Belgian and Luxembourg air forces receive final Airbus A400M Atlas 
( ik snap nog steeds niet dat ze 8 stuks besteld hebben van deze grootte, voor mijn gevoel veel te groot "lomp" als enigste transporter. Goed dat ze nu een kleiner toestel als boodschappen wagen willen gaan aanschaffen. Maar ik denk wel dat ik persoonlijk dan voor een MC-390 had gekozen ipv de C-295.

The last Airbus A400M Atlas was handed over to the Belgian and Luxembourg air forces at Melsbroek Air Base (east of Brussels) on February 20, 2024, concluding an order for eight units managed through OCCAR.

Ministers of Defense Ludivine Dedonder of Belgium and Yuriko Backes of Luxembourg emphasized the close collaboration between their nations in this A400M acquisition and operation project, which saw seven aircraft allocated to Belgium and one to Luxembourg.

Italian MoD Looking To Charter Civilian Oil Tanker

The Italian MoD's Naval Armament Directorate (NAVARM) has issued a European Union restricted procedure tender for an exclusive year-long chartering with a civilian crew of a crude oil tanker for the services of storage and distribution of F76 naval fuel at the Italian Navy's naval bases and the subsequent procurement of the same platform by the service.

The accelerated tender for a total value of €7.4 million "was launched for the temporary unavailability of fixed installations for the storage and distribution of air-naval fuels in the naval bases of the Italian Navy," the tender documentation explains. This "is leading to various critical issues of capacitive nature in the specific sector, in particular in the bases of La Spezia and Brindisi."

The strategy developed to compensate for this capacity gap, according to NAVARM, "involves the procurement of a tanker available on the market capable of providing the necessary services, subject to an initial chartering period of one year aimed at ensuring in the shortest possible timeline the storage and distribution of naval fuel, and the necessary training activity for the operational, technical and logistical management of the platform by Italian Navy personnel," once the ship will be transferred to the service after the year-long charter.

The parties interested in the tender have to make questions and respond to them by 11 March 2024. The tender is divided into two phases: Phase 1 regards the exclusive year-long (365 days) chartering service with a civilian crew of the selected oil tanker, which remains in the ownership of the provider. The contract operations should start by the beginning of July 2024.  Once the year-long chartering service is completed, the provider has to conduct all the necessary maintenance and dock activities and obtain the confirmation/renewal of the Condition Assessment Programme level 1 (CAP1) certificate by the ship classification society in 60 days. Once obtaining it, the ownership transfer will be completed in 30 days with the delivery of the naval platform at La Spezia Naval Base. The contract covers a warranty period for the maintenance activities of one year after delivery.

According to the tender documentation, the offered naval platform should be registered under the Italian or one European Union (EU) member state's Fleet Register and the owner/management company should have a registered office in Italy or an EU member state. During the charter period, as part of the offered service, the ship should be manned by a civilian crew with proven experience in bunkering activities in Italian ports, and the personnel should have an EU passport and speak fluently Italian, while the provider will have to respect all the EU labor and safety regulations.

The naval platform should have the C-OIL Tanker class notation by a ship classification society belonging to the International Association of Classification Societies (IACS) and to be inspected to be certified according to the latest Oil Companies International Marine Forum (OCIMF) Harmonized Vessel Particulars Questionnaire. It should feature an overall max length of 80 meters, a max beam, and draught of respectively 15 and 6 meters, a propulsion system based on two diesel engines on two shaft lines capable of ensuring a speed at full load of circa 10 knots with Sea State 3. The platform should have an autonomy of 3 days and fuel to ensure at least 2,000 nm endurance. It should have a 4-to-6-meter tender RHIB.

The crude oil tanker, which should have been built in the last 20 years, should comply with the prescriptions of the RINA classification (or equivalent) rules in terms of ship stability, maneuverability, and sea keeping, but not have a combat system as it should not be part of naval groups and won't be deployed in scenarios characterized by threats.

The ship should have bow and stern mooring areas and be capable of being moored with ships on each side. The platform should have one or plus bow thrusters and a propulsion control station on the bridge wings. It should have accommodations and services for at least 10 persons (of which at least two are dedicated to Italian Navy personnel) with a medical first aid premise, galley, and mess.

It should have a cargo capacity of not less than 2,300 m³ of F76 naval gasoil divided in at least 8 storage tanks (in addition to the fuel for the ship operations), with two primary and secondary pumps and fuel embarkation/delivery stations amidships and all the equipment for intra-storage tanks fuel transfer and measurement. With the fuel provided by the Italian Navy, the ship will receive and deliver it at naval platforms, barges, and vehicle tankers of the Italian Navy. These services should be provided with a minimum notice of 6 hours, mainly at the La Spezia naval base (with sailing up to the nearby coastal depot) without excluding the possibility to provide the same services in the Brindisi naval base. The tender also indicates the potential services request in other national ports after consultation with the service provider. 

The chartering service is based on an average of 10 refueling operations (min 3, max 30) of 10 to 2,000 m³ each per month and respectively 1,300 m³ (min 100 and max 3,600 m³) and 15,000 m³ of fuel transferred monthly and yearly. The harbor piloting, tugs, mooring services, and taxes are paid or provided by the Italian Navy at naval bases and national ports.

The new platform should further comply with a series of international conventions in terms of safety, environmental respect, crew security, and welfare including the EU regulation n. 471/2002 regarding the double hull adoption or the equivalent technology for the single hull crude oil tanker as modified by the EU regulation n. 1726/2003, SOLAS 1974 as subsequently amended, LOAD LINE 1966 and TONNAGE 1969 as amended, MARPOL 1973/1978 and follow-on amendments, COLREG 72, maritime labor convention certificate 2006, CO2 emission monitoring, communication and verification, renewable fuels and low emissions in addition to insurance regulations. 

During the chartering period, the Italian Navy will train its personnel on board the ship to be ready to delivery in the contract's Phase 2. After the above-mentioned 60-day maintenance and docking activities, the ship should be transferred to the Italian Navy for her manning and operations. 

For the record, the Japanese Ministry of Defense (MoD) ordered two 4,900 tons Yard Oiler Tankers (YOT) in May 2020 for similar roles.

Een andere capaciteit in het verlengde van bovenstaande en als aanvulling op SF ondersteuning zou er nog aangedacht kunnen worden om in de toekomst de MC-390 uit te kunnen rusten met een bewapeningspakket.
Iets zoals bijvoorbeeld een Harvest Hawk pakket welke gebruikt wordt door de USMC op hun KC-130J toestellen.

En wat ook een optie is een PaWS Bushmaster, dit wordt gebruikt als een RO-RO bij de MC-27J van de Italiaanse luchtmacht.

The onboard PaWS (palletized weapon system) provides combat capabilities for the MC-27J aircraft. The PaWS is specifically designed for the ATK GAU-23 30mm cannon and other precision guided light munitions. The system minimises collateral damages. The palletised system can be loaded / unloaded through the rear ramp of aircraft. It can be installed in the aircraft within four hours.

The GAU-23 Bushmaster 30mm cannon mounted on the PaWS RO/RO pallet is a next-generation chain gun. The gun incorporates battle proven features of the M242 and Mk44 25mm cannons. The gun can fire 30mm x 173mm, PGU-13, PGU-15, and PGU-46 ammunition at a rate of 200 rounds a minute. The ammunition is fed into the gun through a dual feed system.

Fors minder aanvallen op Amerikaanse bases in Midden-Oosten

De aanhoudende aanvallen op Amerikaanse bases in Syrië en Irak zijn sinds begin februari vrijwel gestopt. Iran heeft pro-Iraanse milities in die landen gevraagd verdere escalatie te voorkomen.

Dat schrijft The New York Times, die met anonieme bronnen uit de Verenigde Staten en Iran sprak.

Amerikaanse troepen in de regio lagen de afgelopen maanden veelvuldig onder vuur. De VS registreerde vóór februari 170 aanvallen in ongeveer vier maanden tijd.

De situatie escaleerde toen drie Amerikaanse militairen om het leven kwamen bij een beschieting van een basis in Jordanië. De VS reageerde begin februari met grootschalige
vergeldingsaanvallen.

De Amerikaanse strijdkrachten zouden daarna zelf nauwelijks nog zijn aangevallen in de regio. Er zijn volgens The New York Times nog twee kleine incidenten gemeld in Syrië, maar geen nieuwe aanvallen in Irak. Iran zou volgens de bronnen bang zijn geweest dat buitenlandse milities, die het land steunt, zo aanzet tot een oorlog met de VS kunnen geven.

De Iraanse topgeneraal Esmail Ghaani zou begin januari in Teheran en Bagdad spoedoverleg hebben gevoerd om dat te voorkomen. Zo kregen Iraakse milities naar verluidt van hem te horen dat inmiddels voldoende vooruitgang is geboekt bij het onder druk zetten van de Amerikanen.

De nieuwe aanpak wordt gezien als een aanzienlijke koerswijziging voor Iran. Dat zou bondgenoten als Hezbollah, Houthi-rebellen en de Islamitische Jihad eerder juist hebben aangemoedigd om Amerikaanse bases te bestoken. Iran zou inmiddels bang zijn dat een directe oorlog met de VS juist kan uitpakken in het voordeel van aartsrivaal Israël, dat internationaal nu veel kritiek krijgt om de humanitaire crisis in de Gazastrook.

The 'Black Bulls' of 336 Squadron, Royal Netherlands Air Force RNLAF, are currently transitioning from the Lockheed Martin C-130H to the Embraer MC-390. Overseeing this transformation is the air arm's new commander, Lt Gen André 'Jabba' Steur, who is ensuring the squadron lives up to its motto: 'Fight tonight, fight tomorrow, fight together'.
The Black Bulls currently operate four Lockheed Martin C-130Hs: two C-130H-30s, G-273 (c/n 382-5273) and G-275 (c/n 382-5275), and two C-130Hs, G-781 (c/n 382-4781) and G-988 (c/n 382-4988). The unit comprises 14 pilots (with four more in training at the time of writing), 18 loadmasters and 16 flight engineers.
Future tactical airlift

Aligning with Gen Steur's vision, there is significant change ahead for 336 Sqn. It involves embracing new doctrinal and tactical concepts, such as agile combat employment (ACE) – the US Air Force's evolving operational strategy necessitated by advances in adversary reconnaissance and weapons capabilities – and with the C-130H reaching the end of its life with the RNLAF. After 45 years in service, the four Hercules will be replaced by the Embraer MC-390 Millennium. The formal contract has yet to be signed, but it is increasingly likely that, over the next seven years, 336 will expand to 15 crews with five new MC-390s.

Lt Col Diesel, the MC-390 transition team leader, explained why the Brazilian type was chosen: "There are many positives. We can still land on small dirt strips, still drop paras and still fly as tactically as we do now. But the MC-390 will enable us to move the same volume of payload faster and over a greater range."

As an example of this operational efficiency, the current standard load on sorties to Mali comprises five pallets and takes an average of four days turnaround in the C-130H. This time will be halved to two days when operating the MC-390. Currently, developing mission tapes for the self-protection systems of the C-130H took a long time. Electromagnetic warfare (EW) technology is changing at a fast pace and near peer opposition may outpace the unit if this continues. Elbit delivers in-country reprogramming (ICR) labs that, in theory, should enable the unit to update their MC-390 mission tapes within a day.

The squadron's future focus will be on mastering the multi-mission capabilities of the MC-390. The current expected timeline is for the first aircraft to be delivered in 2027, with entry-into-service six months later after build-in of the government furnished equipment. After delivery of the second MC-390, the C-130s will be phased out.

In preparation for this, new simulators will arrive prior to the aircraft. Furthermore, the MC-390 transition team will head abroad in 2024 for the qualification and instructor training on type. Thereafter, this team will start designing the new mission qualification training programme, with the goal of developing tactical operating procedures and other building blocks to shape a military approved training organisation (MATO). The MC-390 MATO must be able to produce crews who are qualified to perform airland and airdrop missions, both at night and in a degraded visual environment with threats. Moreover, these crews must also develop new skills, such as air-to-air refuelling, proficiency in the use of a complex communications suite and handling of the EO sensor.

Kosten Mjolner vs Nemo is ongeveer 3 : 1 oftewel 2 vs 6 miljoen in aanschaf. Dit te vervanging van de 120 mm mortieren die we nu hebben voorde KL. Mariniers en Luchtmobiel krijgen dan ander type vanwege ander optreden dan KL.

Een aantal Nemo (of crossbow) mortieren voor 13 moet geen probleem zijn natuurlijk, maar ik zie het niet voor me als vervanger van de leopard 120 mm voor binnen 13. Een mortier heeft niet echt pantser doorborende capaciteit als je deze vlak afschiet richting een MBT.

Nee ik verwacht geen 120 mm of ander zwaar kanon op een boxer bij 13, ik denk dat een combinatie van 30/35 mm kanonnen en ATGM's de weg is die 13 moet gaan. Een eventueel (klein) aantal Boxer als missile truck zoals we die kennen van de impressies met Brimstone ,eventueel met SPIKE of een loitering munition als aanvulling. Ook het MGS op de Stryker heeft bij de Yanks een kort leven gehad en is vervangen door 30 mm  + Javelin.
