Misschien zou het goed zijn om de Mobiele eenheid van de Politie meer hierop te trainen ipv alleen maar gericht op rellen.

De eerste weerstand zal moeten worden geboden door de politie en hopelijk hebben die ook teams geformeerd voor dit soort scenario's. Zaak is dat de ernst direct wordt onderkend en er snel wordt gecommuniceerd en opgeschaald. Maar dat het een dramatische gebeurtenis zal worden staat al bij voorbaat vast. Omdat het zo ontzettend eenvoudig is uit te voeren is het voor mij 1 van de scenario's die ik het meeste vrees.

Japan waarschuwt reizigers naar Europa

AMSTERDAM - Japan heeft maandag een reiswaarschuwing uitgevaardigd voor Japanners die naar Europa willen reizen.

Het ministerie van buitenlandse zaken in Tokyo raadt Japanse burgers aan voorzichtig te zijn bij het gebruik van openbaar vervoer en het bezoeken van toeristische trekpleisters.

Eerder waarschuwden de Verenigde Staten en Groot-Brittannië voor een mogelijke terreuraanval door Al-Qaida of andere groeperingen.

Maandag arresteerden de Franse autoriteiten een man van middelbare leeftijd, die verdacht wordt van verschillende bommeldingen in Parijs. Zo zou de man telefonisch hebben gewaarschuwd voor een bomaanslag op het Parijs station Saint-Lazare. In de Franse hoofdstad werden in een maand tijd negen bommeldingen gedaan.

Dreigingsniveau

Vorige week zei een bron binnen de Pakistaanse inlichtingendienst dat acht Duitsers en twee Britse broers namens Al-Qaida plannen beraamden voor een aanslag in grote Europese steden. De voorbereidingen zouden zich nog in een vroeg stadium bevinden, waarin de verdachten kennissen in Europa belden voor de logistieke afhandeling van het plan.

Het Amerikaanse ministerie van buitenlandse zaken waarschuwde honderdduizenden Amerikaanse ingezetenen in Europa voorzichtiger te zijn.

Het Britse ministerie van buitenlandse zaken waarschuwde reizigers naar Frankrijk en Duitsland dat het dreigingsniveau voor een terreuraanslag in die landen hoog is.

The State Department alerts U.S. citizens to the potential for terrorist attacks in Europe.  Current information suggests that al-Qa'ida and affiliated organizations continue to plan terrorist attacks.  European governments have taken action to guard against a terrorist attack and some have spoken publicly about the heightened threat conditions.

Terrorists may elect to use a variety of means and weapons and target both official and private interests.  U.S. citizens are reminded of the potential for terrorists to attack public transportation systems and other tourist infrastructure.  Terrorists have targeted and attacked subway and rail systems, as well as aviation and maritime services.  U.S. citizens should take every precaution to be aware of their surroundings and to adopt appropriate safety measures to protect themselves when traveling. 

We continue to work closely with our European allies on the threat from international terrorism, including al-Qa'ida.  Information is routinely shared between the U.S. and our key partners in order to disrupt terrorist plotting, identify and take action against potential operatives, and strengthen our defenses against potential threats.

We recommend U.S. citizens register their travel plans with the Consular Section of the U.S. Embassy through the State Department's travel registration website.  Travelers may obtain up-to-date information on security conditions by calling 1-888-407-4747 toll-free in the U.S. and Canada, or on a regular toll line at 1-202-501-4444 from elsewhere in the world.

VS overwegen aanpassing reisadvies Europa

WASHINGTON - Amerikaanse reizigers moeten alert zijn als ze naar Europa gaan. De Verenigde Staten overwegen dit advies zondag uit te vaardigen, meldde zaterdag een Amerikaanse functionaris die anoniem wilde blijven.

Amerikanen zal dan worden aangeraden grote menigtes te mijden, berichtten Amerikaanse media.

Aanleiding is het feit dat westerse inlichtingendiensten afgelopen week naar buiten brachten een al-Qaedacomplot te hebben ontrafeld. Het terreurnetwerk zou aanslagen willen plegen op steden in Duitsland, Frankrijk, Groot-Brittannië en de VS op dezelfde manier als in Mumbai.


In de Indiase stad schoten in 2008 zwaarbewapende moslimextremisten 160 mensen dood. Bij het huidige complot zouden ook teams van gewapende mannen naar drukke plaatsen worden gestuurd om zo veel mogelijk burgers dood te schieten.

Een zogeheten 'travel alert' is een stapje lager dan een reiswaarschuwing. 'Travel alerts' worden gebruikelijk gegeven bij specifieke korte gebeurtenissen, zo staat op de website van het Amerikaanse ministerie van Buitenlandse Zaken.

Bij een 'travel alert' is het niet zo dat de autoriteiten een bezoek aan de bestemming afraden. Het reisadvies kan negatieve gevolgen hebben voor het Europese toerisme als Amerikanen vrezen voor een terroristische aanval en hun reizen annuleren.

Complot

Volgens functionarissen is het complot nog niet tot stilstaan gebracht, maar zijn de aanslagen niet direct op handen. Er zouden nog geen arrestaties zijn verricht, maar meerdere individuen worden in de gaten gehouden. Onder hen zijn Britse burgers van Pakistaanse komaf en Duitsers van Afghaanse origine.

Eerder zeiden Amerikaanse functionarissen dat al-Qaedaleider Osama bin Laden zelf bij de plannen betrokken is. Recente aanvallen met Amerikaanse onbemande vliegtuigjes in Pakistan zouden zijn gericht tegen al-Qaedastrijders die achter de plannen zitten. De VS sporen Pakistan aan de militanten op te pakken.

Hoewel mijn voorspelling gelukkig niet altijd uitkomen zie ik deze aanslag toch als het voorland wat ons in het Westen mogelijk ook te wachten staat. Het is 1 van de scenario's waar ik al eerder over sprak, die met relatief weinig middelen (middelen die ook hier op de zwarte markt goed te verkrijgen zijn) uit te voeren zijn en voor maximale angst en paniek zorgen. Het artikel rept er niet over dat er waarschijnlijk ook scherpschutters onder de aanvallers waren. Want er zijn hoge Indiase veiligheidsofficieren gedood van afstand. Dit gaat andere extremistische groepen en cellen in de wereld zeker inspireren. Zorgelijk!!

En wij... Nederland, zijn veilig en slapen rustig door. Per slot van rekening stonden we blijkbaar niet op het terroristenlijstje.

Dat zijn verontrustende berichten, ook moeilijk om je daar tegen te verdedigen omdat het in principe overal kan plaatsvinden als je bijvoorbeeld Londen of parijs extra beveiligd met militairen (politie agenten zouden weinig kunnen uitrichten met hun pistool) dan slaan ze
wel toe op een andere plaats.
Voor dit soort dingen heb je veel militairen nodig op veel verschillende plaatsen...en wij...Nederland hebben toch daar de manschappen niet
voor...dus moet er meer geld naar defensie omdat het politieapparaat hier niets tegen kan doen.

A commando-style terror plot that allegedly called for simultaneous attacks in multiple European cities has been disrupted, a senior U.S. intelligence official told Fox News late Tuesday, after the CIA launched a barrage of drone strikes in Pakistan to help thwart the plot.
The plan allegedly included attacks on hotels frequented by Western tourists in London, as well as cities in France and Germany, and was in an "advanced but not imminent stage," Sky News reported. The plotters were purportedly of Pakistani or Algerian origin and have been trained in Pakistan's tribal areas.
While officials are still working to understand the plot, a leading concern is that the plotters were modeling their European assault on the 2008 attack in Mumbai, India, in which armed gunmen killed more than 200 people in coordinated attacks at hotels and other easily accessed venues, current and former officials said.
Several U.S. officials told The Wall Street Journal they haven't seen a terror threat as serious as the European plot for many years. "This isn't just your typical Washington talk about how the threats have evolved. People are very concerned about what they're seeing," the counterterrorism official said.
"There have been a succession of terror operations we've been dealing with over recent weeks but one to two that have preoccupied us," said one British government official who spoke to The Associated Press on condition of anonymity because of the sensitivity of his work. "Still, it hasn't been to the degree that we have raised the threat level."
The CIA had stepped up drone strikes in Pakistan in an effort to help thwart the plot. The more than 20 strikes this month represent a monthly record, according to a tally by the New America Foundation.
"We know [Al Qaeda] wants to attack Europe and the United States," Director of National Intelligence James Clapper said in a statement late Tuesday. "We continue to work closely with our European allies on the threat from international terrorism, including Al Qaeda."
Since the Sept. 11 terror attacks in the United States nine years ago, Al Qaeda has moved outside of Afghanistan and Pakistan to other countries such as Somalia and Yemen.
German officials denied Tuesday they had intercepted threats, saying there had been no change to their threat level.
Without speaking directly of the European plot, Homeland Security Secretary Janet Napolitano warned last week such attacks on publicly accessible areas are a major concern.
European governments have not commented on what plots may have been disrupted, though security officials in Britain have said that the Obama administration's stepped-up attacks in Pakistan has disrupted the ability of Al Qaeda in Pakistan to plan terrorist strikes on the west.
A suspected U.S. missile strike on Tuesday killed four militants in northwest Pakistan's South Waziristan region, just across the border from Afghanistan, intelligence officials said. There was no word on the identities of those killed in the attack.
A counterterrorism official, who is familiar with the drone strikes and the details of the Europe terror plots, said Tuesday that the missile strikes in Pakistan are "a product of precise intelligence and precise weapons. We've been hitting targets that pose a threat to our troops in Afghanistan and terrorists plotting attacks in South Asia and beyond."
In Paris, French police on Tuesday closed off the surroundings of the Eiffel Tower, France's most visited monument, after a bomb threat was called in. Officers pulled red-and-white police tape across a bridge leading over the Seine River to the monument. Officers stood guard.
Bomb experts combed through the 1,063-foor tower and found nothing unusual, the Paris police headquarters said. Tourists were let back inside about two hours after the structure was emptied.
Jean Dupeu, a 74-year-old Paris retiree, had planned to go to dinner in the tower but found himself looking for another restaurant.
"It's surely a bad joke," he said of the threat, adding, "Now is not a good time."
National Police Chief Frederic Pechenard said last week that authorities suspect Al Qaeda's North African branch of plotting a bomb attack on a crowded location in France. His warning came after Al Qaeda in the Islamic Maghreb, or AQIM, claimed responsibility for the Sept. 16 abduction of five French nationals and two Africans in northern Niger.
The French parliament voted this month to ban burqa-style Islamic veils in France, a subject that has prompted warnings by AQIM. Counterterrorism officials say that is just one of several factors contributing to the heightened threat.
At the Eiffel Tower, an anonymous caller called in a warning to firefighters, the Paris police headquarters said. The company that runs the monument asked police to evacuate it.
Police responded to a similar false alert at the tower on Sept. 14, also following a phone threat. On Monday, the bustling Saint Lazare train station in Paris was briefly evacuated and searched.
As soon as the latest bomb alert ended, huge lines of eager tourists immediately formed under the tower.
Mike Yore, 43, of Orlando, Florida, was among those waiting in line at the 121-year-old iron monument.
"There's no bomb that can blow this thing up," he said.
