Nederland stelt, met Duitse steun, de vliegbasis Eindhoven beschikbaar voor de vestiging van het Europees Luchttransportcommando (EATC). De ministers van Defensie van Duitsland en Nederland, dr. Franz-Josef Jung en Henk Kamp, hebben hiertoe op 15 februari een principeakkoord gesloten.

Het EATC, dat voortbouwt op de huidige Europese Luchttransportcoördinatiecentrum (EAC), zal naar verwachting werkgelegenheid bieden aan 150 tot 200 personen. Nederland is bereid voor de vestiging van het EATC eenmalig ruim tien miljoen euro te investeren.

Het EATC is een initiatief van Frankrijk en Duitsland. Naast Nederland zijn ook België en Luxemburg uitgenodigd hieraan deel te nemen. Het commando stelt de deelnemende landen in staat hun luchttransportmiddelen te bundelen en centraal aan te sturen. Op deze wijze kan de schaarse militaire luchttransportcapaciteit effectiever en doelmatiger worden ingezet. De komst van het EATC naar Eindhoven heeft geen gevolgen voor het aantal vliegbewegingen op vliegbasis Eindhoven, want de stationering en het onderhoud van de transportvliegtuigen geschiedt op de eigen vliegvelden van de deelnemende landen.

Duitsland is dan voornemens zijn nationale luchttransportcommando op te heffen en zijn luchttransportcapaciteit geheel onder het EATC te plaatsen. Nederland is voornemens een substantieel deel van de luchttransportcapaciteit onder het EATC te plaatsen.

EINDHOVEN - De luchtmachtbasis van Eindhoven is met twee buitenlandse vliegvelden in de running om vanaf volgend jaar het toekomstige hoofdkwartier voor het Europese luchttransport te herbergen, aldus militaire bronnen vrijdag.

De oprichting van zo'n 'European Air Transport Command' (EATC) is een van de grote doelstellingen van de Europese defensie tegen 2010.
Doel is om militaire transporttoestellen van de EU-landen efficiënter in te zetten.

Voortouw

Vier landen - Nederland, Frankrijk, Duitsland en België - nemen het voortouw met dit project.
Als locatie voor het EATC zijn drie kandidaten: Eindhoven, het Belgische Bevekom en de Franse basis van Villacoublay (nabij Parijs).

De beslissing valt waarschijnlijk in december. Insiders zeggen dat Eindhoven de grootste kanshebber is omdat het al militaire coördinatiecentra herbergt voor lucht- en zeetransport.
De Europese Unie (EU) werkt sinds kort aan een eigen defensie, naast die van de NAVO.

Militair EU-luchttransportcommando in Eindhoven

Nederland, Frankrijk, Duitsland en België hebben besloten om een militair Europees luchttransportcommando (European Air Transport Command, EATC) op te richten in Eindhoven. Het EATC zal Europese militaire luchttransportvliegtuigen en tankvliegtuigen efficiënter en beter gecoördineerd inzetten. Het is de bedoeling dat ook andere Europese landen gaan deelnemen aan het initiatief.

Nederland start de aanbestedingsprocedure voor de bouw van een tijdelijke huisvesting op Vliegbasis Eindhoven om het commandocentrum zo snel mogelijk in gebruik te nemen. Het is de bedoeling dat het EATC voor eind 2010 inzetbaar is. Ook de permanente huisvesting wordt in Eindhoven gebouwd en volgens planning eind 2012 voltooid.

Binnen het nieuwe commandocentrum gaan ongeveer 200 militairen uit de 4 landen werken. De komst van het EATC heeft geen toename van het aantal militaire vliegbewegingen op de vliegbasis tot gevolg.

Morgenmiddag 1 september 2010 zal er een ceremonie zijn, tbv de officiële opening van het EATC.
Diverse vliegende eenheden uit de deelnemende landen komen naar Eindhoven voor de ceremonie (alsmede de benodigde hotemetoten).
Diverse soorten transportvliegtuigen zullen een flypast uitvoeren in de middag, van West (Oirschot) naar Oost over het EATC gebouw heen.
Als primeur voor NL zal daar ook aan meedoen de A 400M.

Militaire transport- en tankvliegtuigen van Nederland, België, Duitsland en Frankrijk staan voortaan onder 1 commando. Minister Eimert van Middelkoop opende hiervoor vandaag het zogenoemde European Air Transport Command (EATC) op Vliegbasis Eindhoven.

De samenvoeging moet leiden tot een betere coördinatie en efficiëntere inzet van ruim 200 militaire vliegtuigen, vanaf de diverse vliegvelden in Europa. Het commando richt zich daarnaast op de ontwikkeling van een gezamenlijke doctrine en opleiding en training. Ook standaardisatie en instandhouding van de luchtvloot horen daarbij.

Vloot
De totale vloot die door het EACT wordt aangestuurd bestaat uit de volgende vliegtuigen en aantallen: C-130 (29 toestellen, waarvan Nederland er 4 levert), C-160 (135 toestellen), CASA 235 (19 toestellen), A-310 (10 toestellen), A340 (2 toestellen), KDC-10 (2 toestellen door Nederland), DC-10 (1 toestel door Nederland), liaison/VIP (20 toestellen waarvan Nederland de Gulfstream IV levert). Aangezien alle vliegtuigen blijven opereren vanaf de eigen thuisbasis, neemt het vliegverkeer boven en rondom Eindhoven niet toe.

Uitbreiding

De Duitse generaal-majoor Jochen Both krijgt als eerste de leiding over het Europese luchtcommando in Eindhoven dat, eenmaal op volle sterkte, uit 200 man personeel bestaat. Nederland draagt bij met ongeveer 25 arbeidsplaatsen. Ook andere Europese landen, waaronder Spanje en Luxemburg, hebben belangstelling voor deelname in de EATC.

1 commando betekent hier m.k. geen beslissingsbevoegdheid over de inzet. Het gaat naar wat ik begrepen heb over de coordinatie van het het aanwezige transport. Het kan nooit zo zijn dat deze club daadwerkelijk inzetbepaling pleegt. Als dat wel zo is, is er iets niet goed geregeld.....

Bevel luchttransportvloot overgedragen aan EATC

Op Vliegbasis Eindhoven is vandaag het bevel over de Nederlandse militaire vastvleugelige luchttransportvloot overgedragen aan het European Air Transport Command (EATC). Vanaf nu heeft het EATC het zeggenschap over de inzet. Het beheer over de toestellen blijft bij de Koninklijke Luchtmacht.

Met de overdracht bepaalt de multinationale organisatie de inzet van 2 C130 Hercules transporttoestellen, 2 KDC10 's en een Gulfstream passagiersvliegtuig. Sinds oktober heeft het EATC al de controle over de luchttransportvloot van de Duitse luchtmacht. Inmiddels handelde de organisatie meer dan 1000 Duitse verzoeken om luchttransport af.

Table Top Exercise
Ter voorbereiding op de overdracht is eerder in november een zogenoemde Table Top Exercise gehouden. Doel hiervan was het beoefenen en testen van procedures voor het aanvragen van luchttransport en het plannen, uitvoeren en volgen van missies. Met behulp van het geautomatiseerde MEAT (Management of European Air Transport) systeem is door de verschillende Nederlandse 'spelers' en het EATC het proces van militair luchttransport 'nieuwe stijl' beoefend. De testfase werd succesvol afgerond. De overdracht vormde de volgende stap op weg naar volledige zelfstandigheid van het EATC.

Vervanger voor de NAVO, leuk idee voor de bühne maar zal geen realiteit worden, om de doodeenvoudige reden; we zullen dan veel meer geld in defensie moet steken....en dat willen we niet.
De VS is de grootste partij in de NAVO en daarmee onze verzekering. Zonder de VS slaat Europa nog geen deuk in een pakje boter. Zouden we een goed geoutilleerde Europese defensie willen hebben, die behalve met politiek opgeheven vingertje ook daad bij woord kan voegen, zal er toch meer geld bij moeten.

Wellicht valt er geld te besparen met meer standaardisatie en Europese aanbesteding, maar dat is een utopie. Dé belangrijke (defensie) landen in Europa (Duitsland, Frankrijk, VK) zullen echt niet hun marineschepen of tanks elders laten bouwen.
En wat velen malen belangrijker is; ze zullen nooit de defensie van hun land aan een ander toe vertrouwen.   

De enige landen die echt voor een Europese defensiemacht zijn, zijn de landen die nu ook al free riders zijn, denken dat ze met een EDO nog meer kunnen besparen op defensie (België en Nederland) en een aversie tegen de VS hebben.

waarom? dat hoor ik vaak maar wordt nooit echt onderbouwd. De gemeenschappelijke militaire capaciteit van de EU-lidstaten is meer dan groot genoeg om elke bedreiging te kunnen beantwoorden. Alleen is er nog weinig sprake van standaardisatie en nauwe samenwerking...en laat dat nu precies zijn wat de VS helemaal ook niet wil ;)

De VS is onze belangrijkste economische concurrent...en verschrikkelijk slim bezig door de EU lidstaten tegen elkaar uit te spelen...met hulp van pro-Atlantische politici hier... en wat betreft de Europese defensie te blijven heersen via de NAVO. Natuurlijk is de VS niet (meer) onze verzekering. Als het niet in haar eigen belang is zal zij de Europese belangen echt niet verdedigen. Daarbij leeft de VS op krediet...het zal de komende jaren dramatische bezuinigingen moeten doorvoeren om niet failliet te gaan...ook op haar defensie. Want de kredietverleners beginnen er een beetje genoeg van te krijgen.

Dat hoeft ook helemaal niet. Je kunt tot gemeenschappelijke ontwerpen komen...al dan niet de R&D afdelingen samenvoegen en tegen elkaar laten concurreren...maar de schepen of ander materiaal gewoon in eigen fabrieken of werven laten bouwen. In Amerika gebeurd dat ook...worden veel grote projecten ook "verdeeld" over de staten qua bouwlocaties. Men doet hetzelfde bij Airbus.

Gek, maar de belangrijkste initiatieven ten aanzien van Europese samenwerking komen volgens mij helemaal niet van landen als Nederland...maar van de grote spelers als Frankrijk, Duitsland en Groot-Brittannië. Waarbij Nederland als pro-Atlantisch land de mazzel heeft af en toe nog een kruimeltje te mogen mee-eten.

Belgische toestellen onder vleugels van het EATC

Op 28 april 2011 gaf Defensie het beheer van de Belgische luchttransportmiddelen over aan het European Air Transport Command (EATC).
Vanuit Eindhoven in Nederland doet het EATC de planning, de uitvoering en de opvolging van onze luchtvloot. Onder andere de C-130 'Hercules' en de Airbus A330 van Defensie zijn hierbij betrokken. Op aanvraag staan ook de vier Embraer-toestellen, de twee Falcons 20 en de Flacon 900 van de 15de Wing Luchttransport van Melsbroek ter beschikking.
Samen met de Belgische vliegtuigen beschikt het EATC over 150 Nederlandse, Duitse en Franse toestellen. Het doel van dit Europese commando is om de samenwerking en standaardisatie tussen de vier landen beter op elkaar af te stemmen en te verbeteren.
Door deze overgave van bevoegdheden kan het EATC voortaan Belgische vliegtuigen inzetten voor sommige opdrachten van goederen- of personenvervoer door de lucht.
Sinds zijn ontstaan in september 2010 voerde het EATC bijna 3.500 luchttransporten uit. Daaronder ook 65 opdrachten van bijtanken in de lucht en medische evacuatievluchten voor 400 patiënten.
Dit hoofdkwartier zal op termijn 200 militairen tellen, waaronder 22 Belgen. Ook andere landen kunnen het commando versterken, zoals Spanje, Luxemburg of andere landen die deelnemen aan de ontwikkeling van het nieuwe transporttoestel, de Airbus A400M.

European Air Transport Command operationeel

Het European Air Transport Command (EATC), dat de inzet bepaalt van Belgische, Duitse, Franse en Nederlandse militaire transport- en tankvliegtuigen, is gisteren op Vliegbasis Eindhoven operationeel verklaard.

Voorheen werkten de 4 landen al samen op het gebied van planning. Maar nu het EATC ook de inzet van de luchtvloot bepaalt, is haar takenpakket compleet. Het nieuwe hoofdkwartier regelt alle aspecten van militair luchttransport: niet alleen planning en uitvoering van missies, maar ook training en vliegveiligheid.

Internationaal en efficiënt
België, Duitsland, Frankrijk en Nederland gaven vorig jaar in februari het startsein voor het coördinatiecentrum dat moet zorgen voor een doelmatiger inzet van luchttransport- en air to air refuelling-capaciteit.

Veel werk
Het internationale commando beschikt over meer dan 160 vliegtuigen, waaronder 29 C-130 Hercules- en 10 Airbus A310-toestellen. Sinds de overdracht van de eerste transportvloot, vorig jaar oktober, heeft het al meer dan 3000 missies afgehandeld. Verder zijn er ruim 110.000 passagiers en 6000 ton vracht vervoerd. Dagelijks handelt het EATC nu meer dan 60 missies af.

Vandaag in de telegraaf, hoezo een EATC!!!! Hillen is al met de grote faillissementsverkoop begonnen.
Defensie verkoopt vliegbasis Eindhoven
AMSTERDAM -  De vliegbasis Eindhoven gaat dicht.

Volgens Binnenlands Bestuur zal minister Hans Hillen van Defensie dat deze zomer bekendmaken. De basis biedt aan ongeveer duizend mensen werk.

De twee transport/tankervliegtuigen en vier Hercules-transportvliegtuigen van de Koninklijke luchtmacht verhuizen naar de Belgische basis Melsbroek. Op de vliegbasis is ook Eindhoven Airport gevestigd. Dat is het grootste regionale vliegveld van ons land.

Defensie wil de grond verkopen aan de aandeelhouders van Eindhoven Airport, Schiphol Groep, de gemeente Eindhoven en de provincie Noord-Brabant.

"Luchttransport is schaars, duur en veel gevraagd. Het is dus belangrijk dat de toestellen efficiënt worden ingezet." Dat zei Commandant Luchtstrijdkrachten luitenant-generaal Sander Schnitger vandaag tijdens de eerste commandowisseling bij het European Air Transport Command (EATC) op Vliegbasis Eindhoven, sinds de oprichting in september 2010. De Franse generaal-majoor Pascal Valentin nam het bevel over de internationale militaire luchttransportvloot over van zijn Duitse collega Jochen Both.
Het EATC waarin België, Duitsland, Frankrijk en Nederland samenwerken heeft zijn nut bewezen. De inzet van meer dan 160 militaire transport- en tankvliegtuigen van de deelnemende landen is daardoor efficiënt en effectief. Naast de planning en uitvoering van missies houdt het internationale luchtcommando zich tevens bezig met training en vliegveiligheid. Ook andere landen kunnen deelnemen. Spanje heeft inmiddels een waarnemersfunctie.

Verschillende nationaliteiten

De meer dan 160 toestellen hebben het eigen land als thuisbasis. Op het Eindhovense commandocentrum werken wel 200 militairen van verschillende nationaliteiten samen. Volgens kolonel Bas Pellemans gaat dat gepaard met diverse economische impulsen. "Medewerkers vestigen zich hier. Denk aan het positieve effect voor scholen, huisvesting en dergelijke", aldus de commandant van Vliegbasis Eindhoven.

Luxemburg mee in gezamenlijke luchttransportvloot

De Europese samenwerking op het gebied van militair luchttransport is met de toetreding van Luxemburg uitgebreid. Als 5e land werd het eind vorige week lid van het European Air Transport Command (EATC) dat huisvest op Vliegbasis Eindhoven.

Naast gastland Nederland, maakten België, Duitsland en Frankrijk al deel uit van het commando dat alle aspecten van militair luchttransport regelt. Met 160 man personeel coördineert het de planning, operaties, vliegveiligheid en training van transport- en tankervliegtuigen van de deelnemende landen.

Schaarste vliegtuigen
Het EATC startte 2 jaar geleden om zo goed mogelijk om te gaan met de schaarste aan militair transportvliegtuigen. De verschillende luchtmachten bundelen nu hun capaciteiten en kunnen elkaars vliegtuigen benutten

Voor Spanje, dat al eerder aangaf geïnteresseerd te zijn in het EATC, wordt het proces naar deelname in gang gezet.

Opmerkelijk dat Luxemburg meedoet want de verwachting is dat men pas in 2019 dan de beschikking heeft over een A400M?

Het EATC breidt uit

Op 22 november kwam het Multinational Air Transport Committee (MATraC), de stuurgroep van het European Air Transport Command (EATC), voor de vijfde keer samen in Eindhoven onder leiding van Generaal-majoor vlieger Claude Van de Voorde. Tijdens deze bijeenkomst ondertekende de heer Patrick Engelberg namens de Minister van Defensie van het Groothertogdom Luxemburg de toetreding van zijn land tot de EATC.

Het Europees Luchttransportcommando werd op 1 september 2010 opgericht in het kader van het Gemeenschappelijk Veiligheids- en Defensiebeleid van de Europese Unie om de schaarse militaire luchttransportmiddelen nog efficiënter te beheren. Sindsdien worden de opdrachten van de gezamenlijke vloot van nagenoeg 150 transportvliegtuigen van de stichtende leden België, Duitsland, Frankrijk en Nederland vanuit Eindhoven gecoördineerd.

Naast de ondertekening van de toetreding van Luxemburg als vijfde lid van het EATC, vond tijdens de bijeenkomst van de stuurgroep eveneens overleg plaats over de mogelijke toetreding van Spanje.

Luxemburgse transportpiloten in opleiding in België

Luitenant vlieger Daniel Olsem (links) behaalde op 13 september 2012 als eerste Luxemburgse piloot in België zijn vleugels van militair piloot. Hij zet momenteel zijn opleiding tot transportpiloot verder. Daarna zal hij bij de 15 Wing op Belgische C-130H Hercules transportvliegtuigen vliegen tot Luxemburg zijn Airbus A.400M ontvangt.

Een betere gegarandeerde beschikbaarheid van verschillende luchttransportmiddelen en een reductie van 8% in het aantal lege vluchten. Het zijn 2 verbeteringen die de afgelopen jaren zijn bereikt. Dat blijkt uit de Beleidsdoorlichting strategische luchttransportcapaciteit 2007 - 2011 die minister Jeanine Hennis-Plasschaert naar het parlement heeft gestuurd.

In opdracht van de minister van Defensie toetste een projectteam of het departement in de periode 2007 - 2011 het tekort aan luchttransport wist terug te dringen. Dat blijkt het geval.

Het tekort stond de afgelopen jaren regelmatig op de agenda bij internationale overleggen. Door een betere internationale coördinatie van de beschikbare capaciteit, te investeren in nieuwe en door samenwerking bij inhuur is de beschikbaarheid verbeterd.

Meer deelnemers meer doelmatigheid

Uit het onderzoek blijkt dat de coördinatiecentra voor luchttransport nog doelmatiger werken, als er meer landen aan meedoen en de deelnemers meer verantwoordelijkheid overdragen. Daarom is het advies te bekijken of andere landen en multilaterale organisaties ook kunnen meedoen.
Minister Jeanine Hennis-Plasschaert heeft het parlement laten weten dat zij deze conclusie deelt en dit met andere landen wil bespreken.

Belgium Sees Savings in EATC

Belgium is a keen supporter of the European Union's concept of pooling and sharing and points to the European Air Transport Command (EATC) in Eindhoven, the Netherlands, as a shining example. Inaugurated on 1 September 2010, the command coordinates the military air transport movements of its members: Belgium, France, Germany, Luxembourg and the Netherlands. These countries have committed their military transport aircraft to the EATC on a permanent basis or occasionally according to specific requirements.

In the case of Belgium, this is most of its fleet: all 11 C-130s and an Airbus 330 are permanently committed to the EATC, while its other aircraft occasionally fly for the command. In 2012, Belgian C-130s clocked up 5,162 flying hours for the EATC, the A330 1,109 hours, and other aircraft 83 hours.

The Belgian Ministry of Defense has provided some indicators of the benefits of the EATC. On average, 400 tons of materiel are airlifted by another nation, which was not the case before the creation of the EATC, according to the ministry. In 2012, the number of passengers of one nation transported by the aircraft of another was 5,000, double the level for 2011. The number of flights by empty aircraft was reduced from 22 percent in 2011 to 13 percent in 2012.

Europees luchttransport komt van de grond
Het Europees Luchttransport Commando (EATC) is volledig operationeel. Dat bekrachtigde generaal-majoor vlieger Claude Van de Voorde officieel op 28 november 2013. Op drie jaar tijd ontwikkelde de staf in Eindhoven zich tot een volwassen instituut met voldoende personeel, materieel en een goed netwerk.
"Het Europees Luchttransport Commando heeft zijn doelstellingen behaald en beschikt vanaf nu over een volledige operationele inzetbaarheid", verklaart generaal-majoor vlieger Van de Voorde, de voorzitter van het Militaire Luchttransport Comité. In de kleine zaal van het EATC-gebouw in Eindhoven flitsen fototoestellen onophoudelijk wanneer hij de declaratie ondertekent. "Dankzij het EATC delen Duitsland, Frankrijk, België en Nederland hun militaire transportvliegtuigen optimaal. Zowel in vredes- als oorlogstijd kunnen de lidstaten op elkaar rekenen om materieel of personeel te vervoeren."

Drie jaar geleden zag het EATC het zonlicht. De wil om samen te werken op het vlak van militair luchttransport bracht de vier landen samen. Nu zou ook Spanje willen toetreden en toont Italië interesse in de organisatie.

De organisatie staat bovendien voor grote uitdagingen. De Airbus A400M zal binnenkort de C-130 Hercules vervangen. Ook moeten de lidstaten hun interne werking nog meer op elkaar afstemmen, bijvoorbeeld voor de rustperiodes van de piloten. Het EATC heeft dus nog veel groeipotentieel.

EATC welcomes additional aircraft

Since beginning of this year EATC has taken over Operational Control (OPCON) of to the Belgian Air Forces' VIP aircraft.
So far EATC operated its VIP flights preferably with a Dutch Gulfstream IV aircraft, which will be decommissioned (as planned) in the following months.

Introducing seven additional aircraft

The two Dassault Falcon DA - 20 are mainly used for VIP flights, but can also operate medium or short range air transport (AT). With max. 8 passengers onboard, the aircraft has a flight range of maximum 5.000 kilometers.
As a more strategic AT variant, the DA - 900 can operate on a maximum of 6.500 kilometers with 12 passengers onboard - equipped with an exceptional comfort.
Furthermore the Belgian contribution to EATC contains two Embraer ERJ 135 as well as two ERJ 145 aircraft. The two Embraer Regional Jet (ERJ) 135 have a capacity of 34 passengers. The other two type ERJ 145 have a capacity of 49 passengers. Only the number of passengers and the length of the fuselage are different - for the rest both aircraft types technically are identical. The Embraer ERJ 135 (length 26.33m) and ERJ 145 (length 29,87m) are mostly used to transport passengers and cargo within Europe.
All four aircraft types can be equipped with up to three PTU's in order to conduct Aeromedical Evacuation missions as well.

A400M nadert België
De veertien wielen van een Franse A400M hebben op 12 augustus in Melsbroek voor het eerst het Belgische tarmac geraakt. Het Europese luchttansportcommando EATC schakelde het toestel in om Belgisch en Frans materieel vanuit Canada te vervoeren.

European Air Transport Fleet

The European Air Transport Fleet project (EATF) is designed to improve the airlift provision in the European Union. EATF provides a flexible and inclusive partnership for national and multinational military air transport fleets and organisations in Europe. It addresses the way different air transport assets are acquired, operated, supported, and managed to ensure this is done in the most efficient way possible. The long term vision of the EATF is to establish a robust network linking various European air transport entities aiming at the efficient employment of all present and future air transport capabilities made available by the pMS for military needs, regardless of type or origin.

Project goals

To improve the airlift provision within the European Union
To develop concrete solutions to better use existing and future airlift assets and organisations made available by the pMS to meet military operational requirements
To be able to transport any personnel/equipment by any asset with a minimum of constraints
To address the way different types of air transport assets are acquired, operated, supported and managed in the most efficient way


Detailed description of the project

As described in the EATF Programme arrangement (PA) signed on 23 May 2011 the management and implementation of the EATF-programme is achieved by a governance structure consisting of a Management Committee (MC) – meeting twice a year - for strategic guidance and Project Management Groups (PMG) to manage EDA Ad Hoc Cat B projects. Ad hoc working groups (AHWG) also exist to start developing projects potentially to become CatA or CatB projects at a later stage or to address issues participants want to discuss.

Currently only one PMG is activated developing the legal framework for a future training centre which will manage EATTs and EAATCs as well as symposia as from mid-2016. On the side of the AHWGs the main one is the AHWG Operations and Training (AHWG O&T) dealing with all issues regarding airlift operations and training that pMS want to address,  out of which the most important ones are EATT, EAATTC, EATIC and EATS. The second AHWG is the one dealing with diplomatic clearances (AHWG DIC) which is managing the diplomatic clearances Technical Arrangement (DIC TA).

European Air Transport Fleet enters new phase

Launched four years ago by 20 participating nations, the European Air Transport Fleet (EATF) partnership has now entered its second phase. The initiative is expected to grow based on the building blocks that have already been put in place.

With an objective to address the airlift shortfall in the European Union, the European Air Transport Fleet (EATF) partnership – initiated in 2011 as a European Defence Agency (EDA) programme – aims at developing cost-effective solutions to optimise the use of existing and future national fleets of military transport aircraft in Europe. A three-phase strategy has been agreed upon to achieve that ambitious objective.

"The first phase of the EATF strategy, which ran from 2012 to 2014, has now effectively come to an end", Laurent Donnet, EDA Project Manager Airlift & Air-to-Air Refuelling, explains. "This allowed us to lay out the partnership's foundations with a number of tangible deliverables and activities such as the harmonisation of diplomatic clearances mechanisms and procedures, but also live exercises and training events", he adds.


Growing interest

A testimony to this successful first phase, the European Air Transport Training (EATT) events organised in Europe keep gathering more and more participants, with 14 aircraft and 30 crews expected to join the next edition in June 2015. This year, three editions of the European Advanced Airlift Tactics Training Course (EAATTC) will also take place, as well as three European Air Transport Instructor Courses and the annual European Air Transport Symposium (see below).

EDA holds first C-27J pooled maintenance and training meeting

The European Defence Agency recently held a meeting with European C-27J Spartan operators in order to identify potential solutions to support this user community.


Representatives from the community of European C-27J users attended this meeting which was held last month at the European Defence Agency (EDA) premises in Brussels. Bulgaria, Italy, Romania as well as Greece and Lithuania currently operate the C-27J Spartan twin-engine tactical transport aircraft. "EDA is an ideal forum to harmonise requirements of the European C-27J community", Pete Round, EDA Capability, Armament and Technology Director, stresses. "Together with Member States, we can identify ways to enhance the global C-27J capability through a variety of pooling & sharing initiatives", he adds. "It also fits perfectly in the EATF partnership signed in 2011 by 20 Member States."


Cooperation opportunities

Over the course of the meeting, EDA put forward three main domains in which cooperation could yield significant benefits for the European C-27J user community: training, logistics and operations. Various ideas were put on the table, such as the pooling of C-27J simulators, the sharing of spare parts or the optimisation of the different mission kits currently used by Member States for their aircraft (fire-fighting, command and control, medical evacuation, etc.)

Participants agreed to meet again early in 2015 to discuss the way forward and assess the potential for joining existing EDA Pooling & Sharing mechanisms, such as the "Sharing of Spare Parts" project. Meanwhile, EDA stands ready to facilitate the establishment of relevant ad hoc projects in accordance with the "à la carte" mindset of the Agency.

Synergies

European C-27J users have already been involved in other EDA initiatives, such as the EATT (European Air Transport Training) series of exercises. Earlier this year, Lithuania and Bulgaria deployed C-27Js as part of EATT14, which was held in Plovdiv, Bulgaria.

This EDA initiative aims to complement existing cooperative efforts such as the European Air Transport Fleet (EATF) partnership, the Spartan User Group, which also gathers non-European C-27J users, and the European Air Transport Command (EATC) which was recently joined by Italy who offered to "pool" some of its C-27Js through this operational command.

European airlift course kicks off in Bulgaria

This year's first edition of the European Advanced Airlift Tactics Training Course (EAATTC) just started in Plovdiv, Bulgaria. Academic sessions and live missions will take place until 3 April 2015, with graduating crews joining from four EU countries.


Initiated by the European Defence Agency and run by the European Air Transport Command, the EAATTC series of courses aim to provide air transport crews with a robust airlift tactics training syllabus in order to enhance interoperability between European air forces. EAATTC 15-1, hosted by the Bulgarian Air Force in Plovdiv, has started today with the first academic sessions and familiarisation flights.

Four countries are joining EAATTC 15-1 with their tactical transport aircraft: Bulgaria (1 x C-27J), Germany (1 x C160), France (1 x C-130) and Italy (1 x C-130J). Due to other operational commitments, Czech Republic and the Netherlands were not able to contribute with aircraft as initially planned.

Over the next days, the complexity of the academic training and the flying sorties will gradually increase. At the end of the course, graduating crews will be presented with a certificate based on the completion of a commonly-agreed syllabus.

The EAATTC series of courses is one of the deliverables of the European Air Transport Fleet partnership, launched in 2011 by 20 participating nations under the framework of the European Defence Agency.

Waarschijnlijk een eenmalige donatie van de deelnemende landen van EATC om de aankoop de financieren en jaarlijks een bedrag om de inzetbaarheid te kunnen leveren.
Als landen buiten de EATC gebruik willen maken van de vliegdiensten, zal deze naar geleverde vluchten en vluchtduur verrekend worden, denk ik

Erg slim ook als the shit hits the fan in ik noem maar wat... Aruba, Bonaire en Curacao en de gemeenten in het Caribisch gebied...

Kunnen we dan nog zelfstandig tankers naar die regionen sturen of zijn we dan volledig afhankelijk van de bereidheid van andere landen (want buiten Europees NATO-verdragsgebied) en dus erger als dat niet kan... jachtvliegtuigen daarheen dirigeren?

Plan staat me niet echt aan wat ik ervan begrijp.

Liever zelfstandig een paar tankers aankopen en deze onderbrengen in dat samenwerkingsverband, maar de zelfstandigheid over de inzet buiten (Europees) NATO-gebied van de toestellen zelf wel behouden.

Ik denk dat vooral de VS zal betalen. Het is een uitgelezen kans om zo directe invloed te houden op een strategisch onderdeel. Ik zie dit dus ook liever onder EU vlag gebeuren, net als bij de transportvliegtuigen. Verbaast me dat dit nu weer onder NAVO vlag gaat.

Kunnen we dan nog zelfstandig tankers naar die regionen sturen of zijn we dan volledig afhankelijk van de bereidheid van andere landen (want buiten Europees NATO-verdragsgebied) en dus erger als dat niet kan... jachtvliegtuigen daarheen dirigeren?

Plan staat me niet echt aan wat ik ervan begrijp.

Extra vleugels voor Europees luchttransport

De uitbreiding van de luchtvloot met 31 Italiaanse toestellen is een forse impuls voor het European Air Transport Command (EATC) (https://www.defensie.nl/onderwerpen/internationale-samenwerking/inhoud/luchttransport-en-luchtruim/europese-samenwerking-militaire-luchttransportmiddelen). Het commando op Vliegbasis Eindhoven zorgt voor een efficiëntere inzet van Europa's schaarse transport- en tankvliegtuigcapaciteit.

Het commando bepaalt vanaf nu de inzet van de Italiaanse vliegtuigen. Het gaat om:
4 Boeing KC 767A-tankvliegtuigen;
20 C-130 Hercules-transportvliegtuigen;
7 C-27 Spartan-transportvliegtuigen.

Daarmee wordt de EATC-vloot uitgebreid tot meer dan 220 toestellen. Dit aantal vormt 60% van de totale Europese militaire luchttransportcapaciteit.

Zo min mogelijk leeg

Het EATC plant en stelt de inzet vast voor missies van de deelnemende landen. Dit zijn België, Duitsland, Frankrijk, Luxemburg, Italië, Nederland en Spanje. Door toestellen zo min mogelijk leeg te laten vliegen, vergroot het EATC de efficiëntie van de inzet. Overigens is uitbreiding van de schaarse transport- en tankcapaciteit een van de speerpunten voor het Nederlandse EU-voorzitterschap (https://www.defensie.nl/onderwerpen/eu-voorzitterschap-defensie-2016).

Reden succes

De diversiteit van de vloot maakt flexibele inzet mogelijk. Dit draagt weer bij aan de doelstelling van het EATC. Een andere reden voor het succes is de opzet van het concept. In principe beschikt de EATC-commandant over de toestellen. Maar mocht een van de landen zijn toestellen tijdelijk nodig hebben, dan is dit ook mogelijk. Zo kunnen landen ook altijd aan hun nationale verplichtingen voldoen. Zo blijft ook de nationale onafhankelijkheid gewaarborgd.

De staf op Eindhoven bestaat uit meer dan 200 mensen uit alle deelnemende landen.

Contract for shared European tankers to be signed in July

contract for four Airbus A330 Multi Role Tanker Transport (MRTT) aircraft shared by the Netherlands, Norway, Luxembourg and Poland is to be signed next July during the Farnborough Airshow. That's the news that emerged on Wednesday 20 April during a media briefing at the European Air Transport Command (EATC) in Eindhoven, the Netherlands.

The aircraft will be based at Eindhoven and carry Dutch military registration numbers. A Memorandum of Understanding is to be signed first in Warzaw during a NATO summit.

The fleet should increase to eight aircraft at a later stage. EATC will be responsible for tasking the aircraft and optiziming their use. The aircraft should also operated from Forward Operating Bases in Norway and Poland.

10 jaar strategisch militair transport smaakt naar meer

Na 10 jaar is het weer hoog tijd dat Europa verder kijkt. Dat zei minister Jeanine Hennis-Plasschaert vandaag in Eindhoven bij het 2e lustrum van het Movement Coordination Centre Europe (MCCE). Ze pleitte voor meer Europese versterking op logistiek gebied om de steeds onveiligere wereld het hoofd te bieden.

Het MCCE coördineert het strategisch militair transport van 28 deelnemende landen van de NAVO en EU. Ook regelt het centrum het bijtanken van vliegtuigen in de lucht. De gezamenlijke land-, zee- en luchttransportmiddelen worden zo beter benut en dat bespaart miljoenen. Het MCCE, gehuisvest op Vliegbasis Eindhoven, is het kloppend hart van Europa's militaire strategische transport.

Perfect

Als samenvoeging van het European Airlift Centre en het Sealift Coordination Centre ging het MCCE in 2007 met 14 landen aan de slag. De uitvoering gebeurde door pioniers met visie en experts die hun kennis deelden. Hennis noemde de ontwikkeling van het MCCE een perfect voorbeeld hoe bottom-up en top-down elkaar versterken. Begin dit jaar verwelkomde het Bulgarije als 28e lid.

Onrust

Maar de politiek moet ook nu doorpakken vindt Hennis. Na jaren van bezuinigingen verhogen de meeste landen hun defensiebudget. We moeten elkaar logistiek versterken om te kunnen reageren op de onrust in grote delen van de wereld: de instabiliteit in Oost- en Zuid-Europa, radicalisering en terrorisme in grote delen van het Midden-Oosten en Afrika tasten ook onze veiligheid aan. De minister refereerde daarbij ook aan de onvoorspelbare opstelling van Rusland.

Hennis: "Het is hoog tijd dat Europa meer verantwoordelijkheid neemt. Een sterker Europa verstevigt ook de NAVO". Als goed voorbeeld noemde ze de vooruitgeschoven militaire aanwezigheid in de Baltische Staten en Polen.

Militair Schengen

Een nieuw Europees initiatief is het Permanent Structured Cooperation, waarin verschillende (logistieke) projecten samenkomen. Ook al heeft het MCCE belangrijke stappen gezet, er moet nog veel gebeuren om grensoverschrijdend verkeer van militairen en middelen mogelijk te maken. Hennis ziet een soort militair Schengen-akkoord voor zich, waarbij militairen en materiaal zich binnen Europa vrij kunnen bewegen.

De minister pleit ervoor dat verbetering van de logistieke coördinatie op de politieke agenda blijft staan.

Duitsland en Noorwegen treden toe tot project Multi Role Tanker Transport

Duitsland en Noorwegen doen mee met de aanschaf van Airbus-tanker-/transportvliegtuigen. De Duitse minister van Defensie Ursula von der Leyen en haar Noorse collega Ine Marie Eriksen Soreide zetten vandaag in Brussel hun handtekeningen onder het Memorandum of Understanding (MoU). Nederland is voortrekker van dit Europese samenwerkingsproject.

Nederland en Luxemburg kochten bijna een jaar geleden 2 A330 MRTT-toestellen bij Airbus. Beide landen ondertekenden vandaag in Brussel eveneens het MoU, dat de noodzakelijke wijzigingen bevat ten opzichte van het document van vorig jaar.

7 toestellen

Nu Duitsland en Noorwegen zijn toegetreden, worden er 5 vliegtuigen extra besteld. Het programma bestaat daardoor straks uit een pool van 7 stuks. De deelnemende landen mogen een aantal vlieguren gebruiken dat afhangt van hun aandeel in de investeringen.

De toestellen worden vanaf 2020 geleverd. 4 krijgen Vliegbasis Eindhoven als thuisbasis, de andere 3 komen in Duitsland. De machines verminderen in de toekomst het tekort aan tanker- en transportcapaciteit van EU en NAVO.

Het aantal van 7 toestellen kan nog toenemen als meer landen meedoen. De investeringskosten en de jaarlijkse exploitatiekosten gaan voor Nederland flink omlaag. De investeringskosten voor Nederland blijven binnen de aan de Tweede Kamer gemelde bandbreedte van 250 miljoen tot 1 miljard euro.

De deelname van de landen is een groot succes voor de Europese defensiesamenwerking. Nederland is sinds het begin in 2012 voortrekker van het MRTT-programma van het Europees Defensie Agentschap.

België is voornemens het MOU begin 2018 te ondertekenen.

Omdat we niet het Atlantische pact moeten versterken zo maar het EUropese. En Noorwegen is inderdaad nog geen EU lid. Maar dat komt wel een keer. De luxe die ze nu hebben verdwijnt. Mits de EU natuurlijk op een gezonde manier wordt herijkt..en men niet doorschiet.

European Defence Agency supports two PESCO projects on future European airlift capabilities  ( ontwikkeling van nieuwe grote vrachttoestellen, goede zaak )

The European Defence Agency (EDA) will support two Permanent Structured Cooperation (PESCO) projects focused on shaping future European airlift capabilities, for both mid-sized and out-sized cargo, following a request from their project coordinators.

EDA is tasked to assist with the harmonisation of the requirements for two platforms; the Future Medium-Size Tactical Cargo (FMTC) and the Strategic Air Transport For Outsized Cargo (SATOC). Both projects were launched in the fourth wave of PESCO projects and are coordinated by France and Germany, respectively; with the FMTC also gathering Germany, Spain and Sweden as project members and Czechia, France and Netherlands in the four-nation SATOC project.

Medium & Outsized Cargo: Requirements for 2035+

Tactical cargo aircraft are the workhorses of the air forces in terms of logistics, medical evacuations, and special missions. Currently, EU Member States operate a wide range of tactical cargo aircraft (e.g. C-130, C-295, C-27J). Apart from the A400M, a modern strategic-tactical cross-over platform, many of them will be approaching the end of their life cycle in the upcoming decade. The main objective of the FMTC project is to develop the next-generation tactical air mobility capability of the armed forces of EU Member States. It aims at providing the participating Member States and industry with robust elements to decide what the 2035+ future of EU military tactical medium-size transport fleets will be by defining common requirements for a new Future Mid-size Tactical Cargo.

SATOC aims to fill the critical shortfall for strategic transport for outsized and heavy cargo, a crucial enabler for military missions and operations. SATOC involves a 3-step approach, firstly by identifying a sufficient number of project members, harmonising requirements and finally identifying and agreeing on a common European solution for the transport of outsized cargo. Russia?s war of aggression against Ukraine has also underscored the importance of outsized and heavy cargo transport. The destruction of several Antonov aircraft, including AN-225 Mriya (the world?s largest cargo aircraft) has further reduced the European Armed Forces' access to strategic airlift.

EDA?s support to FMTC and SATOC, which will run for an initial 24 months, will be dedicated to harmonising the requirements of the project members and drafting a joint document of precise common guidance for research and development for the envisioned platform.

Common requirements for a common vision

Defining common requirements is an essential step in order to allow project members to align towards a joint vision for the future medium-sized and outsized cargo aircraft. In other words, common requirement articulation can be seen as the basis that all subsequent decisions in the ensuing programme will reference. They prescribe the fundamental performance criteria and innovation level of the platform that is destined to be a crucial element in future military campaigns of Member States. Furthermore, it will serve as a basis for the work of the European defence industry, starting with a feasibility study and proceeding with the design and prototyping of the new generation aircraft.

Harmonised requirements lower the life-cycle cost by avoiding late design changes and excessive versioning, and prevent fragmentation of future air mobility fleets at large by allowing for a platform development that serves an array of Member States. EDA will provide its expertise and input for the elaboration of the requirements, building on its experience in harmonisation of project partners.

EDA engages in the document drafting process by highlighting areas that connect to ongoing efforts in related fields, such as defence aviation R&T, providing its experience in interoperability matters of tactical airlift, and supporting the discussion with best practices in achieving a programme that maximises Member States participation.

EDA supporting 10 PESCO projects

FMTC and SATOC are the 9th and 10th PESCO project to be supported by the Agency. PESCO, which recently marked five years since its launch, has also be able to benefit from the expertise of the EDA. EDA?s support has grown from initial modest administrative support to a couple of PESCO?s smaller-scale projects, but has since grown to include major weapons platforms, such as the FMTC and European Patrol Corvette.

EDA offers three forms of support to PESCO projects, first is administrative support by helping a PESCO project to organise meetings and providing facilities for project-related work. The second form of PESCO support is consultancy and expertise as in the case of the FMTC. Here the Agency and the PESCO project agree on the specific tasks EDA will carry out for a project. This could entail support in capturing the detailed operational and technical requirements, as well as developing its ConOps (concept of operations) by a certain deadline or defining specifications for its technical study.

The final form of EDA support is when participating members of a PESCO project choose to establish their project at the Agency, which means other Member States can choose to opt into, or join, the endeavour at a later stage, with EDA serving as project manager. To date, three PESCO projects are being taken forward within the Agency; CBRN Surveillance as a Service (CBRN SaaS); Deployable Modular Underwater Intervention Capability Package (DIVEPACK); and European Patrol Corvette.

EDA's role

The European Defence Agency (EDA) supports its 26 Member States in improving their defence capabilities through European cooperation. Acting as an enabler and facilitator for Ministries of Defence willing to engage in collaborative capability projects, the Agency has become the ?hub? for European defence cooperation with expertise and networks allowing it to the whole spectrum of defence capabilities.

Mooie ontwikkeling, maar de grote vraag is wat wil men aankopen / inhuren? Zo veel mogelijkheden zijn er niet naar mijn idee, het moet bijna wel extra C-17 capaciteit worden wat dan 2e hands aangekocht moet worden omdat er geen actieve productielijn meer is van de C-17. Een ander ongetwijfeld (veel) duurder en langer durend alternatief is (wat ik nu even) een Airbus A-600M (noem).

Ik denk dat die laatste optie wel heel interessant kan zijn, we weten dat Oekraine zelf ook weer AN-225's wil gaan herproduceren, ongetwijfeld ziet Airbus hier wel markt voor. Een ander alternatief is afwachten wat de Yanks gaan doen, maar dat zal ook niet een snellere optie zijn.

Ondanks de grote problemen die geweest zijn met de A400M durf ik wel te zeggen dat Airbus nu weet hoe men een militair transport toestel moet bouwen. Daarnaast hebben ze ervaring met de Beluga en BelugaXL series vrachtvliegtuigen. Een vergrote A400M met jet's moet wel te ontwerpen zijn verwacht ik, de vraag is hoelang heeft AB nodig hiervoor en wat gaat dit project kosten voor een in het begin relatief kleine hoeveelheid kisten.

Een interim oplossing kan zijn het aankopen /leasen van een x aantal Beluga's.

Als ze slim zijn dan ontwikkelen ze een (kleinere) variant van de A380 i.c.m een Amerikaanse partner, immers ook de VS heeft nog niets in ontwikkeling of planning als vervangers van C-17 en C5.

NATO Secretary General Jens Stoltenberg today (23 March 2023) welcomed the launch of a Multinational Multi-Role Tanker Transport (MRTT) aircraft fleet that is "now ready for a full range of missions" at Eindhoven Air Base in the Netherlands.

The Secretary General attended a ceremony to mark the initial operational capability of the aircraft fleet, together with Dutch Minister of Defence, Kajsa Ollongren, European Commissioner for the Internal Market, Thierry Breton, and officials from five other nations participating in the project: Belgium, Czechia, Germany, Luxembourg and Norway.

?These aircraft will provide us with world-class air-to-air refuelling, air transport and air medical evacuation capabilities. Tanker aircraft is the backbone of Allied air power,? Mr Stoltenberg said. ?Most importantly, the fleet has already proven its value. Since Russia?s brutal invasion of Ukraine, these tanker transport aircraft have helped to protect NATO?s eastern flank,? he added.

Last year alone, the fleet flew more than 500 missions, refuelling hundreds of NATO fighter jets to keep Allied airspace safe. These aircraft have also supported the evacuation of civilians and refugees from Afghanistan, deployed to the Indo-Pacific for exercises with key NATO partners, including Australia, and later this year, they will deploy to the Middle East to support operations against ISIS.

The European Defence Agency, the Organisation for Joint Armament Cooperation, and the NATO Support and Procurement Agency worked together to develop this state-of-the-art fleet.

?This is an excellent example of how NATO and the EU are working together to deliver critical capabilities for our members,? Mr Stoltenberg said. ?This also demonstrates that European Allies are stepping up for their defence and strengthening our shared security,? he concluded.

Currently, seven aircraft from the fleet are in service. Two more are expected to join in 2024, with the tenth aircraft scheduled for delivery at the end of 2026.

Diversity in Airlift

Air mobility and airlift capabilities represent critical assets, as they guarantee deployment and sustainability of forces, both globally as well as within the European theatre.

Both assets cover a wide range of tasks, such as strategic long-range outsized cargo transport, intra-theatre logistics, special operations or medical evacuation and provide access to theatres across the globe. Whether these tasks are foreseen for military or humanitarian purposes, for critical crisis response, or long-term peace stabilisation roles, they can easily 'eat up' a fair portion of the lifespans of whole fleets or individual aircraft types, which are often already decades old in some cases.

Russia's invasion of Ukraine has further exacerbated the problem, creating a sense of urgency within Allied military headquarters. In addition to probably ending the use of the iconic Antonov-124 by European nations, this war has also reminded Western nations of some critical needs, not least of which is the ability to transport and deploy – either for their own militaries or as with Ukraine, to support a third party in dire need – quantities of large air platforms at short notice. With this particular domain however, organisation(s) and individual nations, are quite widely stretched. This article attempts to provide a short overview of military airlift developments and the various platforms, both currently operational and planned.

Organisationally Oriented via a Multitude of Acronyms
The wide range of acronyms related to the heavy lift domain (ETAC, MCCE, ETAP, FMTC and SATOC) can initially look quite confusing. We begin with the multinational European Air Transport Command (EATC), headquartered at Eindhoven in the Netherlands. Since the first Franco-German idea in 1999 of identifying NATO- and EU-shortfalls in the domain of strategic transportation (some of which are still present) and its inauguration by four founding members, the Netherlands, Belgium, France and Germany, EATC has demonstrated its objective of improving the effectiveness and efficiency of its member nations' military air transport efforts. Today, the fleet comprises over 150 assets, located at national air bases of the founding four nations, in addition to Luxembourg (2012) Spain and Italy (2014). All EATC nations are also members of MCCE, the Movement Coordination Centre Europe.

Then there is the European Tactical Airlift Programme (ETAP), developed with a view to improving the operational airlift capability of European countries, coupled with the aim of achieving greater interoperability between participating nations. The programme also aims to improve and develop common tactics, techniques and procedures in order to overcome the challenges of flying transport aircraft in a modern joint and joint operating environment. ETAP is divided into three distinct programmes: European Tactical Airlift Programme – Course (ETAP-C); European Tactical Air Transport Programme – Instructor Course (ETAP-I) and European Tactical Air Transport Training Program (ETAP-T). ETAP-C provides aircrews with a comprehensive course in airlift tactics, in order to enhance the tactical knowledge of the forces involved and expand the area of expertise, also in hostile scenarios. The latter also seeks to expose trainees to SAM- and fighter-threats.

From 5–16 June 2023, this year's edition of ETAP-C's Element Lead exercise was held in Orléans. Six transport crews from France, Belgium, Spain and Germany took part for the precious Element Leader qualification, which documents the ability to prepare, lead and debrief a mission involving two or three aircraft. In order to achieve the qualification, each aircraft flew eight missions in two- or three-plane formations, sometimes as leader, sometimes as wingman.

Currently taking place in Beja, Portugal, ETAP-T is a periodic two-week training exercise, where each type of mission is experienced. According to the characteristics and requirements of each participant, the aim is to generate greater interoperability between the various participating countries, thereby creating a foundation for successful joint and combined operations.

ETAP-I is for European airlift instructor pilots with greater experience and knowledge of the different types of existing transport aircraft, and is designed to train and assist crews during flight preparation and support them during mission execution.

The Role of the EDA
The European Defence Agency (EDA) has a role to play in this field. Following a request from their project coordinators, since January 2023 the EDA has supported three Permanent Structured Cooperation (PESCO) projects focused on the harmonisation of the requirements of two totally new platforms designed to shape future European airlift capabilities in the realm of mid-sized and out-sized cargo. While the current conditions for European nations to commit to a new unified effort may be positive, key considerations to be taken into account relate to development funds versus potential sales figures.

When it comes to the supported projects, European countries are looking at the Future Medium-Size Tactical Cargo (FMTC) and the Strategic Air Transport for Outsized Cargo (SATOC). Both projects were launched in the fourth cycle of PESCO projects and are coordinated by France and Germany respectively. FMTC gathers France, together with Germany, Spain and Sweden as project members while SATOC gathers Germany, together with the Czech Republic, France and the Netherlands in this four-nation SATOC project.

FMTC seeks to enhance air mobility capabilities with a new mid-size tactical cargo aircraft that aims to complement the missions of the A400M, including on shorter, unprepared landing strips. The study plan for a draft joint document proposes an analysis of the operational needs for EU tactical transport in the period 2030–2050, with the identification of opportunities for the development of FMTC in Europe. The tender, which asks for an evaluation of one or two aircraft, was signed in June 2022 and remained open until 24 November 2022. The chosen platform might well be a European derivative of Embraer's C-390M, which is an almost perfect fit and partly consists of key sub-assemblies already produced in Portugal and the Czech Republic.

SATOC on the other hand aims to fill the critical shortfall for the crucial larger, strategic transport of outsized and heavy cargo. The programme involves a 3-step approach, firstly identifying a sufficient number of project members, secondly harmonising requirements, and finally identifying and agreeing on a common European solution for the transport of outsized cargo.

Moscow's assault on Ukraine has also underscored the importance of outsized and heavy cargo transport, coupled with the fact that the destruction of several Antonov aircraft – including to the world's largest cargo aircraft, the An-225 Mriya – has further reduced access by armed forces in Europe to strategic airlift possibilities. That leaves the three C-17A aircraft of the Strategic Airlift Capability (SAC) based at Pápa Airbase in
Hungary as the segment's only alternative. In 2016, SAC, with its 12 participants (11 NATO, plus Sweden) moved to new facilities there, including the largest purpose-built C-17 hangar on the European continent, while a new C-17 simulator building is scheduled for construction in 2025.

This current two-fold harmonisation phase carried out by EDA is a positive development. However, as ever when it comes to European 'jointness', it has to be supported by a clear expression of interest for a fixed number of aircraft, so as to provide manufacturers (such as Airbus) some degree of visibility regarding the project's viability.

Ageing Fleets
Currently, EU Member States, the US Armed Forces, and also larger operators such as India, operate a wide range of tactical cargo aircraft, including the C-130H/J, C-390, C-295 and C-27J. Apart from the 180 units of the A400M, a modern strategic-tactical cross-over platform, and Embraer's C-390, a portion of these platforms will be approaching the end of their life cycle in the coming decade. This also is the case for rest-of-the-world fleets of Russian (or indeed Soviet-era) Il-76s, with the notable exception of a huge build-up to 100+ Chinese C-17 'sibling' Soloviev aircraft, powered by Xi'an Y-20A Kunpeng and Y-20B with domestic WS-20 engines. On 9 April 2022, six Y-20 aircraft landed at Belgrade's Nikola Tesla International Airport, delivering a shipment of FK-3 SAM-systems and on 28 June 2022, six Y-20 aircraft arrived in Afghanistan to deliver 105 tonnes of humanitarian aid in response to the June 2022 earthquake. In early 2023, one Y-20A was visiting as far away as Innsbruck in Austria's Alps, to support a Chinese mountain troop unit participating in a mountaineering challenge.

Coming from US manufacturers, there are three mainstays in operation, of which the strategic C-17 has been out of production for eight years now, and which continues to serve the armed forces of the UK, India, Australia, UAE and Qatar. A total of 52 C-5M life-extended Super-Galaxy aircraft have been re-delivered since 2018 and are set to transport the heaviest and largest US assets until 2040. A genuine replacement is not in sight, apart from the recent USD 235 M contract awarded in August 2023 to JetZero to produce a flyable full-size demonstrator of the radical tailless flying-wing blended-wing body (BWB) XBW-1 by the first quarter of 2027. However, the goal – so far at least – is to only demonstrate the capabilities of BWB technology, giving the DoD and commercial industry partners more options for their future air platforms. According to Air Force Secretary Frank Kendall, the USAF and NASA would also contribute to producing the test aircraft, as would JetZero's partner Scaled Composites, owned by Northrop Grumman.

India's Byzantine Projects
New Delhi is known to many aviation observers for its often large-scale and ambitious projects, which have been known to take a considerable amount of time to materialise. This is certainly the case regarding India's airlift capability, where the 2020 border stand-off with China has obviously changed the nature of airlift and support for the Indian Army in high-altitude areas.

New Delhi is looking to procure a light tank weighing up to 25 tonnes for deployment in the mountains, especially in Eastern Ladakh. This has resulted in a fresh look at procuring a medium transport aircraft (MTA) and resulted in a comprehensive study to identify the current and future payload-carrying requirements. A Request for Information (RFI) was issued to global manufacturers for aircraft in December 2022, with an unusually broad load-carrying capacity between 18 to 30 tonnes. Three companies responded with a 'Rough Order of Magnitude [ROM] cost of aircraft and associated equipment' for a batch of 40, 60, or even 80 aircraft until an extended deadline of 31 March 2023. The three included Airbus, with the A-400M with a maximum carrying capacity of 37 tonnes and with user Malaysia already in the region; Lockheed Martin with its C-130J (20 tonnes); and Embraer with the C-390 (26 tonnes). So far, and unsurprisingly, at present nothing has been decided with the MTA programme.

On the other hand, in September 2021, the Indian Defence Ministry signed a contract with Airbus and Space S.A., Spain, for the procurement of 56 smaller C-295MW transport aircraft to replace the decades-old Avro 748 and part of the An-32 aircraft fleet, executed in partnership with Tata Advanced Systems Limited (TASL), and with a final assembly line to be set up in Vadodara, Gujarat. The first C-295 aircraft was inducted into the Indian Air Force (IAF) on 25 September 2023. The IAF's hodgepodge transport fleet currently consists of over 100 An-32s, Avro 748s, IL-76 heavy transports (45–50 tonnes of payload) and IL-78 tankers, as well as 12 C-130J Super Hercules and 11 C-17 Globemaster strategic airlifters (70 tonnes).

The Indefatigable Hercules
The most numerous airframe type – and not only in the US inventory – remains Lockheed Martin's evergreen C-130 series; with the C-130J and stretched 30-model still in production at Marietta – not only for US forces – but currently also for a new customer, Germany. As the world's most widely operated tactical-transport aircraft, the 525 Super-Hercules delivered thus far (in 18 versions) have accumulated more than 2.5 million flight hours by 25 different operators in 21 countries. Lockheed Martin's Director of Air Mobility and Maritime Missions, Richard Johnston spoke to the author and emphasised that "the best replacement of the venerable Hercules is another, new built one".

For some users, including Australia and Indonesia, this seems straightforward and logical. However, in the case of Austria and its (ex-RAF) C-130K replacement for example, on 20 September, it was decided to procure four jet-powered Embraer C-390s instead. In this particular case, the requirements demanded the capability to transport the locally produced Pandur EVO IFV with mounted remote controlled weapon station (RCWS) or to airlift an S-70 Black Hawk helicopter. Vienna has decided to operate a 'supply and humanitarian military cargo airline.' Interestingly, the Austrian plan is to attempt to jump on a currently negotiated form of G2G agreement with the Netherlands, where five of the Brazilian 'new kids on the block' have already been selected. In addition to Portugal (with five ordered, one delivered) and Hungary (two in production), the Czech Republic and Sweden are expected to follow.

Embraer claims that its C-390 Millennium was developed together with the Brazilian Air Force to explicitly address the shortcomings of the C-130; however the Força Aérea Brasileira (FAB) will now receive 19 instead of the originally planned 28. Subsequently, there are enough slots for new customers who are 'in a hurry', including the Austrians who are against spending another EUR 30+ M on heavy maintenance, repair and overhaul costs. One of the three 1967 airframes was overhauled at OGMA in Alverca, Portugal last year, but on the other two – though satisfied with the quality – Vienna wanted to avoid this scenario, in light of the swift arrival of the C-390s.

Regarding Austria and Sweden, both countries were briefly looking for replacements of their decades-old C-130s on the used aircraft market, when they were examining Italian C-130Js from the early 2000s temporarily stored at Pisa. However, upon learning that their avionics-standard was 6.1 (new builds are 8.1 standard) both countries stepped back. Bahrain, however, received the first batch of ex-RAF C-130Js, which were retired early in 2023 since they are 20+ years old. Even older airframes have entered service elsewhere, with the Polish Air Force in 2021 taking on five C-130Hs built in 1985 and stored in the Arizona desert since 2017, via a grant from the Pentagon's Excess Defense Articles programme for USD 14.3 M. This covers the cost of aircraft regeneration and retrofits, which includes a replacement of the centre wingbox. The five aircraft should all enter operational service at the 33rd Transport Air Base at Powidz by 2024, and still be 15 years younger than the previously operated 'stone-age' E-model Hercules acquired in 2012.
