Bovendien is vanwege de urgentie de aanschaf van "kant-en-klare" boten vereist, die "al zijn ge?ntroduceerd bij een andere marine - idealiter in een marine van een lid- of partnerstaat van de NAVO".

Aangezien er geen sprake is van een ontwikkelingsoplossing, gaan waarnemers van het project ervan uit dat het zal resulteren in een duel tussen het "Watercat M18 AMC" -systeem van de Finse fabrikant Marine Alutech en de "Combat Boat 90" van het Zweedse bedrijf Saab. Beide systemen worden ge?ntroduceerd in de respectievelijke krijgsmachten.

Vier jaar na Franse winst nog geen korvetten voor Roemeni?, vijfde deadline verloopt vandaag

Opnieuw heeft Roemeni? een ultimatum gesteld aan de Franse werf Naval Group en de Roemeense partner Constanta Naval Shipyard om tot overeenstemming te komen. De combinatie won bijna vier jaar geleden de aanbesteding en mag vier korvetten voor de Roemeense marine bouwen, maar tot een onderling contract kwam het niet. Eind deze week moeten de twee werven tot een akkoord komen. Dat biedt kansen voor nummer twee, Damen.

Heeft iemand hier enig idee waarom de normaliter zo voortvarende Fransen nu opeens 4 jaar nodig hebben voor een contractondertekening?

Maar als de Roemenen denken dat Damen nog de prijzen van 4 jaar geleden kan bieden dan mogen ze zelf de grondstoffen gaan aanleveren, vermoed ik zo.

Ik ken de exacte details natuurlijk niet, maar in het artikel staat dat er 4 jaar geleden bekend gemaakt is dat Naval Group in samenwerking met Constanța Naval Shipyard de 4 Gowind 2500 korvetten mocht gaan bouwen. Maar er zouden tussen de twee partners ''financi?le misverstanden'' zijn ontstaan waardoor de contract ondertekening vertraging heeft opgelopen. Afgelopen jaar heeft het Roemeense MinDef de partijen opgeroepen om het contract te ondertekenen, de termijn hiervoor is meerdere keren verschoven maar tot op heden is er niks getekend. Daarom hebben de partijen nu nog tot aankomende vrijdag de tijd om alsnog te tekenen.

Een belangrijk detail aan dit probleem is dat recent Roemenie ook de aankoop van twee Scorpene klasse onderzeeboten heeft aangekondigd, deze worden ook gebouwd door het Franse Naval Group. Dus als het korvetten project zou klappen kunnen ze die 2 onderzeeboten mogelijk ook wel eens herbekijken. Het gaat om het bedrag van 1,2 miljard Euro voor de 4 korvetten + 2 miljard voor de 2 onderzeeboten. Ik weet zeker dat Damen (met haar partners Saab) beide projecten zou willen wegkapen bij de Franse concurrent.


* Ik heb wat terug gezocht op de Roemeense website en daar gaan ze iets dieper op de problemen in, dit artikel dateert van Januari 2023.

Dit is een aanbesteding uit 2016 en toen is er een vaste prijs afgesproken voor de bouw van de 4 korvetten.  Dat betekend dat de staal prijzen flink gestegen zijn sinds die tijd (2016 - 2021 was dat al 117%) dit schijnt een van de problemen te zijn waar men nu tegen aan loopt. De Roemeense defensie zegt dit is de afspraak en daar bouw je het voor, NG is het daar niet mee eens.

En ik betwijfel of Damen de prijs handhaaft die men in 2016 op tafel gelegd heeft, mogelijk gaat het vasthouden enkel om de bouw periode  en het ontwerp wat toen aangeboden is.

In the summer of this year, it will be exactly 4 years since the Ministry of National Defense declared the association between the French @navalgroup and the Santierul Naval Constanta (SNC) as the winner of the tender for the "Multifunctional Corvette" program. Based on the program, four Gowind 2500 class corvettes should have been built, which should have ended up in the equipment of the Romanian Naval Forces. "At the end of this week we are waiting for the answer from the French side after which the next one placed in the auction (@damen 's SIGMA 10514) will be requested. Depending on the decision that will be taken (not if the association will sign the agreement) we will know what we have to do next" , stated Minister Angel T?lvăr. En volgens het artikel heeft Damen enkele maanden geleden het bod van de SIGMA 10514's bevestigd voor dezelfde prijs en daar boven op een versneld bouw traject aangekondigd door het gebruik van beide Damen werven in Roemenie. Dat kan wel eens een hele slimme zet zijn van Damen.

Hanwha Ocean Unveils KDDX-S Destroyer Design

At MADEX 2023, the international maritime exhibition held last in Busan, South Korea, Hanwha Ocean showcased several new ship designs. One of them was the KDDX-S Smart Destroyer.

KDDX-S is intended to replace the KDX II Chungmugong Yi Sun-sin-class destroyers of the ROK Navy

One of the most discussed topics at MADEX 2023 was MUM-T (man, unmanned teaming), and Hanwha Ocean (known until recently as DSME) presented a new destroyer design known as ?KDDX-S?. KDDX-S is designed to act as a mothership and play a key role in the MUM-T concept of the ROK Navy known as ?Navy Sea Ghost?.

As its name infers, KDDX-S is based on DSME?s KDDX design proposal. Note however that DSME lost to rival HHI for the KDDX basic design. As previously reported by Naval News, South Korea?s DAPA selected HHI at the end of 2020 to carry out the basic design of the next generation destroyer of the Republic of Korea (ROK) Navy.

However Hanwha Ocean believes its KDDX design (which we covered at MADEX 2019) features many qualities which may be a strength for the upcoming KDDX-S competition. KDDX-S ships are set to replace the KDX II (Chungmugong Yi Sun-sin-class) destroyers. Six ships of the class are currently in service with the ROK Navy.

Talking to Naval News at MADEX 2023, Kyong-honn Min, Principal Engineer in the Naval & Special Ship Basic Design Team at Hanwha Ocean explained that the ?S? in KDDX stands for ?Smart?. He confirmed that the KDDX-S design is based on DSME?s KDDX design, although the hull form may be different.

Hanwha Ocean?s KDDX-S sits currently at 7,000 tons of displacement with a length of 145 meters, a width of 17.6 meters and a draft of 9.8 meters.





KDDX-S weapon and sensor systems

The new KDDX-S design features an inverted bow known to maximize hull speed while keeping the length of the hull reduced. The 5-inch main gun is encapsulated like the Zumwalt-class destroyer?s AGS (Advanced Gun System) to meet low RCS requirements. The model features a laser weapon system forward and two K-VLS zones: One forward of the bridge with 48 cells and one located amid-ship with just 4 cells (these may be the larger K-VLS II cells however, able to launch a land attack cruise missile).

The anti-ship missile launchers (2?4) located right behind the mast are enclosed inside the superstructure to maximize stealth. The missile canisters are raised right before launching the missiles (in a similar fashion to the NSM launchers fitted aboard Norway?s Skjold class corvettes). KDDX-S is fitted with lightweight torpedo launchers for anti-submarine warfare (as well as a Wildcat ASW helicopter).

For self-protection, the KDDX-S scale model on display at MADEX 2023 features two MASS chaff decoy launchers by Rheinmetall, two Korean anti-torpedo decoy launchers by LIG Nex1 and one CIWS-II by LIG Nex1 placed on top of the helicopter hangar.

The model also features the I-MAST integrated mast by Hanwha Systems already selected for the KDDX. The KDDX-S is set to feature EOTS and a towed array sonar too.



Drone Mothership

The destroyer features a dedicated cargo bay to accommodate, deploy and retrieve a wide range of ?UxV? uncrewed systems: Unmanned Surface Vessels (USV), Unmanned Underwater Vehicles (UUV) and Vertical Take Off (VTOL) Unmanned Aerial Vehicles (UAV). The ?UxV? area on the destroyer scale model showed the presence of two USV, two Camcopter S-100 type VTOL UAV, two XLUUV and a large RHIB. According to Kyong-honn Min, this area on the scale model was just to show the concept of KDDX-S as a mothership for MUM-T. The ?UxV? area will change extensively as the design matures.

Work on KDDX-S started in 2019 with a feasibility study for the ROK Navy. Three alternatives were being looked. In 2023 one of the alternative was downselected to prepare for the KDDX-S development. Several key aspects of the vessel will be studied during this new phase: Pre-study of operational concept, stealth hull form, laser gun feasibility study, anti-drone system feasibility study, launch and recovery system for the ?UxV?, command and constrol for the ?UxV??

The program will enter preliminary design phase in 2024. Naval News understands Hanwha Ocean will compete against HHI for the basic design contract to be awarded by DAPA. HHI wasn?t showcasing its KDDX-S design at MADEX 2023.

No, not at all. BAE and the Ministry of Defence haven?t commented on this and while the reveal of a potential Type 83 Destroyer concept image may have been unintentional, it has undoubtedly captured the imagination of naval enthusiasts.

Remember, the Type 83 destroyer programme is still in the pre-concept phase.

I spy with my little eye: BAE presentation reveals interesting next-gen Destroyer concept



Australia isn?t alone in facing questions about the amount of firepower available to our surface fleet and recognising this, it appears that BAE Systems has been quietly working away on a next-generation destroyer concept building on the Type 26 base, with some impressive results.

As an island nation, Australia?s sovereignty, security, and prosperity is intrinsically linked to our maritime surrounds and the uncontested and unmolested access to the global maritime commons.

Driven in large part by the continued expansion of Beijing?s own already formidable naval forces, coupled with the rising capability of emerging powers throughout the Indo-Pacific, the relative power and capability of the Royal Australian Navy?s surface fleet has been called into question.

Front and centre for these concerns is the declining number of missile cells and accordingly firepower the Royal Australian Navy can bring to bear at any given time. This reality has drawn the attention of many strategic policy analysts, thought leaders, and policymakers as the nation grapples with how best to equip the Navy.

Detailing this truly terrifying state of naval firepower, former Chief of Navy, Vice Admiral (Ret?d) David Shackleton explains, ?In 1995, the Royal Australian Navy possessed 368 missile cells on its major surface combatants. By 2020, that had reduced to 208, a 43 per cent reduction in firepower. It will take until 2045 for the Navy to get back up to its 1995 capacity. From 2050, it will plateau at 432, a net increase of 64 cells.?

Unpacking this further, this time focusing on the number of hulls at sea, VADM (Ret?d) Shackleton adds, ?By 2006, when the RAN?s final Anzac frigate, HMAS Perth, was commissioned, the class had 64 cells, but the ESSMs they contained were to be used for self-defence. In the interim, two of six older Perry Class ships were decommissioned to provide funds to upgrade the remaining four, including adding eight VLS cells. That gave each ship 48 cells, and an improved capability with the longer-range SM-2. After modernisation, the Perry Class went from six ships to four, but the total number of cells went from 240 to 192.

?In 1995, the RAN operated three guided missile destroyers, six guided missile frigates and the first of eight smaller frigates, with 368 missile cells in all, the most it has ever possessed. By 2020, the combined effect of several force structure changes meant that across its fleet of eight Anzac Class and three Hobart Class surface combatants, the RAN could provide only 208 cells,? Shackleton adds.

Recognising this serious shortfall in the face of mounting challenges and adversary capabilities across the Indo-Pacific, the Albanese government?s Defence Strategic Review has moved to reshape the Royal Australian Navy into a flexible, future-proofed force capable of meeting the tactical and strategic operational requirements placed upon the service by the nation?s policymakers.
