European airlift course kicks off in Bulgaria

This year's first edition of the European Advanced Airlift Tactics Training Course (EAATTC) just started in Plovdiv, Bulgaria. Academic sessions and live missions will take place until 3 April 2015, with graduating crews joining from four EU countries.


Initiated by the European Defence Agency and run by the European Air Transport Command, the EAATTC series of courses aim to provide air transport crews with a robust airlift tactics training syllabus in order to enhance interoperability between European air forces. EAATTC 15-1, hosted by the Bulgarian Air Force in Plovdiv, has started today with the first academic sessions and familiarisation flights.

Four countries are joining EAATTC 15-1 with their tactical transport aircraft: Bulgaria (1 x C-27J), Germany (1 x C160), France (1 x C-130) and Italy (1 x C-130J). Due to other operational commitments, Czech Republic and the Netherlands were not able to contribute with aircraft as initially planned.

Over the next days, the complexity of the academic training and the flying sorties will gradually increase. At the end of the course, graduating crews will be presented with a certificate based on the completion of a commonly-agreed syllabus.

The EAATTC series of courses is one of the deliverables of the European Air Transport Fleet partnership, launched in 2011 by 20 participating nations under the framework of the European Defence Agency.

EDA holds first C-27J pooled maintenance and training meeting

The European Defence Agency recently held a meeting with European C-27J Spartan operators in order to identify potential solutions to support this user community.


Representatives from the community of European C-27J users attended this meeting which was held last month at the European Defence Agency (EDA) premises in Brussels. Bulgaria, Italy, Romania as well as Greece and Lithuania currently operate the C-27J Spartan twin-engine tactical transport aircraft. "EDA is an ideal forum to harmonise requirements of the European C-27J community", Pete Round, EDA Capability, Armament and Technology Director, stresses. "Together with Member States, we can identify ways to enhance the global C-27J capability through a variety of pooling & sharing initiatives", he adds. "It also fits perfectly in the EATF partnership signed in 2011 by 20 Member States."


Cooperation opportunities

Over the course of the meeting, EDA put forward three main domains in which cooperation could yield significant benefits for the European C-27J user community: training, logistics and operations. Various ideas were put on the table, such as the pooling of C-27J simulators, the sharing of spare parts or the optimisation of the different mission kits currently used by Member States for their aircraft (fire-fighting, command and control, medical evacuation, etc.)

Participants agreed to meet again early in 2015 to discuss the way forward and assess the potential for joining existing EDA Pooling & Sharing mechanisms, such as the "Sharing of Spare Parts" project. Meanwhile, EDA stands ready to facilitate the establishment of relevant ad hoc projects in accordance with the "à la carte" mindset of the Agency.

Synergies

European C-27J users have already been involved in other EDA initiatives, such as the EATT (European Air Transport Training) series of exercises. Earlier this year, Lithuania and Bulgaria deployed C-27Js as part of EATT14, which was held in Plovdiv, Bulgaria.

This EDA initiative aims to complement existing cooperative efforts such as the European Air Transport Fleet (EATF) partnership, the Spartan User Group, which also gathers non-European C-27J users, and the European Air Transport Command (EATC) which was recently joined by Italy who offered to "pool" some of its C-27Js through this operational command.

European Air Transport Fleet enters new phase

Launched four years ago by 20 participating nations, the European Air Transport Fleet (EATF) partnership has now entered its second phase. The initiative is expected to grow based on the building blocks that have already been put in place.

With an objective to address the airlift shortfall in the European Union, the European Air Transport Fleet (EATF) partnership – initiated in 2011 as a European Defence Agency (EDA) programme – aims at developing cost-effective solutions to optimise the use of existing and future national fleets of military transport aircraft in Europe. A three-phase strategy has been agreed upon to achieve that ambitious objective.

"The first phase of the EATF strategy, which ran from 2012 to 2014, has now effectively come to an end", Laurent Donnet, EDA Project Manager Airlift & Air-to-Air Refuelling, explains. "This allowed us to lay out the partnership's foundations with a number of tangible deliverables and activities such as the harmonisation of diplomatic clearances mechanisms and procedures, but also live exercises and training events", he adds.


Growing interest

A testimony to this successful first phase, the European Air Transport Training (EATT) events organised in Europe keep gathering more and more participants, with 14 aircraft and 30 crews expected to join the next edition in June 2015. This year, three editions of the European Advanced Airlift Tactics Training Course (EAATTC) will also take place, as well as three European Air Transport Instructor Courses and the annual European Air Transport Symposium (see below).

European Air Transport Fleet

The European Air Transport Fleet project (EATF) is designed to improve the airlift provision in the European Union. EATF provides a flexible and inclusive partnership for national and multinational military air transport fleets and organisations in Europe. It addresses the way different air transport assets are acquired, operated, supported, and managed to ensure this is done in the most efficient way possible. The long term vision of the EATF is to establish a robust network linking various European air transport entities aiming at the efficient employment of all present and future air transport capabilities made available by the pMS for military needs, regardless of type or origin.

Project goals

To improve the airlift provision within the European Union
To develop concrete solutions to better use existing and future airlift assets and organisations made available by the pMS to meet military operational requirements
To be able to transport any personnel/equipment by any asset with a minimum of constraints
To address the way different types of air transport assets are acquired, operated, supported and managed in the most efficient way


Detailed description of the project

As described in the EATF Programme arrangement (PA) signed on 23 May 2011 the management and implementation of the EATF-programme is achieved by a governance structure consisting of a Management Committee (MC) – meeting twice a year - for strategic guidance and Project Management Groups (PMG) to manage EDA Ad Hoc Cat B projects. Ad hoc working groups (AHWG) also exist to start developing projects potentially to become CatA or CatB projects at a later stage or to address issues participants want to discuss.

Currently only one PMG is activated developing the legal framework for a future training centre which will manage EATTs and EAATCs as well as symposia as from mid-2016. On the side of the AHWGs the main one is the AHWG Operations and Training (AHWG O&T) dealing with all issues regarding airlift operations and training that pMS want to address,  out of which the most important ones are EATT, EAATTC, EATIC and EATS. The second AHWG is the one dealing with diplomatic clearances (AHWG DIC) which is managing the diplomatic clearances Technical Arrangement (DIC TA).

De veertien wielen van een Franse A400M hebben op 12 augustus in Melsbroek voor het eerst het Belgische tarmac geraakt. Het Europese luchttansportcommando EATC schakelde het toestel in om Belgisch en Frans materieel vanuit Canada te vervoeren.

EATC welcomes additional aircraft

Since beginning of this year EATC has taken over Operational Control (OPCON) of to the Belgian Air Forces' VIP aircraft.
So far EATC operated its VIP flights preferably with a Dutch Gulfstream IV aircraft, which will be decommissioned (as planned) in the following months.

Introducing seven additional aircraft

The two Dassault Falcon DA - 20 are mainly used for VIP flights, but can also operate medium or short range air transport (AT). With max. 8 passengers onboard, the aircraft has a flight range of maximum 5.000 kilometers.
As a more strategic AT variant, the DA - 900 can operate on a maximum of 6.500 kilometers with 12 passengers onboard - equipped with an exceptional comfort.
Furthermore the Belgian contribution to EATC contains two Embraer ERJ 135 as well as two ERJ 145 aircraft. The two Embraer Regional Jet (ERJ) 135 have a capacity of 34 passengers. The other two type ERJ 145 have a capacity of 49 passengers. Only the number of passengers and the length of the fuselage are different - for the rest both aircraft types technically are identical. The Embraer ERJ 135 (length 26.33m) and ERJ 145 (length 29,87m) are mostly used to transport passengers and cargo within Europe.
All four aircraft types can be equipped with up to three PTU's in order to conduct Aeromedical Evacuation missions as well.

Europees luchttransport komt van de grond
Het Europees Luchttransport Commando (EATC) is volledig operationeel. Dat bekrachtigde generaal-majoor vlieger Claude Van de Voorde officieel op 28 november 2013. Op drie jaar tijd ontwikkelde de staf in Eindhoven zich tot een volwassen instituut met voldoende personeel, materieel en een goed netwerk.
"Het Europees Luchttransport Commando heeft zijn doelstellingen behaald en beschikt vanaf nu over een volledige operationele inzetbaarheid", verklaart generaal-majoor vlieger Van de Voorde, de voorzitter van het Militaire Luchttransport Comité. In de kleine zaal van het EATC-gebouw in Eindhoven flitsen fototoestellen onophoudelijk wanneer hij de declaratie ondertekent. "Dankzij het EATC delen Duitsland, Frankrijk, België en Nederland hun militaire transportvliegtuigen optimaal. Zowel in vredes- als oorlogstijd kunnen de lidstaten op elkaar rekenen om materieel of personeel te vervoeren."

Drie jaar geleden zag het EATC het zonlicht. De wil om samen te werken op het vlak van militair luchttransport bracht de vier landen samen. Nu zou ook Spanje willen toetreden en toont Italië interesse in de organisatie.

De organisatie staat bovendien voor grote uitdagingen. De Airbus A400M zal binnenkort de C-130 Hercules vervangen. Ook moeten de lidstaten hun interne werking nog meer op elkaar afstemmen, bijvoorbeeld voor de rustperiodes van de piloten. Het EATC heeft dus nog veel groeipotentieel.
