controversy.

The final cost of the ships is still unknown. In 2008 the government estimated the total cost of the project to be about $26 billion. But in 2015 navy commander Vice Admiral Mark Norman voiced concern that taxpayers may not have been given all relevant information, and publicly predicted the cost for the ships alone would be around $30 billion. Cost estimates for the project are now between $55 billion and $60 billion.

About half of the cost is for systems and equipment that will go on the 15 ships, according to federal documents obtained by Postmedia through the Access to Information law. "Approximately one-half of the CSC build cost is comprised of labour in the (Irving's) Halifax yard and materials," the documents added. Last year, Jean-Denis Fréchette, the parliamentary budget officer, estimated the CSC program would cost $61.82 billion. He also warned that every year the awarding of the contract is delayed beyond 2018, taxpayers will spend an extra $3 billion because of inflation.

The surface combatant will be the backbone of the future Royal Canadian Navy. In November in a surprise twist a French-Italian consortium declined to formally submit a bid and instead offered Canada a fleet of vessels at half the price. Officials with Fincantieri of Italy and Naval Group of France said they don't believe the procurement process as it is currently designed will be successful.

Battle-Ready Designs Using GE Gas Turbines

Currently there are two battle-ready designs being offered for the new Canadian surface combatant—built by the world's leading shipyards—that are powered by GE LM2500 gas turbines:

Spanish Navy's F105 frigate Cristobal Colon built by Navantia (LM2500 base model)
Alion is offering the Dutch De Zeven Provincien-class frigate (LM2500 base model)

Prachtig model, maar dat groene dek ziet er niet uit ;)  Welk kanon staat er eigenlijk op? US 5''? daar lijkt het niet op vanaf deze hoek.

Ik heb een andere foto kunnen vinden van het kanon, zeker geen standaard behuizing van een BAE 5 inch of 127 mm van Leonardo. Het heeft wel iets weg van een 155 Light versie.
Het zou een 127/64 LW kunnen zijn van Leonardo, daar lijkt het wel op op de tweede foto. Ook zou er een sensor ''Nomad'' op de APAR staan

Aangezien de Canadezen ook aardig op de penning zitten en al haar (militaire) projecten vaak te maken krijgen met aanzienlijke budgetoverschrijdingen heb ik zo het idee dat ze bij BAE Systems met hun Type 26 fregat nog wel het e.e.a. uit te leggen hebben.

Wat is er strak aan onze versie? Maar twee van de vier fregatten hebben een dedicated ECM systeem, voor de rest alleen maar R-ESM. De APECS is tijdens IP-M van de M-fregatten gesloopt.

No problemo! 8) Ik verwacht wel dat dit ontwerp een grote kans maakt zeker nu ook Australië die keuze gemaakt heeft.
Een nieuw ontwerp dat niet bewezen is maar door het grote aantal kan het een interessant ontwerp worden voor verschillende export markten de komende jaren.
Met 8 stuks voor het VK, 9 stuks voor Australie , mogelijk 15 stuks voor Canada en 2 stuks voor Nieuw-Zeeland zeker interessant als het totaal op +/- 35 schepen uit komt.

Ik verwacht dat Canada uit komt op 12 stuks uiteindelijk.

Alle opties zijn open, andere ontwerpen zijn al eerder afgevallen dan dit project dus ik sta niet raar te kijken als er gekozen word voor Type 26.

Eigenlijk was ik ook verbaasd bij de keuze van de Aussies voor type 26.
Want volgens mij ging de aankoop ook boven het budget bedrag.
Canada zal er veel aandoen om eigen werkgelegenheid te creëren ook al kost het meer.

A Five Eyes ship on the horizon?  (The Five Eyes community = Australia, Canada, New Zealand, UK, US. )

With final proposals submitted for the Canadian Surface Combatant (CSC) project, the Lockheed Martin-led Combat Ship Team is bullish about the prospects of another Type 26 win.

Specifically the company has highlighted that with three Commonwealth and Five Eye member nations potentially operating the same vessel could bring great benefits to Canada.

The Type 26 has already begun its build for the UK's Royal Navy and was recently selected as the vessel of choice for the Australian Navy's Sea 5000 project.

Gary Fudge, VP and general manager, Lockheed Martin Canada Rotary and Mission Systems, outlined to Shephard the positive impact of Canada selected the type alongside the UK and Australia.

These include economies of scale possible through overlapping build schedules; a live engineering team able to support modifications; the opportunity to participate in the Type 26 test and trials programme and use this experience and performance data to inform their programmes; and common equipment and technologies.

'On the military side there are benefits of allies operating compatible platforms, sharing military doctrine and strengthening the Five Eyes intelligence community...providing access to the most trusted and sensitive data and technology,' Fudge added.

The Five Eyes community comprises of Australia, Canada, New Zealand, the UK and the US.

Fudge also noted that there are advantages to having a clean sheet design compared with an older, in service design.

'With the rise in submarine capability in non-allied nations in the past 15 years, the RCN requires a solution that will be effective in anti-submarine warfare [ASW]. The T26 is designed with noise reduction features built in ensuring the ship is acoustically quiet for ASW missions.

'If a ship is not designed to be acoustically quiet, the design modifications required to reduce noise are usually very intrusive and high risk – the T26 design completely eliminates that risk,' he said.

He added that the selection of the Type 26 for Sea 5000 'recognises' the ship as having these features.

'Unlike other 10- to 15-year-old designs, [The type 26] minimises obsolescence risk as a bow-to-stern digitally designed warship,' he said.

However, some may argue that a proven design also has its benefits.

Spanish company Navantia has submitted a proposal based on the proven F-105 frigate design for the Spanish Navy.

In a statement released in 2017 the company noted that the F-105 'is far beyond the conceptual stage' of a slowly evolving design process.

'Selection of the Navantia solution will ensure Canada is not  burdened with unnecessary cost and risk concerns as CSC transitions from design, to production and ultimately, to a proven operational capability,' the company stated.

Meanwhile, Alion Science and Technology is also submitting a proven design based on the De Zeven Provinciën-class frigate, a NATO vessel, built by Damen Schelde Naval Shipbuilding. The frigate has been operational for more than ten years.

'Our bid focused on reducing development and design activities, which delivers a lower overall cost,' said Bruce Samuelsen, COO for Alion in a Devember 2017 press release. 'This is also significant from the standpoint of accelerating production.'

The Canadian Surface Combatant is the largest, most complex procurement undertaken by the Canadian government, and the ships being built will form the backbone of the Royal Canadian Navy.

Targeted completion for the procurement process is scheduled for 2018 and the start of ship construction is scheduled for the early 2020s.

Als onze LCF'en gekozen zouden worden zou dat geweldige erkenning zijn van NL Gouden Driehoek en een mooie samenwerkingspositie geven, verdienen we er ook nog beetje aan?(gezien Damen zelf niet de aanbieder is volgens het artikel)

Edit: ik zie dat Damen wel aanbied, alleen uiteraard via een samenwerking met een plaatselijke partner.

Maar m'n gevoel zegt dat de T26 enorm veel kans maakt hier.

Type 26 is voor mij op dit moment de winnaar met 60% kans op de winst en het LCF misschien een 15 a 20% kans. Het voordeel is wel dat Canada mee heeft ontwikkeld aan de APAR block 2 via Thales Nederland dus dat zullen ze niet zomaar weg gooien.

Het "five eyes artikel"is gelul want de US neemt de Type 26 niet eens mee in hun competitie,en dus wel de F-100  :P (weeral marketing priet praat),en gaat dus alleen over het combat system.
Je hebt gelijk, beide ontwerpen zijn al wat ouder. En nee ik verwacht ook niet dat ze voor de F100 serie gaan, het proposal voor Canada heeft dezelfde radar (CEAFAR2) als de Australische Hunter klasse. De schaal van de Type 26 kan zeker in het voordeel spelen bij de beslissing ook al gaat het in tegen elke eis van het project. Daar in tegen zal de hoge prijs ook een belangrijke rol spelen in de beslissing.

Wat ik zo zie lijkt het erop dat ze qua sensors redelijk meegaan met wat wij krijgen op de vMFF's (wat ik kan zien vanaf renders) dat gaat dan om APAR block II (mede door Canada ontwikkeld) en een (betere) versie van de SM400 radars die we zien op het JSS en de OPV's. Dit systeem word ook voorgedragen aan de MKS180 van Duitsland dus kan ook op een flinke schaal verkocht gaan worden als alles door gaat. Jammer dat de Canadezen niet meegaan in de BMD groep maar ze kunnen natuurlijk altijd aansluiten bij het vLCF project voor 4 Destroyers. :silent:

Ik mag aannemen dat Canada een LCF 2.0 aangeboden krijgt. Dat betekent niet dat die van ons ook doorkunnen, er zal in ieder geval een flinke upgrade plaats moeten vinden.
In Den Helder ligt nu een Portugees M fregat, zij gaan er ook langer mee doorvaren dan wij. Kan wel, moet je wel flink upgraden.

Natuurlijk is er het een en ander aangepast aan het ontwerp om te voldoen aan de modernere en/of Canadese eisen. Het is niet zo dat ze het LCF 1 op 1 aankopen nee er zit buiten al genoeg verandering aan als je de renders bekijkt.

Bij de Hobarts en Bazan's zitten de torps ook in het schip verwerkt en zijn ze niet zichtbaar, misschien gewoon niet genoemd omdat ze niet zichtbaar zijn?
Ik ga er vanuit dat ze er gewoon opzitten, op beide andere klasses zit aan beide kanten een dubbele buis zoals wij hebben op onze fregatten. Ik verwacht geen ASROC bij de canadezen omdat de schepen niet specifiek ASW moeten worden maar een general purpose fregat voor alle taken.

Ja op die plek zitten ze ook bij de Spaanse en Australische versies, maar ik verbaasde me erover dat navy recognition niet vermeld dat ze er opzitten. Of Navantia is het vergeten te melden of NR gaat er vanuit dat iedereen het wel begrijpt dat ze er op zitten.

Canadian Trade Tribunal Dismisses Frigate Award Complaint  (bezwaar van Alion (Damen LCF) is afgewezen )

Canada's trade body has dismissed a complaint from Alion Canada, which protested Ottawa's decision to select the Type 26 frigate as the winner of the Canadian Surface Combatant competition. The company argued that the Type 26, offered by a team of Lockheed Martin Canada and BAE Systems, does not meet the Royal Canadian Navy's requirements.

"The Canadian International Trade Tribunal has determined that Alion Science and Technology Canada Corporation and Alion Science and Technology Corporation do not have standing to file a complaint before the Canadian International Trade Tribunal," read a statement from the CITT.

Work on the program had stopped temporarily following the complaint, but was subsequently allowed to continue while the CITT continued with its review of the program. This ruling will allow the frigate program to move ahead at full steam. Canada plans to award a contract for 15 frigates.

De 'Canucks' waren al sinds de jaren 80 op zoek naar een vervanger voor hun Sea Kings, welke al dienst deden sinds 1963.
Hun Zuiderburen gebruiken al vele jaren de uitstekende en bewezen SH-60 Sea Hawk als boord helikopter.  Maar nee, Canada gaat op basis van de civiele Sikorsky S-92 een boord-, ASW / SAR-heli ontwikkelen, want ze vinden de SH-60 te klein.  Eerst hadden ze het idee, om een Canadese variant op de AW101 / Merlin aan te schaffen in een ASW en SAR 'smaak'.  Werd te duur, wilde men annuleren, maar uiteindelijk kwamen er alleen de SAR AW101's, die in Canada als "Cormorant" door het leven gaan.
De S-92 gebruikt de dynamische componenten van de Black Hawk / Seahawk, maar heeft een totaal nieuw en ruimere airframe (casco).
Sikorsky bood deze S-92 al aan in militaire vorm als de H-92 Superhawk en dient dan in de SAR of utiliteit (transport) rol.
De Canadezen dachten dat hun specifieke aanpassingen voor de ASW, Surveillance en fregat utiliteit rollen een piece of cake waren, want in hun ogen evolved Military Off The Shelf (MOTS).  Dat bleek in de praktijk toch anders uit te pakken, met als gevolg grote tijdschema en begroting overschrijdingen.
Tekening contract voor 28 CH-148 Cyclone's (S-92) in 2004, geplande levering aanvangen in 2009.  In juni 2015 komt echter pas de eerste initiële levering. Wilden de Canadezen op een gegeven moment ook annuleren.  Uiteindelijk in 2018, 55 jaar na hun introductie, ruimt de laatste Canadese Sea King het veld !!!

In 2010 - 2011 keken de Canadezen met (grote) interesse naar het Type 26.  De Britten boden een joint-venture aan, om de kosten te drukken.  Maar daar had Canada geen trek in, want hun vakbonden en politici waren bang dat dat onvoldoende werk voor Canadese bedrijven zou opleveren.  En het toenmalige Type 26 ontwerp voldeed niet aan hun eisen,  aanpassingen hieraan zouden hoge technische en financieele risico's opleveren.  Dus ging Canada voor een scheepstype dat een "volwassen ontwerp" / al in productie zijnde moest zijn.  Allion-Damen bood een lCF variant aan.  Terwijl Navantia met een F-105 (Colon) variant kwam, Saab zou hun 9LV CMS leveren en het Australische CEA Technologies zou de radars verzorgen.  CEA Technologies is op het gebied van radars en radio's een hele kleine speler, ze hebben iets meer dan 400 werknemers.
Maar hun radar-techniek is net als die van Thales NL 7 jaar verder dan die van marktleider Raytheon.  Wordt toegepast op de Aussie ANZAC en toekomstige Hunter (Aussie Type 26) fregatten.

Uiteindelijk werd er in 2016 ter elven ure toch voor dat 'papieren' schip gekozen ! / ?   Allion ging daarin tegen beroep, maar dat werd afgewezen.  Want volgens de Canadezen kunnen niet-Canadese bedrijven niet protesteren tegen hun materieel besluiten.  En dit zou een zaak van "nationale veiligheid" betreffen, dus beroep verworpen.

Op hun huidige Halifax klasse fregatten, te vervangen door 'Type 26's', zit het in Canada ontworpen CMS 330 Combat Management System.  Dit wordt ook toegepast op Chileense Type 23 fregatten en wordt gemaakt door Lockheed Martin Canada (LMC).  En moet in een geëvolueerde vorm ook weer op hun Type 26 variant komen.
Er komt een andere sensor mast op, met daarin een AESA S-band radar, te leveren door LMC, in plaats van de Britse standaard Artisan radar.
Ook voor de sleep-sonar kiezen de Canadezen een andere fabrikant dan de Britten kozen.  Het VK, Australia en Canada kopen in ieder geval allemaal dezelfde boeg-sonar.
De Canadese marine wil op haar Type 26's met een grotere bemanning gaan varen, dan de Britten doen, dus ook wijzigingen in accommodatie.
Lockheed Martin Canada claimt nu dat de Canadese Type 26 slechts 10 % zal afwijken van het Britse Type 26.  Oh ja joh.  Over hoe het wapen-pakket er uit gaat zien, zijn nog geen beslissingen genomen.

The Canadian navy's new frigates will get a cutting-edge radar system that has never before been installed on a warship — a recent decision that quietly ended a heated debate within the $60 billion warship program.

The Lockheed Martin-built AN/SPY-7 radar will be installed on the new warships despite a furious back-room lobbying campaign by elements in the defence industry to convince DND to take a pass on the new system.


It was a critical decision — one on which the federal government has been silent, apart from a few scattered social media posts, despite repeatedly promising to be more open and transparent about the multi-billion-dollar decisions it makes on shipbuilding.

The choice of a radar system for the frigates has important implications for the military, as well as for the taxpayers who will foot the bill for Ottawa's $60 billion plan to build 15 new surface combat ships for the navy.

It also has significant political ramifications because Lockheed Martin's AN/SPY-7 radar is easy to upgrade to a ballistic missile defence system — a defence program successive Canadian governments have resisted joining.

The contract to install the radar system on the new frigates was awarded in September by the warship's prime contractor, Irving Shipbuilding Inc., and acknowledged publicly by Lockheed Martin Canada earlier this month.

Top of the line Canadian-made naval equipment shut out of $70-billion warship program   ( onrust in Canadees fregat programma )

Canadian equipment that taxpayers spent hundreds of millions of dollars to develop isn't being used on the country's new $70-billion fleet of warships because the consortium that won the bid selected its own affiliated companies and their foreign systems.

A number of Canadian firms repeatedly tried to warn ministers and deputy ministers at the Department of National Defence, Public Services and Procurement Canada as well as Innovation, Science and Economic Development Canada that they would be shut out of the Canadian Surface Combatant project, according to federal government documents obtained by this newspaper.

Those concerns were ignored. Instead, Canada left it up to the winning consortium, in this case, the U.S.-controlled Lockheed Martin Canada and BAE of the United Kingdom to determine the equipment that would make up key components of the proposed 15-fleet Canadian Surface Combatant, or CSC fleet. By selecting the consortium's Type 26 warship design for the CSC, the Royal Canadian Navy automatically agreed to what Lockheed Martin had determined was the best equipment for it to use.

In the last week, this newspaper has chronicled multiple issues with the CSC project, the most expensive military procurement in Canada's history . This newspaper reviewed thousands of pages of documents, obtained through sources and through the access to information law, to reveal how the CSC's budget has spiralled upward and upward and how government officials previously tried to block the cost of the project from becoming public.

In an email, DND defended its choice that shut out inclusion on the CSC of Canadian-made propulsion systems, sonar and communication systems, as well as radar. The Canadian-based firms that build those systems employ hundreds of people in the high-tech sector.

"By selecting the design, Canada has selected the associated equipment," said DND spokeswoman Jessica Lamirande. She noted DND is "confident that we have competitively selected the best design to meet Canada's needs."

As a result, a radar built by Lockheed Martin in the U.S., which hasn't yet been certified for naval operations, will be installed on the CSC. Passed over was a state-of-the art naval radar developed with the help of Thales Canada in Nepean. Canadian taxpayers contributed $54 million to the development of that radar, which is now being used on German, Danish and Dutch warships.

Also shut out of the CSC competition is SHINCOM, a naval communications system built by DRS Technologies of Ottawa and considered one of the top such systems in the world. SHINCOM is in service on other Royal Canadian Navy vessels as well as 150 warships of allied navies around the world, including Australia, the U.S., Japan, New Zealand and South Korea. It was originally developed for Canada's Halifax-class frigates and taxpayers have poured millions of dollars into its development.

Also left on the sidelines was General Dynamic Mission Systems of Ottawa, Canada's top developer of anti-submarine warfare and sonar equipment. The firm has its systems on aircraft or warships of militaries in Canada, Japan, South Korea, Portugal and various South American nations.

Top government officials and politicians were repeatedly warned key Canadian firms would be shut out of the CSC project.

Steve Zuber, vice president of DRS Technologies, wrote on Aug. 31, 2016 to alert innovation minister Navdeep Bains that the way the CSC procurement was designed would work against Canadian firms. "The CSC procurement approach may actually disadvantage Canadian companies," Zuber warned. "The current evaluation approach puts our world-class Canadian solutions at serious risk of not being selected for Canada."

At the heart of the matter was a procurement system that penalized bidders if they deviated too much from their original ship designs to accommodate Canadian equipment. In addition, no competitions were held for key components of the new warships, such as sonar, radar or communications systems.

General Dynamics Missions Systems Canada also tried to warn government officials in November 2019 that the lack of competition shut out high-tech Canadian systems developed over the years with both private and tax dollars.

Company vice president David Ibbetson told navy commander Vice Adm. Art McDonald, DND deputy minister Jody Thomas, PSPC deputy minister Bill Matthews and ISED deputy minister Simon Kennedy about the lack of competition on the CSC anti-submarine warfare systems. That resulted in a "largely foreign solution with only limited Canadian content," he noted.

The documents also show bureaucrats at ISED countering such concerns by pointing out that the CSC program will include equipment from other firms such as L-3 and CAE in Quebec and MDA in B.C. Lockheed Martin has also committed to invest in priority areas such as cybersecurity, clean technology and the marine sector, innovation minister Bains was told.

But the federal government has declined to release other documents requested through access to information law about specifics of the industrial benefits and job creation plan linked to the CSC. There is concern by some in the country's defence industry that the Liberal government has put at risk existing Canadian high-tech jobs, developed and established in part by federal contracts and development money, in exchange for the promise by foreign companies to create new jobs in the future linked to the CSC.

In addition, in November 2019, the Lockheed Martin Canada executive responsible for delivering on the industrial commitments admitted the system had major problems. Walt Nolan said the policy the Canadian government developed has prompted defence firms to significantly overcommit on the jobs and industry benefits they claim they can deliver on the CSC.

But Lockheed Martin has significant support from the leadership of the Royal Canadian Navy, including Vice Adm. McDonald. In July, McDonald took to Twitter to promote the company and its SPY-7 radar, noting that such a system is critical to a warship's survival and how it performs on missions. "For these reasons, the Royal Canadian Navy is delighted that Canada's Combat Ship Team under Lockheed Martin Canada leadership will fit the SPY-7 in CSC," wrote McDonald, in retweeting the company's press release about the radar.

But McDonald's enthusiastic corporate plug left out some critical information, namely that the SPY-7 radar had never been installed on an actual warship. Less than a month before McDonald's tweet, Japan's government, which had been hoping to use SPY-7 radar for a land-based missile defence system, suspended the project. Japan cited technical issues and cost for the decision and is now trying to figure out what to do with the systems it has already paid for.

Japan's military has suggested using the SPY-7 on new frigates but some of the country's lawmakers are trying to scuttle that plan. They are worried that Japan will pay significant development costs to get the radar ready for maritime use and since the U.S. Navy will use a completely different system there will be problems operating with a key ally.

While the SPY-7 radar issue has been debated in Japan's legislature, Canadian politicians have been silent.

Lockheed's rival, Raytheon, the firm which will provide the SPY-6 radar for the U.S. Navy, has made several presentations to the Liberal government. It tried to convince politicians and bureaucrats the Lockheed Martin system could become a money pit that would potentially put Canadian sailors at risk.

Switching to SPY-6 would save Canada tens of millions of dollars as the U.S. Navy would finance future research into modernizing the radar to deal with new threats, federal officials were told.

In addition, Raytheon pointed out that unlike the SPY-7, the testing of its radar, which included intercepts of targets, was completed in 2019.  The U.S. Navy intends to install the system on 50 of its warships.

But cabinet ministers and federal bureaucrats dismissed Raytheon's overtures as an attempt to reverse the CSC procurement process that had already been completed.

Neither Lockheed Martin nor the DND could provide a date on when the SPY-7 will be ready for naval operations and certified for use on the CSC. But they noted the company is supposed to deliver the first radar system in 2025.

"Once fully integrated into the CSC design, the SPY-7 will provide Canada the capabilities it needs to meet the operational and interoperability requirements of the Royal Canadian Navy well past the middle of this century," added DND spokeswoman Lamirande.

Responses from DND and Lockheed Martin to questions posed by this newspaper for this story were answered in nearly identical fashion.

Canadian taxpayers will finance the development and testing of any of the radar requirements for the CSC. The cost of that, however, is not known at this point.

The project to acquire 15 surface combatants ships, to replace the current Halifax-class frigates as the backbone of the Royal Canadian Navy, was originally expected to cost $14 billion. That figure soon became $26 billion. Currently, the Liberal government estimates the cost of the Canadian Surface Combatant (CSC) project could be up to $60 billion.

The Parliamentary Budget Officer puts the figure at $69.8 billion. PBO Yves Giroux is now working on a new cost estimate that some defence insiders worry could put the price tag at $80 billion.

News media reports in 2012 that Conservative cabinet minister Bev Oda had stayed at a hotel in London, England that cost $665 a night and that she spent $16 for a glass of orange juice prompted a ferocious debate in the House of Commons and an eventual apology from Oda.
For the most part, however, MPs have been largely silent on the skyrocketing costs of the CSC, the largest outlay of taxpayer's money in Canadian history for a single procurement project.

Troy Crosby, the assistant deputy minister of materiel at the Department of National Defence, denies the CSC project is in trouble. "I wouldn't call it trouble," he explained in an interview with this newspaper. "Is it hard? Is it challenging work? Absolutely. But I wouldn't say we're in trouble."

But a review by this newspaper, involving the collection of thousands of pages of documents through sources and the access to information law, shows not only that the CSC has been in trouble for years but federal bureaucrats were well aware of those problems and the significant risks posed by the project.

Dus kunnen we het aantal te bouwen Canadese fregatten alweer naar beneden gaan bijstellen doordat het programma dat al bizar duur was hierdoor nog duurder wordt? Dit gebeurt zooooo vaak in Canada en inderdaad ook in Australie... het is echt voorspelbaar ondertussen.

Ik heb begrepen dat Thales Canada heeft geholpen bij de ontwikkeling van APAR,dus dat bedoelen ze(was een samenwerking),maar goed kan zijn dat ik 't verkeerd begrepen heb. :P

Nee het gaat hier om de APAR en APAR block 2, die is door Thales NL samen met de Canadezen ontwikkeld. Destijds ook aangeboden (block2) voor het ontwerp op basis van de LCF's, maar nu helaas voor Nederland een waarschijnlijk verkeken kans op export naar Canada van deze radar.

Ik snap sowiezo niet dat als je meegeholpen hebt aan de ontwikkeling(en daar dus belastinggeld voor gebruikt hebt)je geen gebruik maakt van het ontwikkelde produkt,tevens blijf je dan bij met eventuele upgrades en blijf je dus "voorin"meespelen. :dead:

Vergeet niet dat Nederland destijds ook mee heeft betaald aan de ontwikkeling van de Italiaanse Vulcano munitie, wij hebben hier ook jaren lang niks mee gedaan. Nu gaan we toch die overstap maken bij de vernieuwing van de 127 mm kanons van het LCF/vLCF maar alsnog zijn we al heel lang betrokken bij dat project. We hadden wel interesse in de aankoop van de nieuwe kanons i.c.m. de nieuwe munitie maar slechts recent is er gekozen om ook over te gaan tot aankoop.

Meebetalen van NL bij de ontwikkeling van Vulcano,ok,maar dat we ze niet kochten was volgens mij puur budgettair,vandaar dat ze nu dus wel komen,er is wat meer geld.(ook natuurlijk omdat de andere versleten zijn) ;)

Canada's new frigate is getting heavier, more expensive

Canada's next-generation frigate is putting on weight and will cost more money than originally projected, according to a new cost analysis.

The Canadian Surface Combatant program, which being spearheaded by Lockheed Martin based on BAE's Type 26 design, was first selected in 2018 and was put under contract in 2019.

Since the announcement, however, the ship has gone from an estimated $69.8 billion Canadian dollars ($55.75 billion USD) to $77.3 billion Canadian dollars ($61.74 billion USD), according to a new cost estimate by the Office of the Parliamentary Budget Officer. That cost is more than double the original estimate for the program in 2008, which was in the $28 billion-plus range in then-year Canadian dollars, according to the report.

The ship has also packed on 900 tons, now projected to displace 7,800 tons light ship weight, up from an originally projected 6,900 tons. Fully loaded, the ship is expected to weigh in at 9,400 tons; almost double the 4,700 ton of the current Halifax-class, the former head of Irving Shipbuilding told the CBC earlier this month.

According to a press release published by MBDA on April 19, 2021, the company has been awarded a contract by Lockheed Martin Canada to equip the Royal Canadian Navy's new Canadian surface combatant (CSC) with the Sea Ceptor air defence weapon system.

The final Sea Ceptor configuration aboard the CSC still needs finalized and confirmed but it will likely be 24x missiles launched from Lockheed Martin's Extensible Launching System (ExLS) located amidship. The RCN would become the launch customer for that new launcher alongside the Brazilian Navy (for its new corvette design based on the TKMS MEKO A-100) depending on who signs the contract first.

These are likely the ExlS cells for MBDA's Sea Ceptor. The configuration would be 6 cells each carrying four missiles.
